"taking the money that otherwise would have been wasted at prarie hills over the next ten years, that we've already established is over $1 million and using it in a much more viable space that would be long- term makes a lot of fiscal sense for tax payers," said jeremy taylor, woodbury county board of supervisors. jessica rae: the plan taylor suggested would instead use those funds to add jail space at the law enforcement center... by converting a former recreational space. deputies say they agree something needs to be done with prarie hills. "we're not housing a lot of inmates out there; they don't fit the criteria and because of that it's a tremendous expense to keep that place open for four or five inmates out there," said greg stallman, major woodbury county sheriff's department. jessica rae: the next step would be to do a study... to determine if the law enforcement center can be expanded. and how the expansion would be paid for. the prarie hills building was built in 2000... to help with over-crowding at the jail. jessica rae: a discussion over how eventual tax revenues from c-f industries should be used... turned into a bit of a debate, at last night's board of supervisors meeting supervisor taylor is proposing the board set aside 50 percent of those dollars to help roll back property taxes in the county. it's an idea included in the counties vision 20-50 manual. c-f is spending one-point-seven billion dollars to expand its port neal facility near the project will eventually generate 130 million dollars in property taxes over 20 years for the county. "i think it's a first good step to say that the states largest expansion in it's history will have a sizeable effect on taxpayers. i thknk that they deserve that at the end of the day. what this would do is say we're putting tax payers first and that would be county wide. " jessica rae: taylors resolution met resistence from fellow supervisors larry clausen and jackie smith... both voiced concerns a resolution would tie the hands of future boards. "i just dont understand what we're doing. we just can't bind a future board, and your term will have expired long before any revenue is coming in," said supervisor larry clausen. "we have a bonding attorney who is an expert in that area and i'd like to defer it to him on if it's prudent to adopt this kind of resolution and possibly bind future boards or put them at risk fro not following the law," said supervisor jessica rae: the additional funds dont begin rolling in until 20-19. jessica rae: osceola county supervisors u- naimously approved a 20-year tax increment financing plan. that plan will take revenue from a wind turbine farm near harris, iowa to pay for a reconstructed road near highway 9 and a sewer lagoon. something that doesnt sit well with farmers who said they were promised tax relief. "it's tough to have to make this big decision, you know? to have to the county step in and hehe with this big decision...i just want to see the county hearing left many unhappy as the board of supervisors unanimously voted to implement a tax increment financing to assist with financing the city's developmental needs. "it may be a crowded republican presidential field, but only two men are firmly on top - donald trump and ben carson. a combined two thirds of gop voters now say trump and carson are their first and second choice... according to cnn/orc's new poll.
