Linn county investigators arent finished looking at the cause of this crash. But one thing is already clear. This springville bus driver followed state law in stopping on the highway to let a student off. When the stop arm goes down, drivers need to stop and wait. But springvilles superintendent says even though the district followed all the rules hes still going to review everything to see if theres a better, safer way. Obviously it is a concern, its been there for awhile weve had a lot of weve had a lot of stop arm violations with the ambers going so lots of concerns there and this is a good time to look at this hocking says the problem w the highway itself is that presents new safety risks. Pulling into a driveway usually wont work because the bus would then have to back out into highspeed traffic. And simply pulling off the road onto the shoulder to let a student out could be dangerous too. You pull off on the shoulder and discharge the student now all of a sudden. Theres traffic coming behind you not sure if they need to stop or not even using a bus stop arm from the shoulder might not be legal and that could also confuse drivers as well. Hocking says on divided highways to see if anyone has a better idea. Springvilles superintenden t checked with anamosa and monticello and found they dont have any student drop offs right on highway 151 right now. I called a couple of other districts but didnt get an answer. The Iowa Department of education doesnt track how many districts stop buses on divided highways.
