" he was on oxygen, and he liked to cook in the mornings, cook breakfast and stuff like that... but i don't know what happened or whatever." one battalion chief said he does not know if the oxygen tanks they found side the mobilee home played any role in the fire. in a tv-9 follow-up this morning.. authorities are investigating a house fire in north english where firefighters found a man's body. firefighters arrived at 208 south highland street around 8:30 sunday night. but they didn't find the body of 25 year old out. the state medical examiner's office will ininestigators believe a fatal fire in waterloo last friday night was not suspicious. firefighters pulled 53 year old ray anthony reed from his burning apartment at 16-84 mount carmel drive. he l ler died in the hospital. president obama will be picking a new justice for the supreme court after antonin scalia died suddenly. and a federal appeals court judge who was once a u.s. attorney based in cedar rapids could be up for consideration. justice scalia's death set off a debate about whether president obama should nominate someone to fill the seat in an election year. some senate leaders say the next president should nominate someone when he or she comes into office in january. president obama says he does plan to nominate a replacement. the senate then must approve that nominee. and that's why judge jane kelly is on a short list of nominees. kelly was an assistant u-s attorney in cedar rapids until president obama appointed her to the 8th u-s circuit court of appeals. the senate unanimously iowa senator chuck grassley accelerated her nomination. grsley is now the chairman of the senate judiciary committee. grassley released this statement saturday. quote: "given the huge divide in the country, and the fact that this president, above all others, has made no bones abo his goal to use the courts to circumvent congress and push through his own agenda, it only makes sense that we defer to the american people who will elect a new president to select the next supreme court justice." if republicans don't get their way, university of iowa political scientist tim hagle thinks republicans will stonewall any nominees until a new president is elected. " i think that their better move will be to delay. if you give hearings to somebody and that person comes across as knowledgeable and calm it becomes harder to vote no." judge kelly was confirmed in 83 days to her circuit seat. on average, research of confirmation. ' city council members in waverly will wait t til nextxtonday to discuss options for a a storic bridge. several people gave their opinions during the city council meeting last night. the city will decide between 14 options for the nearly 100-year-old bridge after it clolod because of structural problems. the choices range from doing nothing to tearing it down and replacing it. a petition circulated last year to save the bridge. now more than evev, iowa is taking closer look at who is in its prisons. the state is looking for innocent people who may have been falsely convicted. legal experts here in iowa say they're certain some innocent people are sitting in iowa's prisons right now. late last yearar governor branstad created the wrongful conviction division at the state defenders office. that was in response to the f-b-i admitting they put too much trust in bad hair analysis techniques for decades. the state has ready identified r rghly 80 cases of prisoners that are deserving of a closer look. this all comes as documentaries, like the netflix viewed and talked about. offffials say they think many prisoners will ask for case reviews. "everybody is talking about these issues, and it's fantastic so it's not just us in the legal community that realize sometimes innocent people get sentenced and convicted of things they didn't do, but now everybody knows. " exoneration, and the national registry of exonerations lists just 12 non-dna exoneratatns for state cases. killing an iowa state student has pleaded not guilty. benjamin clague's attorney submitted that plea in story county court yesterday morning. police say clague was driving the cy ride bus last december that killed 18-year-old emmalee jacobs while she was crossing a campus intersection. police say after the crash, clague drove away was from bana. clague faces several charges. a judge has scheduled his pre-trial conference for next month. the center for disease control new study that recommends active women ages 14 to 55 to use birth control, or stop drinking. the c-d-c says 3.3 million women are putting their developing babies at risk for fetal alcohol syndrome. kcrg-tvtv's brea love joins u u live from the newsroom. brea, you spoke with a doctor here in cedar rapids? that's right. she told me the study is making an important point. 50 percent of pregnancies in the united states are unintendede when women are drinking alcohol at any time without using birth-control they are at risk for an alcohol-exposed pregnancy. alcohol exposure during even the 6 weeks can be detrimental to a baby. 45:18 "in most doctors minds, if you're not birth control and you're having intercourse, you're trying to get pregnant. so, i always tell people if your having intercourse and you don't want a baby than lets do something to prevent it." she says if an individual does want to have a baby, they should refrain from drinking as soon as they decide to try. besides the damage to the child, says fetal alcohol syndrome can cause many social implications and other damages. she says women have the tools to prevent it, they just need to take precaution. live in t t newsrsrm, brea love, kcrg-tv nine news. one cedar rapids travel agency says its getting calls from people who are concerned about going to countries that have the zika virus. zika is a mosquito- borne virus that's been linked to a birth defect that causes abnormally small heads and brain damage in babies. for most people the symptoms are minor, like a bad cold. the disease is spreading in central and south america. destinations unlimited says no one has canceled their trips to those destinations. but vice president jane schulyer says the company has been talking with concerned travelers. " 15:33:53 from the onset of hiring the consultant our plan was kind of a gradual release to coach our manager of student equity to a place where he felt comfmfrtable taking that work and moving it forward and i think he has had opportunities to do that." now that manager of student equity will take over work on the plan in the district. the district says it will look at school needs to determine if another consultant is needed in the future. but it's not currently considering that route. the next step in an investigation that found school will be decided today. the environmental protection commission will meet today. the commission could decide to send the case to the attorney general's office for enforcement. both the cedar rapids school district and the company it hired to clean up asbestos, abatement specialties, will be allowed to comment during that meeting. he investigation found there was uncontained asbestos at washington high school last year. the district ss renovation work was taking place in the area - but students and staff did not have access to it. the district says it cleaned the area where it found asbestos and tested the air when the work was done. bills in the iowa legislature have untit the end of the week to make it out committee. this frray is the first fununl, which means ththbill will die if it doesn't pass committee. if the bill started in the house committee it must make it to the house floor by friday. same goes for bills that started with senate committees. the second funnel is not until march 11th. by then, all senate bills must make it out of house one bill up for discussion today would expand medical marijuana. the house ll would allow medical marijuana production and distribution in iowa. as of now, people with epilepsy can use cannabis oil and must get it out of state. today, nearly 100 cancer patients, survivors and caregivers from across iowa will travel to the state capitol. they are asking lawmakers to pass a bill that would not let minors use tanning beds. last year, thoseewith american cancer society tried to appeal to lawmakers for the same law. next month, the state is scheduled to transition to a privatized medicaid program that 3 companies will manage. but some say the state is still not ready to make the switch. they shared their concerns with lawmakers in des moines yesterday. one retired doctor said changing an entire healthcare system could set people back years and compromise health. " when you have to lose your provider, or case manager, or change the medical system you the democratic- led senate passed a bill earlier this month to stop the privatization. representative art staed - a democrat from cedar rapids - has proposed a similar bill in the republican-led h hse. but that likely won't make it to the floor for debate. a district court judge has sided with the state's decision to terminate its contract with wellcare of iowa for managing medicaiai the department of human services threw out the contract with the health care company in december. it said wellcare had not disclosed some information during the bidding pcess. wellcaread filed a lawsuit in response to the decision. 3.3 million women are at risk of exposing their growing baby to alcohol according to the centers for disease and control. the organization released a new report this month urging women who are sexually active to use birth control. kcrg-tv nine's brea love joins us now. brea, doctors are saying this study is important? that's right. the c-d-c performed a survey between women ages 15 to 44. they were asked if they drink, if they use birth control, or if they or their partners have had any the study found that women who are not using a form of protection are putting their babies at risk. alcohol usage within even the first four to six weeks can cause lasting effects on a developing baby. doctors ask if a woman is trying to have a baby she should refrain from alcohol, long before finding out. 43:35 "what the study is really saying is up to 50 percent of pregnancies in the us are unintended, with unintended pregnancies being so common, if you are having intercourse, you should be using birth control to prevent a pregnancy." kapfhamer says sometimes having a good time can lead to more than people anticipate. she says it's safe to just be as prepared as you can be. the cdc says women who aren't actively trying to get pregnant don't usually find out until a month or two in. the organization says, w w risk it? chris, nicole? a couple of city council members in dubuque are calling into question a wage increase for about 500 city employees. luis del toro and david resnick say they want the council to reconsider a proposed 2-point-5 rcent salary increase. they say eliminating the increase, or even reducing it, would help balance the budget for next year. "we looked into these issues that were brought up just to make sure we had it accurate. nearly 1,700 precincts made caucus night run really smoothly. " of the five countieseshat incorrectly awarded delegates, nearly all of the mistakes canceled each other out. taken altogether, the incorrect reporting gave bernie sanders one more county delegate. and martin o'mally also didn't get a delegate he was entitled to. the party fixed those mistakes. the university of iowa now has a $2.6 million dollar grant to help save marines from injury. the grant from the offffe of naval research will help create a simulation program to prevent injuries to u-s marines. the university's virtual human model, santos, will help create software that will allow marines to use their own characteristics like height, weight, and strength. the simulation accurately predict injuries and help recommend training for individual marines. "in 2006 there was 1.9 million injuries just in the u.s. marines. so if we're able to reduce that ust by 20 or 30 percent, then that would be fantastic.
