One big mess to clean. Randy who works nearby couldnt believe his eyes. Up to 150 cubic yards of Industrial Construction trash. Two dump trucks full. Brazenly and illegally dumped and abandoned on this private lot. The Sheriff Deputies said it was the biggest dump they have ever seen. Toilets, pli wood, debris. Workers say the trash heap stretched from here all the way back to those yellow poles and it was piled high up to this barbed wire fence. Deputies made a startling discovery. The trash was from this drug and Alcohol Rehabilitation Center in oakland. It is now bank owned and when we visited, it appeared to be burned down. Deputies contacted the subcontractor. He agreed to clean it up, even hauling it out in dump trucks today. But he could still face charges. And in an unexpected twist, not everything was cleared out of allied fellowship service. We found cabinets full of files strewn inside and outside of the facility. Former patients names, addresses, w2 forms and Social Security numbers. In plain view for anyone to access. He is a person of interest in the death of federal investigator, sandra koch. Tonight, he says, they shared much more than a relationship. Spoke to him face to face and live outside the jail. Juliette. Reporter elizabeth, they met in this jail, this very jail 21 years ago. He told me tonight that sandra was here doing an interview on a Death Penalty case and thats when they met and started this longterm relationship. He has been in and out of jail on very similar, or very serious criminal charges. He says she has been there every step of the way. And he told me tonight, they have a daughter together. Behind bars, 56yearold, randy told me, i loved sandra more than life itself. When i asked him how she was killed, he told me, i would never lay a hand on her. Alana is behind bars on a parole violation, but he is a person of interest. He and sandra talked about getting married numerous times. He says she wanted to move to montgomery, alabama. She told me if i changed my environment, i would change my bad habits. Alana told me she went against her family and job to be with me. It was always her biggest fear, her family would find out about my criminal past and have her committed. He said she was always making up stories to her family about me. She told them, i own a cleaning business. Another time, she told them i lived in arizona. I was in arizona, but in jail. Alana has been in and out of prisons, criminal history including manslaughter, kidnapping with intent to commit a sexual offense, rape, and several violations. Sandra had a heart of gold. When he was released from jail august 1 of this month, he said sandra picked him up and took him home. They celebrated her 50th birthday the following day. He told me she recently said, this time when you get out of jail, we will get married so you can be on my health plan. But three days after his release, sandra went missing. Her body found august 9, near a park in vacaville. Now this jailhouse interview lasted 30 minutes. He was engaging and a choice to show up for the interview or not or talk for that length of time or not. He did not talk specifically about what happened in her disappearance and what happened the day she was murdered. Keep in mind, he is heren a parole violation because he violated a stay away order from sandra koch. Hes a person of interest right now, hes not a suspect yet. Juliette, what about sandra kochs family . What are they saying about all of this . They are thankful for all of the Media Attention when it came to looking for sandra and they have such deep regrets over everything that happened. But they did say at this point right now, the d. A. And police have asked them not to talk about the suspect or the investigation. All right, juliette, thank you. Police are investigating an attack on a woman near santa clara university. A man approached her walking on franklin street near the intersection of sherman street. He sexually assaulted her and ran away. Well liz, cell phone thefts are part of a new crime wave here in the nightclubs. The club owners are fighting back. This jail is ratting out the bad guys. The music is loud, everyone is dancing and drinking, and somewhere in that crowd, a cell phone thief is working. You know, on the average, we are losing 15 to 25 cell phones a weekend. Worse yet, the thieves were ruining the clubs. Victims were posting on the web, dont come unless you want your cell phone stolen. Club owner and entertainment commissioner, steven lee, had enough. Last weekend he set up a sting, smeared phones with a fluorescent gel and sent his decoys in. Right now, only citizens over 18 who speak english and have no felonies can serve on juries. But both houses overwelmingly pass 1401. It would allow lawful permanent immigrants to become jurors as well. All these potential jurors would be chosen from dmv records. People who have a gren card and been in the u. S. For seven years. Your voice is heard. If you have some on these kind of things, and it feels good. I would be interested if my english is good enough to do that. A jury consultant is torn. The bill would increase the number of candidates and immigrants sometimes make great jurors. Who serve do take the process very seriously. They are proud to serve. They are less likely to come up with excuses to get out of jury duty. Immigrants may struggle to understand American Culture and basically with concepts like guilty beyond a reasonable doubt. I would have concerns without being exposed to the system would be able to quickly and readily grasp those concepts. If the bill passes, california would be the first. Jurors would still have to be 18 years or older and be proficient in english. When the new bay bridge opens in a couple weeks, one thing will be unfinished. The new bike path. Right now it is basically a bridge to nowhere, but theres a good reason. Just getting over the bridge. Thats a route in itself. Rain, shine, or fog, the Golden Gate Bridge is always flooded with cyclists. It is something that you could soak in looking at. Its beautiful here. And cyclists are about to get a few more miles of new path on the new bay bridge. The work that is going on today is to put a temporary connector so the public can use the bridge. What looks like oversized ikea furniture is being hoisted up on to the new deck where it gets trucked across the bridge to oakland. It is all going up because thats where they had room to build 270,000 pounds of bike ramps. The modules are made of douglas fur. The wooden ramp will take you from east bay soil on to the new bay bridge, giving cyclists and pedestrians a path all the way across the new span. Stopping just short of the island. At least for now. After traffic has been moved on to the new east span, they will start to demolish and that will free up the room to connect the bike path into the island. While the path will remain incomplete for some time, it will still offer a brandnew ride with a view you never seen before. A 2 grade all the way back, and owl the way back. Youll get some great views of the original east span, and also of the bay. And as for the idea of extending the bike path all the way to san francisco, eny nears say yeah, its totally doable. It will just take a lot more time and a lot more money. By this time wednesday, the bridge will be retired. It will take another five days or so to put the finishing touches.
