And so this idea of creating an environment where the United States and india can do more business, do more Security Cooperation and, quite frankly, end happens the ties between ene happens the ties between our two countries is something hes not only talked about at great length, as you pointed out, you given to see and even feel when you see the two leaders together. Weve seen it play out at the white house. But today was of particular note here in texas which has, as you know, leland, a very large indianamerican diaspora. And so for him to come here, 50,000 plus here inside nrg stadium and not just to hear the Prime Minister, but also to hear the president , i think, is something the president will long remember and probably something hell be talking about for quite some time. Leland real quick, kevin, what do you make of this trip by President Trump to texas which conceivably might be in play for 2020 talking about indianamerican investment, and then he said in there a 500 Million Investment by an Indian Company into a steel factory in ohio. Doubtful all of those are [inaudible] reporter no. And if you listen carefully to the speeches when you and i cover the rallies, theres almost always a note about ohio or about texas or about North Carolina or pennsylvania. Thats not by accident. I think it was important though to mention that the president wants to make sure that this is not just a red state in 2020, but that its a red state for quite some time to come. And by really diving into, i think frankly, a population that has not been targeted, frankly, by the major parties at least to any great extent is probably a pretty shrewd move. When we take a look at the demographic and the numbers in texas of indianamericans, roughly four million in the country and 300,000 indianamerican citizens are in the houston, dallas region. So, obviously, something very important to both leaders, and it looked as though the reception was warm for both. Reporter it was really quite something to watch, and i think when you and i sort of play this back not just in our minds, but look back on this particular event, this will be something thats going to be talked about because this is a deal maker perhaps between the president and a very large and growing community. Secretary, earlier in the week you said the attack was, quote, an about of war, and you said that iran was definitely behind it. When you Say Something is an act of war, does that demand, ultimately, a military response . Well, john, our mission sets been very clear. President trump would like to have a diplomatic solution. Thats the task thats in front of us, thats what weve been aiming for for a little over two years now with the strongest sanctions that have ever been put in place against this revolutionary regime. John, you know the history, 40 years of terror from iran. Its an antisemitic set of leaders that would like to wipe israel and america from the face of the earth. Our mission set is to avoid war. You saw what the secretary announced on friday, were putting Additional Forces in the region for the purpose of defense and defense deterrence and defense, to support the iranian people so that they can get this regime to cease behaving in a way that is so destructive not only to their own country, but to the entire middle east. John mr. Secretary, there are reports this morning that houthi militants in yemen have warned both saudi arabia and the United States that iran may be planning another attack in saudi arabia. Is that true . Ive certainly seen that reporting, and i wont talk about american intelligence and what we know, but suffice it to say were consistently concerned iran will continue to behave in the way it has 40 years. They continue to act in ways that are inconsistent with their obligations. Im here this week at the United Nations, i traveled to abu dhabi this week. The whole world understands that iran is the bad actor. They are the evil force in the region. They are destabilizing in the middle east, and i hope here in new york the whole world will push back against this and convince the iranian leadership that this behaviors simply unacceptable. John that may be a tough hill to climb, yes . I think theres a handful of countries that are supportive of iran. Certainly up willing to push back. But its the case, its the worlds responsibility to respond from the stateonastronaut acts of war that took place in saudi arabia this past week. John if iran were to launch inform middle of all of this another attack against saudi arabia, would the United States have any other option but to respond militarily . John, unlike the Previous Administration, we do our best to avoid talking about what we will do. But the American People should know just like the iranian people should know americas prepared to respond in ways that are consistent with Americas National security interests. Our first goal is the keep the American People safe and secure and make sure we have all the things in place so that we can do that. John many military and Foreign Policy experts, even members of the president s own support group, believe that in calling off the retaliatory strike in response to that drone shootdown at the last minute, the president signaled to iran that there are no consequences for its malign activities. What do you say to that criticism . First of all, there have been consequences, real consequences. The iranian economy will shrink between 015 in the 1015 , and we took a handful of reactions, some of which i cant talk about here, so there were certainly consequences. The iranians arent looking for a green light. They have behaved poorly for 40 years, and so its not the case that any particular response has allowed the iranians to think they have freedom to move about the cabin. I assure you of this, the iranian leadership understands four square that President Trump will take appropriate action and impose if appropriate costs on iran if they continue to act in the way that theyve done over these past now 40 years. John you mentioned, mr. Secretary, at the begin offing of in the sanctions that President Trump put on iran on friday. The said they were at the highest level. If these sanctions dont work, whats next . Whats left . Well, they are working, john. [laughter] the toughest of the sanctions, the essential ban on irans ability to sell its crude oil around the world john but what i mean is if they dont work to bring iran to the table. As secretary esper said on friday night, were prepared to act in ways that are necessary in order to achieve the outcome President Trump has clearly laid out. I talked about it a year ago in may, we know what the objectives are. John mr. Secretary, is it possible that if there were a retaliatory military strike against iran that it would be able to be contained or would it, as zarif and the Iranian RevolutionaryGuard Council have warned, erupt into allout conflagration in the middle east which would likely involve u. S. Bases in the region and likely involve israel . Were certainly deeply aware of the risks, thats why we want to resolve this in a way that doesnt resort to key kinetic an if at all possible. As for zarif, i dont know why anyone listens to him. He has nothing to do with iranian Foreign Policy, he lies all the time. We need to protect and secure america and do our best to provide our resource toes not emirates and the saudis who i had a chance to speak to on my trip so they have the increased ability to defend themselves and their own people. When we do those things, im confident we will have set the conditions for deterrence, and if that should continue to fail, im also confident President Trump will take the actions necessary. John all right. We will see what happens at the United NationsGeneral Assembly this week. We still dont know the exact substance of the whistleblower complaint, but it does seem to resolve around a july 25th conversation the president had with the president of ukraine. And we have herald reporting heard reporting that the president asked zelensky to have the ukraine work with his attorney, Rudy Giuliani, to investigate joe biden and his son Hunter Bidens involvement in barisma holdings, a ukrainian natural gas company. To your mind, is that an appropriate conversation for Rudy Giuliani to be having with you yard ukrainian officials . Youre asking me to comment on reporting i have no idea if it has any foundation whatsoever. [laughter] as for appropriate action, ive watched the president engaging with the ukrainian leadership, ive listened to conversations. I remember the private administration refusing to send Weapons Systems to ukraine, this president s done that three times so that the ukrainian people could fight back against the overtaking of southeast ukraine. You remember it was the Previous Administration that allowed Vladimir Putin to take onefifth of the ukrainian country. Were going to see president zelensky this week. I do hope that if Vice President biden engaged in conduct inappropriate, had an interest that allowed something to take place in the crew crane, i do hope that we get to the bottom of that. John mr. Secretary, you said you have not seen the complaint, not many people have. I assume, though, that you have seen a transcript of the telephone call that the president had with zelensky. Should a transcript be released to clear the air . Ill leave that to white house. As you know, john, those are private conversations between World Leaders, and its not often that those are released, and when theyre done, when the white house deems it appropriate. And ill leave whether that should be released to them. John again, i assume that youve seen the transcript. Is it as described in the wall street journal . [laughter] i havent seen the wall street journal piece, john. Theres a lot going on in the world. John right. The whistleblower complaint reportedly alleges a quid pro quo or a promise made to a foreign leader. The wall street journal reports there was no evidence of a quid pro quo in that call with zelensky. Was there a quid pro quo, was there a request to in the biden and or his son, and was that linked to a promise of aid . John, ive watched this president evaluate how and when and to the extent we should provide support to ukraine, but Defense Systems and other foreign assistance weve been at the center of that. Those conversations have always been 100 appropriate, 900 lawful 100 lawful and 100 insuring that the american tax payers were protected with good outcomes in ukraine when we used taxpayers dollars to support the john if there was a quid pro quo, would that be a problem . [laughter] youre asking me to give legal analysis on a hypothetical on a report i havent seenment come on. John if an american leader says to a foreign leader we will do this in exchange for this, is that a problem . I dont john, its the case e with foreign assistance that is evaluated against foreign objectives consistently, its my duty to protect america by making sure that when foreign assistance is provided to cups that america benefit from that. Its completely appropriate to make sure that american taxpayer dollars are used appropriately. John do you believe there should be an investigation into Hunter Bidens involvement with the Ukrainian Gas Company . Ill leave that to others, but i think its appropriate if theres concerns and enough information to justify looking into it, the people deserve to know if that was handled in an appropriate way by Vice President biden. John mr. Secretary, are you ruling out a run for the senate from kansas . Ive said the same thing for a long time, as long as President Trumps going to have me as secretary of state, thats what im going to continue to do.
