hardly any staff. >> i can't put my head around it. >> reporter: this woman who lives nearby asked us to hide her identity after complaining about the care at the home for 20 years. she says the past few days have been the worst and she called for help. >> the staff isn't over there. what's going on? >> reporter: when authorities arrived they found 14 patients inside including amputees, the bedridden and mentally impaired with only two workers caring for them. a janitor and a cook. >> it's kind of hard to fathom i mean you know -- they're human beings here. and we just leave people behind? >> reporter: the patients were moved to other facilities or in with family all said to be doing okay. authorities are now searching for the staff who abandoned their posts and their patients. and for the neighbors, that's the sickest part of all. >> hopefully some people are going to have their eyes open what's been doing on over there for the past 20 years and you know it's just ridiculous. >> reporter: now deputies don't really know how many owners or managers they're looking for but when they find them they'll be facing elder abuse and ore charges. -- other charges. live in castro valley, brian webb, kpix 5. >> we were unable to reach the department of social services for comment tonight. deputies were apparently asked multitestimony times to search -- multiple times to search for a missing patient later found dead. an attorney for spalding's family told the chronicle they approached the sheriff's department on four occasions. it's not clear how deputies responded to the request. she disappeared two days after being admitted to the hospital in september and her body wasn't found for weeks. a man arrested after a standoff and shootout in roseville is awaiting charges tonight. 32-year-old samuel duran is a parolee and a suspected gang member. for some residents they had to wait more than 24 hours before they could return home. we have new information about the standoff. >> reporter: this neighborhood nightmare over. what had been chaos is now becoming clearer. >> he put a lot of people in danger besides law enforcement officers. >> reporter: this is sammy duran's mug shot. his face bloody with a blankic presentation. he has a gunshot wound to his hand. daniel hahn gave the most detailed account yet of the steps that led to his capture. >> the suspect ran from the officers and it soon became very clear that he was intent on getting away and even murdering any officer that stood in his way. >> reporter: investigators say it was duran that fired first at officers when they tried to arrest him for violating his parole. that first bullet police say hitting and injuring an i. c. e. agent. >> he was hackively chasing the system -- actively chasing the suspect when he was shot. >> reporter: the family was able to escape before more gunfire erupted which sent more officers to the hospital. >> the suspect shot through the side of the residence and through an open window at the officers and that's the way the officers received the injuries that they received. >> reporter: investigators also believe he turned on gas while he was holed up in the home. >> the last thing we wanted is for that house and all surrounding houses to blow up from the gas igniting. >> we're just than. that eventually -- thankful that eventually he came out through lengthy negotiations and no further violence happened. so we're very thankful for that. >> reporter: in roseville, angelle her honor hill, kpix 5. >> one of the officers wounded in a shootout is still hospitalized in serious condition but is expected to recover. a north bay community in mourning for a 13-year-old boy shot and killed by a deputy. the teenager was carrying what turned out to be a toy rifle. don knapp reports the memorial for the victim is growing and so is the sorrow. >> reporter: flowers candles and cards continue to mount at this memorial for 13-year-old andy lopez. investigators say the boy didn't comply tuesday when ordered to throw down his air soft gun a toy replica of the ak-47. he was killed here in a hail of bullets from the gun of an experienced deputy sheriff. >> middle age man, 24 years of experience as a cop. and this is what we get. it's just outrageous. >> we used to play air soft guns right here when we were kitting lids you know? -- little kids you know? when we were young. >> he's going to miss christmas and halloween and st. patrick's day. >> reporter: the deputy fired eight times in ten seconds. seven bullets hit lopez. the number of shots fired is not unusual according to craig guise who trains police officers for high stress situations. >> and an average officer without stress will probably shoot two to three rounds without any stress at all. you can double that under stress. >> reporter: the shooting prompted a fire storm of protests. on friday demonstrators marched to the sheriff's office. [ people chanting ] newly poured concrete was used to write remembrances for the boy. today the ohm prom you the memorial has been brushed over and will probably be torn up. there'll be some time before the castoff the shooting of a -- case of the shooting of a 13- year-old is resolved much less forgotten. at least three investigations are underway. by the sheriff's office, the santa rosa police and now the fbi -- >> reporter: in santa rosa, don knapp, kpix 5. >> there will be another memorial and march on wednesday. the old bay bridge was the scene of a horrific crash today. it was part of a training exercise called urban shield which pushes first responders from the bay area and all over the country to the limit. the exercise started this morning and will go for 48 straight hours. they'll take part in more than 50 training exercises throughout the bay area. urban shield is the largest first responder exercise in the united states. federal agents have seized $28 million of virtual currency in their investigation into a billion dollar black market empire run out of san francisco. the big coins as they're called were allegedly wound on hardware belonging to ross ul bright. he is aciesed of operating the website silk road. a smoking engine forces a san francisco bound flight to turn around on the runway in honolulu. united flight 724 was about to take off yesterday when passengers heard a bang and saw smoke. the plane immediately returned to the gate and nobody was hurt. a man was arrested at new york's jfk airport today though for packing a loaded rifle in his luggage. the 23-year-old was trying to board a flight to charlotte, north carolina. inspectors also found high capacity magazines and two handguns in his bag. they say the weapons had been defaced to cover up the serial numbers. [ people chanting ] anger over secret government spying spilled into the streets of washington today. demonstrators demanded an end to the surveillance programs they say invade the privacy of ordinary people. kelly kobier tells us the protest comes on the heels of international uproar. >> reporter: by all accounts, the leaders of germany and france had no idea a key ally the united states, was spying is on them and their citizens. the u.s. seemed just as surprised to find another secret was out. thanks once again to nsa leaker edward snowden. now senior white house officials tell cbs news that they're warning their allies about what snowden might release next. there is a better understanding of what snowden has. but there's no way of knowing the next shoe to drop. german leader angela merkel says the trust in the u.s. has been severely shaken after allegations this week that the nsa tapped her private cell phone. snowden's latest batch of leaked documents delivered to a newspaper also allege that the nsa accessed tens of thousands of french phone records and tapped the phones of 35 world leaders. state department spokeswoman jen socky says spying tactics were under review. >> we want to be sure we collect information because we need it and not just because we can. >> reporter: they were caught up in it. they want the u.s. to sign up to a code of conduct like the no spying deal the u.s. has with canada, britain, australia, and new zealand. and there's talk of multimillion dollar fines for u.s. companies who don't protect the privacy of their european customers. there's a lot at stake including a massive free trade deal with europe. the european union and the german intelligence service are sending teams to the u.s. next week to meet with officials at spying but as a foreign french minister put it. let's be honest. we just don't have the same means as the united states but we'ves drop too. -- we'ves drop too. >> piedmont high school held a ceremony tonight to dedicate the library to the late u.s. ambassador christopher stevens. stevens was killed in benghazi, libya last year on the terrorist attack. he graduated from piedmont high school in 1978 and still has family in the east bay. he took on the city once known as the murder capital of the u.s.. now a bay area police chief is taking his success to the next level. >> plus, b.a.r.t. trains may be running but the b.a.r.t. contract is still not a done deal. when we may finally know for sure the crisis is over. >> this is certainly a done deal. a good 15 degrees cooler on monday. plus, rain back in the forecast? we'll pinpoint that day as the news continues on the cw. ,,,,,,,,,,,,,, job. anne makovec reports: he's picked up some valuable east palo alto's police chief is moving on after eight years on the job. anne makovec reports he's picked up some valuable knowledge that could help the rest of the country. >> the police department without the community would be an occupying force. >> reporter: in a city once known as the murder capital of the u.s., chief ronald davis had his work cut out for him when he took the reigns of the east palo alto pd in 2005 with one hope in mind. >> you solve it in a way that actually strengthens our relationships and not burns down the village in order to save it. >> reporter: over the past eight and a half years the chief now 50 years old learned a lot about what he called community policing. >> what i mean not just through meetings but through the relinquishing of power. and authority. you have to share that community. >> reporter: the year he arrived the city of just over 32,000 saw 15 homicides. by last year that number was cut in half. >> even though eight is a big difference than 15, eight is completely unacceptable. >> reporter: he sees hope in the next generation. his favorite moments on the job? swearing in new recruits. >> so every time i get to have them raise their hand and see that commitment in their eyes and energy, it kind of reenergizes the department. >> reporter: now he's ready to energize departments all over the country as the head of the u.s. justice department's national community policing effort. taking lessons he learned in east palo alto nationwide but keeping an eye on the city he's grown to love. >> i leave knowing that i'm really going to enjoy watching east palo alto get stronger and better and watch as the police department exceeds expectations that i could have ever imagined. they're primed for that. >> reporter: in east palo alto, anne makovec, kpix 5. after nine months of searching, san jose is on the verge of naming a new police chief. the city manager says she's ready the give the job to larry escavelment he's a 28 year veteran of the force and currently the acting chief. he took over for chris moore who retired in january. he faces quite a challenge though should he take over. there's been heavy turnover and a fight over officers' pensions. members of two of b.a.r.t.'s biggest unions will vote on the contracts next friday. the other will wait until saturday morning to announce the results. should both unions approve their doles, the b.a.r.t. board of directors will then vote for final approval. the board could vote at its next meeting in november or a special meeting before that. gas prices, continue to drop in california. but we're still paying more than the rest of the country. the california average went down about a nickel this week to $3.74 a gallon. that's the fifth straight week we've seen a decline but still above the national average. san francisco has some of the most expensive gas averaging $3.87 a gallon. the white house says that a new deadline to fix the affordable health care act. they say the site should be working properly by the end of november. the high number of people has contributed to the problems and president obama says that shows how much americans need affordable health care but republicans say it could indicate worse everies to come -- issues to come. >> that proves just how much demand there is for these new quality affordable health care choices and that's why in the coming weeks we are going to get it working as smoothly as it's supposed to. >> will enrollment glitches become provider payment glitches?
