administration goedz goes into another round of talks. ed henry is live for us. the white house sending out mixed messages in a bit of a way on the netanyahu address tomorrow. >> reporter: a few days ago, susan rice the president's national security adviser said the prime minister traveling here to washington for part one here, the speech to aipac today and then the speech tomorrow would be, quote, destructive to the u.s./israeli relationship. yesterday, the secretary of state john kerry backpedalled telling abc the prime minister has a right to speak wherever he wants whenever he wants, a clear attempt to smooth over these differences. interesting because the prime minister made it clear he is not backing down. >> i plan to speak about an iranian regime that is threatening to destroy israel, that's devouring country after country in the middle east that's exporting terror throughout the world and that is developing as we speak the capacity to make nuclear weapons, lots of them. >> susan rice, who i mentioned earlier, will get a chance to speak just after 6:00 p.m. eastern time. secretary of state kerry is in geneva trying to work out this iranian nuclear deal. what white house officials are saying today is they believe that a deal -- if a deal with iran is worked out, that that will be very important and helpful to israel's security and trying to show that it's still a strong relationship. >> but then you have this independent watchdog group, now they seem to be backing israeli prime minister netanyahu. what do they say? >> it's the iaea. they came out and said they cannot independently verify iran's nuclear intentions because they say iran has been slow to cooperate about exactly -- >> what we have confirmed is that iran has lived up to their agreement as a part of the joint plan of action. >> so they're insisting that iran is cooperating as they sit at the table. white house officials say what josh earnest met is to have these negotiations, iran suggested their nuclear program was winding down. but with this independent watchdog saying they're not being fully cooperative, the world will wonder if you can't trust iran. >> interesting timing for that report to come out. ed live at the white house, thanks. netanyahu's speech comes as the united nations' nuclear watchdog says iran has been slow to cooperate with the investigation into the iranian nuclear program. >> the iaea is not in a position to conclude that all nuclear material in iran is -- >> how long does it take depends very much on the level and pace of their cooperation from iran. >> general jack keane joins me now. general, what does iran look like with nuclear weapons? >> well, what we have right now is the most dangerous country in the world. they sponsor terrorism around the world. they've been killing us since 1980. literally thousands of americans they've killed. we've never had an american president ever, ever counter iran's use of proxies to kill us. they are not only on the road to acquiring nuclear weapons, they're building a ballistic missile capable that will reach into europe. they can already reach israel. they can reach into europe and reach the united states. and certainly a nuclear iran with ballistic weapons threatening israel's existence leads to nuclear proliferation in the middle east. it is the most volatile, dangerous place in the world. now we will have nuclear explosion in terms of countries having those capabilities. none of that makes any sense. >> i was just going to say, who's on the team advising president obama that this does make sense? and if you were advising them, what would you tell him? >> well, if you're going to roll back the sanction you have to roll back the capability. netanyahu will probably make a point that the program should be dismantled. and not rolled back to "x" amount of how to enrich uranium or "y" amount of centrifuges. dismantle, close down the internal sites, shut the program down, shut the plutonium program down. and even after we did that, as you suggested in the intro, you can't trust these guys. the iaea thinks there may be another classified site. the fact of the matter is iran hid those classified studies from us for years. they'd never let us talk to a nuclear scientist yet. that's the reality we're dealing with. are they somebody we can trust in the future? absolutely not. >> the pentagon giving new details about the iraqi military's large-scale offensive against isis. forces trying to retake the city of tikrit. the u.s. military not supporting the operation with airpower because it hasn't been requested. tikrit, one of the largest cities controlled by isis, that's key territory for the militants, right? >> we can't take mosul without moving up the river valley. we have to take tikrit. it's what we call an intermediate objective on the way to a final objective. it makes sense from a military perspective. what makes no sense is the narrative that we're listening. why aren't we conducting an air/ground campaign to retake tikrit? we know there's no advisers are those iraqi battalions helps to facilitate their use of ground power. that's already a decision the president will not permit our military guys to change. so that campaign is limited one, on the ground, and, two, it's obviously limited if we're not providing any air support. not just talking about fighter support. the apache helicopters would be very instrumental here in supporting those ground troops because those pilots can see the targets themselves, given a athe avionics they have. >> general, thank you for your time. time now for our 2016 power index where we look at who's up and who's down for the race for the white house. each week we handicap the top ten contenders. this week there's been frankly a lot of movement for the gropop. and chris stirewalt joins us, he's our prognosticator for the power index. i remember seeing -- didn't johnny carson used to do that? >> i don't have an envelope, though. >> you need to get one. that will be your prop next week. let's talk about -- you have three new names today who's up and who's down. let's start with fiorina? >> she's been doing a good job. she's been hustling and been out there. she did a particularly good job at cpac a new-look cpac and she did a great job primarily on these grounds, that of anybody on the stage she most lacerated hillary clinton and took the fight directly to hillary clinton because remember when republicans are thinking about who they're going to nominate, they're thinking of who can take on hillary clinton on a debate stage. and carly fiorina wowed of people in that hall and she's definitely earned a place for herself in that top ten. >> i thought that was extremely smart strategy for her. let's talk about rand paul, up or down? >> he's up. he won the cpac poll. i was thinking we might see more movement from paul. but he moved up one spot. as expected he won the cpac poll. and the question is that ted cruz, the senator from texas, who moved down one, is looking to occupy the same space as rand paul in many ways the two of them have had sort of a frenemy rivalry going on. as that's played out, rand paul had a better weekend than ted cruz did. >> so now we're going to also look at who might be on the radar. you have picked this week rick santorum, bobby jindal and mike pence. here's my question for you. where is donald trump in all of this? he was at cpac, for the first time he said that he was actually really, really really serious about running for president this time. >> really, really, really. you've known the donald a long time. you may have some insights on whether this is for real. i heard him when he was at the event plug his new hotel in washington, that it was going to be spectacular and he talked about that. he definitelily strikes a chord with some republicans who like the way he goes after the president and things like that. but the question is, after the deep and ultimately unconsummated flirtation he had with a run before republicans really willing to go out on a limb for him again, i don't think so. >> unconsummated what? >> flirtation. >> just a flirtation. i have to use that phrase earlier this week. i learned it from chris stirewalt. thanks, chris. >> you bet. time for my take now. politics is so fickle, right? even right now today on march 2nd 2015, we have no idea who the gop nominee for president will actually be or who the democratic one will be, for that matter. will it really be hillary clinton this time? six years ago, we thought it would for sure be hrc, but that was before barack obama. i bet hardly anybody had money on john mccain. right now as we look at the list on the republican side will it really end up being who appears to be on the top right now? we have jeb bush, marco rubio, scott walker, chris christie, rick perry bobby jindal, carly fiorina, john kasich, mike huckabee, ted cruz rand paul, mike pence, rick santorum, ben carson. and probably a handful of others who may be watching right now saying, i'm thinking about doing that, too. it's what i love about the political process. we just don't know who it will be and why politics are so complicated but really so simple, too. about the only thing we can say for sure right now is we just don't know. and that's what keeps me so, so interested. you can find my take every day on my facebook page and at foxnews.com foxnews.com. coming up on "the real story" today tragic, tragic news about that little boy, the death of that boy shot and killed by a cleveland police officer. but guess what? >> the sotloff family has full confidence in the american intelligence community and in law enforcement officials of this country that they will one day find john and bring him to justice in an american court of law. >> as more information comes out about this jihadi that apparently his own mother when she first started seeing these execution videos coming out and hearing his voice she's now telling authorities that she knew immediately that it was her son. what do you make of that? >> that makes a lot of sense, gretchen. the family knew that he had probably gone to syria. he disappeared. he most likely called them from syria so they knew he was there. and once you see your son on tv and he's probably at that point in time the most famous person in the world, you can identify)e his voice and you know almost immediately, hey, that's my kid. >> so much going on with regard to isis and new twists and turns take a look at this new video from turkey which may show three missing teens headed towards the turkish border with syria. this is a huge problem is it not, this recruitment barak of young people and especially these young girls who leave their middle class lives in london and think they're going to have some sort of a life with isis? >> gretchen, this is not something we saw during the american occupation of iraq. we saw a lot of jihadis flow in there but not the level of european jihadis flow. and not only that, isis is building an islamic caliphate society. they're bringing in these jihadists and what they want is to create jihadist babies. they can't have jihadist babies without these women. they're recruiting these women from europe and the western world. that should alarm us. isis will be a problem for a very long time. >> before i let you go could you say a couple of words about steven sotloff, the good things about him that we can remember because he went so tragically. >> he was a great guy. he loved the miami dolphins, he loved the miami heat. he would stay up all night in libya to watch the nba finals and he was a big fan of the;7g movie "flechtch." >> i loved that movie, too. it was a great one.ijçtx great memory. barak barfi, great to have you on the program today. thank you. >> thanks for having me. is she guilty or is she not?
