i'll be at a watch party with those volunteers tonight. we'll bring you the ten. live in cedar rapids, sarah mccarthy, kcrg-tv9 news. races here in eastern iowa tonight. a property tax levy for the grout museum district in waterloo. the cultural and science facilities levy would be 27 cents per thousand dollars of assessed 600-thousand dollars each year would help the district make ends meet. the issue failed in 2013 by 600 votes. five people are running for mayor of waterloo. after five years in office, incumbent mayor buck clark is not running for re-election magsamen, leah morrison, quentin hart, wayne nathem, and former mayor tim hurley. clark beat hurley in 2009. in iowa city, four council seats are on the ballot... two at large and one each in districts a and c. four people are running for the at-large seats...jim throgmorton, michelle payne, tim conroy, and rockne cole. in district a, the candidates are rick dobyns and pauline taylor. and two are running in district c... scott mcdonough and john thomas. kcrg t-v nine's iowa city bureau chief mark carlson joins us now. mark, turnout hasn't been very high? yes, bruce. that's the story right now, very low voter turnout in this election. as of 3 o'clock about 5 percent of registered voted. polling places in iowa city have seen a slow trickle of voters throughout the day. this is video from horace mann elementary, there. the council could see a significant shift tonight. 3 incumbents are on the ballot, and mayor matt hayek is not seeking re- election. so four seats are up for grabs. one issue that has divided the council and community at times is the 15-story building expected to go up at college and gilbert streets known as the chauncey. that is one of the big issues for people on the ballot, there are a many differencing options about how to handle future development in and around downtown iowa city. we will watch the returns come in with four of the candidates calling themselves the core four this evening. we'll have their at ten. in iowa city, mark carlson, kcrg tv nine news. we'll have the results from across eastern iowa on our website after polls close tonight. just go to kcrg dot com slash "election results." meteorologist joe winters joins us now with our first alert forecast. joe, we're seeing a lot of smiles with this weather.. do you want one more day with highs in the 70s this november? it looks like you will get your wish on wednesday. however we do have to watch out in the morning for some patchy fog. any fog that develops burns off in the morning, bringing sunshine for the afternoon. showers are still on track thursday afternoon with an approaching cold front. this storm brings more seasonable november weather back into the weather picture starting friday. tonight: patchy fog low: 47-53 winds: s 5-15tomorrow: mostly sunny high: 69-75 winds: s 10-20 back to you. a police chase led to a police shooting that wounded a person this afternoon in waterloo. police chief dan trelka says officers spotted a wanted suspect around mullan avenue, but he refused to stop and drove off. that led to a chase with the suspect and officers exchanging fire in the area of wellington and west fourth street. that's where a shot from an officer wounded the man. police took him into custody in the south hackett area of waterloo. he's in the hospital. we don't know his name or condition. today jurors watched graphic surveillance video of a man fatally stabbing 29 year old lynnsey donald in the marion hyvee parking lot last april. 32 year old nicholas luerkens is on trial for first degree murder. prosecutors say luerkens stabbed and killed his former girlfriend after numerous failed attempts to reconcile with her over three months. his defense plans to claim luerkens was insane and intoxicated at the time of the assault. kcrg t-v nine's brady smith joins us from our newsroom. brady, prosecutors called several witnesses today. how did they describe what happened? linn county attorney jerry vander sanden questioned people who were shopping and working at the marion hy-vee the day of the attack. many of them say there was lots of screaming and confusion in the moments after it happened. trying to calm luerkens down. he says at that time, luerkens began stabbing himself, so essex tackled him and restrained him until marion police arrived. a woman who was shopping that day says she saw the attack happening and tried to stop it. "25:00-:16 "when my brain kicked in and i saw what was happening, i tried to push him to get him to stop. when that didn't even phase him, i got behind him and went to pull him offof her. that's when he stopped and looked at me, and then i stopped and i ran back to my car." " another hy-vee employee, eric breitbach took the stand. he handles surveillance video for hy-vee. breitbach pointed out luerkens pulling into the store parking lot, and then luerkens himself as he approached donald, while the surveillance video of the attack played before the jury. some people in the courtroom, including breitbach, became emotional as they watched it. live in the newsroom, brady smith, kcrg tv9 news. marion is moving two houses to make way for a new mini- roundabout. workers lifted the houses today to get ready for the move. the roundabout will go into the intersection of 29th avenue and 35th street. the city says this roundabout and the moving of the houses will help reduce traffic congestion in that busy intersection. workers will move the first house, which is at 3495 29th avenue, tomorrow morning, and that will last most of the day. and that means there will be rolling road closures in the areas you see here on 35th street and 24th avenue. work on the roundabouts will not begin until next spring. the iowa city fire department says a smoky smell that spread across the city last night might have been from someone just burning a big pile of leaves. police say there were no major fire calls last night. but police told t-v nine that they, along with many newsline nine callers, did smell the smoke that was drifting throughout the city. where it was coming from. this is city election day across iowa, but many people are focused on the presidential election one year from now. democrat hillary clinton campaigned in coralville today, promoting her anti-gun violence stance. that's coming up next here democratic presidential candidate hillary clinton was back in eastern iowa today. she held a town hall event at s-t morrison park in coralville, and she told the crowd that, as president, she would fight for gun violence prevention. and that would start with a push for comprehensive background checks. kcrg t-v nine's dave franzman joins us live from s-t morrison park. dave, was the gun issue her primary topic today? "i'll probably be working, actually, and doing something that might help us win the game instead of something that doesn't matter too much right now.""i've got night class, so i won't even be able to watch it." "we'll meet until 6:15, but i'll go home, hang out, watch some tv and go to bed." "i'll probably see. i'll watch espn. i'll watch sports on nothing else to do." but since the only rankings that really matter come out at the end of the season, the focus is less on what indiana. "that doesn't really matter right now. we just have to focus in on one game at a time and just keep preparing every single week. right now in our eyes it's a one game season. we're just focused on indiana." "as much as it is nice, you have to take it with a grain of salt and understand there's a lot of games left to be played." "i can almost guarantee you the four teams in it tonight aren't going to be the four teams in it in the end. they try and predict stuff since the beginning of the season and most of it's been wrong.""the only thing i'm hoping tonight is we're not in the first four. that's like the kiss of death. i don't think we have to worry about that. the biggest thing we can do to help ourselves right now is win this saturday. that's really what we're focused on." while it may sound like the hawkeyes are trying everything they can to avoid talking about rankings, the team is happy to be mentioned among the big dogs of college football.
