The government is concerned about british citizens who have been traveling to syria and iraq to join the Islamic State fighters. Its thought about 500 have goen to join the conflict. Some have taken up violent and extreme roles. People here in the uk were horrified to see a man with a british accent apparently involved in the murder of american journalist jim foley. There are real fears about what these radicalized men will do if they return. The Prime Minister feels tough action needs to be taken now to avert that threat from what hes calling a poisonous ideology. A threat he says cannot be ignored. We cannot appease it, we have to confront it at home and abroad. We need a tough and comprehensive approach to defeat the terrorist threat at its source. Tough in that we need a Firm Security response, whether that is action to go after the terrorists, International Cooperation on intelligence and counterterrorism or uncompromising measures against terrorists here at home. The Prime Minister also said that this threat posed by the Islamic State is greater than anything weve seen before, something that the uk he said could be fighting for years and even decades, julie. And what measures, kitty, are being taken to counterer the threat . David cameron says there are already some measures in place but he wants to do much more. He want tos introduce laws that would strip british jihadists of their passports and restrict travel. There are gaps in our armory and we need to strengthen them. We need to do more to stop people traveling, stop those would do go from returning and deal decisively with those who are already here. The Prime Minister will be addressing parliament here on monday to discuss further action. As the uk raises its Terror Threat alert to the second highest level, that being severe, the Washington Times reporting the u. S. Intelligence community has seen a, quote, significant increase in chatter among terrorist organizations. As we prepare to mark 13 years since the attacks of september 11th, lets bring in mike baker, a former cia covert Operations Officer and a member of diligence llc. The timing is frightening, the 13th anniversary of the 9 11 attacks fast approaching. The u. S. Government, one official saying there is a significant increase in chatter both on the phone and internet lines from terrorists overseas. This is similar to what officials saw the days leading to the days leading before the september 11th attacks. What is the president waiting for . Well, you know, the president is in a position where he sees an awful lot of information, you know. We shouldnt to be fair, the administration is weighing their options. I think his comment yesterday about they dont have a strategy, hed obviously like to walk that dog back. I think hed prefer to say theyve been developing ideas for some time. Isis didnt happen overnight. This happens every year ahead of 9 11. And part of it, now i think we can attribute to the fact that, you know, islamic status has been experiencing the success they have. And you know, were going to get internally, whether its in al qaeda or within other extremist entities, youll get this chatter that will come up in part because theyre trying to coordinate amongst themselves, talk and figure out what this means, where is the Islamic State going. Weve also got to concern ourselves, though, with the reality that al qaeda has not gone anywhere. Its not as if theyre defeated or theres only a handful of them left. Right. As 9 11 approaches, they still have that mindset, they still want to engage in something. They raise the bar obviously very high with 9 11. Theyve always wanted to exceed that bar. Right, mike. That threat hasnt gone away. Now we have the Islamic State to worry about. Here is the concern. Al qaeda has always been a concern. They not only want to prove something to us and western citizens, they want to prove something to isis. You have al qaeda and isis competing against each other to kill americans. There is that element here. I wouldnt make too much of this fighting and somehow theyll focus on each other and try to outdo each other. Theres an element of that but ultimately theyre going to be ruthlessly pragmatic in the way they approach this going forward. The mindset of the extremists in al qaeda is very little different than the mindset of the extremists in isis. They both want to attack westerners. Now would zawahiri, the head of al qaeda and some of his lieutenants, would they like to show isis theyre still relevant . Of course. Every year they would like to show theyre relevant and thats that supports their efforts and ongoing determination. All right. Another problem thats twofold, obviously the president being pressured as to whether or not to conduct air strikes in syria. That strategy not yet as he mentioned. Not ironed out. The concern of isis spilling over iraqs borders are real. As real as two americans from minnesota joining the terror group. Isnt that enough proof that isis has stepped foot on american soil . Sure. Absolutely. And i think the problem weve got, what were seeing right now is from the Current Administration here in the u. S. , not necessarily the same sense of urgency in the shortterm threat to the homeland as were seeing from the uk and france and germany. And in part, its because credible intelligence shows that, look, the british have perhaps upwards of 500 or 600 citizens fighting in syria and iraq for isis. The french have upwards of 1,000, the germans have 300 or 400 fighting over there. They feel the sense of urgency that its a shortterm threat. We seem to be dealing with it as theoretical, sometime in the future it could approach our shores. More disturbing news about the growing threat from isis. We are getting reports that at least four americans held in syria by the terrorists were water boarded early in their captivity. As we mentioned, the u. S. Now sending arms to lebanon to bolster the army there after an incursion by isis this week. Listen. Soon more mortars, grenade launchers, machine guns and antitank weapons will be arriving. And over the coming weeks, more ammunition and more heavy weaponry will be delivered from the United States to the army on an urgent basis. What does it tell you, first of all, that isis is clearly mocking the United States first by dressing americans being held captive such as james foley in the orange jump suit much like they do at gitmo and also the fact that theyre now reports that theyre being waterboarded. Its partly just thumbing their nose at us. Its partly brilliant pr. Look, Islamic State is better at Public Relations than we are. For their specific audience. We vet everything until its plain vanilla. Islamic state when they do a video, it is red meat in the reddest sense, blood red. They know their audience. The rest of the world, russia, they dont think we see this as an invasion. No. They know that obama doesnt want to admit its an invasion. Police here charging a suspect after releasing this chilling surveillance video. Police say it shows the suspect posing as a cab driver and attempting to sexually assault a 26yearold mother of three right in front of her kids. When she resists, things really get violent. Amazingly, the kids suffering only minor injuries. Well keep a close eye on this developing story. Were now learning more about an attack on a Power Substation in Silicon Valley, the same facility hit by a sniper in 2013. Trace gallagher picks up the story live. Reporter investigators believe this attack involved at least one person, might have been several people, apparently they cut through a security fence and stole some power tools as well as heavy equipment. But theres no indication right now that they actually tried to sabotage the substation like what happened in april of last year when attackers tried to disable the station by using ak47s to fire dozens of shots into those transformers. They also cut communication lines and if not for some very quick work by pacific gas and electric to divert power from other substations, a huge chunk of the Silicon Valley would have been blacked out. At the time, the chairman of the federal Energy Regulatory committee called it, quoting here, the most serious domestic terror attack on the grid system. Very well planned, he said, and well executed by very highly trained individuals. Others believed it could have been a dry run for a bigger attack. Now, the fbi did not share that level of concern but did acknowledge that an attack on our grid system could cripping the country. And authorities said last years attack would serve as an opportunity to get much better at security, accept it didnt, because yesterdays attack did set off alarms. The problem is, nobody reacted properly to those alarms, which has police, even customers, a little baffled. Listen. I cannot believe that something that obvious would happen after last year. I would think that the security would be much tighter than it was. The hope is they wake up and they actually are held accountable for the money they were given. So clearly investigators are looking into yesterdays attack for suspects but, remember, there still are no suspects from last years attack and a 250,000 reward for information has still gone untouched. Here are some examples of impact on local communities according to numbers from health and human services. Harris county, texas, the houston area received 2,866. Nassau county, 1,096. Even essex county, massachusetts added 204 children. With school starting, a local mayor expressed frustration. I love the fact that its a diverse community. By speaking out about this i have been called a racist, i have been called a hater. That is not the case. Im simply looking at this from the point of view of the Economic Impact it has had on my city. And mayor kennedy says she isnt getting answers from the federal government, just reassurances, more like pats on the head. What are top policymakers saying about this problem then . President obama told reporters late yesterday things are trending in the right direction. The number of apprehensions have been decreasing, maybe thats counterintuitive but thats a good thing. That means that fewer folks are coming across. The number of apprehensions in august are down from july and they are actually lower than they were august of last year. Apprehensions in july were half of what they were in june. So were seeing a significant downward trend in terms of these unaccompanied children. A key texas republican says his concern is the children wont be going anywhere. I really think that 95 of these illegal minors are in the country to stay. The administration is not serious about sending them back home to their families they left behind. Theyre going to be enrolled in our schools. Thats a certainty and that will be additional strain on the resources there. And there are great concern on capitol hill about what sort of executive action on immigration the president will take.
