Dropped against mubarak. Could it be the bloodiest 24 hours syria has seen since the start of the civil war . Some claim chemical weapons have been used. We are looking at how the west is reacting to both of those stories in this special, too part addition of france 24 debate. Lets start the hour and say hello once again to chris moore. The Un Security Council set to meet on the claims that three used chemical weapons. According to egypt, ordering the release of former president Hosni Mubarak, they stop short of suspending aid after the crackdown on the Muslim Brotherhood. 35 years in jail for bradley manning. We start with the u. S. Un Security Council set to meet over allegations see reuse chemical weapons. There are conflicting reports from damascus suburbs this wednesday. The opposition says poison gas was used in more than 1300 people killed. Bashar assads government has denied the claims. Julia seger has more. Civilians are shown covering their faces and dozens of bodies lying on the floor of a hospital. The pictures were allegedly shot after the Syrian Regime launched an attack ad against rebel held areas in the capital city. France 24 was not able to verify the footage. It was claim chemical weapons were used in the bombings. It is obvious to us that chemical weapons were used and carried out using ballistic missiles. Only the regime has that capability. Contacted by france 24, the syrian observatory for human rights could not directly confirm the report. We have documented the 10th airstrike by the Syrian Air Force on one of the towns were activists reported the use of poisonous gas injuring hundreds of people as a result. We have not been able to verify or get all the names but we have seen video documentation. Syrian authorities probably denied the charges. A military spokesman accused foreign news channels of manipulating public opinion. A general leadership of the Army Confirms these allegations are completely false. They are a part of the dirty media war led by some countries through the media against syria. The allegation of the use of chemical weapons comes during a u. N. Inspectors mission. Human rights organizations and the International Community have all called on the observers to head to the area to verify the information. Elsewhere, according egypt has ordered the release on bail of former president Hosni Mubarak after his appeal in the Corruption Case. It remains unclear as to if and when he will be freed. He faces he has only served the maximum pretrial detention. European Union Foreign ministers have been posting their response to the egyptian governments deadly crowd crackdown. They will review funds given to cairo and are stopping short of a freeze on aid. We had the statement and even the language of the statement seems like a big compromise. The u. S. Has moderated its tone after days of really asking the interim government and the army to step back and try to scale back the violence and putting the blame for many recent deaths on the interim government. This document makes it a 5050 responsibility between the government and the protesters. It highlights the increasing our continuing desire to permit more dialogue and not alienate either side and engage constructively time providing for the egyptian people, saying the people have suffered enough. To cut aid now would be disastrous. What does it actually amount to . The eu said today that the ongoing programs they have, of which most is for civil Sobriety Society and vulnerable groups , and there is the 5 billion euro promise that was made last november of aid and loans that we assumed might be cut or changed in some way. That has not been touched here today by the Foreign Ministers. In terms of the weapons, roughly 300 Million Euros worth of weapons each year. The czech republic, bulgaria and italy also selling weapons to them, but that has officially been frozen. More coming up shortly in the france 24 debate. Bradley manning has been sentenced to 35 years behind bars. Wikileaks has described it as a strategic victory. His fate has been decided. Bradley manning has been sentenced to 35 years in prison. Last month, the former soldier was convicted of the biggest breach of classified data in the history of the united states. As manning was being sentence, hundoutside demanding justice. Private manning has also been dishonorably discharged. His title has been reduced to the lowest rank of private and he has been stripped of all his pay and benefits. Manning leaked over 700,000 secret documents to wikileaks. He insists that he only handed over information that he believed would not be harmful. Under military law, his sentence will automatically be appealed. He will probably be eligible for parole after he has served at least 1 3 of his sentence. The level of severity has been upgraded on the fukushima water leakage. The worst contamination level since the 2011 nuclear meltdown. The pants Nuclear Watchdog has upgraded the toxic leak discovered monday at the Fukushima Nuclear plants. It originally classified the leak as a level one and a nominally, the Second Lowest level on the scale that measures nuclear incidents. But overnight, the Japan Nuclear authority reconsidered and upgraded it to level three, serious incident. We have to look into how to reduce the risk and how to prevent it from becoming a fatal or serious accident. The watchdog said it feared other tanks were also leaking and questioned the plant operators to cope with the disaster. And now the government is stepping in. Anyway you look at it, this is deplorable. The government will make every effort to halt the leak of contaminated water as soon as possible. It is the most serious action taken since the Fukushima Nuclear plant was destroyed nearly 2. 5 years ago. This is the latest in a string of allegations against tepco, the plants operator. It has been accused of covering up the extent of the problem at the plants. After months of denial, it finally admitted just weeks ago that contaminated water was flowing into the pacific ocean. That is it from the newsroom for now. Time to hand you over for the debate with friends walk the card with francois picard. A day of drama in the arab world. For the past 2. 5 years, panelist on the show have repeatedly insisted that, come what may, the push court Civil Liberties and democracy will not be stopped. You will not be able to put the genie back in the bottle. That view of the arab spring is certainly being put to the test this wednesday, with claims that syria has experienced this luckiest 24 hours to date. First, we are going to cairo and the dismissal of her main charges against Hosni Mubarak. Egypts ruler of two decades could walk free as early as thursday. This as the new army backed authorities continued to round up senior members of the ousted Muslim Brotherhood. European Foreign Ministers have condemned the past weeks crackdown and the death toll has now equal those 18 days back in january 2011 that overthrew the bar. With mubarak said to walk, his successor, Muhammad Morsi, set to take his place, is it back to square one for egypt . V is with us to talk about it. Welcome to the show. V is with us to talk about it. From london, a Muslim Brotherhood spokesperson. Thank you for being with us. Eric trager of the Washington Institute and jonathan paris from the uk council. A witness from the fall of mubarak is with us in the studio. You can always join the conversation on facebook and twitter. He forward go to our panel, lets go to our current cairo correspondent. Catherine staple he joins us. Can you remind us again how come Hosni Mubarak is set to be released . Today in the court the court released him on the last remaining Corruption Case against him. His family said they paid back the value of the alleged gift and that is why his longer says he should now be released. He will not walk free from prison today. There is still legal wrangling going on. The prosecution wants to appeal the decision and under egyptian law has 48 hours to do so. We are now hearing that the judges may not allow any appeal to happen. If and when he is released, Hosni Mubarak will not be able to leave the country and he is subject to a travel ban. He is still under charges of having to the reason he does not have to remain in prison while the retrial goes ahead is that he has already served out the maximum amount of pretrial detention permitted in that case, which is two years in prison without a final conviction. One thing is clear, he will not be released today but he could very well be free by the end of the week every you were saying how the courts could decide not even to hear an appeal, but could the authorities overrule the courts . Is it a sure thing that he could walk on thursday at oh i dont think could walk on thursday . I dont think they have any intention of doing so at the moment. You have to remember the interim government was installed by the military, and Hosni Mubarak is a military man. Many here believe that the release of Hosni Mubarak was always part of the plan when he was removed from power on july 3. I think it is a huge gamble by the authorities. It is certainly reinforcing the view here that is starting to take hold at the mass protests was the work of mubarak area figures who want to reinstate the old regime. That could turn the protest against the military and more could side with the alliance. It could be a move by the authorities to keep mubarak in prison if huge protests are up or if and when he does come to be released. It just shows you how the political scene has changed so league that his release could now become a reality. Some activists are saying his release would be the final nail in the coffin of the january 2011 egypt and revolution. So perhaps expect the unexpected. The divide between egyptians can be measured by the spectrum of opinions on mubarak. On the news that he had been cleared of those charges. This is a disgusting charade by the judiciary, the army, and the police. He should have been released a long time ago. God forgive them for what they have done. The judiciary has ordered this, so that should be enough. I have complete faith in the egyptian to do sheri. What is your gut feeling . Is he going to walk free within the next 24 hours . In 2011, egyptians rallied in damascus to oust mubarak from dictatorship. Then we had our first democratically elected civilian leader. Then comes the military junta and then the coup detat on the third of july. Clearing him from his charges is actually what was expected. The third of july was a coup to reinstate a military regime, to reinstate an oppressive regime. We are seeing violations of human rights. We are seeing mass murder among those who are opposing this coup detat. We are seeing oppression of the freedom of expression. We are seeing a clampdown on Free International media. We are seeing a return of the mubarak regime. The only thing remaining is the return of mubarak himself, which we are seeing today. The International Community has backed off backed up the dictatorship for decades. We are seeing them being very neutral now. They did not does support the democracy as they should. I want to go to victor. You hurt our correspondents say many of those who supported the armys move, the ouster of vomit morsi could change their b. J. The ouster of mohammed morsi. Mubarak now is completely irrelevant politically and as a person. No one really cares. You understand it is a bit of a shock for people who do not live in egypt. It is more of a shock than for people who live in egypt who really have forgotten about the whole mubarak thing. I would have loved if she had been talking about freedom and the political process and the route toward democracy in october and november when the constitution was being drafted. That is where it all went wrong, really. Egypt had left the path to democracy at this particular point. Which brings us back again to the timing. Back to november, according to the associated press, in the last week we have had nearly 1000 killed. It had been a brutal crackdown and it is a fault by the military. It is a political and moral fault, but it could have been avoided if they had just let them go and let them be. The other thing i wanted to say is that the 30th of june when we had tens of millions of people in the street. This happened, this is a fact. The army would not have been able to go in the streets if there were not that many people in the streets. She was talking about january 2011, but it happened in a bigger scale in june 2013. What do you make of the timing of all of this that go the timing of all this . This train really ran off the rails due to Mohamed Morsis decision, due to the way the Muslim Brotherhood tried to consolidate power for itself. I want to push back against the claim that the International Community is backing a coup. What the International Community is trying to do is work with the new government after the previous government under the Muslim Brotherhood completely lost control of the state. I was in egypt on july 2 and three, the tail end of the new uprising. I go to egypt and a lot. What i saw in the Muslim Brotherhood and morsi had just totally lost control of the state. So his presidency was untenable, and that is ultimately why he was removed. Yet almost he has almost no one but himself and the Muslim Brotherhood to blame. It could have been averted had the brotherhood manage the country in a better, more inclusive, more democratic way. By the way, that is not at all to endorse the current. It does boil down to at the end of the day, Muhammad Morsi in jail, Hosni Mubarak out of jail. I think victor had it right when he said this is a symbolism that is resonating very much for foreign observers in the west, but that many egyptians are shrugging at. Morsi lost control of the state. Mubarak is not being reinstated coming hes being released on some sort of legal technicality. Im speaking to egyptians all day today. I spoke to a january youth protester who said we are going to back state. It just reflects how much the mindset of egypt has changed over the last 2. 5 years. Let me make a couple of observations. First, unlike in europe, which seems to view society as a post conflict society we do not have wars anymore in europe. The middle east is still subject to what i would call the rules of the jungle. You have a winner and a loser. When you say one guy is in jail and the other guys about to be free, that is part of the rules of the jungle. The army looks at the situation and says if we do all the things that the west wants us to do, and make nice to the Muslim Brotherhood, somehow we will live happily together. I am afraid that is just not th way it works. The other thing i would say is, mubarak is not being freed. He is being released from jail, but as i understand, he is going to be subject to a trial. It is very important for people to understand he is not just being released from all charges. He is just being released from bail, in american terms. He cannot travel from the country, so he is very much has to submit to the judicial process. When you think back to thohoe 18 days back in early 2011, and you hear what are correspondent was saying at the outset of the show, do you think we have come full circle . We have not, because things have moved quite a lot in egypt. The people of egypt have taken to the streets to oust, for a second time, what they saw as a threat to their freedoms, a threat to their way of life. That is very important. Egypt as a country cannot move back to january 24, 2011. Now the egyptian people know that they have that power to oust government. The timing is very powerful, as you said. If you believe in conspiracy theories, it is going to be difficult not to think that the army has used the egyptian people to achieve one of their goals, to be back to the situation before, which was basically an illegal Muslim Brotherhood movement, dismissed of the political life, where as an institution, the army will get back its free hand in politics, the economy with rhetoric which is very important , which is you are either with us or against us. It is interesting to see victor, who is very involved in the 2011 uprising, to defend the army, because he has to choose a side between the army and the Muslim Brotherhood. I know his opinions , he knows that the Muslim Brotherhood is more dangerous to his way of life. That is very interesting. We have a tweet saying millions in the country is not an excuse for a bloody coup and mass murder. I want to talk about the timeline not since 2011 but in the last week you read one of the big events of this week has been the arrest of the supreme guide late on monday, scheduled to appear next sunday in court on allegations of incitement to murder. It is the first arrest of the brotherhoods top leader since 1981 before mubarak became president. An interim guide has been named, described as a halt and a conservative. Are we going to have a time where both sides dig in their heels and it becomes more and more radicalized . I think what you are having is the
