We begin tonight with senator marco rubio of florida, thank you very much and great to have you with us tonight. This issue of relief to america in the face of an economic blow that is ongoing. You have a bill with Susan Collins and also im curious to your response, eight g. O. P. Senators would vote against the relief package today. Theres a lot of things in there that under almost virtually any circumstance i would support, i would support any of those measures. I think we are at a time in such a unique circumstance that the psychological impact of not having voters on this today and taking it down wouldve been traumatic and thats why the president supported it. There are things not to fill that need to be fixed and thats where we are racing to get this additional bill, this third piece of legislation out the door. One of the prominent features of that is assistance to Small Businesses and that is the piece we are working on and we are trying to find a way tonight working with secretary mnuchin and others and with our democratic counterparts. The gist of it is a private individual banks of the Community Level along with bigger banks to get cash rapidly into the hands of Small Business and if they use that money to meet payroll for the next six weeks or so and other expenses, just staying afloat but just more importantly the payroll, they wont have to pay that back, they will be forgiven. If they use it for other purposes, that would turn into a loan. We have to keep people employed, we cant allow millions of americans to be laid off and disconnected from the workforce and be home quarantined and not know if theres a job for them in a few weeks when it all goes back to business. Martha theres concerns about the whole thing in terms of throwing money at the problem. If you send people checks for a thousand dollars in 2,000, doesnt really get back into the economy . Im sure you have concerns about it and the urgency you expressed thaas well. I heard senator manchin say these should all be loans, and returned to get through this. I think generally all of that is true. This is a normal economic downturn caused by decision is made by the market or bad decisions made by companies thats one thing, thats what we have faced in the past. We need to understand what we are dealing with, a Public Health crisis and the way the government has had to respond to the crisis is by telling the private sector not to open, not to work, not to serve customers, not to make money. I dont know how they would pay that back, we basically stop the private industry in this country, we intervened to stop it in order to save lives. This is a very different circumstance from what you saw in the economic downturn in the late 2000s or what weve seen in the past. This is government mandated, its government by fiat telling the private sector it cannot function. Businesses will close but in the interim they will lay off millions of americans will be stuck at home and quarantine, not going out and on top of that, not even knowing if they have a job to go back to one day. The impact on this country that would have is devastating and the impact on Small Business. If youre a Small Business and all of your employees are laid off and they tell you we can restart now come in many cases their employees wont be there anymore. Now youve got to hire new people and retrain them and by the time you get started its all over for you. Martha im getting word that florida representative has announced he tested positive after he developed symptoms on saturday. Just your reaction to that, everyone hopes he will recover soon. The larger sense in terms of how florida is dealing with this. Florida has a unique challenge, we are a state that had a bunch of young people in for spring break and visit us all the time because they want to go to the beach and up to the clubs at night and we have a very significant population of people that have a high risk of a very bad outcome. There are retirement communities and our status what puts us in a unique situation. I think State Government is doing everything it can, local and foofficials have worked s a real test for our country. We are being asked to mobilize as a people despite our political differences, despite all of the other things that are going on, we are being asked to mobilize as a people to confront a threat. Traditionally that has been a foreign threat or an invasion or a military threat but if we cant flatten the rate of infection, we put the lives not just of the elderly but others in danger because hospitals will not be able to meet the demand of hospital beds and ventilato ventilators. Martha if i could back up just a moment, i dont know how many spring breakers came last year but it was 1. 5 million. Was it a mistake not to shut those beaches down right away because everyone has been seeing these images and i know some towns have shut down but should they have been shut down right away . That will be a good question to look back at. I tell everybody we are going to have a lot of time in the future to look back and examine how we respond to this at the federal level and the state level and im not saying those arent valid questions to ask now, they could be. At this moment, we need all the energy we can to deal with moving forward. We can learn from the past so we dont repeat it but we cant change the past, we can only influence what happens from this point forward. If we dont spend all of our energy and time figuring out how to get this under control, how to build up the Health Care Capacity of ventilators and hospital beds, how to invent an antiviral so we can lessen the impact of this and keep people out of hospitals and eventually develop a vaccine. If we cant do that we are going to face some dark days ahead to. I believe we will but we can only do it if everyone does it. Martha ive been hearing promising things about some of these antivirals and i think its exciting the amount of energy thats going into it on the part of american scientists. I feel so positive about what they are going to be able to do. Im about to speak to Michael Auslander who is a scholar at stanford and i want to ask you because you have been very out front on this as well with regard to globalization and concerns about china. Do you look down the road and say that was a game changer, that was a point at which globalization and our interactions with china came under scrutiny that produced real change in how we deal with that . I expect it will, i believe this is a hinge moment in history that is going to change the way weve done business as usual, business in this country and around the world. Here is the essential truth, what we are learning now the hard way is that we are all for Free Enterprise and for capitalism, im for that 100 . Capitalism is always going to move money to the most efficient out, and thats generally the right thing. But for time to time, the most efficient outcome isnt in our National Interest. The most efficient outcome is the medicines being made in china, thats not in our National Interest, its not in our National Interest that we can make these ventilators but we cant make the parts that can go into the ventilators. These are Critical National security measures for the security of our country, the industrial capacity still matters. You have to be a place that can make things or be able to get things from places that are reliable and that is a painful lesson that we are learning right now that we need to institute in policy so Something Like this never happens again. In the case of china, they have threatened to cut us off from medicine. If that is not a wakeup call, nothing ever will be. If it changes with regard to that, thats not the kind of thing you can turn on a dime, are there changes being made, productions being ramped up here to get us through that and change it . Not enough but i give the white house credit. I give you a perfect example, one of the ways to insist the buy America Initiative that the white house is insisting on through the va and the department of defense, that creates a market for someone to do that. Rare earth minerals, all the technology we use rely on these rare earth minerals, you arent going to have investment in this country unless we do something to incentivize it because china is going to under price it, they will undercut the price is a strategic advantage to make it not costeffective for anyone else to do it. What that tells you is if they cut us off, it doesnt matter what we invent, we cant make it because we need the ingredients and they have them. The argument i have made that is we have to make an industrial policy and you could do that without abandoning capitalism. It is in the National Interest in this country to be able to make things and from time to time in order to do that you have to create incentives that allows you to invest here instead of somewhere else. Martha and to require a certain percentage of everything is always made here so that we are not reliant on china for these things that we desperately need, thanks for being here tonight. Xi jinping the general secretary of the communist party has become the most powerful chinese leader since mao zedong has rested his entire reputation on being a master, hes going to bring china to the china dream, its going to be a state that has middleclass aspirations this threatens not only his reputation but the reputation of the communist party. What you saw after the first few weeks, he was missing in action. He was sending out his subordinates to take the flak and hold the meetings and they didnt know what to do about this crisis. Finally they argue to the world they have turned the corner and now they controlled, now he takes all the credit for it. Martha you say you have a lot of concerns about what we are still hearing from them, there are aerial photos that show long lines at hospitals still, what do you of that . You cant trust any of the information coming out of china. This is a Leninist Party state that knew about this virus, back in at least december, they didnt tell the world and didnt tell the people they didnt bring in medical capabilities. We offered multiple times when we understood what was going on. You cant trust anything they are telling us unfortunately thats not the china we wanted to deal with but its a china that we have. People would have been doubting for years what they say about economic growth, this type of crisis that harks back to what happened in 2003, its something that would eat away very quickly at the credibility of the party. Did they try to control the crisis . To some degree but what they did as they clamped down on social media, they threatened doctors like the doctor who died from telling the world about what was going on. What they cared about was their own survival and not the survival of the people either in china or around the world. Martha what do you make of the fact that there was a lot of discussion and push back when the calls it the china virus or china coronavirus what do you make of that . Is it incorrect and is he in some ways jabbing at what he sees as the vulnerable leadership right now . I think its quite important. What china is doing is waging a propaganda war. They are trying to tell the world how to think about this virus, try to tell the world it has beaten the virus and we should all be celebrating chinas governments model. We have all heard and we probably have lyme disease, we still talk about the spanish flu from 100 years ago, this is the wuhan flu. This is the wuhan virus. It is not racist, its not antichinese to call it by the place where it first was discovered or where it first emerged, we do it all the time. Why does china get a pass . I think the president should make a deal with china. When they stop talking about african swine fever, we will Start Talking about wuhan flu. We shouldnt stand for it because what it is doing is making us more vulnerable to problems it will come out of china again in the future. Martha Michael Auslander, a great piece today.
