picked a former new york city mayor to advise him on cyber security. a trump transition team statement says rudy guiliani was chosen for his expertise in private sector cybersecurity. the statement also says trump will hold meetings with corporate executives who have been targeted by the crime. guiliani's appointment follows allegations that russian hackers attempted to influence the u.s. election. donald trump says he believes the allegations. he calls cyber intrusion the fastest growing crime in the u.s. and much of the world. roughly 3,500 u.s. army troops began entering poland last week. polish general said he's confident both troops will be able to carry out missions through joint exercises. next month u.s. units will fan out from powe laland and other nations. russia's presidential spokesperson said on thursday that these actions threaten russian interests and security. people in northern japan are digging out and weather officials say more of the country will be affected. robert speta joins us now. some serious concerns and authorities have issued warnings. what's the latest? >> much of central and northern japan were continuing to see the heavy snow come down out here across much of the western okkaido extending through central areas. this cold siberian air spilling over the sea of japan. 74 centimeters in a 24 hour period. seen in western areas of fukushima prefecture. of course, around niigata we're seeing similar totals. i'll show you video we have coming out of niigata. that's where we're talking about this morning. everybody has their shovel out. we're seeing reports of thunder snow. that's when we get a thunderstorm mixed in with the snowstorms in parts of niigata niigata prefecture too. it's an increased amount of instability out there. a woman was killed after snow slid off the roof and killed her. definitely a lot of hazards with this. more snow is in the forecast. off to 90 centimeters back toward the north. earlier this week we had a warm spell across parts of japan. avalanche risk is another threat. heavy snowfall over a meter in some places on top of that. this extreme risk is going to continue to kick up. traveling will be a slow go. you're talking about the chilly and cold temperatures to go with this. tokyo is going to stay dry but chilly. something to keep in mind. maybe below the freezing point and stability. at the meeting today we confirmed that both countries which share common values and strategic interests will cooperate hand in hand for the stability and prosperity of the region. >> the philippines and japan have a shared interest in keeping the waters safe and secure from threats of any kind. >> china has built airstrips and radar facilities on artificial islands in the waters. abe said japan will provide around $9 billion over the next five years in government aid and private sector investments. the money is to help improve infrastructure in the philippines. he also offered to share japan's experience in operating rehabilitation facilities for drug addicts. duerte's tough stance has been questioned by human rights groups. this comes as it's looking less and less likely as the transpacific partnership deal with happen. the incoming u.s. president said he will pull his country out of the pact. the chinese president has reached out to vietnam's leader. they hope to promote joint development. vietnam's communist party chief is visiting beijing. he responded he hopes the countries will work together to increase maritime cooperation. china has territorial disputes with vietnam in the south china sea. they have been trying to repair ties. china's seeking to improve relations with the philippines, another country it has a territorial row with in those waters. tokyo is making moves to further develop economic cooperation with moscow, japan's trade minister is in russia to discuss implementing the business and energy deals signed last month. the minister is in charge with the economic relations. they agreed to draw up a work schedule around the end of march. >> translator: i will do my best to increase cooperation in economic fields, as well as representatives in regions working together. in order to build a genuine partnership with russia. >> $2.5 billion worth of deals were signed last month in tokyo during a visit by president vladmir putin. they include accords on gas and nuclear power. the indian navy has launched a new stealth attack submarine. it was built in the western city of mumbai. the submarine was built in collaboration with a french naval contractor. naval officials say it's the second class submarine and will undergo rigorous tests and first is completing sea trials and will soon be commissioned. >> it is beyond -- symbolic ability of our great nation and shining example of making india program. it is a key milestone in attending self-reliance in the constriction. >> india has a fleet of 13 aging submarines, house. staying with china, new car sales there were in the fast lane during 2016. growth hit the double digits making it the largest for the eight straight year. officials say automakers sold about 28 million vehicles. that's up nearly 14% from 2015. the chinese government stimulus measures and strong replacement demand helped push sales higher. the officials predict this year is going to be different. they say new car sales could shrink by 5% because tax breaks for smaller cars have been scaled back. amazon says it's going to hire more than 100,000 people over the next 18 months in the united states. the plans comes as the president elect is urging companies to create more jobs for americans. trump criticized i.t. firms during his campaign for failing to employ enough people. officials at the online retailer say their new recruits will be fulltime and directly employed. amazon officials say if their plan goes smoothly, their u.s. based work force will exceed 280,000. making the company one of america's largest employers. amazon ceo jeff bezos says innovation has created hundreds of thousands of american jobs through amazon's facilities across the country. the incoming white house press secretary announced amazon's decision came in response to trump's request. he said trump was happy to play a part. let's go to markets. trump's news conference gave few clues on policy direction. we're going to check on currencies. the dollar has recovered against the yen after going below 114 yen on thursday. the pair now at the upper 114 yen levels. the dollar is gaining a bit against the euro. analysts say some traders are hoping for a trump stimulus and buying the u.s. currency. let's take a look at oil. wti crude futures rose on thursday. that's after saudi arabia cut out put to its lowest in almost two years. forecast suggest a record level of demand from china. moving onto markets open this hour in the asia pacific. we're seeing losses else y. australian shares down by more than .8. we're going to take a look at cl china markets when they open in less than half an hour. taking can care of elderly parents isn't easy. especially if they live far away. in japan, that problem is creating demand for new kinds of home monitoring services. nhk world reports on some of the companies trying to get their foot in the door. >> reporter: a man is making a delivery. he replace the cylinder at this home every month. but today, he and his company have something else to do. they are testing the health monitoring service. >> translator: have you tried the new rice? >> reporter: 73-year-old man lives with his wife. their daughter lives in another town and she's concerned about them. so they ask basic questions to make sure he's okay. >> translator: they ask me things like where i went earlier in the day. i am happy to have a conversation. >> reporter: there's more to this service than monthly visits. this company is coordinating the trial. its goal is to provide around the clock monitoring. they already have a tie up with this guest company. it monitors the electricity uses of customer house holds in realtime. that includes tracking how home appliance products are being used. if they detect anything unusual, they can alert the gas company. >> translator: in remote areas or places with a high ratio of elderly people, people can benefit from the network we've established. >> reporter: they have tied up with energy related companies around japan. gas companies make ideal partners for emergency response. their staff can reach a clients' home within 30 minutes. for their part, gas suppliers have a strong motive to seek out new businesses. the government is deregulating the industries and that's creating new competitors. >> translator: our gas companies have to deal with the changing energy market. >> reporter: this company plans to start operating the home monitoring service next april. it won't be alone. tokyo electric power company has already announced plans to enter the business. and other utilities are following suit. new doors are opening in the energy market. customer relations may be self-flying drone with rotors over a distance of more than ten kilometers. government officials joined those from a private firm for the drone test in fukushima prefecture. it took 15 minutes to bring the soup to surfers waiting at a beach in frigid weather. >> translator: it's warm. >> translator: the success of the expert will encourage young scientists to research this field. >> the prefecture plans to open drone research facilities in the area next year. japanese broadcaster tbs has uncovered an audio recording of an interview with the late japanese novel elf yukio mishima who is among japan's most celebrated authors. pbs says the 80-minute interview was conducted by a british translator of his works. the novelist discussed various issues including his upbringing and his views on literature. mishima also touched on article 9 of the japanese constitution which stipulates the renunciation of war. >> the interview is believed to have been recorded in february 1970. that's nine months before the writer committed ritual suicide in a self-defense building in tokyo. he was 45. mishima had tried to persuade sdf personnel to rise up against japan's leadership. a researcher said the tape was not even known to have exist and is extremely valuable. he added the interview is also important in understanding mishima's longer works, written later in his life. the new year's grand sumo tournament is in full swing in tokyo. we now go to our resident sumo expert hiro morita to tell us how things are shaping up in the ring. >> the man who is looking pretty impress any of this first tournament of the year is kisenosato. he's fighting with a lot of poise and confidence. on day five he faced up-and-coupler mitakiumi. he came so close to winning his first title last year and but he told me that he feels great mentally and physically and is ready to roll. his opponent is no slouch and he's taken down a yokozuna and ose koo i. shohozan recovers and rallies and gets the takedown. hakuho, too, stays perfect. time to check on a man we featured last week. ishiura, one of the smallest grapplers in the sport. he won 10 bucks in the fighting spirit prize in the previous tournament. irish rah couldn't find his rhythm the first three days and on day four he showed his never say buy attitude and prevailed for the first time in this competition. he's 1-4 after five days
