Issues a report on the chemical weapons attack last month in damascus that killed over 1400 people. That report is expected to take at least another week. Secretary kerry said waiting for the u. N. Is a mistake. If we dont confront this now, i promise the people of france and europe and americans, were going to see this issue grow and it will be required that we confront it in some other place at some other time where there might be a greater miscalculation. Reporter even the french, the first to say they would join the u. S. In striking assad, will new wait to see whether the u. S. Congress votes to intervene. Margaret brennan from cbs. I dont think people have a vague idea they have air rights. In the midst of a construction boom, how you can make sure no one blocks the view from your home. ,,,,,,, but do you have the rights that. Well, you paid a Million Dollars for a home with a breathtaking view. Do you have rights to that air . Ellen martin reports some Property Owners figured out how to protect their precious views. Reporter what price do you put on air . If its the air above your property, you already own the rights. I dont think a lot of people have a vague idea that they have air rights. Reporter San Francisco realtor john scott said what is more, if you like the open airspace over your neighbors property that allows you that panoramic view, you can own those air rights, too, if youre willing to pay. Which apparently is happening in the northwest. We were looking at a wall over. There i think it would impact us tremendously. Reporter nina and George Peterson are two of the seattle Property Owners who bought their neighbors home for 600,000. Then, they dropped the price and sold it for 500,000 just so they could legally keep the air rights to it and prevent any new owner from building up and blocking their view. Its terrible. Terrible. If you know about it. But i think people discovered too late. The house is going up. The view is gone. The reason they say theyre building up in seattle is because they have no more room to spread out. Well, San Francisco is the same situation. Reporter here in San Francisco, the view and any expectation of one was an issue with one rincon south tower. Imagine if you paid 1 million a half for a condo up there to find out later that there is a second tower going up next door. And right in front of that spectacular vow out of your living room window. View out of your living room window. Rincon had to advice all of the buyer when is they bought it in 20082009, that their view would be restricted in the future. Under california state law, there isy in rights to the view unless you have a private easement. Reporter this attorney specializes in land use and zoning issues. The primary reason we have in the seen more property purchases by neighbors looking to preserve their air rights is simply economics. Real estate is so expensive in the bay area. Without purchasing the rights. Height limits can change, zoning can change withouts view. Easement, you have no right, no legal right to absolutely stop someone from building to on their property that can block your view. Reporter unless you can afford to buy what is next door n. San francisco, allen martin, kpix5. There are some exceptions to the rule. Tiberon and south toledo have zoning laws protecting views in new situations like development. A cooldown is in store, though, according to brian. Its cooler along the shore line this morning and were not getting off to a hot start like yesterday. The fog and low clouds returned overnight. And elsewhere, spotty and sunshine. Not on the approach to the bay bridge. You see the fog and low clouds packed in along the shoreline and that is foggy. By 10 00, the numbers cover to 70 degrees around the bay with sunshine. Inland, in the mid70s and into the next 90 minutes, taking on the packers today. 73 degrees game time at 1 25 p. M. If youre looking for something to do on the peninsula, they have the art and wine fest this weekend. That looks like fun and if you want opera in the park, 70 degrees today and sunshine after burning off the low clouds and stay tuned on that and this is what that looks like. We have more warm weather except on the cool line. Plenty of hot weather. 100 degrees in sacramento; 103 at fresno and we look around the nation quickly, look at the midsection. Theyre smoking in dallas. 100 degrees there in topeek a, 101 and back in the bay area, were looking for san jose to come out at 91 degrees and warmer than average for this time of the year. Cupertino, 90 and same for pleasanton, concord 95 degrees today. San francisco, up 74 and in alameda, 79 degrees and sausalito will be over the 80 degrees mark. The sevenday forecast looks like this. Well have numbers that will be around 100 degrees in the warmest spots inland today and tomorrow and then the low clouds cool off. Everyone said by tuesday, wednesday, and thursday, well be back into the mid80s inland and look for a cooling trend and dont expect it immediately. Its going to take about tuesday to get there. I love our weather. Here we are, what is it . September. And were having a cooling trend because its unseasonably cool. The white house is making a push to rally the public for a military strike against syria. The plan is being met with a lot of pushback, including from bay area politicians. The alleged use of chemical weapons presents a real dilemma for the United States. Its a military strike against syria, however s that the right response . Joining us earlier is representative eric swallow and hes hearing a lot from his constituents on this. We cant ignore that we have work. We have spent over 2 trillion. We lost thousands of american lives and now, americans are righty there asking is this the right next step for america . When you say voters have concerns, are they saying that they have concerns about the accuracy of the information that poisonous gas is being used or that the Syrian Regime used it, or are there concerns getting the u. S. Involved in another military situation. I dont have concerns that the assad regime used chemical weapons. Most voters accept that. There is a hesitanciy. Now that we know they used it, what does the u. S. Do. Have we exhausted the remedies before inflicting force into syria, and have we brought on the international community. Have we exhausted the United Nations and is there this imminency that requires us to act right now at this moment with military force. And i talked with congressman George Miller earlier this week. He is adamant. His people are saying no, no, and no. Its not a question of concern or hesitancy. He just said overwhelmingly, people say no. We dont want to go and get involved in another situation. Thats right. My constituents across the board is a firm solid no, why notice. Why is this in americas best interest. I hear that. We cant ignore that and we dont have many with us. And nancy pelosi, your house leader is pushing very hard for this. And saying vote for this. What do you do . Leader pelosi has solicited for feed back and commentary from the member. She knows this is a sensitive issue and asked for other ideas or how we can modify the resolutions to meet the concerns of the members. Im going to washington on monday and i will be briefed again by secretary kerry. Can it be modifyd . Or is this just a voter saying no . Is there some way that that is what this decision is going to be about, isnt it . I think force should be the last option. After you exhaust all other remedies. What i want to find out is is there anything else we can do before force . I dont want to start with saying a military strike is what we have to do. I want to look at what else can we do before we go into a country where they have sectarian violence. There are over 1,000 groups vying for power there and some of the groups include enemies of the United States like al qaeda and that gives me grave concern that tipping that domino could mean you put al qaeda in control. All right, and you will have a discussion with eric swallow later on in the the show. His recent trip to afghanistan and the progress that has been made or lack thereof since the u. S. Got involved over there. And thats right. Well be talking about, coming up, a new name for an old bridge. Our insiders dish on why people cant get over the idea of naming the old part of that bridge after you know who. W. L. Brown. Well be right back. Arry the name of ,,,,, while in there is the Largest Selection of memory Foam Mattresses under one roof. More than that, mattress discounters has free delivery and the lowestprice oritsfree guarantee. Lets not forget their 120night comfort guarantee. Now whats all this then . A queen size memory Foam Mattress set for only 697 plus, up to 48 months interestfree financing. Let me at it . Nine minutes before 9 00. The western span of the bay bridge may carry the name of former San Francisco mayor willie brown. Opponents support letters to the senate, though, arguing against the renaming. It could happen as early as next week. That is why i sat down and spoke with the political reporters about why renaming the bridge after willie l. Brown. Does it stand a good chance of happy something. I dont understand. Even someone like willie, he said he doesnt want his name on there, why would you want your name on a bridge that is what 300 times over budget . And that is not a big part of the bridge . Hes getting one already paid for. I know. [ laughter ] and standing since 1937. And actually looks pretty good. Yeah, yeah, yeah. Its it due for another Bottom Dollar facelift. Its a bust. I think this is a case where sacramento is a little out of touch with the rest of the voters. Many voters are saying do we want to name the bridge an overcost, overbudget as you mentioned after a guy who had a role in the bridge as much as willie brown has done in the bay area, and hes a megapersonallity, no doubt about it, i think a lot of people out there are saying, you know, i dont think so. Why does it have to be named after anything . Name it after chevron and have them pay for the bridge, like they do with the ballpark. Okay, in this, that is not how it works. Someone put in the name, an assemblyman from southern california, pushed by the naacp. Yeah. And up in sacramento, its become a question of who is going to say no . And so far, no one is appearing to say no. If anything, even the bay area and the San Francisco Assembly People and snappers. [ overlapping speakers ] who are opposed to it and have questions about it, wont say anything public to it. They dont want to say no to willie brown or the naacp . Or both. Theyre powerful forces. We know willie has a major influence on the city and people dont want to do that. He has his hands in a lot of pie and people dont want to mess with that. And a lot of people, like it or not, actually like the guy. Believe it or not. That is besides the point. Okay. And you talk to geraldsteinberg. The president . Yeah, yeah. He likes willie l. Brown. You talk with the head of the assembly, they like it. Jerry brown j. Sure. And even some of the a sure. And some of the Assembly People and senators. In california, all i know is if they name the bridge for willie brown and give a party, i want to be there. As everyone in sacramento will want to be there
