And it's all going to work out it's all going to work 2 out but the pressure has not led so far to new trade agreements and yesterday President Trump appeared to soften his tone in an effort to make progress with the European Union we also will resolve the steel and aluminum tariff issues and we will resolve retaliatory tariffs now before we look at what the president is trying to achieve with the European Union let's understand what those tariffs have meant to an industry that depends on steel and aluminum Michelle Krebs is an analyst for Auto Trader She joins us now to talk about how the auto industry is coping Welcome to the program thank you for having me so the president and e.u. Commission president John Claude Juncker committed to resolving tariffs on steel and aluminum What's your sense of how the industry is responding to people feel assured. I'm not sure they feel assured but certainly we're feeling the impact on this the same day that they were talking about this General Motors Ford and Chrysler reporting their 2nd quarter earnings and all 3 said they were being impacted by the tariffs on aluminum and steel that their costs were going way up and that they were actually reducing their For forecast going forward has this affected the price of the mystic vehicle favor consumers not at this point we think that it adds about $2.00 to $300.00 to the cost of a vehicle and it appears right now that the automakers are absorbing that but that is not sustainable over the long term so I would expect over time we would see that passed along to the consumer what about the threat of tariffs on imported cars the president said he's holding off on that for now while they negotiate what does that mean to the auto industry here well the auto industry is extremely nervous about tariffs and retaliatory tariffs we would expect it if there is there all of the tariffs that have been talked about go into effect and there's a full blown a trade war it will actually hurt the American auto industry at least in the short term we would expect car prices would go way up when prices go up sales go down and when sales go down. Factories cut production and lay off workers so. The effects could be. Particularly difficult now the Commerce Department is still investigating European import autos and and auto parts as a national security risk what do you make of that. I'm not an expert on that kind of policy but it seems to me that is going to be a difficult. Case to make. The auto companies have been doing extremely well in the recent years we've also attracted a lot of foreign automakers to build vehicles here right like the lines not so clear about what is there in the mess of things they are little it's very messy and then that we have the whole all of the parts that come from all the different countries and they cross borders a multiple times it will be a very difficult fabric to pull all those threats out of. Has pursued removing tariffs between the 2 economies and joining us now to talk about the goal and the challenges of getting to 0 tariffs is Simon Johnson he's a former chief economist at the International Monetary Fund and he is now at m.i.t. Welcome nice to be here so Republicans and Democrats have long been in favor of reducing terrorists between the u.s. And European Union can you just 1st explain why are there still tariffs between them well you have to remember we're living in a trading system that was great a long time ago the protector of Spawn 100 years ago they were brought down after World War 2 It's been a long difficult process Republicans and Democrats don't agree and. All of the wrong board with lower interest but over a 50 year period administrations from both parties have pushed for lower tariffs tariffs and lower tariff barriers with many countries including with Europe and just to make it clear the terrace right now between the us and the e.u. Are quite low That's right that's right it's been one of the great success stories of the post-war trading era although obviously there are still some barriers including these non-tariff barriers like rules regulations about what kind of food you can sell in different markets Ok is getting to an absolutely 0 tariff reality or nearly 0 tariff reality between the u.s. And e.u. Actually possible yes you could do that the e.u. Itself is a trading arrangement was it's a political union of sorts now but the basis of it was a customs union lowering tariffs lower tariffs lower Berries There is 0 tariffs 0 restrictions on trade within the European Union so could we become more integrated with Europe yes those those there are the rich countries the highly productive they do similar things to what we produce we sell them cause they buy our cars we buy their cars it could be worked just fine with 0 tears but what about the political realities I mean what about the u.s. Steel industry farm workers all these constituencies that President tram says he wants to protect he has to signal that he's trying to protect them how do you negotiate around those political realities even though economically it could work you know that's why it's taken 60 years to get to this point the agriculture is a different matter and Mr Trump definitely didn't say yesterday he was lowering tariffs and restrictions on I recall trade to 0 so be very clear about that and the Europeans don't want that either so agriculture is in a different has a different category the you know various unions and various other people are concerned about imports but the most you can do about imports from low wage countries such as China so that's a whole different conversation Europe is high wage high productivity they sell us similar goods to what to what to what we sell to them and that's a very different basis for trade a lot of companies are highly integrated across the u.s. And the European Union including the u.k. At the moment so that is. It is a very different kind of a category for trade and as we said this is not the 1st time an administration has talked about 0 terrorists between the us and the e.u. The Obama administration tried to work out a partnership with the e.u. To remove almost all tariffs as well is what President Trump suggesting now all that different from what the Obama administration was trying to do you know he did actually exactly the same I think it was a curious admission perhaps but fairly obvious why they would have met the fact that. News this is All Things Considered I'm Elsa Chang And I'm Audie Cornish we heard yesterday from a Marine named Daniel he spent years firing rocket launchers now he thinks that experience may have injured his brain I lose my spatial orientation I don't know where I am vision gets blurry or even sound is kind of muffled but when Daniel went to the Veterans Affairs Department for help he discovered that the v.a. Doesn't have a category for people like him N.P.R.'s Jon Hamilton reports on how the v.a. Is dealing with veterans who may have a new kind of brain injury one caused by the weapons they fired Daniel who asked us not to use his last name used to fire a rocket launcher called the shoulder launched multipurpose assault weapon or small left right back what's out there. That meant his head was just inches from the explosion used to launch each rocket and during his training in the late 1990 s. Daniel began to have episodes where he'd feel dizzy and disoriented now 20 years later those symptoms can still return when he turns his head quickly or stumbles it's disturbing to me and it is it is terrifying to me when Daniel 1st went to the v.a. Doctors thought he might just have a hearing problem but his hearing was Ok so they sent him home years went by Daniel went to college then he got a job in Northern California but his symptoms never went away. Meanwhile military scientists were learning how the invisible blast from an explosion could damage the brain including areas involved in balance and spatial orientation then just a few months ago Daniel heard a story on n.p.r. Suggesting that certain military weapons might be powerful enough to give the shooter a traumatic brain injury or t.b.i. I went back to the v.a. And I said I want to be tested for T.V.'s I and they said great they handed him a questionnaire question one was what was your combat zone so I didn't know how to answer that his time with heavy weapons was before the wars in Iraq and Afghanistan so he hadn't been in combat question 2 where you hit by an i.e.d. Was it a grenade explosion a bomb dropped too close to you is so I couldn't actually answer the question there all he done was fire a rocket launcher in training exercises over and over and over and Dr Joel Skoal who's in charge of Physical Medicine and rehabilitation for the v.a. Says he's seen quite a few veterans like Daniel. The conversation usually goes like this while I was training we fired a certain type of weapon and I felt dizzy or had some ringing in my ears after that then scold me asks if a veteran was ever near a bomb blast or took a blow to the head many say yes and for them v.a. Guidelines call for a full examination for traumatic brain injury but there's no obvious category for veterans like Daniel that's because there still isn't clear evidence that training with heavy weapons can cause long term problems with things like memory thinking and balance these symptoms are what we call nonspecific So they are not unique to term magic brain injury and in fact there is no symptom you that ha
