In a vicious act of domestic terrorism, five Dallas Police officers were shot dead, seven others wounded in a hidden terrorist armed with a semiautomatic Assault Rifle and a handgun targeted cops at a peaceful demonstration. Police say 25yearold micah johnson, a vet, who served in afghanistan, planned his mass murder after hearing reports of two black men shot dead by police earlier this week. Well get to those incidents in a moment. Johnson, the terrorist, was killed when police unleashed an explosive device. The suspect is deceased. As a result of detonating the bomb. The reporting that the suspect killed himself is not accurate. We have con girmd that he has been deceased because of a detonation of the bomb our Hostage Negotiator did an exceptional job getting this suspect to talk before he died during the hours of negotiating that eventually broke down. The suspect said he was upset about black lives matter. He said he was upset about the recent Police Shootings the suspect said he was upset at white people. The suspect state he wanted to kill white people, especially white officers. At this point investigators say johnson was not a member of black lives matter or any other radical group there were three other people taken into custody but Police Believe they were not associated. Let me just say that even as yesterday i spoke about our need to be concerned as all americans about Racial Disparities in our criminal justice system, i also said yesterday that our police have an extraordinarily difficult job and the vast majority of them do their job in outstanding fashion. I did not do the minnesota story at all because facts were sparse and emotions white hot like ferguson. Any thinking person had to know hate was in the air. You dont have to be a black man in america to know we have a serious problem with Police Killing black men. And we are in the 21st century of high tech lynching. At the top of the freeway, i have to tell you sort of festive as protesters are making a line. They are sitting in the middle of traffic. It would have had to have been a bus. I guess it is possible that he could have taken mass transit, correct . It is possible but probably not probable we would say. Its possible but likely someone brought him downtown. How far does he live . I use to work in dallas way back when. How far does he live from downtown . He is in mosquito so about 15 miles. It doesnt have mass transit. The odds are somebody brr he put his car somewhere that hasnt been found. Is that fair . Recommendation thats fair. Okay. Now, in his apartment in mesquite they found a whole bunch of explosive devices and literature. Tell us what thats about. Bombmaking materials. The types of devices that you would use to detonate those bombs. Sources tell me they were sophisticate and elaborate. They were surprised, in fact, at the type of twices that were found in possession of this 2 ayearold. Not only that but ballistic vests, bill, rifles, ammunition, a journal on combat tactics. All of this stuff and one source told me we were scared at what we found. And had he really deployed these bombs, they dont know how many officers could have been injured or lives lost last night. They would have had to have been put together but obviously the guy was seeking to cause mayhem, it was just a matter of when. Now, you have been in dallas, i guess, 20 years, right . Whenever i get down there, i watch you. You know the police. You know them very well. They werent expecting, as far as i know, the Police Department, any trouble with the demonstration. It was a peaceful demonstration, correct . Thats correct. None of the police intel indicated anything like this might happen. So there were 100 officers assigned to work in downtown last night for the crowd of 800 to 1,000 people there were no snipers on top of buildings as you would normally have in place if you expected Something Like this to happen. Now, swat teams were just blocks away because whenever you are having a protest rally there is also the potential but with no good intel that someone was planning some sinister attack, they didnt have their highest levels of response already in place. What about the statement by the police chief that in the negotiation the terrorist basically flat out said he was upset by black lives matter. Now, he wasnt, as we pointed out, he was not a member of black lives matter. Do you know what that statement means . He wasup set by black lives matter . What i really think it means he was upset at the officer involved shootings of black men by white Police Officers. He had articulate to do neighbors that black men were under attack by police. There was the incident in baton rouge following that less than 48 hours later the incident in minnesota. Thats what he was referring to. He wasnt referring to the group. He was referring to the overall opinion that black lives matter and then thats what stoked his hatred. Yes. The guy is a vet. Afghanistan. Were trying to run down whether he had any beefs in the service. It doesnt look like it. It looks like he got out. Did his six years and nobody you know, its one of those who knew this guy was so radical. Thats right. He got his dd 214. Its like there is a piece of the puzzle here that no one saw before. Only in the last few weeks, perhaps, that he began to talk to some of his neighbors about this frustration. But a lot of people talk about the frustration without taking out these kind of acts. I asked specifically for you because you oversaw a Police Department of more than 40,000 individuals. Correct. Under few police chiefs. Three. You had to know that within a body of an organization that big, youre going to have some racists, they are going to be there. And we did. What was the policy . What policy did you and the city impose to keep the racism at a minute mum . We did everything we could to train our Police Officers in treating everyone fairly. Police commissioner schaffer instituted a policy called courtesy, professional and respect you will see on every police car in new york city. Specific course they were taught in the Police Academy and then retaught every two years. We also worked very hard. And this hearkened back to mayor coach, mayor dinkens and me and mayor bloomberg to make our police force a nonmajority white miss force which it is. You recruited minorities. In the nations largest city and i covered this as a local reporter. Have very few of these incidents, we had one where a guy was killed last year with you not so many. This is not a lot of racial tension. I had three. Three in how many years. Three in eight years. One was absolutely horrible. Abner. Yes. Absolutely horrible situation in which the Police Officer used baton and put it up back side. Yeah. Right. That Police Officer is in jail for 25 years. That case was prosecuted by the way bylor let that lynch and investigated by howard schaffer, our police commissioner. He suspended all the Police Officers in that precinct and he got five of them to testify. We had a second one. And that is one in which the four Police Officers were found not guilty by a jury, including four blacks and we ha third one in which there was a tape recording, thank goodness, of the Police Officer almost being killed by the suspect and therefore it was justifiable shooting. So i had a bad one, one that went to a jury and the one that found the Police Officers not guilty with four blacks on the jury and then i had one that was totally justified so i know you can have. Supervision all of these different situations you can have a different set of facts and dont draw your conclusions until the facts are in. Until the facts are. In as mentioned thats why i didnt cover the minnesota thing right away. When you see Something Like minnesota where its a low level beef, the guy had a brake light out and all of a sudden he is dead thats how people are going how can that happen . Im not defending minnesota. I dont know that i can. I dont know all the fact. It doesnt matter if its a low level arrest or high level arrest, the minute an arrest takes place its a violate situation if the person doesnt completely submit. The Police Officer becomes nervous about the answer is if the Police Officer tells you to put your hands up, put your hands up. That is the answer. If it doesnt happen, i think restraint has to be taught. Absolutely right. We tried to teach them that if you have ever been in these situations emotions take over. Slawl.
