News was leaked to the bbc that he was planning to row back on some net zero targets. And because of that, he felt the need to do this Emergency Press conference on the first day of recess. Q all sorts of chaos in westminster. There were people going around yesterday saying that rishi there were people going around yester could ing that rishi there were people going around yester could trash 1at rishi there were people going around yester could trash their shi sunak could trash their childrens future. We heard conservatives getting very, very angry indeed. Chris skidmore, angry indeed. Chris skidmore, whos a real hawk on net zero, was threatening to send in a letter of no confidence against rishi sunak if he went ahead with these plans. That said , with these plans. That said, ive now spoken to quite a lot of conservative mps who actually think that rishi sunak did the right thing yesterday and that it was the best speech that hes made so far in his Prime Ministerial career. They argue that the net zero initiatives that the net zero initiatives that Boris Johnson has put in place were simply impossible to actually carry out phasing out gas boilers completely by 2030 would involve the installation of heat pumps across the country and in some older houses. The technology isnt even yet in place to make the installation of those heat pumps possible. Thats why rishi sunak felt the need to move on that. As for the phasing out of petrol and diesel cars , there are plenty of people cars, there are plenty of people who make the point and you can see why that in doing in pushing this ban back from 2030 to 2035, britain is only going into line with the eu. The eu originally promised to phase out gas and petrol and diesel cars by 2030 and has now pushed it back to 2035. So there are lots of conservatives who argue that the measures that rishi sunak talked about yesterday are actually pretty minor and dont make a very big difference to the net zero agenda. A couple of other really interesting points that rishi sunak raised yesterday. He rishi sunak raised yesterday. He talked about how quickly britain has decarbonised compared to its neighbours. Britain has actually decarbonised faster than any other european country since 1990. Thats something which isnt often talked about. So i think that will give him a little bit of electoral standing. People will look at him and think, hey, hang on a minute, this is true under the conservative britain conservative government, britain is pretty quickly is decarbonising pretty quickly. He also made the very important point that in other countries around the world, when leaders have tried to move very quickly on their net zero targets, just think of Emmanuel Macron france. Theres been macron in france. Theres been a big lash from the general big back lash from the general pubuc big back lash from the general public and sometimes, as rishi sunak pointed out, what can happen the public turn happen is the public turn against not only specific against not only the specific policy, but the whole cause of net zero in general. Obviously, you expect me to be from 2030 to 2035, but the big point, of course, is that, you know, thats exactly what europe are doing. Why should we were obsessed with this. I keep heanng obsessed with this. I keep hearing we must lead the way. Were responsible for 1 of were only responsible for 1 of the emissions in the world. Were like a pimple on the backside of the we cant backside of the planet. We cant make difference. What make much difference. But what we when we penalise we do do when we penalise drivers is hit low income families , small businesses, sole families, small businesses, sole traders in the pocket, and it impacts on the economy of the nafion impacts on the economy of the nation by putting up the cost of actually filling up, for example, all those sorts of things, high taxes, you know, as you know, ulez, ltns. It wont be ready in 2030. It may not even be ready by 2035 unless we get Nuclear Power going. Because in terms of charging vehicles, the electricity is generated by fossil fuel power stations. Fossil fuel power stations. What seems look , strikes me what seems look, strikes me as perhaps a little bit strange is that a lot of car companies, i mean, fords come out fighting on this one, havent they, saying theyre really disappointed by this announcement because they say and others have really geared up for 2030. And of course, now thats a moving goalpost , i thats a moving goalpost, i understand, because they were preparing for 2030. You can understand their frustration. But ford dont make any cars in this country. They only make components that people dont realise that theres not one car. The focus has been moved to turkey full focus, etcetera. So bringing it back, you know, to 2030 5th may encourage them to put internal Combustion Engine production lines back into this country. It could be a positive benefit, but at moment in time i quite at the moment in time i quite understand businesses frustration , big businesses, frustration, big businesses, because told because they were told to prepare for 2030. Now theyve got to prepare for 2035. Well, howard, of our well, howard, one of our reporters has been out and about talking to people in the street about this. Have a little about this. Well, i can understand if the government was to put pressure on manufacturers to say, well, you need to make more efficient engines so that there are compliant and so forth. We dont have rely on one fuel have to rely on one fuel technology and lets face it, evs are very lucky drivers, especially most of them are quite well off. And i think the market is saturated now in terms of that. They dont have to pay tax. They dont have to worry about those sort of things. Fuel duty weve got an duty is huge. Weve got an autumn statement in autumn statement coming up in about time and guess about two months time and guess what im hearing fuel duty might be put up. Good old diesel be put up. So good old diesel and drivers bear the and petrol drivers will bear the brunt we all know brunt of that. And we all know what that does to inflation when it goes up. I think that theyre going to have to have made for a long time. And heading into the decision, sort of heading into the start of this week, expectations were for a rate hike and that was it, you know, what we were considering. But as you mentioned, after yesterdays inflation data, expectations have changed and there is a softening of tone. Perhaps there is a possibility that they would consider a pause. But i do believe that with inflation still three times the bank of englands 2 target with Oil Prices Rising, bank of englands 2 target with Oil Prices Rising , with wage Oil Prices Rising, with wage growth still very strong and they will probably go ahead and hike by 25 basis points. The other side would put it to, what, 5. 5 . Thats correct. Yes. I mean, the other side to that argument is that inflation is falling and weve also seen data which is suggesting that the uk economy is starting to slow and quite rapidly. So we saw gdp data for july showed a quite rapidly. So we saw gdp data forjuly showed a 0. 5 data for july showed a 0. 5 contraction, which was steeper than expected. Weve seen pmi data, which is what we consider to be sort of a Business Activity gauge has contracted again in september. So there are lots of signals that we could be heading for quite a deep slowdown down in the economy. And the fear , i think, or the and the fear, i think, or the concern for the bank of england would be that they dont want to hike us into a recession. But i think that might be quite a difficult, difficult not to do. Its interesting that the labour party has put out a press release today saying, i mean theyre blaming it all on the toun theyre blaming it all on the tour. Theyre calling it the tory mortgage bombshell, which i dont know if hes necessarily fair, but they say soaring mortgages are forcing families to cut spending by £11 billion a yeah to cut spending by £11 billion a year. Are they using that as an attack tool . But presumably thats the whole point of raising the base rate , isnt it, raising the base rate, isnt it, to reduce the amount of spending . Exactly. So when youve got high inflation, the bank of englands main tool is to raise Interest Rates in order to see households rein in spending. Households rein in spending. King so that the so businesses dont borrow as much to expand so quickly. You need to put the so quickly. You need to put the brakes on the economy. Thats the whole idea. So yes, thats what weve been seeing. Yes, what weve been seeing. Yes, its painful. I mean , you know, its painful. I mean, you know, everybody has had to remortgage or anybody looking for a mortgage knows exactly how painful that is, especially if its been a while since its been quite a while since the previous mortgage was taken out. But there some signs of out. But there are some signs of hope. And we do know that we are near the peak rates. Whether near the peak rates. Whether its going to be today, whether its going to be today, whether its going to be today, whether its going to be at 5. 5 or even 5. 7. We know were near, which is good news, is a 5. 75. I dont think its going to get there. I think its going to get there. I think 5. 5 ipp because there is a real concern, isnt there, that the Housing Market as a result of all of this, is fragile while i mean, not only for people wanting to buy a new house, but also for, know, the buy to also for, you know, the buy to let where a lot of let market where a lot of landlords are selling up because they afford it anymore. Weve seen a five year fix come in under 5 for the first time in several months. So were not there yet, but there is definitely light at the end of the tunnel. But theres also theres also the point, isnt it, that once we do hit that peak is going to affect the pound, isnt it . The poundis affect the pound, isnt it . The pound is going to fall. Yes. So the pound has actually really strong actually had a really strong start year. So, you start to this year. So, you know, the prospect that the bank of going to be of england were going to be hiking rates the hiking Interest Rates and the fact they hike interest fact that they did hike Interest Rates aggressively boosted the pound. One the pound. It was one of the stronger performing currencies in the year. In the first half of the year. I think the second half of the yean think the second half of the year, things arent looking quite so positive pound. Quite so positive for the pound. Weve seen it fall quite weve already seen it fall quite significantly from that sort of 129 at the of 129 peak earlier at the start of the where it is now, the summer to where it is now, which 124 level. Which was around that 124 level. Lots of houses in the uk were built in the 1800s and the technology isnt actually yet in place to carry the sort of hydrogen that would be needed to fuel heat pumps into those homes through these very, very old pipes as well. Theyre just isnt the number of people needed to be able to install heat pumps. So theres been a lot of worry about this sort of bubbung lot of worry about this sort of bubbling under the surface in westminster for a while now. And lots people are breathing lots of people are breathing a really big sigh of relief that rishi sunak has taken those targets back just a little bit to people a bit of to give people a bit of breathing room as for the ban on on diesel and petrol cars moving back from 2030 to 2035, lots of rishi sunaks allies point out that actually this just brings britain back into line with the eu. But when the numbers actually came out yesterday morning at 7 00, it turns out that inflation in august was 6. 7. So down marginally from july. And the government was hugely pleased about that. There was concern that inflation would be rising, but it actually fell. And so now its all eyes on the bank of england. At 12 noon ill be standing outside what they call the old lady of threadneedle street. Come rain or shine , street. Come rain or shine, reporting on the latest decision by the nine economists who make up the Monetary Policy committee. And youre right, stephen, it does seem that even though inflation has fallen, that the bank of england is likely to implement yet another Interest Rate rise the 15th in a row, back in december 2021, Interest Rates were ultra low, 0. 1. You could borrow money basically for nothing. Theyre currently 5. 25 nothing. Theyre currently 5. 25 and were likely to hit 5. 5 today. And that will have a knock on effect. Unfortunate only for those with very variable rate mortgages and personal loans. I mean, its a good thing, isnt it, for savers, liam. But as you say, the brunt of this is going to be felt by the Housing Market. Its the Housing Market, ellie, and its also business. Most businesses have loans that are on a variable rate. And so this will slow down the economy and our economy has never really got out of second geanif never really got out of second gear, if you like , since the end gear, if you like, since the end of that covid pandemic lockdown , theres going to be a lot of criticism from the bank of england for the bank of england today if it does indeed raise Interest Rates. Look these are difficult issues for any of us to get our heads around. But the reality here is we are likely to see another Interest Rate rise today. Unfortunately a of light. It may be that the bank of england signals to the market, signals to the rest of us they do think they have now got their arms around inflation. I mean, im quite intrigued by the fact that when it comes to being pro motorist or anti motorist people arent convinced by what the governments doing. By what the governments doing. No , i think people are aware no, i think people are aware for now that evs are being forced upon them and that they are much more expensive than petrol and diesel cars and that they are much more inconvenient than petrol and diesel cars. So i think , yeah, there is so i think, yeah, there is there is a great deal of concern amongst the public that they are being forced to take something that really just dont want that they really just dont want and, and at a cost. I mean, basically what the Prime Minister is saying is these things need to happen, but we need to do it in a way that considers the cost a bit more. Considers the cost a bit more. Just allow people to prepare a bit more because all these deadunes bit more because all these deadlines seem to have been moved to 2035. Yeah, i mean, theyve gone back a little bit , havent they . I think the Prime Ministers statement yesterday was was very important , statement yesterday was was very important, but not particularly for what he said about policy. I mean , the uk is 1 of global mean, the uk is 1 of Global Carbon dioxide emissions and transport and heating is only a fraction of our energy use. Thats absolutely right. This is something we at Net Zero Watch have banging on about for have been banging on about for years. The information coming out of whitehall is essentially disinformation. Asian people disinformation. Asian people have been completely misled. The costs are going to be much, much higher than theyve been than people have been led to believe. It means the uk will not benefit as much from those things. And to push back a target that the government had already set is something that will get in the way of those benefits. The tory party is benefits. The tory party is starting to appear to be a party thatis starting to appear to be a party that is the Large Businesses in the economy cannot trust in. We had the mini budget. Weve now had the mini budget. Weve now had them pushing back their targets and so on. So the tory party very erratic the economy. Thats a thats a perfectly valid point. But i suppose the issue is, and perhaps what some people would take take issue with is the fact that youre looking at the macro, youre looking at the macro, youre looking at the macro, youre looking at the macro perspective. Is good for britain , what. What is good for britain, what is business, what is is good for business, what is good economy, which are good for the economy, which are all important. And the reality is , though, that all reality is, though, that all these these technologies , wages these these technologies, wages that are being pushed upon people they cant afford, i mean, you know , i think its mean, you know, i think its fairly well recognised now that an electric vehicle is, is, you know, ten, £20,000 more than its petrol or diesel equivalent and heat pumps are going to cost you , you know, £10,000 plus , you, you know, £10,000 plus, maybe 30 or £40,000 of insulation and Plumbing Works on top and is going to give you Higher Energy bills. People dont have that kind of money. And the idea that that, you know, we could just force them to do it or maybe bribe them to do it or whatever, wasnt going to wash. I mean, its this is to wash. I mean, its this is where i think mr sunak, i think has recognised the irrationality of what weve been trying to do. Okay the idea that you could just force people wasnt ever going to work. You look at how the economics of an electric vehicle have changed since russias war in ukraine. It costs more now to charge them up, supply chains are a lot more fragmented. We need to think about policies that we put in place as theyre being implemented to make sure that people can actually can actually absorb the costs. Thats the right thing to do. What do you say then to the Car Manufacturers and to the businesses . Ford for example, who really arent very happy with theyve invested with this, theyve invested billions in clean energy solutions. They were pushing for this 20, 30 deadline thats now been pushed back. Theyre saying been pushed back. Theyre saying were going to miss the boat now when it comes to investment and when it comes to investment and when it comes to investment and when it comes to future proofing jobs. Well, first of all, ford put out that statement before we even announced anything. And also say were going to also they say were going to miss out on investment. We are doing something that brings us in countries in the in line with countries in the eu. Getting eu. So if theyre getting investment, people investment, why would people stop at the stop investing here . And at the end the day, people cant end of the day, if people cant afford buy it, fords afford to buy it, fords products, no point products, theres no point banning petrol and diesel cars and forcing them when theyre not able to afford not going to be able to afford to do so. We have to do this in an affordable has to be an affordable way. It has to be donein an affordable way. It has to be done in a practical way. And ive been speaking to the auto industry. Dont all speak industry. They dont all speak with one yes, there is with one voice. Yes, there is some uncertainty because did some uncertainty because we did have a mandate for 100 ban by 2030. Because the Prime Minister sunak, minister rishi sunak, has delayed on the of delayed the ban on the sale of new petrol and diesel cars from 2030 to 2035. Yeah, he wants delay yeah, he also wants to delay the complete phasing out of gas and off the grid oil boilers by 2035. I think it was. Its all 2035. I think it was. Its all very confusing, these dates. But anyway, were all going to have to change. Wont we . Anyway, thats not going to happen. Thats now not going to happen. And theres lots of caveats built in. Now. Labour has said its going to reverse all of these new plans if they get into power. But in a press conference yesterday, the Prime Minister argued that his priority to argued that his priority was to help families struggling with rising costs. The Climate Change committee have rightly said you dont reach net zero simply by wishing it. Yet thats precisely what it. Yet thats precisely what previous governments have done. Previous governments have done. Both labour and conservative no. One in westminster politics has yet had the courage to look people in the eye and explain whats really involved. Thats whats really involved. Thats wrong and it changes. Now but it cannot be right for westminster to impose such significant costs on working people , especially on working people, especially those who are already struggling to make ends meet and to interfere so much in peoples way of life without a properly informed national debate. Informed national debate. Well, labours accused the Prime Minister of being desperate , directionless and desperate, directionless and trashing our economic future, and the former Prime Minister, bofis and the former Prime Minister, Boris Johnson, also warned rishi sunak not to falter on key Climate Crisis initiatives. Whos in our westminster studios for us this morning. What do you for us this morning. What do you make of it all, tom . What weve heard so far, particularly, of course, from badenoch. Course, from Kemi Badenoch. , its fascinating. There yes, its fascinating. There is now clear blue water between the conservative party and the labour party on climate issues when perhaps up until yesterday afternoon, there simply wasnt. There seemed to be sort of one direction that both of these parties were travelling along together. But it does seem that the Prime Minister has now tried to create almost a dividing line, perhaps an electoral dividing line between the conservative party and the labour party on the speed at which were going towards net zero and the way in which were going toward net zero. Is it about encouraging people to change or is it about government diktats banning things, stopping people from making certain choices rather than encouraging people from making certain choices . It seems that were starting to see some divergence there, although on the other side of the ledger, weve also seen some convergence. The Prime Minister of course, doubling down on the end to the ban on onshore wind farms, which of course has been Labour Party Policy for some time. Some of the other elements of the announcement of course, were pretty pro green as well. The expedite cutting of Green Energy Infrastructure , some complicated infrastructure, some complicated overhaul of what are known as grid connection , carbon grid connection, carbon policies, ending the first come first serve system. There there are lots of different details in this announcement and perhaps some of the things that have been less picked up on by the media might be more prevalent in terms of how the United Kingdom actually reduces its co2 emissions overall. But certainly the headline grabbing measures are delay on the ban of the internal Combustion Engine within cars, petrol and diesel cars and a delay on the ban on new gas boilers being constructed in new homes as well. Some breathing space perhaps for families that might have been worried about having to change or a greater level of expense in terms of switching to new equipment. New equipment. Okay, tom, thanks very much indeed. Well, earlier on, we questioned the trade and business secretary, Kemi Badenoch, on the governments so called green u turn. She said it wasnt yet a political decision , did she . She said it decision, did she . She said it wasnt a u turn either. It was simply a delay. So wasnt a u turn either. It was simply a delay. So theyre still simply a delay. So theyre still aiming for that 2050 aim of net zero, just a different way round of getting there. Of getting there. Now. Now. Now. Well, a fair point. Shadow minister for industry and decarbonisation , sarah jones, decarbonisation, sarah jones, joins us this morning, who i suspect sarah jones would describe it as a u turn and would describe it as something thats quite political. Well its a car crash. Rishi sunak just doesnt get it. Hes weak. Hes given to in liz truss at the first hurdle. All net zero is the biggest Economic Opportunity we have in the 21st century. We are a country. We where we talk about country. We where we talk about the former industrial heartlands. What labour wants to do, get rid of that label, former and create jobs across the country and keep peoples bills down. Now, what he did yesterday is not going to help peoples bills at all because delaying that 2030 figure when it comes to cars and lets remember, its really important. This is the sale of new cars. Ive never bought a new car. I always buy second hand the sale of petrol and diesel cars will carry on. But what hes done by delaying that 2030 target for new vehicles is he will make us more reliant on oil. And we know the pnces reliant on oil. And we know the prices of oil and we know thats all tied into russia and the like, he will make the industry feel even more insecure than they already do. A number of jobs in the car industry has fallen by 40 since the tories came to power. They need investment. They need support , investment. They need support, they need certainty. And this is none of those things. And it takes away the opportunity we have to create a market that actually competes so that we can bnng actually competes so that we can bring the price of those electric vehicles down, which is what we all want to see. So its a missed opportunity. But forgive me, admission of guilt on many. Forgive me for jumping in, but but isnt there an argument here to say in terms of the cost, what youre not looking at is the individual costs to us, the voters, which is not only about the new car issue, but also about heat pumps and gas and oil boilers and all that sort of thing. But also so there is a perfectly valid argument to say the manufacturers are going to be making electric vehicles. People are going to be buying. If you if you want to change your car, you can buy an electric vehicle. Theres no need to force people to do it. Its still going to be there as an option and presumably quite a viable option by 2030. By 2030. Well, both those things are , well, both those things are, of course, completely true. The number one issue that keeps us awake at night is how were going to bring down costs for the public. Of course it is. Weve all faced huge increases in our mortgages, in our food , in our mortgages, in our food, in our mortgages, in our food, in our mortgages, in our food, in our bills, in our energy bills. All those things have to bills. All those things have to come down. And the government has no plan to do any of those things and nobody is going to be forced to buy an electric vehicle. But what the government should do is be agile work with the industry to bring prices down. So what labour has said is we want invest alongside we want to invest alongside walking hand in hand with the private sector in gigafactories in this country so gigafactories make the batteries that we need for electric vehicles that will bnng for electric vehicles that will bring down costs, that will give us jobs in the car industry. The average the average wage is well above income. These above the average income. These are. So we need to are good jobs. So we need to grow them, not diminish them. So pnces grow them, not diminish them. So prices is absolutely prices lower is absolutely a number one target. Why is the government stopped using any kind of insulation to make our bills go down . What labour have said we will invest in insulating millions of homes so that energy bills on average will come down by £1,400 dry, moving up incomes and driving down bills is the number one priority for a Labour Government. Not this weak response where the Prime Minister frankly yesterday he was making stuff up talking about how we were all going to have to not now have seven bins. Nobody was ever suggesting we would have seven bins. Its not just fantasy economics. The fantasy policies as well, or very concerned obviously about the cost on families and your colleague steve reed was speaking yesterday and he confirmed that labour, if they were to come into power, would revert back to 2030 on the ban of petrol and diesel cars. So in a sense you would u turn on the u turn, but Boris Johnson has made the point, hasnt that uncertainty hasnt he, that that uncertainty would up prices for would ramp up prices for families and surely the labour party wouldnt want to see that happen. So we had a debate in parliament this week on the Automotive Industry and in order to do that i spoke to lots of people in the sector and what they said is they were crying out for stability and certainty from government from this government and they just it for years. Just havent seen it for years. The biggest cliff edge that is facing the car industry right now is there a changes to the rules , rules of origin in the eu rules, rules of origin in the eu that come into force on the 1st of january, where were going to start having to pay 10 extra tariffs, where is the government on that . Where is the government negotiating with the eu to stop that absolute cliff edge that will really jeopardise the Automotive Industry in this country . You know, they have no plan anywhere. They make speeches when liz truss tells them to. But there is no plan here. Labour has a plan.
