Federal Officials Say theyre investigating this as a possible hate crime. That would make it a federal offense. Its premature to determine which is the best venue state or federal to pursue this matter. First we must confirm that this individual is involved in it. We must confirm the nature of his involvement. We must confirm his motivations, his intentions. We come our father with heavy hearts today. Reporter and from the white house, optimism from a somber president. Mother Emanuel Church and its congregation have risen before from flames from an earthquake from other dark times, to give hope to generations of charlestonians. With our prayers and our love and the buoyancy of hope they will rise again now as a place of peace. Reporter roof has reportedly waived any challenges to extradition here to South Carolina where authorities will return him. Back to you. Rich edson reporting from charleston, rich thanks for that. President obama stressed his belief in both the need for tougher gun controls and the political odds against it in congress now. Correspondent doug mcelway is at the white house tonight. Reporter president obama found himself in an all too familiar role today, just as he did after the slaughter in aurora colorado in newtown, connecticut, at a sikh temple in milwaukee, wisconsin. He addressed a wounded nation after another unspeakable mass shooting. This one struck an especially sensitive nerve for the first africanamerican president. The Emanuel Ame Church is an epicenter of South Carolinas civil rights movement. It lies in the city where the first shots were fired in americas civil war. This is a church that was burned to the ground because its worshippers worked to end slavery. Reporter president obama has been criticized before for comments that appear to nudge the scales of justice in racially charged incidents. If i had a son hed look like travon. Reporter today he said he was necessarily constrained from talking about the details of the case. But i dont need to be constrained about the emotions that tragedies like this raise. Reporter he indicated we feel heartache and sadness but also anger. And he stepped into divisive waters again. Someone who wanted to inflict harm had no trouble getting their hands on a gun. At some point we as a country will have to reckon with the fact that this type of Mass Violence does not happen in other advanced countries. Reporter when the president sought new controls on guns after the Sandy Hook School Massacre Congress sent it down to defeat a bipartisan compromise to expand background checks and ban socalled assault weapons and high capacity magazines failed to get 60 senate votes. There was a backlash too, as background checks for firearms surged to a record 2. 87 million in the month of the sandy hook shooting, the largest on record. It sent a loud signal in the 2014 midterm elections that gun control was a toxic issue for democrats in all but the most secure districts. To politicize this by beginning to call on gun control, we already know that gun control is not going to stop the violence. Only a change of heart is going to do that. Reporter the Charleston Shooting also occurs amidst a crisis in some large American Cities including baltimore and new york escalating murder rates as police pull back in the face of unrelenting criticism over aggressive policing. In the already tense atmosphere of americas inner city neighborhoods, this apparent hate crime may prove to be a true test of peace and calm in the hot summer months ahead. Chris . More on all this with a panel, doug thank you. Pope francis has put himself at the center of the debate over Climate Change. The pope has come down firmly on the side of those who believe man is causing a dangerous warming of the planet. Religion correspondent lauren green has more. Reporter at a packed press conference in rome the vatican unveiling the popes wildly anticipated and controversial encyclical on the environment. On the care of our common home has a Little Something for everyone to either embrace or shun. The popes teaching letter on the environment intertwines god, care for the earth and the poor. He also sides with environmental advocates that Global Warming is real that humans are responsible, and action is needed immediately. He writes humanity is called to recognize the need for changes of lifestyle, production and consumption, in order to combat this warming or at least the human causes which produce or aggravate it. While Climate Action advocates have rallied around the pope over his call to safeguard the earth, liberals may balk at or intentionally overlook paragraph 120 where francis connects creation care to defending the unborn. The pope writes since everything is interrelated concern for the protection of nature is also income patible with the justification of abortion. Manhattan Institute Fellow says many will ignore those names . Order to use the popes authority to advance their political cause. Its a very selective use of the popes authority, certainly. I think it is much more of a gotcha game trying to put people who are more religious and might also be skeptical of Climate Policy in a difficult position. Reporter the encyclical links environmental problems to human sin. There is a social dimension in ecology which the encyclical brings out with clarity. The ecological crisis goes hand in hand with the spread of social injustice. Reporter reaction has already come on the campaign trail. Gop hopeful Rick Santorum criticizing the pontiff for wandering into the realm of science, while jeb bushs quip hinted that the pope is not an authority on Climate Change. I dont get Economic Policy from my bishops or my cardinals or from my pope. Religion ought to be about making us better as people and less about things that end up getting into the political realm. Democratic candidate Bernie Sanders welcomed the popes message with a statement Pope Franciss powerful message on Climate Change should change the debate around the world. Denying the science related to Climate Change is no longer acceptable. The popes encyclical is seen as a prelude to his u. S. Visit in september to influence debates in congress and the United Nations on the issue of the environment. Chris . More on this with the panel. Lauren thanks. Chief Congressional Correspondent mike emanuel is on capitol hill tonight. Good evening, mike. Reporter chris, good evening. The house vote was 218208. Ways and means chairman paul ryan reminded house lawmakers this is trade promotion authority, not a new trade deal. Tpa is a process. Its not an agreement. Its a process that gives us the best shot at getting a good trade agreement. Its a process dating back decades that congress has used to insert itself into trade negotiations in order to provide more accountability and more transparency to the administration, to the president. Reporter organizers say they invited all president ial candidates. As for the republicans, only one, dr. Ben carson showed. I dont really worry about which group im in front of. Because my message is consistent. I dont change my message because im in front of any particular group. Reporter naleo executive director Arturo Vargas says republicans missed an opportunity because his representatives are on the front lines of americas issues. Were not a single issue constituency. We care about many things. Immigration reform certainly very important. But so is the economy. So is public safety. So is education. Reporter polling Data Confirms immigration is not the top issue in a poll taken just before the midterms last year latino voters ranked education, the economy and health care as more important. Regardless of the issues most republicans have had diffey in attracting latino support. That isnt to say the votes cant be found. I think latinos can play marginal roles in republican primaries and Republican Leaders have focused on the entrepreneurialism of latino communities, have focused on their strong religious beliefs. Reporter but the hold up is always going to be solving immigration. The challenge for the republicans in the primaries is not to alienate latinos rather than to win latinos over. Reporter Maryland Democratic house delegate and candidate for the u. S. Congress anisol guiterrez is the problem is registered latinos often dont show up at the polls. Bush 43 also paid tribute to his father former president george h. W. Bush. President obama preaches gun control in the aftermath of the South Carolina church massacre. Well discuss the tragedy with a panel when we come right back. We woke up today and the heart and soul of South Carolina was broken. And so we have some grieving to do. And weve got some pain we have to go through. South Carolina Governor Nikki Haley reacting today to the brutal killing of nine people during bible study at a Charleston Church. Lets bring in our panel, syndicated columnist george will. Charles lane opinion writer for the Washington Post and syndicated columnist charles krauthammer. Well as the president pointed out, george this is the latest in a long sad history of targeting attacks on black churches. Your thoughts about todays tragedy. When these episodes occur, theres an irresistible urge or at least an urge not sufficiently resisted to commit sociology and tickle large historical lessons out of a tragedy. All we know for sure if we even know for sure that this is the person who did it is that he like the young shooters in columbine, colorado and like the shooter at aurora in colorado like the shooter at Virginia Tech like the shooter at Sandy Hook School in connecticut, all young men. What to make of that i dont know. But there it is. Theres also always an attempt to find a way of what could we do in the way of a law to prevent this . I just defy you to write the gun control law that would prevent this. The shooter in connecticut used his mothers weapons which she had legally. The shooter in the aurora colorado theater used weapons that he got after a background check which he passed. So what we do from here i do not know. President obama condemned the attack today and mourned the victims, at least one of whom he knew the pastor. And then he turned to the subject of gun control. Here he is. Ive had to make statements like this too many times. Communities like this have had to endure tragedies like this too many times. We dont have all the facts, but we do know that once again innocent people were killed in part because someone who wanted to inflict harm had no trouble getting their hands on a gun. Chuck, the suspect is now in custody, dylann roof reportedly got the gun as a gift from his dad. Is there a law that could have been written . I mean, we dont know all the details. But on the face of it is there a law that could have been writ than could have stopped that . And theres been some question. Do you think it was appropriate for the president to bring this issue of gun control up so shortly after the shooting . Whether it was appropriate or not, i would say it was inevitable. Because in one way or another, the issue is in there. And secondly he has done that before after these shootings. I think its appropriate because i think that we need to whenever Something Like this goes wrong, its the job of political leaders to examine all the changes, laws institutional arrangements that might have made a difference. But to your question i dont see the law that would have made a difference in the sense george said but also in the sense that the law that is were proposed if you look at the ones proposed after sandy hook those which were considered sort of the High Water Mark the most you could reasonably get and which were rejected not one of them would have affected this particular scenario. This was a purchase wasnt best of our knowledge over the internet. Not large magazines involved. Exactly. If it was a handgun his father gave him, we also dont know it was that gun. That was not one with an extended magazine. Once again were sort of left with a mystery i hate to say it in this way but the mystery of human evil and the fact that a person who is bent on this kind of destruction if hes that determined to do it will find the weapon to do it with. In other words, i think youll certainly agree with this charles, as the president said weve just seen these kinds of Mass Shootings too often. And if you dont agree with the idea of gun controls what do we do . Look. I think the impulse to politicize these mass murders is as george says inevitable. But i dont think its appropriate to do it within hours of the event. We should have a decent interval. Is 48 hours too much . During which we learn something about the facts and we have a decent interval in which we allow the dead to be buried before we jump on our personal hobby horse. There are three factors involved in here or possibly. Racism gun control, and my particular hobby horse, Mental Illness control or drug abuse control. Any of these could be the operative issue at hand. We dont know. Ive argued for a long time since we changed our laws on incarceration, involuntary hospitalization of the mentally ill. Weve had an increase in these crimes. But i wouldnt insist on it. And i certainly wouldnt insist on it now. And i think we really ought to show a little bit respect for some things which are not soluble by law. The toomey mansion proposal the law that was proposed after sandy hook was about assault weapons which this wasnt. And as to the giving of a weapon from one person to another, which had to be registered there was an explicit exclusion for that happening within a family. Had the law passed which it didnt come close to passing, it would have had zero effect on this event. Chuck, i want to pick up with less than a minute left. Because while the president in a general sense called for tougher controls he also openly acknowledged it isnt going to happen. I mean is gun control just off the table in congress now . As my paper put it he ran up the white flag on gun control. It isnt going to happen. And its interesting. Because even as the country has moved left on a lot of social issues like Marijuana Legalization gay rights and so forth, one area where it hasnt at least in any consistent way is gun control. Ironically as gun ownership becomes, according to what surveys we have a narrower a narrower group, support for Second Amendment rights so to speak, has been stable and to some extent grown in the polls. So no its a political nonstarter. Next up pope francis wade into the debate over Climate Change blaming Global Warming on mans use of fossil fuels. Well talk it over with the panel when we come right back. For the good of our earth and one another we need to move beyond selfinterest. So often lets face it, we live in an environment which is often driven by selfinterest and sometimes extremely narrow selfinterest. Archbishop joseph kurtz president of the u. S. Conference of catholic bishops explaining pope francis enclick call on Global Warming today. This is a sweeping statement. 180 pages in which the pope says that he we are turning earth into what he calls quote an immense pile of filth. And he links it to the rich exploiting the poor. Chuck, on a topic where battle lines have already been so drawn as powerful as the popes words are will it change anything. Well, i think its going to give a little bit of ammunition to the folks who think Climate Change is a big problem because its a major world leader and he has weighed in on their side. The strength of his logic i think, is not terrific because he is attributing all of this carbon emission to the growth and consumption among rich countries, at least according to the excerpts i have read. The big factor really is the boom in production in poor countries called china and india. And they are the major contributors, you know, the United States is Carbon Emissions have leveled off. Largely, by the way due to a free market phenomenon called fracking. Enabled us to coal consumption. I have Great Respect for the pope as leader of his church i thought there was confusion in some of his Economic Analysis here. A number of catholic republicans running for president , including jeb bush including Rick Santorum have suggested that perhaps the pope should stay or more ledge religious moral issues and stay out of issues like this. What do you think of that argument. The pope is entitled to have his opinions about scientific. He turns this into a moral problem. He comes out of a latin american strand of catholicism anticapitalist and antibaton burn less coal. Raise the price of electricity. Means a lot to poor people if electricity goes up. The planet is in the grip of consumerism. There are about 2 billion people at least on this planet who wish to be in the grip of consumerism but they are too poor. While liberals are cheering the popes statements about Global Warming, there are some other statements that they may have some trouble with. And lets put those up on the screen. In this he says since severing related concerned for the protection of nature is also incompatible with the justification of abortion. Charles, thats kind of an interesting linkage by the pope. Look, and the left has been quite selective in embracing the popes statements depending on what it likes and what it doesnt like. Look, i have the greatest respect for the Catholic Church, probably the Oldest Institution all the good its done. But i think that an institution that is not exactly distinguished itself over the centuries, when it came to science galileo comes to mind. Should be somewhat humble continuing to teach signs as well as this Case Economics and politics. And there is also a flaw in the logic. The logic of the pope is, because he cares for the poor, he wants us to do everything that we can to stop Climate Change, but the fact is, as beyond a scandinavian environmentalists, who accepts all of the premises the pope does about human causation for Global Warming, has done unbelievably voluminous studies about what things you can do to help the poor around the world and what will be the effect on them by certain measures. And ranking last is an attack on Global Warming. For example the European Union is going to spend a quarter of a trillion dollars in reducing its emissions by 20 by the end of the decade. And that, you know what effect its going to have on the climate . It will reduce World Climate by 0. 1degree fahrenheit in 85 years. Imagine what you could do with the money if you devoted it to malaria nets, to vaccinations and things that are doable for the poor. So, the argument defeats itself. George, we have got less than a minute left. This does set out a very interesting trip to the united by the pope to the United States. Is he going to talk to congress and talk about everything one assumes from Climate Change to abortion to religious freedom to the poor. And you can almost see one side of the aisle cheering one statement and the other side of the aisle cheering the other. When he comes to the United States he should notice something about american religion. As he leads the Catholic Church into greater and greater political activism and congruence with political fashion, he should notice that the main line protestant churches have done that well in advance of him. The result has been more and more empty pews. Thats it for the panel. But stay tuned to see Hillary Clinton get down with the beatles. Finally tonight candidates do odd things on the campaign trail ideas that probably seem great back at headquarters but that just dont work when you are actually facing voters. Case in point. Theyre all singing the same old song. A song called yesterday. All our troubles look as though they are here to stay. And we need a place to hide away. They believe in yesterday. Youre killing me.
