Police say a pickup truck hit and killed a child in the parking lot of a private school in davenport. Wqad television reports the incident happened around 3 pm sunday afternoon at the all Saints Catholic School parking lot. Thats at 1926 marquette street northwest of downtown davenport. This is the scene of that accident. Emergency responders rushed the child to the hospital. But they pronounced the child dead once the child arrived. The childs name or the name of the driver hasnt been released yet. Fire that waterloo fire crews say started because away smoking materials. Western avenue around 11 pm. Thats southwest of the downtown area. Started when someone threw the smoking leaves by the house. There was some slight damage to the house and fence. Investigators say he may face more charges. Police are investigating a report of gunfire in waterloo. It happened shortly after 4 pm yesterday in the 300 block of adams street on the citys east side. Officers found multiple shell casings in the area. No one was hurt, but police say bullets hit one home. A hearing this spring will determine whether a dubuque man accused of murder is competent to stand trial. 20yearold Helmon Betwell faces 1stdegree murder and 1stdegree sexual abuse charges in the death of 66yearold nancy krapfl. Betwells attorney said he doesnt understand the charges against him, because he has a mental disorder. His attorney filed for a competency hearing last week. A judge scheduled the hearing for april 4th. Police say betwell attacked krapfl as she was walking near her home on dubuques north side back in september. They say betwell admitted to raping and killing her, because he had Nothing Better to do. He faces life in prison if convicted. In only one month, iowa will switch to a privatized medicaid system. Federal agencies have delayed the process twice already. Nearly 600,000 iowans will have to switch and 3 forprofit groups will oversee the medicaid program. Kcrgtv9s Sarah Mccarthy traveled to kansas a state that switched to a similar system in 2013 to investigate inside the kansas state capitol, working through the problems of privatization is still a battle even three years later. But lawmakers here learned lessons along the way that could be helpful to iowa. From the Political Center of the state, one of those lessons is oversight. Kansas uses a Third Party Problem solver called an ombudman and a legislative Oversight Committee. Its similar to what iowa plans to use to oversee managed care organizations. But lawmakers here say having a Diverse Group of people involved in that oversight is key. 22 40 52 if iowa is going to go this way, and i suggest that they not, but it sounds like its too late is that they set up a real Oversight Committee and that Committee Meet frequently. Which helped out the commodities, but it helped out even the equity markets as well. And once the glimmer came off of that market, which really happened once there was a recognition that no ones really going to cut back on production at this point, theres a few people talking about capping crude production. You know that just really, kind of seemed to take the wind out of the sails and we drifted back lower here. Nice little turn up from a reversal we posted just a little over a week ago. But even there, keep into perspective that im looking in the june cattle for example here we are just pushing back into the 126 level, boy we havent difficult to think were going to get much over that 127128 range here again. Even on this rally. Give the hog market credit that we havent deteriorated. Early in february we had june hogs trade up to just a little over 81 dollars. A year ago 81 dollars just really seemed to cap off the hog market. But it doesnt look like we have great reason to move much higher than we have here already.
