Rosenstein does not have the power outside of the recusal that sessions gave to expand muellers investigation. Hes not the Attorney General when it comes to tax issues or whether someone failed to file as a Foreign Agent under the foreign acts act. Rosenstein doesnt have the Constitutional Authority to be Attorney General for all these other matters.
