an automatic weapon, the kind that the assailant used in the las vegas killings. even the nra is saying we have to look into that. speaking of paddock, we're learning that las vegas wasn't the only city in his sights. apparently he visited concert locations in chicago and boston, checking out hotels near fenway park and at a lollapalooza event in chicago. he was busy. what was he looking for? what was he up to and what was he doing? trace gallagher in las vegas with more. hey, trace. >> hey, neil the big question is whether stephen paddock was acting alone. the clark county sheriff seems to think that he was not. they have not put out any evidence to back up that claim but they said he would have been superman to pull this off alone. we know the days running up to the attack that stephen paddock was gambling a lot. seven, eighth hours a day and there were witnesses now saying that stephen paddock had a female companion with him for a lot of that time. police are now in the process of trying to track down that female companion. that was not his girlfriend, by the way. his girlfriend, marilou danley was interviewed for 5 1/2 hours yesterday by the fbi. they didn't reveal anything of what came out of those interviews. her lawyer came out and said later that she knew nothing about the attack. that she called stephen paddock a kind and gentle man and she did acknowledge that he sent her $100,000 to the philippines. she said it was to buy a house and she thought at the time that he was breaking up with her. there does seem to be a pattern as you mentioned, neil, of him presurveiling what might be possible alternative targets. we have just confirmed that he did in fact book a room at a hotel overlooking grant park in chicago during the time of the lollapalooza concert, which malia obama was in attendance. the blackstone hotel says he didn't show up for the lollapalooza concert. but they said they can confirm a reservation was made under the name of stephen paddock. authorities have not confirmed that this is the same person as the las vegas shooter but separately the chicago police department has confirmed that it was in fact the same person who pulled off the las vegas shooting. i want to, if i can, tell you also that in las vegas in downtown, the week before this concert shooting happened at mandalay bay, there was another hotel room booked that overlooked a life is beautiful concert. police have confirmed that stephen paddock booked a hotel room there. if i can confirm the timeline. there's confusion here. the actual shooting here down on the concert goers lasted almost exactly ten minutes. the police arrived on the 32nd floor somewhere between 9 and 11 minutes. i want you to listen to this natural sound of the radio traffics of what was going on while they were searching for the active shooter floor. watch. >> so the gunshot victim, the one gunshot to the leg, that was a security guard. he may be the hero, a big hero in this, neil. when he was shot, he came down to hallway. he approached paddock's room. paddock shot him in the leg and that helped him locate the room. there was no more shooting after the place got there. so the theory was he was looking for a place to escape or he put the gun in his mouth and pulled the trigger. that's what the time line is. it took another 72 minutes for swat to go in the room. the reason it took so long is because at that point in time, with us no longer an active shooter. it was a barricade situation. when they went in, they found the suspect on the floor with a gunshot wound to his head, neil. >> neil: trace, any time within that hour, he could have killed himself. they're not exactly sure when, right? >> any time in that hour. the sheriff said yesterday surprised all of us saying he thought that stephen paddock was trying to escape. he believes that he was looking for a way out, which was surprising to everybody. so any time in that hour but again, there was no shot after the security guard caught the bullet in the leg that the shooting stopped. >> neil: thanks, trace, in las vegas. steve rogers is part of the fbi joint terrorism task force. great to have you. this is what feeds the argument. he planned on leaving there alive. he had a car filled with this ammonium nitrate, which is a fertilizer-type explosive. 1,600 rounds of ammunition. he had a lot of cases of explosives that you can easily detonate by shooting at it. he was planning something else. there was going to be something else to do after this. what do you think of all that? >> well, there's no doubt in my mind and i'm sure in the mind of many investigators that he had planned to do something. they planned he was going to escape. had he escaped, maybe escaped undetected, some of those hotels that he visited prior to this incident in las vegas, he may have gone back there and we would have had another massive massacre on our hands. >> neil: this chicago scoping out this lollapalooza event, it's more like pop rock music versus the country music at this venue. that shoots the theory -- i'm sorry for the crass punt here -- but that he was after country music crowd then. he was just after crowds. >> neil, one thing is very attractive that this shooter may have thought to himself would cause mass casualties, the gas tanks. he probably surveys these hotels and said, you know, i can blow the living daylights out of this area. that's one reason why he probably picked that venue. >> neil: and there was some notion that he skipped out on chicago. let's say he was going to drive or fly, certainly flying with those weapons would catch people's attention. >> it's a mystery how he got them in the hotel. the fact of the matter is, there had to be someone else involved not necessarily in the operation and execution phase, but in the planning stage. that's where they're going to focus their investigation on. the planning stage. was anyone else involved. does anyone else have any knowledge. >> neil: all right. just to be clear, you're saying it's not so much help on the shooting itself, on the attack on that night, but preparing for that. many have talked about the idea of a 64-year-old guy carting this stuff, handling the weapons. they heat up fast and can be exhausting to shoot one after the other. what do you make of that? >> it's one of those mysteries that you talk to criminal profilers and they're scratching their heads. no doubt in my mind and in the mind as the sheriff has concluded that someone else knows something. that someone else will bring us to the motive. >> shepard: now, a lot we don't know about that hour after the shooting. let's say we're around 10:20 now local time. shooting is over. they don't barge into his room and find him dead in there until about an hour later. all sorts of debate back and forth. did he kill himself early in the hour right away, did he sense that the end was near or did he linger. they heard no noise, nothing to indicate that he was still active in that room. but so much we don't know there. what do you think? >> let's talk about what happened during that period of time. the police had to make sure, neil, that there were no other potential victims. when they get in the building, they have to protect people number 1. number 2, what is more serious to the police are booby traps. they have no idea if we're dealing with one shooters, two shooters. they had no idea if he had ieds planted in the hallways. i mean, neil, you could imagine breaking the door down and a bomb going off. so they had to be absolutely sure that that area was secure before they breached that door. >> neil: yeah, the guy was shot at that was telling the authorities there, this is the room, this is the guy. he's bleeding like crazy. talk about brave. steve, thanks very much. >> thank you, neil. >> neil: all right. the city's mayor talking about what this means, the threat or the feeling that he was looking at other sites and locations and the body count could have been significantly higher by a fact or the of five, six or ten fold after this. stood with me when this guy got a flat tire in the middle of the night, so he got home safe. yeah, my dad says our insurance doesn't have that. what?! you can leave worry behind when liberty stands with you™. liberty mutual insurance. but prevagen helps your brain with an ingredient originally discovered... in jellyfish. in clinical trials, prevagen has been shown to improve short-term memory. prevagen. the name to remember. >> neil: a week ago today, the killer arrived. stephen paddock arrived in the city. of course, what would transpire days later, carolyn goodman, probably the longest week of her life joins me right now. mayor, thanks for taking the time. >> thank you for caring and letting us have more time to get the words out of what a great country this is, what a caring, wonderful community and our hearts and prayers to those we have lost and those still injured. >> neil: you know, i know you had a chance to be with the president, mayor and he was marvelling at the rescue folks and those in the hospital, including one guy that had to get up and stand to greet the president. it's changed people's perception of las vegas. has it changed yours? >> no. because i think it will be 18 years that my husband and i have been lucky enough to serve in this community. we've always known this is a great place to live. so exciting to be here. our one priority, number 1, has been the safety and security of our entire area. that is what we're about. making it safe and making people feel comfortable here. you know, we have 43 million visitors a year. it's a place for -- it's just wonderful. safety is always a concern so both he and i have taken the federal training and everybody here, we know what our role is. in case of an emergency our a natural disaster. and so we just really feel that's our job. >> neil: you do it well, mayor. i'm curious what you make of the latest developments on the shooter, stephen paddock. that he might have also been scoping out chicago, boston as well. the luck of the draw would have it, your fine city. what do you make of that and what his intent was? like targeting a country music crowd and that didn't jive with the crowd that he targeted. chicago was a rock concert. so what do you make that he was up to? >> well, you know, i think neil, the most important thing is to work on facts and not what ifs and maybe. so as soon as we know a fact is corroborated as being a real honest to goodness piece of information, that is the first thing. of course, unfortunately for me, my masters is in counselling. i think we will never know this. you don't know if it's a reaction to his father. i'm learning more from what you're covering and what everybody else is covering that of course we had no idea about. i would think anybody that knew him or lived with him would have to know more unless he had hired and rented a separate place to go work on his devious scheming or put his belongings. it's possible the people that knew him well and related to him, unless they hadn't seen him in ten years in his environment, wherever that would be. so as i hear these things about the potential of what could have happened somewhere else to those communities, god bless them, that they're still fine and didn't happen there. i wanted to hear from the hotels where his room was reserved. we do know that our life is beautiful instead. that's what we're about. we're a 24 hour a day, seven day a week town. we have the best convention business and we have a wonderful group of people that live here that handle 350,000 people a week coming through. >> neil: i'm sorry, ma'am. you think it will change though? robin leach, one of your favorite local citizens was telling me that he thinks that a lot of outdoor events and venues -- i know your local business press has been writing about this -- that those are not going to be as popular, not as pushed as much. casino crowds will be the casino crowds. these outdoor venue events maybe not as many. what do you think? >> you know, no. i think we're a very safe place. we do things, crowd control. we have wonderful representation of law enforcement and first responders there. this could have been so much worse. as tragic as it was, it was horrible. but the reality is, whatever we do here -- i know the eyes of the world are upon us -- they'll have to do it in their communities. there's us that fly around the world, fly around the country, no what happened with 9-11 with the restrictions at the airports. we cannot live a life like this. we cannot be penalized by those evil people. we cannot change how we love to live and want to do things and be a part of this world. seize the day, every day of our lives. no, we cannot. i have always felt after going through the training myself and you can only know it when it's personal to you, that we really know what we're doing here. it's been safe all this time. i don't know because i don't talk with them every single day at the fusion center, the fbi. how many -- >> neil: what about the various casino ceos -- i know at the wynn and this might be just an immediate aftermath of this event, that they are screening luggage. i don't know if they're using magnetometers. but that process has already begin. whether it continues and others follow, i have no idea. do you worry about that? or is that the adjustment you make after something horrific happens? >> you would know, neil, these are privately owned hotels, they may call and ask different aspects of government and say what would you do. what we're learning from boston and what happened after the boston marathon, i've been talking with the mayor in orlando with pulse. i've been talking with governor malloy that was part of the sandy hook tragedy and how that was handled. you learn from those that have gone before you, how you can do something and go through your checklist. did we do this right? our concentration is unless they want to handicap and handcuff every one of us, every human being in the united states and say in order that you've got less probably than 100 people all over this country of 350 million plus that have affected this horror, all of these horrors that we've been dealing with, are you going to let them make life miserable for everybody else? i don't think so. i'm just -- all i can do is what my part is. my part is to make sure that we at the city are doing everything we can to do what we're assigned to do in this safety mode. i think with everybody else doing it, that's why we were able to contain this and get it done. because we have law enforcement. the thing we can't control is the magnificence of these selfless heros out there wanting to protect their lives, their loved ones and people they don't know. they won't tolerate anything taking them down and making this a country where you are restricted in everything you do. somebody is watching every moment of your life. won't happen. >> neil: thank you, mayor very much. good talking to you. be well. >> thanks for having us back. we really appreciate it. thanks for all your support and caring and getting the word out. a great country and we are very proud here to be part of it and our prayers and sympathies continue with those that have been strikened and those we lost. >> neil: right back at you, mayor. be well and be strong. you already are. meantime, another tropical storm forming. this one is nate heading towards the gulf. a whole bunch of refiners in its path. guess what? you're going to be paying for it. we're on it and i mean all over it after this. usaa to me means peace of mind. we had a power outage for five days total. we lost a lot of food. we actually filed a claim with usaa to replace that spoiled food. and we really appreciated that we're the webber family and we are usaa members for life. >> neil: all right. member maria? now get used to nate setting its sights on the u.s. gulf coast. rick reichmuth has been keeping a close eye on this one. >> we're looking at a strong storm, possibly a hurricane. i don't think it's a major hurricane, which is good news. the amount of moisture will cause problems. right now it's across parts of nicaragua, honduras and over land. so not strengthening at all. it will continue to pull off to the north. as it does, it will bring a lot of rain to central america. some spots up to 20 inches. we're concerned about landslides here. rainfall once we get to the u.s. will be lower than a traditional tropical storm just because it's going to be moving quickly. so expect to see 4 to 8 inch ranges. it's moving very close to where a lot of the oil refineries are. that's problematic unlike what we saw with irma. now this storm here across the central gulf and off of the louisiana coastline. i'll tell you, most of our models keep it below the level. nothing bring it higher than a category one. this is a quick-moving storm. we're talking and landfall saturday night into the first half of the day sunday. be prepared coming this weekend, neil. >> neil: thanks, rick. nate hasn't hit us yet and you know the drill. 50% of u.s. oil production in the gulf already shut down. going to caution. what are we looking at, phil? >> how amazing the u.s. energy industry is and how amazing they react to the storms. it's one of the reasons that we bounce back so dramatically from hurricane harvey. this could be more of an event where it hurts crude oil production where hurricane harvey was more of a refinery event. the u.s. energy industry is getting a sucker punch. now they took out the refineries. and now production could be lowers. now the falling gasoline and oil prices that we've seen will be reversed. we've seen that in the futures market today and we'll probably see it at the pump tomorrow. >> even if this doesn't prove to be a harmful storm or one that would take out the facilities out of an abundance of caution, the major operators shut the refineries down. that freezes production out of the area, prices go up, right? >> it does. what will happen, of course, because our energy industry is so amazing, a lot of times these storms won't do significant damage and it will be quick to bring the production back online. i'm sure there's somebody in the gulf of mexico with what they call an essential person that stays on the rig. they want to make sure that the oil can be brought back online as quick as possible. they do an amazing job. they don't get enough credit. what usually happens when they bring the production back online, prices come down quickly. >> all right. thank you very much. by the way, this is among the many reasons we're live this weekend looking at the financial impact of this. latest developments from las vegas and this third and final issue, puerto rico. you know it's in a world of hurt after the hurricane. it was sitting on $75 billion in debt they can't pay. enter the evidence that said, you know what? what is the fallout from this? larry glazer is here with us. smart folks like you remind me the president can't just do that. but he can influence the process. he was more or less to me saying the obvious to these debt holders. you're going to get burned. you have to live with it, deal wilt and move on. >> you know, neil, as americans, we have a responsibility to provide the basics. the food, the water, the electricity and the shelter. just like we would to the fellow americans in texas and florida. we also have a responsibility to the next generation. we have a $20 trillion debt. should we borrow money from china and other countries to bail out hedge funds? in this case we don't have that responsibility. the hurricane relief alone could cost $100 billion. we're going to saddle that to the next generation. should we bail out detroit or hardford? where do you draw the line in what is reason and how do you set a precedent that will happen be puerto rico? >> neil: what is weird about this, we're hardly the stewards of fiscal propriety. we have a $20 trillion debt. we can just print money. the puerto ricans can't. it shows you what is going on. we have a world of debt going on here and this is in our hemisphere, in our neighborhood. >> look, i feel for the people of puerto rico. for a generation they have been misled. people lent them money knowing they can't pay back the debt. it's bad, failed leadership. it was bad policy. we don't want to make the policies work. we want puerto rico to be economically viable. >> neil: but they can walk away from the debt for whatever reasons. i mean, that's a scarlet letter and you're not going to get anybody else coming back to you any time soon. >> look, they have the nickname of the greece of the caribbean. it's not just because they have beautiful palm trees. you have to reverse the brain drain. you have to give people a reason to be in puerto rico, grow the economy. don't bail out the bond holders. that's not the answer. >> neil: thanks very much. >> my pleasure. >> neil: on a little bit of tax development here, the senate committee has cleared the blueprint for tax reform, this is the committee that allocated $1.5 trillion for tax cuts. factored in the revenue. now, the proposals on the table are at least 2.5 trillion of tax cuts. they're closer to keeping this moving along here at a lot faster pace than earlier thought, which is one of the reasons the stocks are racing. they're making proper progress than in many the markets thought. that's a record for the dow. it's like the 780th in a row. it's getting ridiculous. more after this. ♪ with 33 individual vertebrae and 640 muscles in the human body no two of us are alike. life made more effortless through adaptability. the perfect position seat in the lincoln continental. ♪ with flavors you'll love.re like new savory grilled mediterranean shrimp, topped with a blend of green onions, tomatoes, and herbs. and your favorites, like garlic shrimp scampi. now's the only time to try as much as you want, however you want 'em. so hurry in today. >> neil: all right. just me but for me the scariest news on stephen paddock is not why he did it but other locations that he wanted to do it as well. apparently in chicago, boston. chicago had a big marathon sunday. keep in mind in boston, they're getting ready for the baseball playoffs themselves. so there's a lot going on here. the former boston police commissioner, ed davis, what he makes of this. commissioner, if it's true that paddock was scoping out your fine city and chicago, and might have been others, he was looking for big crowds. he was looking for a big opportunity. it wasn't tied to the philosophy or the musical tastes of the crowds. in chicago, it would have been more like a rock event. in las vegas, a country music event. what do you make of these revelations? >> it's unsettling to know if he considered boston if the reports are true. beyond that, it help as little bit in understanding his motivation. as you said, by looking at these different venues, it's not about vegas. it's not about losing money there. it's not about a particular genre of music. it's about victims. it's about getting a large number of people together in a small area. so this guy was fixated on killing as many people as he could. trying to find the best place to have that happen. shows sinister planning. really is unsettling. >> neil: i was thinking of you, commissioner, how well you handled the attack in your city and you said we'll have images of them. i'm paraphrasing here. i'm sure there were cameras along the marathon route that identified them. i'm sure and we're already getting indications that they have similar images of paddock and in a casino where there's lots of cameras on the floor, images of him with this other woman saturday night. there's a lot of stuff out there. they're just doing a timeline with that, i would assume, right? >> well, they're doing a timeline and looking for anybody that he might have met with. did somebody else help him carry suitcases in. was there something going on at the care that was indicating that he was preparing to flee and had a plan in place to get away. there's a number of clues in the video coverage. i've worked with the security people in vegas the last two years very closely. i've seen the cameras. there's no place in america that has more cameras per square inch than las vegas. >> neil: is that right? >> absolutely. no questions about it. it's going to take time to go through those cameras. unfortunately, there are not algorithms. we need to review the films frame by frame. it's going to take awhile to look at everything. >> neil: you mentioned something profound there. he might have had a get-away plan. we know his car was filled with dangerous stuff. weapons. 1,600 rounds. stuff that could blow up. fertilizer like oklahoma city. so he was planning something after this. he didn't at least it appears want to end it there. >> right. something forced him to take his own life. those first officers and the security officer that was shot outside his door, that was a pivotal moment in the process here. that caused him to turn his attention to the law enforcement people and to turn his attention away from the crowd. so hundreds of other people could have been killed here if he hadn't done that. something about the way that they first made entry into that hallway made him believe that he had to take his life. that was an incredibly successful operation on the part of security and police there. >> neil: well-put, commissioner. thank you. we have to stop meeting on these events. thank you, sir. >> unfortunately. thank you, neil. >> neil: ed davis, the former boston police commissioner. all right. this is something we've discussed again and again after las vegas and all of this. so many people open their hearts and their wallets to help out. i mean really help out. wait till you hear the numbers on this after this. >> neil: you know, they always call vegas sin city for the temptations there and everything else. after this horrific incident to see people putting up and helping beyond just saving lives, to help right some of those lives. it's remarkable. hillary vaughn has more on what they're doing in las vegas. hillary? >> neil, it is a city of saints after this attack. the go fund me page set up by clark county officials has received over 76,000 individual donations. the total right now raised, $9.3 million. the original goal was $10 million. they bumped that up to $15 million as donations pour in. some of those big donations. mgm, they donated $3 million. the ufc has donated $1 million. diamond resorts has donated $2 million. the nfl raiders have donated $100,000. the clark county commissioner yesterday said the response they received from those that donated food supplies and much-needed blood haas been overwhelming. he said it's more than they can handle. the money received from this fund will go to victims and their families to help them rebuild and recover their lives. >> we're not looking at the minor property losses that people have called on regarding backpacks and shoes and phones. we're looking more major expenses as relates to surgeries, medical expenses, funeral, transportation and so forth. we should have more details with you. we're working through the county office and the sheriff's was a and where they can distribute the money where people are most desperate. >> businesses up and down the strip are chipping in to help the mgm and tropicana, offering free rooms to victims and families. uber and lyft offering free rides. and southwest and allegiant airlines saying they're offering fry rides to family. >> neil: it's not surprising. thanks, hillary. all right. as hard as it is to believe, it was a week ago that stephen paddock was checking into that las vegas hotel. think of everything that has happened since and think about something else. the fragility of life played out in real time on every tv in america. their experience is coveted. their leadership is instinctive. they're experts in things you haven't heard of - researchers of technologies that one day, you will. some call them the best of the best. some call them veterans. we call them our team. oh, you yeah!ht butch.
