and nearly everyone was thinking about just how bad 2008 was. "you can see the love for this place, everybody started pulling their trucks up and taking stuff out, called my wife and said i'd be home a little later and give six hours. we're trying to be down here and be proactive and help with the effort, everybody's been willing to do anything and everything. one of the biggest controversies of the 20-16 flood was how one block -- with a few businesses -- were left out of the flood. flood. was tom slaughter at tornado's grub and pub.when the flood protection went up -- he was left on the outside and had to scramble to create his own -- makeshift flood protection to keep the water out.he was in the middle of that when we caught up with him. "to see the city exclude me and these other busiensse, blatently, to exclude us, they;'ve put us in the river from 16th avenue, there really isn'ta good location to provide flood control. control.the hesco barrier work best when they're on solid footing, sidewalk or a street, versus when they're on mushy gr" ground."the city says 16th avenue southeast was the highest and most sturdy place to put the protection -- making it the most effective too. sunday into monday -- the water started to roll in -- and after a few days -- back into the river.tornado's and the businesses nearby got the worst of it -- outside the flood protection.inside the walls -- some storm drains backed up -- but the biggest break was behind the new bohemia district -- where water pushed aside sandbags. the city was able to quickly stop it -- essentially saving the new bo district from flooding.mayor corbet said if the river won in 2008 -- the city evened the score in 2016. "right now the score is even. there will be that rubber match. i don't know when it will be. it may be next year. it may be eight years from now, it may not be for several decades. later that day -- governor branstad was back in the corridor -- taking a look at some of the damage. damage.he saw vinton -- palo and cedar rapids with the lieutenant governor -- other state officials and members of the iowa national guard.the governor says he has seen how much iowans learned from 2008 and said he was the way everyone has pulled together. "in four days, this community did a phenominal job with those hesco's. about 10 miles of hescos that really protected the community." community."they took what they learned in 08 - lessons learned, and a lot were proactive and when they heard about evactuations, they left because a lot didnt' last time. time.the next step is figuring out exactly how much damage there is so that the governor can apply to free up federal money to help with the iowa's federal representatives are already making moves in washington.congressman rod blum quickly got an ammendment onto the water resources development act -- sponsored by dave loebsack and david young -- trying to speed up the money needed to build the flood protection.it was already approved in 20-14 -- but the obama administration hasn't included it in any of it's budgets since then.even before the most recent flooding -- senator ernst had been working on this issue -- trying to get the construction started as soon as spoke to her a week before anyone knew cedar rapids may fl. flood. "i'm going to keep pushing this issue, this is very important for the cedar rapids area. flood recovery is an ongoing process so we ahve to make sure that those mitigation funds are avaialble so that cedar rapids can continue that recovery process and make sure that their downtown area is protected and . vibrant.after the flooding -- senators grassley and ernst sent a letter to the army out that 73-million dollars had been authorized in 2014 -- but the money has never been bu. budgeted.they say if the priorities to give out that money take into account "a significant risk to public safety" then "can you please explain to us why the army and office of management budget ignore public safety when deciding what projects to the include in the president's budget.they weren't done. done.at the end -- it says "with all due respect, it is no longer suffi that your hands are tied and that nothing short of a congressional earmark can help communities like cedar rapids that have lower property values" values."they continued with -- "you have some discretion to help and have simply made the decision to forego that assistance even though the community endured a 500-year flood event in 2008, worked with the corps to develop a project to address the flood risk, and worked with congress to get it authorized." while the water was still local elected democrats filled presidential nominee hillary clinton in on what happened in linn county. county.state senator rob hogg -- linn county board of supervisor chair ben rogers and city councilman justin shields all spoke with secretary clinton. clinton.mayor ron corbett -- he's a registered republican -- spoke with her earlier in the day.she says as president -- she'd work with the city and county to rebuild with smart investments and a resilient infrastructure and flood protection. this week did have some major national political headlines were just a little pre- occupied.hillary clinton and donald trump faced off in their first head to head debate monday. monday.a lot has been made about how many times donald trump interupted hillary clinton -- so lets take a look at the stats.they spoke for about the same amount of time... time...but trump interupted clinton 39 times -- clinton interupted trump nine times. times.that means clinton when more than ten minutes between less than three.clinton spent more than half her speaking time having already been interupted by donald trump. trump.but trump did double down on his support for the controversial "stop and frisk" police practice that new york city mayor bill de blasio ended. ended. "when you have 4,000 people killed during the presidentcy of barack ofbama, you ahve to have stop and frisk. you need more police. you community relation. you don't have good community relations.." clinton fired back when trump criticized her for not having the stamina to be president -- and for staying off the campaign trail some days over the last few weeks.she used at least some of that time to get ready and study for the debates. debates. "i think donald just criticzied me for preparing for this debate. and yes i prepared for? i prepared to be president, and i think that's a good thing." a few days later -- trump came back to iowa -- stopping in council bluffs the day before early voting starts in the state.the republican party is saying that democrats are struggling to get out that early vote -- showing that they can't really get voters behind their candidate.trump challenged the idea that hillary clinton out performed him in their debate monday. "so we wone very single online poll, hundreds of thousands fo voters and back and hear about how she did well in the debate. i don't think she did well at all. those online polls are generally not very trustworthy because they don't same a random population -- they only sample the people who go to a website to take the poll.that means they're skewed based on the audience that reads the website -- or goes there just to take the poll pollbut her message -- even two hours west of the flooding in cedar rapids -- was still struggling with.she's talked a lot about how if she's elected president -- she would focus on the crumbling infrastructure in the united states -- helping to update it -- and working towards getting the united states using more energey efficient and friendly forms of energy -- including ethanol.like we said before -- at least four local officials briefed clinton on what was happening in linn county. ""i told them if i'm so fortunate as to be president, we're going to have a big infrastructure program and we'rgo flooding in places like cedar rapids." president obama is helping out with some flooding that happened earlier in the summer in iowa. iowa.he just signed a disaster declaration for the flooding in northern iowa -- that caused the cedar river to crest a few weeks later.it gives federal funding for allamakee -- chickasaw -- clayton -- fayett -- floyd -- howard -- mitchell -- and winneshiek counties.still no word on exactly what kind of assistance could come to the corridor area for this past for the first time in president obama's administration -- congress has overridden one of his veto's. veto's.it was on a bill that allows 9-11 victims to sue saudi arabia -- and it was overwhelming -- 97-1.only minority leader harry reid sided with the president.the president vetoed it -- over concerns that it would open the united states up to lawsuits from people who live in other countries.but then -- right after the veto -- congressional leaders admitted that the law does need to be american troops are protected. congress had until the beginning of october to pass a funding bill -- and they did it this week.the main issue had been giving funding to flint for their water crisis. that cleared up when republican leaders guaranteed the money would eventually go to flint.the funding bill also sends just more than 1 million dollars to fight the zika virus. coming up next...right after we found one of the riskiest parts of the flood protection during the 2016 flood -- we developing flood protection the morning of the flood -- tuesday morning -- while the cedar river was on it's way to cresting -- the city had one of it's biggest scares of the entire flooding event.water started to come up through the strom drain system in the new bohemia district so strong that it send sand bags flying off some of the manhole we caught up with mayor ron corbett at that site just a few hours after it was all under control again. again. is that back up and gravity problem accounted for in the new designs? designs?in the new pumpings stations, the pumps are built in - here we bring them in temp. temporarily.temporarily. temporarily.in we bring them built in - here pumps are built in - here we bring them temporarily.it seems like this was an emergency, how important is that work how important is that work to fix this to safe everything else. else.if you don't plug it up right away, it'll get too high and you won't have any impact. you have to get these break points addressedr ight away equipment right away. if we don't get it now, it gets worse and get into newbo. newbo.those busiensses on the other side are taking on a bit of water -- its a tough message to those owners? owners?when permanent flood protection get's built, it will go along the river to the sinclair station so those buiensses will be protected. we had a choice on thursday to do nothing or put a temporary sy barriers work best when they're on solid ground and there's no sense building a system that can be compromised compromised we've seen senator grassley and ernst go to bat for cedar rapids. what's it like to have those guys in your corner? the corps of engineers has authroized our project, the senate just did it a second time, but until the top brass at the corps put it in their budget, itw ont' happen happen can the senators make it happen? happen?everybody gets it and understands it but they haven't appropriated the money. maybe thise event will help us get some money from this have on your average citiz? citizen? they know flooding can happena dn theyve seen what happens with no protection now they see what happens with protection. if this works, we will ahve averted a disaster and can't measure the cost of that." after the break...we see just welcome back.in the real story this week -- we're taking a deeper look at the flood of 201. 2016.and how 2008 was different -- but taught valuable lessons. meant a lot of melted snow was running down river once the summer thawed it out.that meant there was already more moisture than normal -- coupled with heavy rains in the days leading up to the june flood that created the highest crest ever recorded in cedar rapids history. history.in 2016 -- the flooding event was three months later in the year -- because it wasn't caused by a snow melt.instead -- constant rain in the northern part of the state put more water in the river system leading into the cedar. nearly no time to get ready. there were two days to try to figure out exactly how the river would get -- figure out who would be affected -- pack up their possessions and get them out of the way.there was also less knowledge about exactly what would happen as the river got higher -- and which parts of the city it could reach.as a result -- the damage was devestating. devestating.this time around -- we could see the constant heavy rain to the north to give nearly double the time for the city to get ready. because of the information engineers had a much better idea about where the water would go -- and more importantly -- the best ways to stop it.that kind of knowledge came in handy when the city needed to update the protection plans this year at the last second.when they were first created -- hesco barriers weren't widely used -- and the original protection plan wouldn't have protected the new bo district at all. when those plans were created -- there wasn't much development south of 8th street.the decision to put protection that kept of new bo was made at 11 pm the night before it was all installed. "generally speaking, we followed the plan and then said we ahve to add a segment of the city that's not been protected. that plan was executed in less than four days.another big difference is the level the water rose to. to.in 2008 -- estimates were putting the level at 27 feet -- and it ended up going all system of rivers out of the city's downtown streets. in 2016 -- the river crested nine feet lower -- but the city had protected itself to roughly 28 feet in some places. places.that means while there were some problems with water rising through storm drain systems -- most buildings stayed dry -- and most sandbags and hesco barriers never had to be tested because the water never actually reached them.if this year's flood had been just a few feet higher -- much more of the system would have been tested -- and "as we looked at the elevations, let's add about two feet to whatever the projections are. so when the forecast went from 24 to 25.3, we had to redo some areas to make sure we were going to be well above that." the final difference is the recovery time.in 2008 -- with so much of the city so devistated -- it took nearly a year to get rid of the debris. eight years later -- there are still massive parts of town that haven't been rebuilt -- getting knocked down and remove. removed.after the 2016 incident -- clean up will take a few weeks -- before nearly all of cedar rapids returns to normal.for that reason -- mayor corbett started managing expectations about what kind of federal assistance would be coming into cedar rapids. there's a chance that the city protected itself so much that there won't be enough damage to qualify for federal money. that means a much smaller windfall than eight years ago.
