city to take out 2 of 4 sets of cameras on interstate 380 this past february and move the other 2 sets. the city appealed the decision and is now taking the d-o-t to court to keep the cameras. kcrg-tv 9's brea love joins us live now. brea, the city says the cameras are all about safety but the d-o-t disagrees. brea chris, the city collects three million dollars a year from its traffic camera - most of that from the four on interstate 380. the city says data shows those cameras have made the s-curve much safer. but the iowa d-o-t says it's test shows otherwise. iowa is the only state in the nation with permanent speed cameras on the interstate. but gary hughes is suing to take them down. "it's unconstitutio nal. section six of the state constitution says all laws have to be applied equally. his main argument centers on enforcement . noting if a car has a bike rake or other object covering the license plate, that car would not get a ticker. hughes says the cameras are more about money than safety. "i think it's a basic flaw in the premise is that the city believes that increasing citations will change driver behavior, and condition drivers to being more safe. i think the opposite has occurred." iowa dot director of traffic and safety steve gent admits the cameras can be extremely effective in getting drivers to slow down and pay attention. "that's really what we want. if drivers are alert and aware of what's going on they're a safe driver." "they can definitely help, its similar to putting up some kind of warning sign or device." when the cameras went up in 2010, the city got to make its own rules on enforcement. but gent says he immediately started getting complaints and that's when the d-o-t asked the attorney general about setting rules for the cameras. "when we sat down and started talking about that, we saw we have a lot of responsibility. so we started the process of putting together guidelines, and ultimately they turned into administrative rules, those administrative rules essentially hold the same enforcement powers as iowa law." those rules created annual reviews to determine if a camera is effective at improving safety. the evaluation in february stated that the primary safety concern is the "s" curve on 3-80 in cedar rapids. it found two cameras were too close to a speed limit change and needed to move closer to the s- curve. the two others only hit drivers after they were past the s-curve and needed to come down. "our evaluation said the cameras do show some safety benefit, however we really only need the cameras inbound as you approach the "s" curve." but the city says statistics prove otherwise. it's data shows 82- crashes around the s- curve two years before the cameras to just 59 crashes two years after the cameras went up. but the iowa d-o-t looked at a larger data set - going back six years before the cameras and three years after and found a much different story "and at that location the total number of crashes was essentially the same on an annual basis averaging about thirty two crashes per year in that stretch. so really nothing changed in the total number of crashes." "based on our further evaluation, it's really hard to say the cameras made a significant difference." we asked the both the city and police to comment on the cameras but they declined because of the pending lawsuit. all of the revenue from the cameras goes to the police department's budget. accounting for 14-percent of the department's budget. gent says the d-o-t guidelines are meant to have an independent assessment of traffic cameras to make sure that money isn't the driving force behind them. "it's so critically important that the public believes that these cameras are about safety. its really about public trust in their own government." brea the lawsuit between the d-o-t and city will go to district court next spring, and depending on the outcome could be on on its way to supreme court within the next year. gent says it could be a couple of years until this entire thing is resolved. brea chris? brea - the city is still issuing citations from those cameras. if it will take a couple years to resolve this, what happens to those citations? brea the city says those citations are still valid. if you don't pay, it goes to a debt collector and could hurt your credit score. thanks, brea. voters in waterloo will pick a new mayor and city council member in a runoff election tuesday. councilman quentin hart and former mayor tim hurley are both running for mayor. one will replace mayor buck clark, who did not seek a 4th term. hart and hurley were the two highest vote- getters in the november 3rd municipal election. yet neither received the majority of votes cast, which prompted the runoff this week. voters in the 4th ward also will determine their city council representativ e in a runoff. they'll choose between jerome amos jr. and chris schwartz. quentin hart currently represents the 4th ward. eastern iowa islamic leaders spent this sunday talking about islam -- with the end goal here to try stop any negative stigmas or "associations" surrounding those of muslim faith. the iowa city mosque imam spoke inside the iowa city public library. he explained the islamic faith and its purpose. he compared the definition of terrorism to the faith's recent violent acts are condemned. imam bilal says talking some of the fear surrounding it. "we believe that all of this is wrong, and muslims all over the world believe that all of this is wrong and we condemn this terrorist acts whether it was from isis.. boko haram." "that's exactly right. west branch was a one play game at the end. dike-new hartford was a 14-14 game late into third quarter. i think our schedule helps our kids. we challenge them early as freshmen with bettendorf, city high, iowa city west and our schedule with solon and xavier on there. those are games where you have to fight, you have to compete, you have lay it all on the line for 48 minutes or even more sometimes." let's talk about the freshman on number one, went undefeated for a stretch, won the big bowl. how special is this what iowa is doing right now? before and it's exciting to see where this group of guys is at. i think it's a tribute to the leadership. i think it's a tribute to the process that iowa football has in place with the coaching staff. they moved to a morning schedule practice wise, i think that's been a benefit to the guys.... our schedule wasn't as easy as people think. this is a team, in my opinion that's been tested. they've had to go into some tough venues in wisconsin and nebraska. they come out on top and it's fun to watch them." what's your take on the tight ends henry krieger-coble and george kittle?
