Meets with his National Security and health teams in the situation room. Its happening right now. He is going over the strategy to combat a potential Ebola Outbreak here in the u. S. The president will also meet with Health Workers who have or will travel to help combat the disease in africa. Thats going to happen about an hour from now. Meantime, questions being raised over whether the militarys new restrictions will be expanded to cover all nonmilitary workers returning home. Jennifer griffin live at the pentagon, so, jennifer, whats going to happen . Everybody going to be on the same page or not. We just learned there are now 42 u. S. Soldiers in quarantine in italy after working in line ear wra. Secretary hagel has decided to institute a mandatory 21day quarantine for all Service Members returning from operations in west africa to combat ebola. The decision announced by secretary hagel this morning is a is controversial for two big reasons. First, it defies recommend dayings from the cdc and the white house, and, second, the pentagon has repeatedly said these troops are not going to come in contact with ebola patients. The fact is the military will have more americans in liberia than any other department. Thats number one. Number two, our people are younger. The cohorts are different. They are not volunteers. Hagel added that they are doing this, in part, in response to concerns expressed by military family members. General williams and his team returned to their base in italy this week, and they were the first to be quarantined. We wake up every morning the three mornings weve been here, and i look at the beautiful mountains, and i look at beautiful italy, and so im only inspired by what i see, and so the soldiers are doing great. Were not frustrated at all. Of course, were soldiers, and so were used to executing orders. As of today, there are approximately 1,104 u. S. Troops in liberia and senegal. President obama has approved as many as 4,000 for the mission. As it stands, theyll all need to be quarantined for 21 days before returning to their homes and families and the states. Commanders have said the mission could last over a year. One unintended consequence, gretchen, of ae 21day quarantine is none of these troops will be able to take leave during the mission. Its unclear what, if any, exceptions could b be made in a emergency. In the meantime, an ebola nurse at the strf another quarantine controversy now facing possible arrest for refusing to comply with that order. Casey hikoks was first quarantined in new jersey after she returned from sierra leone testing negative for the disease. Now back home in maine, hikoks is once again making waves after saying she will not comply with the call to serve out the rest of her 21day quarantine in her home as the governor of that state has required. You know, i dont plan on sticking to the guidelines. I am not going to sit around and be bullied by politicians and forced to stay in my home when i am not a risk to the American Public. The governor of maine not taking any chances, though, saying we are exploring all of our options for protecting the health and well being of the health care worker. Anyone who comes in contact with her. While we certainly respect the rights of one individual, we must be vigilant in protecting 1. 3 million mainers as well as nen who visits our great state. Joining me now arthur and johna. P this is a great legal case because she is saying pointblank, shes not going to be bullied by the politicians. Is she right or its a balancing act, right . You have a person who doesnt have any symptoms. Shes not running a fever. She doesnt have any ebola symptoms. Shes just been exposed to the virus. It would be a choice of a judge. If they go if she leaves, theyre saying theyre going to arrest her. Shes going to go before a judge on a criminal charge of basically disobeying the government, and it will be up to a judge whether he whether he dismisses the charge or he doesnt dismiss the charge wrash its up to you if you just came back from italy, and there were people who had ebola on the plane. You got to go. You got to be locked down. Wait a minute, im not sick. Im fine. I would be so psyched. I would be watching tv shows that i never get a chance to do, and, by the way, i tend to be a rule follower, arthur, just ask people who know me. Until your liberty is taken away. It almost seems like shes going out of her way, johna to now defy the system. She did it in jersey, and now she did it in maine or might do it in maine. Exactly. I dont know with why her need to go to the Grocery Store for the next two weeks is that overwhelming because the problem is she one single nurse from maine is not in a position to tell the rest of us whether or not she poses a danger to the public health. Shes not in a position to do that because, look, the cdc and everybody else can sit there and say, well, youre not contagious until you show symptoms, but, all right, so if dr. Spencer showed symptoms at 2 30 in the afternoon, but he got off the subway at 2 15 when was the man a public threat . Thats a great point. I want to show again our viewers where she lives. She lives in the rural part of maine. Arthur, could she argue that even if she went outside of her house, shes not even going to see anybody . Of course, she could, and thats my point. This is when commonsense and reasonableness have to dictate. That needs to lead the charge. Is it doctor or politician . We dont have a lead politician taking control right now as in president obama. We dont have an ebola tsar coming out and giving any kind of a directive. At least not yet. I mean, its up to the governors and other state people to put the rules in effect. You can sit on your couch for three weeks. Especially when shes missing her sons basketball game and her daughter this and this interview. Everyone agrees if theyre showing symptoms, they have to stay home. I stay home from traffic some days. You brought out the word commonsense. Im going to get to that right now. Time for my take now. I dont get it. Why do a few of our professionals who have the expertise to go to west africa to treat ebola patients seem to lose all commonsense when they return home . First dr. Koreaing spencer supposedly under a selfquarantine in new york. He went out bowling, road the subway, went running in central park and took a car. Now we have nurse casey hikok when she was being held under a mandatory quarantine, and now shes taking it a step further threatening to leave her home in maine, even though the governor in that state has said she needs to stay selfquarantined until the 21 days have passed. If we cant trust our Health Professionals to honor the rules put in place, what message does that send to the average joe returning home from the same part of that world . That its no big deal to follow the rules . I dont want to stop people from wanting to go over there to help, but once again, i have to ask where is the commonsense . Lets go to politics now. Republicans pulling ahead in several key states as they battle for control of the senate. Including a dramatic reversal in the state of georgia. Republican david purdue surging ahead of Michelle Nunn in the race to replace saxby chambliss. This is one week before the election in a poll conducted by survey usa. Nunn was two points ahead last week. Monica crowley is the online opinion editor from the Washington Times and a fox news contributor. Great to have you today. Nice to see you. We see that poll. Thats a switcharoo. It does look like a lot of the key races that the republicans do have enormous amount of momentum. That was the convery longal wisdom diagnose into the midterm elections. Now athat were in the homestretch, it look like undecided voters, a lot of moderates and independents are now making up their minds, and theyre going with the republican candidates. I want to look at iowa. Huge race there for the senate. You have joni ernst and bruce braley. I said it rights. Now you have ernst four points up on braley. Now i said it wrong. Im in good company. What are we to make of that . Joni ernst pulling away . She has been a spectacular candidate for the republicans. Were seeing it across the board in a lot of these states where as you mentioned georgia, the democrat had been ahead before. Now the republican. Not just stid tied, but actually ahead. Sometimes within the statistical margin of error, but in the case like ernst, out of the margin of error. The republicans will look to have a good night next tuesday. Rarely. Bruce braley. Braley. I got it. He nailed it. I didnt. Colorado, the governor race there. Look at this, monica. Whats going to happen there. The republican now ahead of the incumbent. Yeah. Again, this is all part of a much bigger wave, dare i say . I dont want to count anybodys chickens before they hatch next week, but it does look like in a state like colorado which had been red, then it was purple, and now liens blue, to have republicans like Cory Gardener and others, other republicans and frankly conservatives running ahead in that state, tells you where the country is at across the board. Connecticut, a dead heat right now. Although thats good news for tom foley because he was a little bit behind the republican in that race against the incumbent, malloy. Also, that is remarkable. Connecticut is a state in the northeast. Reliably a blue state. The fact that the republican is so competitive there, as is the republican running for governor in massachusetts, just came back from illinois last week. The republican is in a dead heat for governor against the democratic incumbent, pat quinn, in the state of illinois. These are deep blue states, and that tells you that you really are seeing a sea change in the way voters look at their leadership and what they want. All right. Thank you so much for the analysis. Just six days away now. Be sure to make Fox News Channel your choice for coverage on all the big race on licks night. Right there megan kelly will kick things off at 6 00 eastern. The Homeland Security department beefing up security right now at federal buildings across the country. Secretary jay johnson calling the move a precaution after recent threats from isis as well as terror attacks in canada that killed two soldiers. Despite all of this, the question is why now . Taking a look at this. This is the twitter page for the National Terror advisory system. As you can see, it has more than 22,000 followers. Yet, there has never been an alert. Same thing on facebook. More than 31,000 likes. Yet, not a single post. So whats going on here . Time for some real talk with ryan moro, security analyst with clarion project. Lets start first with jay johnson, department of Homeland Security secretary. The timing of him yesterday raising the alert at federal buildings. Why now . Well, its obviously a reaction to the fact that we had three jihadist attacks in north america over the course of just one week. Less than a week. And theres no specific intelligence is what officials are saying. Theres no specific reason to make this alert. Why do they do it . Well, theyre saying its because of generic threats to the homeland, but weve been dealing with that since 9 11. The question still remains, why did they do it . First of all, its because if there is an attack, they need to be able to say, well, we went on alert at least. Otherwise, its going to be a disaster in the eyes of the public. Right. And, secondly, the thing that theyre not saying, which is obviously true is that the threat is increasing. The number of terrorist attacks and plots is increasing here and globally. Is it a cya, a cover your butt situation right before the midterm elections, potentially . It is. Its based on the real concern that theres going to be an attack on american soil, but, again, the standard typically has been, well, is there specific intelligence . If there is, then there is going to be an alert. Why wouldnt they have done it last week . Thats why you have the hatchet man in new york city and events in canada. It didnt happen last week. It happens yesterday. Thats because theyre noticing the trend. This is basically a wakeup call. When you look at the numbers, theres been actually four acts of islamist inspired violence on american soil this year. Its not just the attack with an ax on nypd officers. What are you seeing is a trend. The number of al qaedatype jihadists has doubled since 2010. The number of that type of jihadist attack globally has tripled since 2010. I think theyre noticing a trend here, but if you say it, imagine the political ads that will follow. Yeah. Well, its interesting because we have known about those trends since 2010 and nothing was done. Unfortunately, until those attacks happened. I want to move you now to the National Terrorist advisory system. This is the system that Obama Administration changed from the colorcoded system that was in effect under the Bush Administration for terror warnings to the American Public. Three years, ryan, and not one blip. Not one change. Not one post. Nothing. Why . From their perspective, what they would say is we have a very High Standard for releasing out alerts. We want specific intelligence about an active plot. Otherwise, there will be fatigue from the public. If you are consistently sending out aletters saying, well, this group had an outage and this one also did that. They have a High Standard for doing that. Also, when you do issue an alert, theres increase costs. You have an increased amount of security that you have to pay for. Theres economic i cant imagine how many people work in this particular unit, you know, looking after this system. What are they doing all day . Well, the people within the department of Homeland Security are good. They are keeping track of the threat. The issue is what is the standard in which you release a threat an alert . If the standard is just, okay, well, were waiting for specific intelligence of a plot, is that good enough . What if we enter a more dangerous period, such as isis taking over. Is that enough for a general alert that will last into the foreseeable future, or are we just waiting until we get the smoking gun that there is a real active plot head our way . Ryan morrow, an expert on all of this. Thank you, sir. What if you could swallow a pill that sweeps your bloodstream for diseases warning you of cancer or even a heart attack .
