"it is very easy in hindsight to criticize a decision based on results that the decider could have never known." the threat in given the deadly attack in neighboring san chances. university of iowa president bruce harreld has apologized for saying instructors who aren't ready t teach their clclses should be shot. harreld wrote in an email that his statement to was "an unfortunate off-the-ff remark." he says he's used the comment in manynyorums previously without drawing remark "irresponsible and unprofessional." but a union representing graduate students calls harreld's remark a threat. the union contends it also violates university policy. the graduate students say harreld should resign. the state tonight. a few isolated showers could form ahead of the front, with that chance continuing through the morning hours of our wednesday. the biggest change we find is a wind shift bringing a strong southwest wind around to the west. cooler weather is the result for a couple of days, as highs fall into the upper 20s and lower 30s the forecast to start christmas week. tonight: isolated showers low: 36-42 winds: se 10-20tomorrow: isolated am showers, windy high: 40-46 winds: sw 20-30 a head on crash involving a pickup and a semi killed an iowa city man earlier today. the iowa state patrol says it before 11-30 this morning. troopers say 43-year-old johnny bagwell, junior of marengo was driving south on highway 151 about a half mile north of amana. they say he crossed the center line and collided with a northbound semi truck. the medical examiner pronounced bagwell dead at the scene. the crash closed highway 151 for several hours. a nevada man with ties to eastern iowa is accusing the iowa state patrol of illegally taking his things during a traffic stop. and it happened friday, the se day the iowa supreme court ruled against police seizing cash or other materials s om drivers when they're not facing charges for related crimes. joins us with more. dave, are there similarities with the case decided by the state high court? bruce, tim callahan of reno, nevada thinks there are and he's hoping to use that case to get back computers and electronics an officer seized friday. the case against robert pardee, decided by the court, hinged on an officer taking extra time during a routine traffic stop to bring in a drug dog without good suspicion of a drug crime. callahan, who was on his way to the cedar rapids- area to visit his mother, was stopped for going 62 in a 55 mile per hour zone near council bluffs. llahan says the statattrooper wrote a ticket and then made him and a passenger wait for a drug dog. when the dog allegedly "hit" for an illegal substance, the patrol searched his vehicle. but when the search turned up no drugs, police still kept computers and other property in the car. "i was shocked, i couldn't imagine what gave him the right to do that. there has to be prprperty like that. " callahan says he hired a lawyer in council bluffs who filed a motion in court monday to get the property back and squash any search warrant search. the nevada man says he only learned about the day, on another seizure cash, after he started investigating what to do to get his property back. callahan admits he served time on a federal marijuana conspiracy charge in iowa back in the 1990's. and he e nders if the officer got that information during the traffic stop. he's also asked the iowa chapter of the american civil liberties union for help and intends to pursue a civil case against the state for seizing his laptop, phones and ototr property. bruce? thanks, dave. republican presidential hopefuls are preparing for tonight's g-o-p debate in las vegas. it's their last of the year, and are hoping for a breakout moment. donald trump will be center stage again. he tops the latest abc news/washington post poll with 38 percent support. but m trouble in the critical state of iowa. " an investment firmrmays the city of coralville's bonds are high risk. why moody's lowered the city's bond rating and what that could mean for people living there is coming up. on iowa farmland values. the results of a new iowa state university study are coming up... here on t-v nine. blow. moody's investors service has lowered its bond rating for the cit a bond rating affects a city's ability to borrow and the cost of borrowing. moody's has given coralville a b-a-a 3 rating. that's the lowest investment grade debt rating. moody's cited the city's high debt profifi and liabilities. those include ownership of arts center, officials say they're working to improve the city's credit profile. an iowa state university survey says farmland values have declined for a second year in a row. the survey shows iowa farmland values year. the report says farmlmld values dropped to a statewide average of about 76-hundred dollars an acre. that's down from,a peak of 87-hundred dollars per acre in 2013. the researcher says stagnant commodity ices and declining farm income means values soon. but he says they're still almost 14 percent highethan 2011 values. values dropped in all counties except allamakee, clayton, and dubuque. a temporary homeless shelter in iowa city has picked up right where it left it's full. last night was the first night of operation for the temporary emergency shelter this year the shelter is inside an empty office building it provides an emergency place for people to stay who can't or won't stay at the city's only other facility for the homeless, the shelter house. the operators say st night they near c cacity. the temporary shelter will remain open through mid-march. several rural counties in iowa are struggling to maintain their populations. but they also need more housing. we'll explain why, coming up. and the cedar rapids city council says farewell to monica vernon. stay with your 24 hour economic developers in jackson county say there's a big need for more places for people to live in that coununy. county officials recently how to get developers to consider building projects there. kcrg-tv9s katie wiedemann reports, they say they discovered unusual twist. the study reveled although the populations of the jackson county has dropped, the number of homes needed here has increased. the study examined the housing needs in the cities of maquoketa, bellevue, miles and preston in jackson county. according to that study, more single people are living in homes by themselves, as opposed to entire families living in homes. economic development director dave heiar says that can be attributed to the aging population. many elderly single people are living alone in their homes. he says that means the county could likely use more senior housing facilities. he also say the county needs to do more to help attract younger families to the communities. and first and foremost, those families will need a place to live. "i think we need to be looking at more than one option. it's prong type of solution. so som of it might be to look at some type of grants that be available to do housing rehab. " heiar says east of here in preston, iowa where about one thousand people live, there are currently empty zero lots available. there are homes for sale. but no lots where someone can build a new house. in jackson county, katie wiedemann kcrg tv-9 news. cedar rapids city council member monica vernon said farewell just before the final city coununl meeting of the year today. a reception honored vernon who joined the council in 2008. that was the year of the flood in cedar rapids, and vernon says that disaster willll remain an important part of her time on the council. working with people.
