Are leaving their homes or they are trying to get out tonight. Here is governor rick scott just a short while ago. Every florida family must prepare to evacuate. I cannot stress this enough. Get prepared now. Know your evacuation zone now. This is a catastrophic storm that our state hasnt seen. It has already killed a lot of people in the caribbean. Dont think you can ride out this storm. Martha do not think that you can ride out the storm. There is the president being briefed in his office today on irma. That was a short while ago. Also, he address these dire circumstances. We dont know exactly where its going to be landing, where land fall will be, but we think that we are as wellprepared as you can be. We are with everybody in florida, we are working very hard, we have tremendous talent and tremendously brave people there, and hopefully it is going to work out all right. Well see over the next few hours. Martha that we will. Irma has already unleashed a trail of death and destruction. Look at this, throughout the caribbean. These images are just incredible. The power of this thing is unstoppable. Look at those boats. The tiny island of barbuda has been literally destroyed. We just did a flyover, and i have to tell you, my heart sunk. It has been one of the worst days of my life. I know how you must feel. The entire country has been decimated. I have never seen anything like this before. Martha awful. Unreal. The chief meteorologist Rick Reichmuth in the Fox Weather Center tonight watching irmas track. Rick, what does it look like now . Over the last five hours or so, i think things are saving may be a little worse for south florida, i hate to say this. The storm is still a cat 5, since weve had the satellites up there, never had a storm that is dated 135 miles an hour anywhere on the globe for 37 hours like we saw this once. Winds are at 135 now. That doesnt make a difference, frequent continue to pull towards the west. Heres the bad part. For the eastern part of florida. Earlier in the day, this track was a little farther toward the west. I should say, these storms arent just points. These storms are very big. Everybody in florida is going to get something from this. The worst of it is to the right side of where it comes on. Weve been seeing a little bit of the trend of this moving farther to the left. The center of that, if it happens, it makes conditions for us much worse. Still it is a possibility that this misses the coast and stays out to sea. At this point, it looks more and more like it, make some sort of landfall now. Places like miami, all of this area dealing with the storm surge if this forecast verifies. Here is the model, the most reliable model, this is what makes the National HurricaneCenter Adjusted forecast. See the Center Cutting up the coast. The Hurricane Force winds extend out from the center. This is about 100 miles wide, 7, potentially Hurricane Force winds the entire length of the peninsula here as we go through time. Right now, it is pummeling the turks and caicos, a very long night ahead there, and about two days here to prep the u. S. Martha . Martha incredible. Rick, thank you so much. My next guest is mayor of a community under mandatory evacuation right now, and he has called irma a Nuclear Hurricane and it feels like that for the islands that have been in its path so far. Philip levine is the mayor of miami beach, florida. Welcome tonight. What is going on there . Has everyone left . Give us a sense of what it is like in miami beach tonight. Well, i can tell you, im on ocean drive right now, usually full of a lot of people having a lot of fun. Right now, its incredibly quiet, no one really walking around. We began telling people to leave miami beach about three days ago, before mandatory evacuation. We take this storm incredibly serious. Thats why i call it a Nuclear Hurricane. It is dangerous, it is coming our way. The mandatory evacuation, which came yesterday, we are enforcing it. Ill tell you one thing, which is great. Its orderly. Its organized. Our causeways in and out of the beach have been very good, very clear, and people are leaving. Now, we are doing everything we can to tell them to leave. We know its that serious, its that important. If you any of your viewers are watching for miami beach, please leave. We have buses, we have trolleys, we are on top of speaking to our seniors to organize them, or homeless community, and our special needs people. Martha in terms of the shelters, do you have enough space for all of the people that need to be in them . Well, we know that we have a tremendous amount of shelters all over miamidade county. Remember something, a lot of people want to go to the shelters. The. Delco stayed with friends or families inland, away from the water areas. You never know where this is going to hit. Hurricane andrew is going to come towards miami beach. Weve got to take into account all of this. Once again, we are telling everybody, leave miami beach. I never thought i would ever say that, but im saying it these days. Martha what about fema, what about the preparation, what about insurance . How do you feel your community is in terms of all that . I can tell you our staff has been incredible, weve done a lot of Different Things in the last five, six, seven days, putting in portable pumps, portable generators, and pruning trees, tying down all types of material, everything we can do o help mitigate this. I can tell you this, when it comes to a hurricane, it is very difficult, but at the same toke token, coming to a historic hurricane of this magnitude, it only magnifies the challenge. But weve been in touch with the white house. Of course, our county government and state government, everyone working together for preparation of this oncoming storm. Martha mayor levine, thank you. Earlier today, the Senate Approved a deal to lift the debt ceiling and send Hurricane Relief funds despite some frustration from republicans over this measure. Joining us now, florida senator marco rubio. Senator, good to see you, good to have you on the story. Im sorry its under the circumstances that you are preparing for. How are you doing . I think the community is doing well. Im just home, getting a little ready there. A lot of people watching in florida, its a huge area thats under a hurricane watch, extensive areas under a warning. You dont really have, like, two days to get ready. Starting to see Tropical Storm winds as early as tomorrow evening, you can really go and put out shutters on the daylight. Thats about 12 hours to finish that work. People really need to understand that and either make those preparations or figure out where they are going to be tomorrow when the storm hits. This is a very serious storm. I want to make one more point. Its not just about the wind. You can hide from the wind, but you cant hide from the water. Its going to find you. I want people to think about it this way. The largest atlantic storm ever is going to push basically all of that water from the caribbean basin into coastal areas. There is a map up on the National Weather service that has a map of the area that are going to see the storm storm s. That surge is going to be right behind it, the surge is in many ways more damaging than the wind. Martha we were in houston yesterday, and i dont think anything can ever prepare you for walking into your own home and seeing what has happened to it. Its devastating, and it has so many emotions wrapped up in it. Your life, your family, your friends, your neighbors. And im sure the good people of florida are going to be there for each other during this, but it really is how do you, as a senator and someone who is overseeing your community there, how do you prepare people for that, for sticking together . First of all, you try to set the example yourself. Youve got to get out there and make sure you are doing the things youre asking people to do. We are out there doing that. By the same token, we want to be sure these federal agencies are ready to respond and get people confident that when its all said and done that the federal government is in position to do what its job is supposed to be. The third is to act as a place. We really have the media to thank created the ability to communicate to people and to let them know things like the storm surge. A lot of people are saying, ive got shutters, a strong house. What about the water . Thats what i really want to encourage. This is a massive part of the state, all the way up to lake okeechobee. That is a lot of water to worry about. I hope people in the zones that are susceptible to storm surge, not just flooding, storm surge, that they are getting ready to handle that. Martha yeah. I do want to ask you about what is happened back in washington to make the Funds Available for harvey. I know you put out a Statement Today saying that you didnt love everything in that bill or the way it was constructed with the debt ceiling that is going to exist for three months and then disappear. In fact, you said you considered to be among the most politically cynical efforts that you have ever witnessed. What do you mean by that . First of all, you take a bunch of people that are victims of the storm, a bunch of people that are facing the most powerful atlantic storm ever, and you say, heres your money for relief, but you can only get this money if you agree to vote yes on increasing the debt limit, on a shortterm spending plan for the government. Things, by the way, that we have some time not a lot of time, but some time to address. Youve got these two things that you know people are desperate for. I just think thats really not the kind of thing that you do. Obviously, for someone like myself, never voted to raise the debt limit, never supported the shortterm spending, it puts you in eight forget about it politically difficult position. Youre basically saying, if you want to money for storm leaf, youre going to have to vote on some of these things that you find objectionable. Its done, it had to happen, whatever it may be. But really, i find that to be cynical, and certainly i guess nothing surprises us anymore. Martha senator rubio, we wish you well. The 3judge panel of the ninth Circuit Court has ruled that grandparents, uncles, cousins of people in the United States should not be prevented from coming to this country. The decision upheld a ruling by a federal judge in hawaii who found the administrations view too strict. Obviously, more is that story develops. There is also a Storm Brewing on capitol hill tonight. President trumps decision to side with democrats on the debt ceiling rippling across washington this evening. Some praising trumps art of the deal, shall we say, critics say he turned his back on the party with all of this. Earlier today, i sat on House Speaker paul ryan for this exclusive martha mr. Speaker, thank you very much. Great to be with you. Yesterday was a busy day, you were over at the white house. When you look at that deal that was struck in the room for the three 3month debt ceiling, semisizing up and saying the president was speaking to Republican Leadership, he was saying it was a signal to you guys. What do you say to that . What he is trying to do is clear the decks so we can get focused on our big things like tax reform. Ive spoken to the president , spoke to him this morning, he wants to clear the decks we can get our job done and poke some big issues like tax reform, border security. The second thing is, we are getting hit with two hurricanes. Were still dealing with harvey in texas and louisiana. We are just now getting hit with irma, and he wanted to make this a bipartisan moment where we werent fighting each other up in washington about hurricane aid. He just wanted to get it done, get it out of the way so that aid is flowing to the states that need it right now so that we can go and focus on things like tax reform. So its perfectly reasonable and rational why hes doing what hes doing. Martha but word was that you were furious. No, i wasnt furious. I have a belief on debt issues come up for the credit markets to have longevity on these things, but i understand why he was doing what he was doing and by his motivation is, we got Hurricane Relief, lets make it bipartisan, and lets clear the decks we can focus on our shared agenda like tax reform. Martha mick mulvaney, our former colleague, was talking to our colleagues at fox business, and he has, is he annoyed with the Republican Leadership . And this is what he said. I think he probably is, and so am i. As an american citizen, i am to too. I cant speak to that. I know mick and i talk of a time. We have passed more bills in the house for the president and his agenda in the First Six Months of this administration been the first six of obama, clinton, and both bushes. It 260 are still in the senate. Still busy working on judges and appointees. But the house is been extremely productive. Not just extremely productive, more productive than any congress and the modern era. Martha i think it was mostly talking about health care in terms of his frustration. He went on to say we are frustrated too. Started last may on repeal and replace, and we were hoping to get it done then. We too frustrated this hasnt gotten done yet. What i always say to my colleagues, especially in the senate, where this bill couldnt go through, if at first you dont succeed, try, try again. Health care is collapsing, obamacare is a total failure. Got to get on it. The house did its job, passed its bill, we got to get added. Martha also discussion that Chuck Schumer and the person to have been doing looking at doing away with the debt ceiling, argue in favor of that . Ive always thought this was a good tool. As imperfect as it is, i see it as a good tool for fiscal discipline, and i see this is one of our article 1 powers. Congress exercising the power of the purse. Experiencing are not in favor . I like the fact that congress controls the power of the purse, that gives us opportunities for fiscal discipline. Martha one of the fiscal discipline issues that i know you talk to the Republican Study Committee about, they want to make sure that when it comes toe real or form, that its not going to just be tax cuts. I know from talking to you over the years, this has been your passion for a long time. It is. Martha one of the reasons were reluctant to take this job. It meant so much to you to do that. Now youve got a few months before the end of the year. What is going to look like . Tell the American People. You can go to the ways and means website if you want to get more details, but basically, what we want to do, for families, dramatically simpler by the tax court. Give middle income families a tax code. Semper fi the tax code so much that people can fill out the taxes on a postcard. Clean up the irs. And then when it comes to businesses, we have got to get tax rates on businesses down. Why . We are taxing american businesses at much higher rates than our foreign competitors are taxing there is, and as a result, we are losing jobs, losing businesses. It rewards businesses to make things overseas, not in america. If you sell it overseas, you can bring that money back because of the taxis it it and make system. Martha that is going to take a kind of drain the swamp mentality. That is what ive been fighting for since ive gotten here. Martha there is so much riding on that vote and on that being real reform so people say, we didnt just get a temporary tax cut, you know it, actually, going to have that reform. Tell them that thats not what theyre going to hear. Thats not what theyre going to hear. That was the president s motivation with this Hurricane Harvey deal yesterday, which was, get this stuff done so that we can go focus on real tax reform for the American People.
