And how people feel about them. The family of a dubuque woman brutally raped and beaten to death in a random attack already knows how they feel. She had this distinct laugh. You could always tell she was there. Sue wulfekuhle remembers her aunt, nancy krapfl for the way she laughed and lived. Not for the random and brutal attack that took her life and shocked dubuque. On september first, police say krapfl was out for a walk. Traffic cameras on the corner of 17th street and Central Avenue captured Helmon Betwell grabbing krapfl. She fought back until he knocked her unconscious and dragged her lifeless body off camera where he admitted to rapping her. Police say the cameras helped them catch betwell within hours of the crime. As a family were grateful that hes behind bars. The video was the first and best that we had to get that case started. And had we not had that it would have been a much more challenging investigation. The cameras keep watch on city streets along the majority of downtown dubuque. Katie asks youre just walking down the street, minding your own business and that camera is watching you. Russell i feel safe actually because then i know the cops are doing there job. Its an everyday question. Who is really watching us . Whos watching, is dubuque Civil Engineer dave ness. In a locked room on the 3rd floor of city hall, ness is responsible for monitoring the citys Traffic Cameras. We could have 100 view up at one time. The Engineering Department uses the monitors to study traffic patterns in the city. Cars are a little quicker so they so they may get here just about the time the light turns green. It was just a small scuff here. But the video gets used for more than studies. Last month, Greg Dietzenbach requested Traffic Camera video of his own minor car accident. Just a sweet old guy. I shook his hand and we parted ways and he admitted fault. And then all of a sudden he changed his story when the Insurance Agency got involved. But a dubuque Traffic Camera caught the crash on video, proving dietzenbach wasnt at fault. Police say theyve long used the cameras to determine fault in disputed crashes. Now, theyre using it to catch criminals, too. With investigators asking for video nearly every day. If its going to be a case where criminal charges are filed, more often than not well come up here and get a copy of that video and make it part of the case file. Weve used it on street fights, if theres a disturbance going on we know theres a whole bunch of people there but nobody is left there when we get there, we can recreate the event. The city recently installed Traffic Camera monitors inside the 911 dispatch center. These cameras keep watch on streets where crime is more frequent. Dispatchers can keep an eye on crime or crash calls. While chief dalsing says he city hasnt received any formal complaints about the use of Traffic Cameras for security purposes, he says he has seen comments on social media, calling the cameras big brother. These cameras are not seeing anything more than what the human eye would see at the same location. Monty alexander, a dubuque resident, agrees the city has every legal right to install cameras for security reasons. But he believes tax payers shouldnt be on the hook for the cost. He says the city needs to focus more on the root cause of crime and preventing it. You could have the cameras on every street corner, in every part of the city and it still doesnt save somebody elses life. It will solve the crime, but putting the cameras up isnt going to save someones life. As for wulfekuhle, she and her family say the extra security is a welcome change. Something her aunt would have appreciated. Its nice to know that because of what happened something is being done. Police say the cameras have captured several crimes including that attack on nancy krapfl. Federal prosecutors are charging a dubuque man with a hate crime ten months after he allegedly beat up a man at a bar. Today, 40yearold randy metcalf, who was already facing state charges, appeared in federal court. A complaint says metcalf assaulted an African American captured the beating. Attempts to reach the two victims for comment on wednesday were unsuccessful. Dubuque City Council Member lynn sutton who is a former president of the local chapter of the naacp said on wednesday she wondered why there was no outcry at the time but was satisfied the beating is now being prosecuted as a hate crime. Im not saying that every time you have a fight that has someone of color and caucasian its a hate crime but theres something wrong there and does it need to be looked into further . The fbi documents report that metcalf has tattoos of swastikas on his body as well as markings of a White Supremacist Group that operates in iowa prisons. State officials are withholding funding from an Energy Research center at the university of iowa over questions about how it has spent money. The center for global and Regional EnvironmentalResearch Works with researchers to study the impact of global warming. It operates out of the Iowa Advanced Technology laboratory on campus. The Center Receives tens of thousands dollars each year in funding from electric and gas utilities. But the iowa utilities board is withholding more than 772thousand dollars over concerns about how the center has spent money. The chair of the board has requested an analysis of Grant Programs and copies of audits. Critics argue the boards action is illegal. Students in iowa will take a new type of test in math and reading, starting next school year. Today, the state board of education voted unanimously to approve the smarter balanced assessments. The tests are online, and questions get easier or harder depending on the answers. They would replace the current iowa assessments what used to be called iteds or itbs. A legislative committee needs to review todays decision before it takes effect. Dozens of people in North Liberty are helping neighbors who are in need during the winter months. Today, about 150 people attended a lunch fundraiser to benefit the North Liberty community pantry. They raised about 15 hundred dollars to help families pay for home heating, as well as meals and gifts during the holidays. The executive director says the support the pantry has received has been incredible. Its wonderful to see that everybody has time to share a little bit of what they have so that everybody is able to have enough. The North Liberty group plans to hold another lunch in december benefiting another charity. Some people in cedar rapids are calling for changes to a program aimed to keep neighborhood s safe. She works for willis dady as a veteran advocate.
