Crazy next couple of hours here, particularly this hour. Welcome, everybody. I am neil cavuto, and this is your world. The governor of ohio was the first to sense the need to impose restrictions of any sort. Beginning unwinding that might prove the model for the rest of the nation. The governor will be joining us shortly. Lets get there read from mike tobin. How this is all unwinding today. It really is unwinding, neil. We are seeing the doors open. Holding his briefing as we speak. The executive order creating the lockdown is going to be lifted as of april 30th, not to be renewed. We saw i was governor giving a very aggressive plan to reopen the state seeing businesses like gems and restaurants can reopen at 50 capacity. The malls can reopen at 50 capacity in the food courts can reopen but only for carryout. You cant hang out in the food court any longer. Social events, limited to ten people. Churches are allowed to reopen with a burden to maintain a safe social distance. In all cases, businesses and churches are approved for reopening must also adhere to social distancing, hygiene, Public Health measures from the department of Public Health. Two of course reduce the risk of transmission of covid19. Tennessee restaurants are opening at 50 capacity. Minnesota, mississippi, all opening with restrictions. For almost everyone in his state now, it will no longer be impossible to work. We are starting to reopen our economy. We cannot slam the door open. That would be reckless and but lives at risk. Its not a light switch that only goes on and off. Its a dimmer. So what you see right now you see a number of governors saying we are going to reopen with some restriction. Compare that to governors who have extended their lock down compared to and michigan. Playing up with what the governor just said, is not a light switch, its a dimmer. Neil thank you very, very much. Earlier i had a chance to talk to the man who used to run starbucks. He was kind of saying, the way this is working with the stimulus we are providing in a Small Business relief that is over 700 billion. That will come close to doing it. Take a look. We are going to be facing a situation by labor day in which probably 20 to 30 of all Small Businesses and independent restaurants in the entire country are going to be forced to permanently close. That will be a significant, significant level of unbelievable situation in the country that we have not seen before. It will be much, much greater than if we take the long term thoughtful approach to saving these Small Businesses in every community in america. Neil many disagree with him on this subject. The aid thats being provided and restarted today will be enough to avoid some of the catastrophic things hes talking about. The president to that is doing his best to make sure that stimulus keeps coming. He talks about followup stimulus to boot. Now working with a number of ceos at the white house to improve Everything Else from testing to making sure that we are ready to give the green light as a nation, even if it means doing so in staggered fashion. President trump is going to be meeting with top executives from walmart, rite aid, to name a few and testing is going to be a huge priority. A Senior Administration officials announced today that they want states to be able to test at least 2 of this population. That is a big number when you compare it to the current testing levels right now according to the covid tracking project, only 1. 6 of americans have been tested. A significant increase, something that the white house hopes to accomplish over the next two months. The overall goal is going to look Something Like this. They want diagnostic testing for anyone who is symptomatic, plus all First Responders and medical personnel. They also want surveillance testing for high risk population and people who are asymptomatic. We should get a better idea of how they intend to do that at the briefing slated for one hour from now. The other big news today, the Paycheck Protection Program just relaunched just got all that new funding reopened. It already theres a lot of talk on capitol hill about phase 4 of a Coronavirus Relief package. Republicans Like Senate Majority leader Mitch Mcconnell they want to put a pause on that. Democrats like House Speaker nancy pelosi want to move fast by early may. As for treasury secretary mnuchin says including for state and local governments is something that President Trump will consider. This will be something that both the senate and house debate. It will be something we discussed on a bipartisan basis. The president has heard from governors. He wants to speak to governors. This is something we will consider. As were their briefing tonight, theres been a lot of talk about the possibility of President Trump scaling back his presence at these briefings are scaling back the Task Force Briefings entirely. At least tonight, that is not the case. Yesterday this briefing was on. This morning it was canceled. It was back on set for 5 00 p. M. A lot of questions about coming from the white house and the cdc expected at that briefing and just about an hour. You covered a lot of ground there. Thank you very much. That is a big Meeting Press conference, whatever you want to call it is scheduled 53 minutes from now. In the meantime, there are a lot of businesses that are trying to get back in business. They had that opportunity including in tennessee. She runs the general store. She is the owner. This is an iconic place almost like a landmark that has been around for a while. Im surprised im not saying more people than what i have. What im seeing people that i dont normally see which is a good thing. So people are starting to kind of get out in a slow type of fashion. Well, the way my story is set up, my tables are 6 feet apart anyway. There are not more than four at the table. The way the flow has been in my story, theres not been more than eight people at a time in here. And that is maybe at one time. So everybody has kept their distancing. I have not seen people Wearing Masks today, no. Neil there are no requirements for them to wear them, right . To the best of my understanding, it is not necessarily mandatory. It is strongly suggested. The employees i have here which is only one. We are Wearing Masks and of course gloves and wiping out the door handles as people kind of, and go. We have been practicing that anyway. To my understanding, customers are not required to wear masks. I do have a thermometer. We are asking them if they have been sick within the last 24 hours. But it is not mandatory to my understanding. Neil how did you survive this last month or so . So im an essential business, because i serve food. We are in a rural area. Its very spread out. Its not that you have access to the Convenience Stores and so to speak. So i have been able to stay open with limited, you know, access. People would order. My business has slowed down, because i do live in a tourist area. But at the same time, i have local people that depend on me to feed them lunch. So for me, business has been okay. Neil im glad to hear that. Best of luck to you. We roll this out and kind of get back into the groove even though you are kind of in the groove with the limitations opposed on others. Well be watching closely. The three states today, tennessee, mississippi, and montana. There are at least six others by the end of the week i will also be partially reopening. That extends into next monday as well. A number of states already by the way are already looking at building on what they have already had. That would include alaska and oklahoma, colorado, arkansas, south carolina, of course, georgia. Bit by bit, statebystate, locality by locality they are getting back. A man who started all of this seeing the troubles of the dangers of the coronavirus before anybody else did, now providing the model to get back to work. Ohio governor next. Neil looking at the white house right now, the president is meeting with a variety of ceos with the ceos of walmart, rite aid, its a small group, but we did just hear as reporters were called in. Among those they are, the Human Services secretary. There has been a debate back and forth. Maybe his days at the white house were numbered. The president took to twitter to say that was not the case. The fact that hes at this event would seem to indicate for the time being that very much is not the case. We get more and from that the opportunity that we have to hear the president and what those at the meeting have to say will pass that along. In the meantime, we are looking at cases that just crossed 3 million worldwide. That is the sticky issue here. What is the good time on the right time to slowly ease back without those cases spiking severely . The wary seems to be that its a balance between cases that will spike regardless versus spike of thought if it is very, very tough. The doctor joins us right now. Medicine also and a host of other issues. A doctor, we about their cases crossing over that 3 million mark in a situation in the u. S. Were told that the trend with a rate of increase is improving. Is that what you need to see . A continuation of that or an outright decline in new cases period . You dont want any new cases, or is that unavoidable . We are seeing a situation in the world where this is a seriously serious pandemic. In the United States its a variable situation from one locale to another and from one state to another. Some places are in the later stages of the pandemic. They already have the vast majority of the current wave already in place and hospital and cared for. Other places are earlier stages where you are seeing low numbers but increasing numbers. What we are about to see in the United States as different governors roll back the level of restriction or begin to open up depending on how they express it is a natural experiment. We will see how much we can get back to work as usual, interacting as usual, and what the effect will be on the spread of this infection. That is going to be what we want to watch very carefully in the next couple of weeks. Neil is there a danger that you can never get it down to zero . And a vaccine, i get that, but is there something that you want to see that matters more than anything else . Absolutely. The centers for Disease Control endorsed by the president said that a state or city or community should see declining numbers for two weeks, for 14 days before they consider reopening into the phas phase 1 relaxation. Personally, i think there should also be a low enough number of cases absolutely, not just decline, but i low enough number that that kind of control that we have in place for Public Health isolation, and our Hospital Capacity is enough to handle an excavation should that occur. Those conditions are the first things that need to be in place. The other really important feature neil we end up seeing those, sir, in these crowded situations. We heard about the party over the weekend. They were chanting together on saturday night. Youve seen the crowd situations a lot less dangerous at beaches and all. This is the one thing we fear the most, right . Putting people together in big crowds is the thing this virus mostly relishes because it spreads so easily from persontoperson. The most important thing as we begin to move forward is to keep our physical distance as much as possible, to where the masks that reduce the spread to some degree, to maintain spaces that are protected internally in a way that is clean and also perhaps with light internally indoors. We can reduce the risk of spread. Putting a big crowd together, a party for a sustained of time is asking for the epidemic. Neil and his new rules and stipulations personally reopening ohio, not only is crowd control of a big issue, but people Wearing Masks need to be very, very careful when they returned to work. The testing itself is going very well. No complaints. Since then, what weve achieved is nothing short of amazing. United states holds the record for testing. We have conducted more than 5. 4 million tests, more than any other country anywhere in the world. They are actually growing at a very rapidly. You probably heard those numbers just came out after encouraging governors december unused Testing Capacity and their states. Last week provided Contact Information for specific labs where they could find additional testing and capacity. Within 48 hours, the number of tests performed began to skyrocket. Early in april, the United States averaged proximally 150,000 tests per d day. Thats not very substantially from a couple of weeks before. And the 150,000 a day has gone to weigh over 200,000 tests per day since wednesday. This includes a 122 testing increase in michigan and in maryland and many other locations in that facility. Some are higher. To provide further guidance, today we are releasing our blueprint for state testing plans and Rapid Response programs. Together, we are accelerating testing for americans at Retail Locations across the country. Especially in our africanamerican and hispanic communities, we are going very strong in those communities. There are currently 73 retail testing sites and 25 states. In those specific areas. We are increasing it very substantially. A lot of progress has been made for africanamerican testing, hispanicamerican testing and asianamerican. So i look forward to hearing from each of these incredible Business People who work so strongly with us right from the beginning. It was only 45 days ago that we got together and so much progress has been made. I thought maybe we would go around the room and say just a couple of words.
