Im from the eastern region. We bear the brunt of the problems at the border. Number one reason for sex and human trafficking, a lot of ms13 gang violence, we see the impact back home. We do think theres a major problem here and i think it does need more resources. The president s asking for onetenter hatenth of 1 , not jr the wall and barrier but for agents and to deal with the humanitarian issues we have. Hes showing flexibility in how we achieve that. Its time to find Common Ground here. This cant be that hard. And reopen the government as we do it. Paul if the democrats decide were not giving him a dime for anything called a border steel barrier, a wall or whatever, and the president insists on it, then whats the way out of this impasse . I hope it doesnt come to an executive order dealing with the National Security but that may have to be the case. I still think theres a better solution Going Forward here and im hopeful as this again, i dont think this Government Shutdown helps anybody, benefits anyone. I think this is this can be solved if both parties are willing to do it. Paul whats your advice for dealing with nancy pelosi . Its clear she has the united caucus behind her, not to give the president a dime. And i think the president thought, well, if we kick this dispute into the new year, when shes speak her, maybe we could get some negotiation going. Its clear thats not going to happen. How would you advise the president to deal with her . Id say continue to stay at the table. I think the point he made the other day, which is when she asked for reopening the government for 30 days, he asked a simple question, are you going to be willing to negotiate during that period, she firmly said no. So she may be closing off all those avenues of. Its many of her fed wal manr federal workers who are impacted. I dont think its right to work without pay. I know some democrats are starting to speak out that its time to find a solution. Paul if the president does declare a National Emergency, and repurposes some funds, ill tell you what, lets leaf the legality aside, its a debate about whether that is a proper use of executive authority, is it really a good precedent . Im worried about this president to have any president , democrat, republican, to be able to repurpose funds, from military construction or Disaster Relief for what is essentially his political priority. We found i agree, that i think its much smarter to be able to find the Common Ground on this. And i know that we fought very hard for every dollar to rebuild our military and for our region so hardhit by hurricane harvey, obviously ive got assurances last night from the white house that the harvey funds will not be impacted. They worked with us closely to get those dollars. I think their assessment is to look at the unobligated funds throughout the government to determine which can be used in the shortterm to provide some of this border relief and border security. So look, im hopeful it doesnt come to that. Paul you would support the president if he did move that way . You know, again, im pushing hard to find a different solution on this. Paul okay. On weighs and means, youre in the minority, having been chairman, thats never easy to take. Where do you see the democrats going though here on tax policy in this administration . Clearly, from an economic standpoint, we changed the trajectory of the u. S. Economy and leapfrogged to the most competitive economy. Any efforts they make to shut that down and close down that growth and job growth and paycheck growth were going to fight very strongly. But if they are looking at governing rather than just attacking the president , were eager to work with them and that may be finetuning the new tax code to make sure its working even better. Thats pretty normal after a major reform. Secondly, retirement security, the house and the senate reached agreement on Retirement Savings package to help more families and businesses offer it. Thats Common Ground. They want to do more middle class tax cuts. We are certainly at the table with them. One final point, the economy to grow needs more workers and needs more customers. Were eager to Work Together on a new trade agreement with mexico and canada. We dont know yet, paul, whether they have an interest in advancing that agreement but its critical we have a modern agreement with our two biggest trading partners. Paul briefly, congressman, any chance youd consider raising tax rates on businesses, corporate rates or individuals . Absolutely not. That would slow this growth, slow investment. It would hurt the very workers democrats want to help because now were seeing the underdogs in our community who have always had the toughest time finding that job, and theres always the first one laid off, theyre now seeing opportunities theyve never seen. Well, unfortunately the president just got up and walked out. He asked speaker pelosi, will you agree to my wall. She said no. And he just got up and said then we have nothing to discuss and he just walked out. Paul joining the panel this week, wall street journal columnist, dan henicker, Allysia Finley and dan melcher. Are the democrats going to give the president money for the wall. It doesnt sound like it, does it . Its been an interesting week. Were getting to the point where we have to interpret things that dont happen over the shutdown. The conventional wisdom is that President Trump is taking most of the blame because in fact he said i will take responsibility for the shutdown. I will take the mantel. At which point, he put himself in a box canyon with that kind of commitment. Not the past week, but in the past week, i think nancy pelosi perhaps has the screw is now turning on the democrats. She is the one who said the wall is immoral. She is the one who will not talk about, have a conversation where the wall is involved. Meanwhile, youve got the president going through all of this activity, trying to figure out whether theres a way out, National Emergency maybe, negotiating with the democrats, and i think the democrats have gotten to the point where they are beginning to look as though they simply will not do politics with the president , whether he calls it a wall or some other or euphimism, slats or Something Like that. Paul as i look at the polls, looks to me like the president is bearing the brunt of the blame in Public Opinion for now and then its the democrats in congress. Little less, but theyre sharing the blame. But who is winning the fight . Right now i dont think trump is winning it. Thats in part because he took responsibility early on for the shutdown. I think were seeing the pain intensify with government workers many i think people are generally frustrated with the lack of a solution here. Paul lets talk about this. Youve been down there. When you say a crisis, what is the problem . It seems to me that the big problem is right now, is asylum policy, people coming into the United States from central america, more than mexico, and coming in and saying sorry, im persecuted, give me asylum and then they get in the system where we as the president said, we cant send them back. The asylum law is a mess. It creates insense testify is i. I think youve got a huge incentive for economic migrants who arent fleeing persecution to seek asylum. They have a pass a credible fear interview. Its pretty low bar. Paul then what happens . They can stay in the u. S. Legally. If the case goes on longer than six p months they can get a permit to work. Thats a pretty appealing option if youre an economic migrant. Paul the wall wont stop that. It wont. The asylum system creates incentive for people to cross illegally. Youre supposed to do that at a port of entry. If you cross the border illegally, you can also seek asylum. A lot of people are trying to get around the system, cross illegally. Paul do you think the wall is actually a solution to this kind of a problem . I dont think its a solution to either the shortterm or the longterm problem. Longterm, you need more legal pathways to get into the country. Visas, especially guest worker visas. Paul so they can go back and forth. Thats right. Theres huge demand for farm workers, temporary workers in landscaping and other industries. You also need for the shortterm, you need more Immigration Judges to deal with the backlog, more detention facilities. Right now, they get caught and they are essentially released. There is something to that. Paul the president s asked for that. Hes asked for a lot of money for those things and other things including medical care, humanitarian stream, child care at the r border. The democrats dont even want to give him that. No. At least jillian has laid out the parameters here of the substance and the policy of this problem. Its got to be solved by the congress of the United States, working with the president. At this point, nothing like that is going on and, again, paul, i think its because the president the democrats have decided that it is to their benefit to have trump seemingly surrounded by a sense of chaos in our politics. I think they benefited from that in the midterm elections a little bit. And nancy pelosi is determined to have this feeling of chaos and incompetence roll forward. Theres a point beyond which i think its not going to work. Paul some people are saying, maybe the president thinks his way out of this box canyon is to declare a National Emergency and repurpose funds from military construction or Disaster Relief to build the wall. What do you think of that, first legally . I think it would probably be upheld by the Supreme Court but likely enjoined by the lower courts. In general, throughout history, congress when it delegates power to the president , courts have upheld that. In this case, they have delegated powers during national emergencies, if the president declares it, that he can repurpose these funds. Paul even if the lower courts enjoin it, which probably will p happen in the ninth circuit and maybe the d. C. Circuit. Right. Paul if it goes to the Supreme Court, he will win but it may be moot at this point. He may no longer be president. Paul is it a good idea . Is it still a good idea for him to do that . If you ask me, its seems that this stretches even if its the Supreme Court agrees, it stretches authority. Its a terrible precedent. Consider what future president s, democratic president s might do, they may declare rising Carbon Emissions a National Emergency and use that to impose more regulation. Paul i agree, its a bad precedent that may be the only way the president thinks he can get out of that. Democrats left turn from a Green New Deal to medicare for all, some high profile progressives are pushing a new agenda in washington. Paul, i think you just mentioned, were talking about a Green New Deal which by the way makes the obama administrations Clean Power Plan which reengineered huge parts of the Energy Economy look modest. Were talking about rei think reengineering the economy to not use carbon anymore and including in this of course job guarantees, basic income guarantees and a variety of other stuff. Paul were talking about some pretty theyre talking about on health care, really much more beyond obamacare and then raising taxes. Thats also part of this mix. Right, paul. Medicare for all is now apparently a serious policy consideration in the democratic caucus. Theyre going to have hearings on it. Theyre talking to the congressional Budgets Office about some of the details. But paul, on a 70 marginal tax rate, you and i both know thats not going to pay the bills on a trillion dollar climate plan. You would need it to hit at lower levels, were talking middle class families, talking about more than a top rate like that, talking about taxing 401ks and other things because the middle class is where the money is. Paul there arent enough rich people above a Million Dollars of income to finance that. Lets dig a little bit more, jillian, into this Green New Deal. Specifically, what do they want in terms of the move to renewables . Theyre looking at 100 renewables. Its probably going to be within 10 to 12 years is the goal. Paul step back from that. That means 100 of American Energy for electricity, transportation, for everything. Yes. Paul renewables . Solar . Wind . Biomass . Hydropower . Its less than 10 now. Yeah, this is a really radical goal. It amounts to a complete remaking of the american economy. It will touch everyones lives. Its also by the way going to be incredibly regressive. Were seeing poor families paying mor more of their income towards utilities. Paul how can they pull it off .
