at large.... the two inmates that escaped from the newton correctional release center over the weekend remain missing... why officials say the inmates most likely don't pose a threat to the public. animal abuse.... iowa's low animal protection rating doesn't sit well with one iowa senator... what he is doing about it... and why the laws were written the way they are... super tuesday... republicans are scrambling for support before an important day in politics. how they're attacking the frontrunner, and why governor branstad is joining in. from who h-d iowa's high definition leader..this is the channel 13 news at good evening. i'm lynn melling. thank you for joining us. in like a lion... doesn't exactly describe the start to march here in central iowa.. but it may be a different story for part of northern iowa.. snow is falling tonight.. meteorologist brett mcintyre has the latest on what we can expect by morning.. hi brett... skies are cloudy and temperatures have dropped back to the 40s. a winter weather advisory begins at 6 pm. a light rain snow mix will develop through 9 pm. it will transition to all snow by 11 pm. it will continue through early tuesday morning. 1 to 2" of snow looks to fall in the metro, but should be done by the morning drive in. it will be colder and cloudy through the day on tuesday. temperatures the two inmates that escaped from the newton minimum security correctional release center over the weekend remain at large. the department of corrections says officials are investigating the escape and discussing ways they can prevent it from happening again. mike dasilva has this report from newton. michael amodeo and jessy foley were both serving sentences on drug charges... the department of corrections says most of the people in the facility the inmates escaped from are working their way out of the system... 02:56:12--28 'are people who have completed their recommended programming and services and are basically working their way out of the system so. a lot of times the parole board will want somebody to spend some time in minimum security before they consider putting them on some type of release. either work release or parole.' fred scaletta isn't sure whether the inmates that escaped pose a threat to the public. 02:57:17--28 'most people, if they make this choice, they dont want to get try to stay hidden as much as they can so its a real difficult question to answer as far as if theres any public safety or not.' but if they are dangerous...david kessler is prepared. 03:15:12--23 ' i got protection at my house. i lock my doors and i got a handgun, so 031515 kessler says he's had a run with an escaped inmate before. 03:15:34--55 'this happened a while back last summer too with a female inmate from the jail and escaped 03:15:41 'she came right through my yard so, i had the cops everything over there so, searching with the dogs and stuff. is that right? from the same facility or from sheriffs station. is that why you got a gun? yup. mark otto lives near the newton correctional facility... 03:12:45 'our home is located next to the railroad track and weve always been on the alert system to be aware of any inmates that escaped.' he too has a story to tell when it comes to inmates that've escaped... 03:12:54 some 25 years ago i recall seeing a couple of gentlemen walking down the tracks with blue jeans and white t shirts and later learned that they were escapees and so walking past our home, the railroad tracks of whats going on.' 03:13:09 iowa council 61 president - danny homan - of the american federation of state, county and municipal employees blames the escape on what he calls critically low staffing levels in iowa's correctional system and the department of corrections classification system...which he says is now designed to try and move people out as fast as they can.... by the way, anyone with information as to the whereabouts of amodeo or foley should immediately call 911. the des moines driver charged in the deadly crash of a 22 year old woman is on trial this week. troy mure junior is facing one count of vehicular homicide for the death of scalicity perez boyd. the mother of four died last november when the car she was riding in crashed on 35th street. an accident investigator determined that mure was traveling about 86 miles an hour when he that the couple was being chased by another vehicle at the time. mure told police he saw a handgun inside that other car and it rammed him.. causing him to lose this case... the bench trial is expected to last about three days. the animal defense league is ranks iowa 49th out of 50 states in it's animal protection laws... a bill is working it's way now through the iowa legislature to change that.... ben oldach reports.... iowa's bottom of the barrel rating in animal abuse laws doesn't sit well with senator tony bisignano "we're not going up we're going down...and that's pretty pathetic for a state like iowa." senator bisignano championed senate bill 2289 which would allow crimes involving abusing pets to be elevated to a class d or c felony...but the new law wouldn't stop there. "good components in this bill requires if you're a juvenile that you will have to have counseling based on your actions. an adult is to the discretion." in addition under the proposed law...if a person is found to have abused a pet in the presence of a child...there would be stricter penalties and wellness check would be conducted "you know, violence is violence...if you beat your dog i'm sure you probably beat your kid." stand up--"now despite the majority of support 16 senators did vote no on this bill. senator tom shipley is one of those senators saying it could negatively impact the ag industry." "and when you read in there some of the explanations, people that can control and confine animals....well that could be construed as livestock" however those in favor of the bill say that it has intentionally been written to avoid involving livestock...in fact in the title of the bill it specifically addresses this issue. still...senator shipley...an avowed animal lover... isn't convinced this bill would prevent someone from abusing an animal. floor of the new york stock exchange. stocks tried to squeeze out some gains in the month of february but an increase in the price of oil plus economic data which shows a global economic slowdown not only abroad but potentially here at home held indexes back. the dow closed down 123 points. the s and p 500 was down almost 16 points. and the nasdaq was down 32 and a half points on the last trading day of a barrel, that's up 3 percent in trading monday and lately an increase in oil correlates with an increase in stock prices. but a disappointing reading on pending home sales which declined two and a half percent in january, added to downward pressure on equities. disney stock however got a boost today after the theme park operator announced new ticket pricing policies effective immediately. people heading to disney theme parks could see ticket price swings anywhere from a four percent discount to a 20 percent increase depending on which park you visit and takes into account value days, low attendance compared to peak days which have peak attendance. disney stock closed up barely, but still up two tenths of a percent. caterpillar stock also closed higher today after the company announced plans to dump its relatively new on highway dump truck business to the decision because of insufficient market opportunity to justify an investment. cat stock closed almost one percent is finally in the driver's seat for the democratic nomination... poised for big victories tomorrow on super tuesday after cruising in south carolina... so now she's looking past bernie sanders and training her fire on republican frontrunner donald trump... clinton says: "america has ever stopped being great. what we need to do now is make america whole." despite clinton's efforts to position herself as a uniter, a civil war broke out in the democratic party this weekend. as congresswoman tulsi gabbard endorsed sanders and resigned her post as vice chair to democratic wasserman schultz gabbard says: "i can not remain neutral any longer. the stakes high." the lawmaker clashed with wasserman-schultz about whether the d-n-c was coddling clinton with too few debates... the death toll from a pair of bombings in baghdad has climbed to at least seventy-three. more than one hundred people remain in the hospital ... following sunday's back-to-back market bombings. at least five people are still missing due to the attack ... which is the deadliest in a wave of explosions that have targeted commercial areas in baghdad. isis has claimed responsibility for the bombings. united nations secretary-general ban ki moon says the cease fire in syria is holding "by and large" the fragile agreement remains intact for a third day today, even as monitoring groups report renewed russian airstrikes on areas held by opponents of the regime of bashar assad. violations - white house press secretary josh earnest told reporters they expected some "potholes" along the way... and says they otto warmbier - a student at the university of virginia...put on display for the media by the north korean government monday. warmbier says: "i have been very impressed by the korean government's humanitarian treatment of severe criminals like myself." warmbier- who was arrested in late january - is being held by north korea... accused of stealing a political sign from a hotel where he was staying during a trip to pyongyang over new year's eve. warmbier says: "i committed my crime" warmbier says: "aimed at harming the work ethic and the motivation of the korean people." previous detainees in north korea say authorities pressured them to make apologies ...they later recanted after being released. earnest says: "we've seen the news conference and we're aware of this particular situation and have been for almost a couple of months now. the fact is there's no greater priority for the administration than the welfare and safety of u.s. citizens abroad." this all comes as north korea is expected to face tough new u.n. well as a long-range rocket launch earlier this month. on monday china's chief nuclear foreign minister to discuss a range of nuclear program. the u.s. presented a draft u.n. security council resolution last week. have a significant impact on the north korean economy, and an impact on their ability to continue to fund their nuclear and missile activities." china has reportedly agreed to the sanctions proposal that would dramatically tighten restrictions on north korea -
