Police are using robots to try and defuse a possible explosive device in nederland. Someone planted it right outside the towns police station. Live tonight, stan, this tense situation has certainly been unfolding for hours tonight. Reporter and it continues as we speak, heres what we a nederland officer came to Police Headquarters and saw a backpack abandoned outside. He brought that bag inside and looked through the contents and found what he thought was an improvised explosive device. That led to the immediate evacuation of the park that you see behind me. This is essentially one of the busiest areas in nederland. There are several shops here in the grocery store. Now the entire area completely abandoned. Were standing outside of what is considered the blast radius for this device. Called in to assist the Police Department in this. Investigators were able to dismantle several items from that device but they could not say if the device was fully deactivated. The items were taken to a lab in boulder for forensic testing to determine the origin. Just about 30 minutes ago, we sought to bomb robots that appeared to be dismantling the final piece of that device. Looked like a plastic bag that was full of powder. Poli hindrance in their investigation. But they are moving deliberately slowly so they dont destroy any evidence in this case. Police have not said if there is a suspect or if theres even video of that person dropping the bag off in front of Police Headquarters. They also have not been able to confirm whether or not any threats were made to police in the days before this incident. Some evidence, a headlight in the side of the road tonight as the cars on this road started bouncing around like balls on a billiards table. I was on the interstate. A car came out in front of me. I dont really remember after that. I thought i was dead. Reporter tyler white is from tennessee but had recently come to denver to start a new life. He told cbs4s Jennifer Brice he smoked marijuana yesterday afternoon. I wasnt high at the time when i was driving. You smoke, a couple hours later, out your system. Wasnt like i was stoned to death driving. Reporter white is believed to have been in this charger. He reentered this preis killing the driver. And setting off a chain reaction. We do suspect that alcohol or drugs or both are involved in this particular incident. Reporter white is charged with vehicular homicide and leaving the scene of a fatal crash. About three hours after that crash, white was found by paramedics inside a pond in city park. Reporter white also had a message for the family of the woman he allegedly killed. Im sorry that i took your daughters life. And i just pray that you forgive me and asked for repentance. Im sorry. Reporter so far we dont know anything about that woman other than the fact she was 25 years old. As for the people that were in the third and fourth cars, did not have serious injuries. You can see a man on a bicycle get punched and then thrown to the ground. Investigators say he was targeted because hes gay. Now these two men George Howard and Raymond Solis are charged with bias motivated crimes and assault. Developing story and ready to murder charges for the one teenager and critically injuring another. Investigators believe the teenagers hopped the fence trying to steal the mans illegal pot plants. Reporter karen, when those teens hopped the fence onto someones property, that raised the question but under that law, homeowner can only shoot and believe the person intends to commit a crime. And use physical force. But that right stops at the door. Backyards are not included. In this case they say self defense could be an argument thats used. Investigators say two teenagers were shot after hopping a fence into the backyard of this home. 15yearold Keylin Mosley did not survive and a 14yearold he was with was critically injured. According to paperwork hammock may have been trying to protect his illegal marijuana plants. The law doesnt say that you can use deadly force just to defend your property. Reporter Larimer County clerk and recorder angela myers says that was uncovered due to the cbs4 investigation. Dying to vote which found some dead coloradans bolted from the grave. Myers says after his death, someone duplicated the registered republican signature on his mailin ballot and voted. You definitely dont think this was an accident at this i dont think so. No. I dont think it was an accident. Reporter someone intentionally voting fraudulently . I think someone signed his name to his ballot envelope. And thats fraud. Reporter Officials Say with nearly 4 million votes cast in colorado elections, some fraud is expected. How many dead voters is acceptable . None. Reporter clerk and recorder is surprised there arent more from the grave. Thats a success story. And i think it really to me, reinforces my faith in colorados system. Reporter but in recent years in several counties we found cases of people convicted of voter fraud. For filling out someone elses ballot or boating twice. So you do have people down here in Douglas County to commit voter fraud . Weve had cases. We catch them and send them to the d. A. Reporter how does it happen . Ask mike simmons. Ballots kept coming to the her death is on file with the state of colorado and in other government databases. But simmons says every year since her death, ballots kept coming to her boulder home. If it shows up in the mailbox, theres a temptation that somebody could open it up, throw it out and send it in. Reporter simmons saved her ballot from last fall. So this was october of 2015. So that would have been five years and after she passed. Im not convinced that my moms case is a singular event. I think it happens quite a bit.
