weather. elizabeth: de moines water works customers face a rate hike next year and this comes as its ceo could receive a bonus by the end of 2020. eric: nikole: according to the employment contract, the executive will receive $500,000 if he stays in des moines five more years. customers are concerned that money could be better spent. ryan smith breaks it down. ryan: kcci obtained bill stowe's implement contract, and there is a golden parachute. guaranteeing he will be getting 200% of his contract if he stays the 2020. a half-million dollar payoff according to the ceo is them way to keep the most qualified person on the job. graham gillette says it has helped the public utility save millions. stowe we vamped the retirement system, transitioning from a self-funded plan to the state fodor has more from grinnell. cynthia: students brought textbooks while waiting for clinton after standing in line waiting to get through security. many said the campus is split half and half for bernie and hillary. >> i think her platform appeals to young people, her stance on gay rights, abortion, it speaks to us. her policy suggestions for student debt. >> we will refinance student debt that will save you thousands of dollars. i will not provide for donald trump skids. i won't make it free for people who should be able to pay for it. i want the middle-class and working folks and ambitious poor kids to have the chance to get back into college. cynthia: clinton blamed the economic woes on republicans and said she would push for raising the minimum wage to $12 per hour. she focused on gun control and laid out her plan to stop gun violence. she went to take on the powerful gun industry pledging to close loopholes in the background check system. >> what stands in the way, after the last debate and has 11%. elizabeth: election results are in from across polk county. mayor frank county beat challenger anthony taylor by 5000 votes. for council at-large, chris coleman good morning, another great day like yesterday. starting with temps in the 50's and a high above average near 72. great conditions. watch for fog early. foggy conditions have been across eastern iowa with visibility dropping toward the east central part of the state. light fog developing to the west so watch for changing conditions over the next couple of hours. low-level moisture streaming from missouri. also spreading from illinois, like tuesday. as the fog develops it will burn off by noon giving way to a gorgeous day. things will change to work tomorrow. the system to the west will be pulling in here. it will bring a chance for rain. here is futurecast, jumping to tomorrow morning, we will track showers during the early morning and maybe thundershowers. redeveloping as the cold front pushes through the area. mid afternoon, we are dealing with rain but by 8:00 or 9:00 it shifts east and we end up with a half-inch of rain fall. it will also drop temperatures, today will be the last warm one near record highs into the 70's. tomorrow with clouds and showers, temperatures in the 60's and behind the cold front, more typical weather arrives for friday. 40's to the north and 50's 50's. next week temperatures are above average close to 60 with a chance of rain by the middle part of the week. eric: the soldier memorial in knoxville at the center of the controversy will soon be on the move. elizabeth: the threat of a lawsuit by a national group that pushing for separation of church and state pressured them to move the memorial 75 feet to the east. mark tauscheck has more on plan that will move it across the street to a privately owned empty lot. work has started on installation of a new memorial, a bronze battlefield cross, although the city is told the local amvets post they have to drop the word cross and call it a battlefield memorial. >> are you kidding me? no one else in the world has asked to do that. in a way we're unique. mark: don zoutte says his post is moving the cross memorial but not by choice. he says the city council on the property and now they have voted to move it. >> knoxville councilman tim pitt footed against the plan to move it and he claims they previously told the city they would decide what to do with memorial because the memorial was their property. >> its public perception. if they can put it on us to make the decision than we're the bad guys. >> it's not a decision, they on the property. >> if it's going to stop that bickering i suppose it's good. i think that whole thing is ridiculous trying to move it, crying over nothing. elizabeth: the old memorial with the silhouette soldier and cross will move across the street next week after veterans day and the owner of the empty lot told us he is happy to help this thousands of people flooding downtown for the parade and rally. traffic was so heavy before the celebration that some drivers parked alongside the interstate and walked. 100,000 people took buses to
