Guys, just be civil about it. All right, first to that senate race that shocked a lot of folks. Not just for thom tillis win but the magnitude and the size of that win. The North Carolina speaker joining me right now. Speaker, congratulations to you. Thank you. Now everyone is saying by your win, by the magnitude of that win, by taking out at its highest point close to eight other candidates, you are prefacing a big win for the party itself in the senate. What do you think of that . Well, i think weve got a lot of work to do, but i think that weve also got a failed record on kay hagans part and obamas part to communicate to the American People. I think with that weve got a great shot in november. All right. Now, we called the senator and have not heard back. I do want to get the announcement out that you had won and we were hearing criticism from democrats in the state that no one in the country has done more for the Koch Brothers than thom tillis, cutting public education, nearly 500 million and cutting taxes for the wealthy while refusing to pay raises for teachers. We can kind of see where this is going from the other side. How do you respond . Harry reid and kay hagan have spent 6 million to prevent me from winning outright. That didnt work. Its as much of a failure as their failed policies. What they dont want to talk about is what ive done which is create 200,000 jobs, have a drop in unemployment unlike any other state in the nation and a rollback of regulations that are putting people back to work. Thats what this campaign is going to be about this november. Its not a good place for kay hagan to be running. You know, speaker, a lot of people have made much of the fact that the u. S. Chamber of commerce was supporting you. Former president ial candidate mitt romney, that you were not like a tea party guy. You were sort of a mainstream guy. Are you . Well, you know, neil, eight years ago i was a pta president at Hopewell High School and wasnt even in politics. I came in at the end of my freshman term and ran to be one of the caucus leaders. At the end of my sophomore term, i ran to be speaker. I dont think that i fit easily into kind of an establishment box. I expect results, i expect problems to be solved and i expect to do that, unlike kay hagan. Now there is this maybe its just a myth, but you hear from a lot of tea partiers who say that they feel unloved. Rand paul campaigned for one of your opponents, said he would support the nominee for the good of the party, but do you think theres bad blood there . Do you think that you have to reach out to tea partiers or those maybe more conservative than you to fix what some seem to be broken fences within the Republican Party . You know, i think youre always having to bring as many people in as possible. Weve got to weve got to add and multiply our base to have a Great Campaign in november. But i think the results from last night demonstrate that we have a broad base of support. Its because of the work that weve been doing in North Carolina. Weve got a lot of people across all segments of political ideology that self identify as conservatives and republicans. We can build on that. Ive gotten calls from my opponents. I know that theyll be supporting us. Thats a very important part, my opponents in the primary. I think we put all that together and were going to have a good, Solid Foundation that well build on going up to november. You know, speaker, Chris Christie had said the key for republicans is winning, dont make this about philosophy or doctrine. The gist was you have to win and then make a difference. Do you agree with that notion . Well, of course you have to win, because if youre in the minority youre not going to be able to get things done. I think what we have in North Carolina is the unique opportunity to demonstrate a very solid set of problems solved. Beginning in 2011, whether it was tax cuts, spending cuts, regulatory cuts, what weve done with unemployment reform, theyre the kinds of things that we need to do in washington. They werent easy, but we got it done and got a broad base of support in North Carolina based on last night to prove it. Speaker, if you were to make it to the senate, would you call for repealing the Health Care Law, for killing it, or is it unrealistic that given the fact regardless what happens in november youre still going to have two more years of president obama . One of the first bills we have to pass out of the 2015 congress is a repeal of obamacare. Its just structurally impossible to make it work. So you dont share im sorry, sir, i just want to be clear. You dont share the view of others in the party who say that is unrealistic and that maybe you could try to take out a lot of its onerous provisions but its unrealistic that you can just kill the thing short of getting a republican president in there . Neil, i think we have to do all of the above. I think we need to send a bill to the president to repeal it. He will probably veto that bill. Then we have to take steps to defund it. We have to do everything we can to fight this because its creating an even greater problem for managing our debt and balancing our budget. So we need to get the president on record as still opposing or being on the opposite side of the American People with obamacare. Then there are a number of things that we can do to defund it and try and box it in so that we minimize the damage thats otherwise going to have to this country. You mentioned a few years ago you were running a pta. Youre new to the political environment, your speakership notwithstanding, but it does harken back to something the tea party always worried when it came to your name being mentioned even though they like you a great deal, its not in your blood to hate the Health Care Law as much as you say you do. Your opponent said you liked the idea. Now they argued in that ad and Everything Else that hagan and others ran was disingenuous but you like the idea of providing health care for everyone. Is that true . No. What i said was it couldnt be paid for. Look, theres a lot of things that president obama and kay hagan have tried to offer up so you never called it a nice idea . No. What i said actually paraphrased Margaret Thatcher. I said it was a great idea, unfortunately it cant be paid for the way Margaret Thatcher said socialism is a great idea but sooner or later you run out of everybody elses money. Its absurd. The thing is im a businessperson. I was a partner at pricewaterhouse and partner at business services. I see a bad business here and its one we need to take off the table. Congratulations. Quite a win. Thank you. Thom tillis, the North CarolinaRepublican Senatorial candidate. Good seeing you, sir. Thank you. In the meantime democrats are calling this new Benghazi Panel as a circus. Why a guy named rumsfeld is ready to rumble. Abe get in punch it let quicken loans help you save your money. With a mortgage thats engineered to amaze we cannot let the fans down. Dont worry the United StatesPostal Service will get it there on time with Priority Mail flat rate shipping. Our priority has always been saving the day. Because our priority. Amazing . Is you the amazing spiderman 2 delivered by the United StatesPostal Service. All right. As the Benghazi Select Committee takes shape, House Democrats taking to the attack. Some would actually call them sessions that lead to inquisitions that harken back to the days of the mcauthory era. Stop the games and the circus. Weve got Donald Rumsfeld with us the former defense secretary of the United States. You do not call this a circus, secretary, joining us on the phone right now. You say this is way overdue. What happens if no democrat joins that panel, joins that committee . Well, it would be a mistake from their standpoint, in my view. I think that this is a serious matter. The fact that the former secretary of state, hillary clinton, asked the question famously what does it matter, it does matter. The sequence is clear. The facts after the beginning of it are not clear. When you have a warning when its about 9 11, an anniversary date thats important, when the british pull their people out, when the u. S. State Department People ask for Security Assistance in benghazi and theyre not provided it but theyre also not pulled out and four americans are killed, it seems to me that that is an important thing for the congress to pursue, understand and require that the executive branch provide the detailed information as to who was where when and whether or not Additional Forces were requested and turned down. Its a serious matter. And i think that they do them their Political Party harm and, indeed, their country harm, more importantly, by not participating. So i hope they will. You know, democrats come back, as you know, secretary, because we admit we botched the intelligence on this but they go back and say republicans botched intelligence too back and forth, back and forth. What do you think of that . Well, theres no question but that there are times when there are intelligence failures. In the case of iraq, the democrats in the United States senate, Jay Rockefeller and chairman of the Intel Committee saw the same intelligence the president did and said it was an imminent threat to the United States. So that is a totally separate question, it seems to me. What the question here is, why did the white house and the state department make a series of decisions that resulted, first of all, in the four americans being killed. But then why days, many days later did mrs. Clinton go up and tell the families of the people that were killed that they were going to find the man who made the video when everyone knew the video was not the cause of that, that there hadnt been a protest . Why did president obama go to the United Nations and talk about the video and call it despicable. Are talking points illegal, though . Or criminal . And i say that because a cynic could look at that and say, well, they were all on talking point after this horror and democrats come back and say, with all due respect, well, republicans were all on talking points in the early days of the bustup in iraq. What do you say to that . First of all, the latter point is simply not true. Of course people try to figure out in government first of all, let me just say these are tough jobs. Lets admit that. That being president or secretary of state or the director of cia, those are not easy tasks. On the other hand and people do talk and try to understand what the facts are, and then they develop talking points about what the facts are. Now, to the extent the facts are ignored and the talking points reflect hope and a desire to be politically correct and to fit into a campaign structure, thats just not being straightforward with the American People. Let me ask you then if this committee proceeds without a single democrat, are you worried that nothing ever comes of it or that whatever the American Public thinks, its viewed through the prism of political hatchet job and nothing gets solved . I think that the argument that people are turning this into a political issue when its a tragedy and a serious case of government not functioning properly, arguing that its a political case is kind of a silly thing that i doubt would take with the American People. Anything is political in the sense if someone says it. But in this case i think that if the democrats do decide to not participate, and as i say i really hope they will, i think the task for the chairman and the members of the committee will be more difficult because they will have to see that every issue is developed and both sides of every issue is developed for it to be highly credible with the American People, which it has to be. I could switch this a little more overtly political, but if you indulge me, much has been made of my prior guests win in North Carolina, thom tillis, the nontea Party Candidate who easily won and got more than the 40 to prevent a runoff. Many are say this should teach the tea partiers a lesson that their day in the sun is done, rally around the Establishment Party and that he represents that and thats good for the party. Do you agree . Oh, you know, ive been out of politics for so long. Im just generally, generically, i think our country is very fortunate to have two great Political Parties that compete, contest. I think a multiparty system in our country would be a weakness for our country because a Minority Party could pull the government down. What are you saying there, are you saying that the tea partiers risk doing that . No. Im saying for a big tent, im for including everybody. A lot of tea partiers are sore, thats why i mentioned it. Do you think they should be . How should the Establishment Party, if thats what you want to call it, treat them, relate with them, move forward, kumbaya with them . Youre asking whos not as current oh, i think you are. I think you are. No, i really am not. I dont know either of the candidates from that particular situation, and im really i know what i know and i know what i dont know, and i dont know. Heres what i relate it to and as someone who does the numbers around here at fox, you were exasperated filing your taxes. I have no idea if these are accurate. Why did you say that, why did you do that and were you making or saying something bigger going on here . The complicated nature of our tax code or what . Well, of course. Its absolutely mindless that the tax code is thousands of pages. And i work hard and i try to be accurate in my taxes. When i finish, its a thick stack and i know i dont know if its accurate. Well, you have accountants doing it, right . Of course i do. And i ask them to explain it to me and i still cant understand do they say they think its accurate . They do. I want them to know that im signing it and i dont know that its accurate. I know they say its accurate, but its inexcusable in the United States of america in the year 2014 that the American People are not capable of understanding their taxes. And im not, nor is my wife, and i just thought doggone it, im going to tell them the truth. Now, is it the irs fault . No. Partly because theyre the bureaucracy that drafts all these regulations, but its basically the congress of the United States and the president. And doggone it, its inexcusable that we dont simplify the tax code. All right. Very quickly, the nsa under a lot of heat for stepping on a lot of peoples privacy toes. Do you think the criticism is valid . Do you think they have gone too far under the guise of keeping us safe . Well, you know, im some years away from the government and im not involved in classified information. I will say this. I think it is a balance that people need to keep in the front of their minds. That by golly, the lethality of weapons today is such that we cannot afford to make a mistake. And we need to protect the American People and we need to be a reliable friend and ally to the other countries in the world. And by the same token, we have to put on the other side of that scale the risk of being too intrusive in terms of the American People. My impression when i left the government was that the balance was pretty good. Okay. Its very good having you, secretary, thank you very much. You bet, neil, good to be with you. Donald rumsfeld, the former secretary of defense. When we come back, lois lerner still not speaking up. Now the contempt vote is about to go down. We have senator marco rubio on that after this.
