"taking the money that otherwise would have been wasted at prarie hills over the next ten years, that we've already established is over $1 million and using it in a much more viable space that would be long- term makes a lot of fiscal sense for tax payers," said jeremy taylor, woodbury county board of supervisors. jessica rae: the plan taylor suggested would instead use those funds to add jail space at the law enforcement center... by converting a former recreational space. deputies say they agree something needs to be done with prarie hills. "we're not housing a lot of inmates out there; they don't fit the criteria and because of that it's a tremendous expense to keep that place open for four or five inmates out there," said greg stallman, major woodbury county sheriff's department. jessica rae: the next step would be to do a study... to determine if the law enforcement center can be expanded. and how the expansion would be paid for. the prarie hills building was built in 2000... to help with over-crowding at the jail. jessica rae: a discussion over how eventual tax revenues from c-f industries should be used... turned into a bit of a debate, at last night's board of supervisors meeting supervisor taylor is proposing the board set aside 50 percent of those dollars to help roll back property taxes in the county. it's an idea included in the counties vision 20-50 manual. c-f is spending one-point-seven billion dollars to expand its port neal facility near the project will eventually generate 130 million dollars in property taxes over 20 years for the county. "i think it's a first good step to say that the states largest expansion in it's history will have a sizeable effect on taxpayers. i thknk that they deserve that at the end of the day. what this would do is say we're putting tax payers first and that would be county wide. " jessica rae: taylors resolution met resistence from fellow supervisors larry clausen and jackie smith... both voiced concerns a resolution would tie the hands of future boards. "i just dont understand what we're doing. we just can't bind a future board, and your term will have expired long before any revenue is coming in," said supervisor larry clausen. "we have a bonding attorney who is an expert in that area and i'd like to defer it to him on if it's prudent to adopt this kind of resolution and possibly bind future boards or put them at risk fro not following the law," said supervisor jessica rae: the additional funds dont begin rolling in until 20-19. jessica rae: osceola county supervisors u- naimously approved a 20-year tax increment financing plan. that plan will take revenue from a wind turbine farm near harris, iowa to pay for a reconstructed road near highway 9 and a sewer lagoon. something that doesnt sit well with farmers who said they were promised tax relief. "michael was on adderrall and marijuana and i chose to leave leonard there anyway," said rebekah williams- mccarthy. investigators say williams' boyfriend..michael..b rought the 2-month to an emergency room already dead. michael, who was looking after the infant... didn't call the ambulance because he had warrants for his arrest. williams who was working at the time... says she could have done more to protect her sons. "i left max in unsanitary conditions, knowing mike was not watching them, and max could not get up and leave; he couldn't defend himself," said rebekah williams- mccarthy. williams pled guilty to three counts... including child endangerment...resu lting in serious injury...child endangerment...resu lting in bodily injury. the plea cut her sentence of up to 85 years...down to 25. "these sentences will be served consecutive because of the separate and serious nature of each event and they each involved a different one of your children," said duane hoffmeyer cheif judge of third judicial district. williams accepted a similar plea to her boyfriend michael..who currently serving a 25 years. jessica rae: chief judge hoffmeyer says williams will be given credit for time served. there is not a mandatory williams will be given credit for there is not a mandatory minimum for her 25 year sentence. "it's tough to have to make this big decision, you know? to have to the county step in and hehe with this big decision...i just want to see the county hearing left many unhappy as the board of supervisors unanimously voted to implement a tax increment financing to assist with financing the city's developmental needs. "as a board of supervisors and a member of the board, we have to look at a balanced approach to what the tax dollars that are generated d n be used in the best way," said sanders. although this plan will affect t x payers, property taxes and schools... county officials believe their decision is for the betterment of the harris area doesn't because this is the hearing about the "i would think that if you've got respect and integrity you'd have meeting with landowners and say, 'hey are some of you people thinking about helping harris, you know?' but they don't talk totos," said brueggeman. to help pay for the city's rennovations, it is estimated that the county will use up to 3.5 million dollars from the wind turbines. don't need that much, we won't use it," said sanders. jessica rae: the wind turbines are on the tax roll at 17 percent and this is the last year that a tif can be passed to divert those revenues. constructiti updates on sewew ands roads are set to begin next spring and should wrap up near november of 2017. ( carly fiorina/(r) presidential candidate) "i think women all over this country heard very clearly what mr. trump said." as for fiorina - the only female candidate in the republican race - her surge after a strong debate showing last month has ended. she's dropped 11 points with women alone -- registering now at just 4 percent. jessica rae: but its good news for republicans overall... more g-o-p voters are satisfied and excited with their options. more than two- thirds say they are very enthusiastic about the g-o-p field... much higher than how democrats feel about their candidates. jessica rae: and speaking of the donald... he's changing his mind in regards to afghanistan the g-o-p presidential frontrunner says the u-s was right the 9-11 terror attacks. it's a reversal of his position earlier this month, when he called the afghan war a "mistake". trump tried to clarify his comments to c-n- n's alisyn camerota ... " (donald trump) "we made a mistake going into iraq. i've never said we made a mistake going into afghanistan." (alisyn camerota) "our question was about afghanistan. that day on october sixth... " (donald trump) "okay, it wouldn't matter. i never said it. afghanistan is a different kettle. afghanistan is next to pakistan. it's an entry in you have to be careful with the nuclear weapons. so it's all about the nuclear weapons" jessica rae: trump's comments come days after president obama announced u-s troop levels in afghanistan would remain the same for much of next year ... delaying a long- planned pull-out of the war-torn country. jessica rae: and dr. ben carson spent his day in texas promoting his new book. he has been on a book tour for the past few days... signing copies of "a more perfect union" in fort worth texas. and while on tour... he's talking about his policies... and what he thinks about the upcoming election. " "(dr. ben carson;(r) presidential candidate ) " it's going to be the most clear cut election in the history of america. people will be able to decide if they want a nation that is dominated by a government that tells you what to do or do we want a nation that is of, for and by the people with the government there to facilitate life, liberty and the pursuit of happiness. it will be crystal clear. jessica rae: carson will be on tour promoting until octobe28- th. he is currently five percentage points behind donald trump. jessica rae: vice president joe biden is officially still on the fence about running for president. but the more he talks these days, the more he sounds like a candidate. he's not even a candidate yet, but he took a subtle jab at democratic frontrunner hillary clinton when he said he doesn't believe republicans are always the bad guys. "i am withdrawing from any consideration of being the democratic party's nominee for the presidency." jessica rae: he says he will now meet with people from across the political spectrum to consider a third-party run for president. the former virginia senator's candidacy never really got off the ground, as he did little campaigning and polled poorly. he was also critical of the democratic party's strategy and support they gave him during his run jessica rae: former president george w. bush says he doesn't like republican presidential candidate ted cruz. c-n-n confirmed bush's statement published on the politico website last night. bush talked about the texas senator during a fundraiser for his brother, jeb bush, in denver on sunday. cruz worked for the former president's campaign in 2000 and later for his administration. politico says bush's main sore point with cruz is his closeness to g-o-p front- runner donald trump. jessica rae: the norfolk city planning commission could not take any action at their meeting yesterday. susan risinger tells us why.
