Heres what we have in vinton. Its in progress. The crest is in progress right now. The official gauge height is 21. 74 feet. Thats a lot of stream flow there in vinton and it just appears to be cresting now its at. What thatto does is it raises confidence for what happens downstream. Thee cedar river at cedar rapids which is around 18 feet cresting five feet higher at 23 feet Tuesday Morning. Here are the next four impacts and what weu can expect and this will be true over the next two to three hoursco and once it surpasses 20, wee will keep updating you with this. You will see it affect the lower section especially right now. Affected and 23 feet it reaches the 3rd avenue bridge in downtown. It affected homes and businesses and several neighborhoods along the cedar riverr thes city is seght up dozens of check. Arnsd the evacuation zone. Police told tv 9 they had larger presence around the evacuated areas and theres a curfew in place for the evacuation zone from 8 00 p. M. Until 7 00 a. M. Throughout the week. You look at the road closed sign and this is a common thing that youll see when zone. Po these road closed signs are all the way up and down 19th avenue which is where were standing right now. Southeast of the Czech Village by a little bit, and the evacuation zone right now doesnt actually have any of those checkpoints. Those will be set up later today after talking with authorities. Theyre waiting for the National Guard to be on hand, about 400 National Guardsmen are headed to this area. Theyre going to help local authorities set up checkpoints in the checkpoints across the evacuation zone. Were hearing that additional officers are on hand right now to be inside of the evacuation zone. Theyre there to protect property, homes, businesses from any kind of looting or any kind of criminal activity. Good news. We talked with authorities earlier today. They told us they havent seen any signs of any of that and those extra officers are on hand, again to prevent it. It is expected to go up five more feet before it is expected to crest on Tuesday Morning. Heres what the expected cresto will look level of 23 feet. You can see for downtown water is expected to cover several city blocks and it shows them close to the Railroad Tracks between 3rd and 5th streets. We have been updated all morning. The river has moved about four inches in 30 minutes and i talked to a Police Officer who was down here and he told me he was driving on this area. This is a street down here. He was driving at 2 00 this morning. That was two hours ago. That kind of explains how fast this water is moving now. Werer outside of the motte building and theres a lot of sandballings and we have them all over town. Weve been talking Massive Community effort to get everythingr prepared. Soy hopefully all of those will hold up through our next 24 hours were expecting that crest tomorrow morning. Sometime around this time tomorrow. Make sure you stay safe. There is a curfew. Its on the Southeast Side of the city. It lies south of otis road and blakely boulevard. Neighbors and some volunteersc from a Cedar Rapids Church spent hours on sunday to tryva to help others to evacuate the roompot area. Theresl some concern roompot is one the first parts of the city that flooded back in 2008. I had the chance to meet margiel simms who was not here eight years ago and you she heard about the threat ofb flooding this neighborhood, all these people who lived down here a long time. Im kind of a newbie, its really, really nice. Everybody is taking care of everybody. Simms says she did not think she would be able to save as much as she did from further upstream are not following the orders to evacuate. They will not be forced out but if they evacuate, they may not get backa in until the danger has passed. Many of the 80 people told to evacuate in southeast palo did live but others chose to stay so they could take care of leaks behind sandbags. They remember exactly how high it got eight years ago and b deducting six or seven feet on the cedar, they could get by without major damage this time. Thatse why im staying. The damage or the water level is notot going to be as high and i dont think the damage will be as bad. We have a better chance this time to save stuff. Another reason that some chose ton stay inside of the evacuation zone as Alliance Energy planned to cut the power in those areas and they will need to keep generators running to pump out any water. Her house is right next to hinkle creek which runs into thes cedar river. The water flooded to the siderd of her yard but since her family took precautions after the flood in 2008 like adding a retaining wall, so far, her house has not flooded. After the water recedes, shes looking to haveu been a lot worse but i think the cleanup will not be the best part of this. I think its going to be a lot of trash left over and a lot of wood and debris. Reporter look at this drone video of the town of vinton. It shows you what theyre dealing with, flooded streets, yards and parks causing roads to be shut down in this area. Im standing here on eastburg and first avenue where you can see the impact of these floodwaters. Reporting in vinton, nicole after a building from a flood of 2008, one neighborhood is in danger of flooding once again. Well show you some of the ways that businesses throughout new bell are taking it upon themselves to keep the water out. Youll notice the impabs there on the righthand side of your screen those are primarily the impacts around the crest height but really the next four impacts as the river does continue to rise. At 18 feet, its the lowest section of edgewood road northwest right now. Expect commute tieups right th it affects the lowest residences in palo and the cedar at palo is higher than cedar rapids and it will reach the bridge deck and it reaches the bottom of the third avenue bridge and we anticipate that to happen given the iffoot crest forecast. The wapsi crested at major flood category. Its in progress right now another foot and a half rise in dubuque but it will take all week for that to happen. Expect the mississippi to be elevated actually much of october. It will be questionable when it gets back to below flood stage. Again, takes a long time for thattive arer. As anybody knows along the mississippi, a long time to rise and fall as well. We saw a squad car drive by not too long ago but it is quiet out here and so quiet, you can hear the crickets and you can see behind me there isnt much going on inside the evacuation zone we have road closed signs on all of these different roads that intersect with 19th avenue or a little southeast told that 400 National Guardsmen are on their way to help patrol as well as setting up 75 checkpoints and we want to calls that people concerned about looting inside the evacuation zone. Authorities tell us there are no confirmed reports of that. That isnt happening. Right now, theyre hearing a lot of great things. People are complying with the evacuation and there hasnt been any crime hand, however to patrol this area until those National Guardsmen arrive and again, thats going to happen sometime later today. Business owners are upset the city did not put the temporary flood walls in and the barriers by them. And pub chose to build his own wall of sand to protect his restaurant in high water. Also a a fairly windy day and we expect the wind speeds generally going to be into 25 mile an hour range and it is dry. Kyle thankfully our work weekt will be mild. We are dry and quiet here for the morning and again, anticipating this to stay dry and quiet today, too. For the most part, again, we do anticipate things to be very quiet morning forward. The Business Owner has sandbags in front of the building as well as behind the wall and the owner tells us he plans on running a generator outside. His restaurant took on so muchlo damage during the flood of 2008 and he plans to stay here to stop the floodwaters from ruining his restaurant. Its disappointing because i put a lot of time and money and effort into this building and trying to this neighborhood can grow and to be left out, it feels like it wasnt for any good. This is the best placement for it. You have a long stretch of concrete and in order to really form that waterproof barrier, i cant put it on you cant put it on soil.
