For the most part, it appears cedar rapids has tamed the great flood of 2016. 201 and volunteer effort has, mostly, held the waters back. Back. But, the river level will fall very slowly over the next few days. Right now, a curfew is again in effect for the evacuation zone. Some are wondering why the precaution after the crest . City leader say there is still a risk that the flood protections could fail before the river falls back into its banks. But, they hope to begin cutting back on the evacuation zone over the next few days. Chief meteorologist terry and the rest of the Weatherfirst Team have been tracking this flood threat for a week now. Now. Terry, now that the highest water has past, were getting a better look at how all that water impacted the more on flood 2016 in just a m. Moment. Right around the corner, this dont make no sense. The girl suffered a gunshot wound to the head shortly before 8am. And was later pronounced dead at the hospital. The city says the bears would not have worked in any other location. Dora miller is life and new bohemia with an unfortunate situation. Reporter it is extremely unfortunate. Over in the farthest area the owner of tornado says hes not moving. He will stay in the area until the water receipts. Why . It sounds i can may be crazy but he says the city left him on this island to fend for himself. The city says these barriers not have been effective in the area around tornadoes. They have taken their safety and property into their own hands by using plywood cost impact and the hope that the water does not destroy their livelihood. We are shocked. We are family and this is where we are here. We all work here. We dont hire out. This is what we do. 16 years we have been doing this. Four tornadoes if they go through this recovery process. Us senator joni ernst wrote a letter to the Us Army Corps of engineers. It was stern. Allah read in part what they as you know the economic benefits of Flood Control projects are based on the value of property that is protected. Where getting a lot of calls about when they can get back into the evacuation so. I know its too early for that. Also the bridges when we open the bridges downtown . We know that the critical concern. Everyone wants to get back but still a dangerous situation. As you said the problem is not what you see above ground but whats underground and the pressure thats building. We think that will subside and as the levels go down which they are slowly the opportunity to get cedar rapids people back into their homes. Now as we take a look at the hydrograph you can see how the river has shot up the past few days and now we are starting to level off. The river wi to pass. Between now and 2 am wednesday its only going to go down another foot or so and finally by the time we get to friday afternoon at 2 00 we are back down to 16 feet. We start seeing a good drop at the 20 foot level and steadily and slowly and surely it gets to 10 feet by the time the weekend comes to a close. This was a historic crest in cedar rapids. Only one other time have we seen the river higher which was in 2008. We see other crest that were in the top five. This one at 21. 9 is the second we have gone above the 20 foot level in cedar rapids. We have night nice technology. Streetlevel mapping. What you will see on this graph is 16th avenue and this is where we built a levy off to the northeast you have otis road and this would be the cargo plant. Here is where the levy was constructed. New bohemia is in this area and the south of that is where tornadoes and other buildings and businesses down to south. Now you can see how that levy works. The wall that divided flooding from no flooding at all on the other side. That was a significant building structure that improve the flooding situation in new bohemia. Had we not had that there would have been a lot of issues in that part of the city. Is linn drive. You can see the cemetery located here and this is part of the residential of palo. As we put the picture you can see how the river started to come up and indicate the lower areas first. This area more than here. There were a lot of homes impacted in the payload area but nothing like we saw back in 2008. Now you can see ellis harbor and some of the boats that were located along there. This is our streetlevel mapping so this is what it looks like the four the 4. Flood comes in and now will take you to the real pic sure. You can see the boats underwater and heres the harbor drive. Thats also under drive water. Tonight the flooding is starting to update in cedar rapids. The temperatures are also getting colder. That front that came through yesterday is sending a surge of midwest. Around the core the temperature is at 50 degrees. We have showers up that way. Its 54 and charles city and prairie du chien. You can see some energy that spinning southward and kicked up a few light showers or sprinkles of rain and a lot of clouds pushing back to the rest of eastern iowa. As we go to the radar you can see the showers in the northeast. Most of this not too much more than sprinkles. Getting closer in the northeastern corner of the state and not too far away from i dont think anyone will see very much showers. By tomorrow morning they should be out of the area. After that this upper air let will not move very much. It spins over the midwest for several days to come. On the backside we have this northwesterly flow and that will be tapping into cool canadian air. Will be in the low to midshipman 60s around eastern iowa. 5 00 the temperature will be 61 degrees and further to the north in minnesota the highs will not be getting out of the 50s tomorrow afternoon. You throw in a 25 mileperhour wind you have some fall weather. The night skies will be cloudy and again visit chance of brief showers mainly in the northeast. Low temperatures should be in the upper 40s to around 50 degrees. Going into tomorrow, we have clouds for the afternoon. It should be a cold day with temperatures in the low to midshipman 60s all around eastern iowa. After that we take you to the extended outlook. There is nothing to get concerned about. Conditions will be dry to the upcoming weekend and into monday. Next tuesday we may see our first chance of showers and thunderstorms and by then the temperatures will start to warm we have fall like they tomorrow with the temperatures in the 60s.
