unbelievable. congrats, have a great signing. >> sean: i'm grateful. thank you. >> laura: all right, best of luck. i'm laura ingraham, this is be 29 from another busy washington. montgomery county, maryland, officials continue to target private and religious schools citing concerns for their help on this reopening of schools. in video you are not going to see anywhere else, county officials throw down the race card to try to silence parents who want the schools open. also, independent journalist andy ngo has documented the chaos in portland for years, frankly, so today he traveled all the way to capitol hill to get his first-hand account. so, what was the reaction from democrats? he's going to tell us exclusively, and he's really mad. you don't want to miss that. but first, the real covid record. that's the focus of tonight "angle." for months now, the media, and frankly, most democrats, have been acting as though president trump is directly responsible for every case of covid-19 in the u.s. now, back in marth, "hannity," " like many, were dismayed the cd seed is initially mishandled testing. today, we leave the world and testing. >> we do more testing than anybody in the world, if you look at india, about 11 million, 61 million. what we have done is incredible with the testing, and we will continue, but we want to test very specifically the people that are in most danger, most in need. >> laura: excellent answer, and yet, the constant belittling of the administration's effort is deeply unfair, and it's almost entirely political. tonight, i think this is really important, this "angle" tonight, because we are going to set this record straight. we start with the biggest lies peddled by the left. first, that the president doesn't take the pandemic seriously. >> don't forget, let's not forget that he downplayed this virus for months. >> what has happened here is that donald trump has downplayed this virus since the beginning. >> this man is determined to keep down his golf handicap, not the number of cases that are making us sick. >> the president said the virus is a hoax. >> laura: now, while the democrats are hyperventilating over the bogus impeachment hearings and the media was bemoaning anti-china bias and the reaction initially to the virus, the trump administration created a covid task force on january 29th. two days later, the president declared a public health emergency, and he ordered any u.s. citizens returning from china to quarantine for 14 days. on february 2nd, trumps travel ban from china went into effect. than the president went on to ban travel from europe in march, a lot of people were unhappy with that. but both of those actions have been applauded by the left's biggest hero. >> were you involved in working with president trump on deciding to ban flights from china? >> yes i was. >> do you think that decision save lives? >> yes, i do. >> when we ultimately saw spreading in europe and the president recommended we extend that to europe, do you think that decision saved lives? >> yes, i do. >> laura: bingo. now, second lie, that the white house didn't do enough to alleviate the medical supply shortage. >> the country is facing yet another dangerous shortage of ppe and medical equipment supplies. >> right now, this country cannot meet coronavirus without more ppe. we had a shortage. >> we have to reset, surging cases, long lines for tests, not enough ppe comments before doing exactly what he did in march and april which was to minimize -- >> laura: the president invoked the defense production act back in march. giving him control over private business and the economy, the president wisely use the act only when businesses didn't voluntarily devote assembly lines to producing ppe, ventilators, other much-needed supplies. so, if andrew cuomo projected -- remember, they need as many as, what, 30,000 or 40,000 beds? we told you that figure was absurd, but the white house kicked into high gear, anyway. there was a mass mobilization of resources, including setting up field hospitals in new york and using navy ships that ended up, of course, being hardly utilized. but it was all done to ensure that the tri-state area's hospital system didn't ultimately collapse. and guess what? it didn't. and when we were three months out from a presidential election, andrew cuomo regularly acknowledged the billions in help. >> the president brought in the army corps of engineers. they built 2500 beds at javits. these were just extraordinary efforts and acts of mobilizati mobilization. in the federal government stepped up and was a great partner, and i'm the first want to say it. we needed help, and they were there. >> laura: yesterday, he was trashing the trump administration. nice going. this whopper, speaking of new york, that new york is somehow the gold standard for the rest of america. >> they have been flatlined for the last four weeks. that's an example of what can be done. >> governor cuomo, in particular, did at the right way from march on. >> firm language, life-saving mandates by our leaders. he clearly was listening to his health advisors. >> laura: unlike them liberal media, numbers don't lie. we hear a lot about florida, arizona, and texas not following in cuomo's footsteps, but look at this chart. the death rate per 100,000 in new york is over three times the death rate in arizona. nearly five times the death rate in florida, and over six times at the death rate in texas. no wonder new york's top health official resigned today. now, when the media harps on our covid death numbers, national numbers, they fail to mention the states with the highest numbers. >> new york had a very tough time, as you know, new york, new jersey, that area, but when you take that outcome of the numbers are the lowest. >> laura: now, the president left new york, but the notion that these states should be taking advice from governor cuomo -- or anyone, frankly, who presided over the disaster in the empire state -- is just absurd. for fly, the left falsely blames trump for the economy tanking last quarter. >> mishandling of the coronavirus pandemic is not good for the president. that is bad news for the economy. >> just decimated our economy. >> with our economy's worst drop ever. ever. okay? 32.9%. >> laura: the last claim you heard about u.s. gdp shrinking 32.9% is a second quarter of this year is an insanely misleading, and while it's technically nh true, the figure represents an annual number, in other words, the amount of the decline that would take place over a year if trends from the second quarter continued. now, that would only happen if we followed biden's recommendations to shut down the economy and keep kids out of school, thoughts, parents out of work. on a nonannualized basis, the decline from q1 to q2, it's still a staggering loss, don't get me wrong, but one that we can actually quickly recover from if trump is able to continue with his pro-freedom agenda. now, of course, once you dig into the numbers, it's easy to see which states are holding back a full-fledged recovery. the blue ones! in nevada and hawaii have an excuse because of the problems resulting from tourism, but why are all of these other states on this list still doing so poorly? because they failed to take president trump's advice, and rather than trusting their people, they imposed drastic lockdown measures that had catastrophic economic consequences while doing very little to stop the virus. it's also worth remembering where this virus came from: china. why aren't democrats claiming to hold them accountable for unleashing this flag on the world after, of course, they initially tried to cover it up. for that matter, why are democrats pushing for more funding to the w.h.o., which aided and abetted china's lies. for fly, despite the dismal performance of lockdown-loving blue states, democrats still complain that we didn't follow your ups and lead in handling covid. >> we did not wait to crush the curve in europe, they did the et opposite. >> compared to europe, we have to get our virus under control like they did before we can start reopening schools. >> this appears, the number of new, daily coronavirus cases in the united states with those in. it shows just how much worse the outbreak has been in the united states. >> and looking at the numbers, you have to remember that the u.s. is an enormous country with about 330 million people. but when you add the populations of germany, britain, france, italy, spain, and belgium, they, together, have almost 336 million people. that's roughly equal to our population. so, first off, on testing, we performed better than those european western countries. they've done 32.8 million tests for covid-19, we've done 59.9 million. since we've performed so many more tests, we can't really do an apples-to-apples comparison on confirmed covid case numbers. but, of course, we can look at death's. we have suffered. we suffered 158,000 deaths, it's a terrific tragedy, but the six european countries vine have suffered roughly 159,000 deaths. an equal horrific tragedy. likewise, or death rates are lower than many of our european counterparts. belgium, the u.k., spain, italy, have seen way worse death rates than we have. france is only doing slightly better than we are in terms of deaths, as well. and what we also have to recognize as the u.s., of course, as i said, a massive country. if you break it down by states, it's clear the democrat states are the reason that the death rates are so high, it just happens to work out that way, right? we can also say that our economy has done significantly better than europe's. remember that the u.s. economy fell by 9.5% on a quarterly basis. the eurozone, that is the economy of all of the nations that use the euro, fell by 12.1%. even germany suffered a decline of 10.1%. but aren't the europeans going to do better than us going forward? well, that's not what investors think. let's look at how the key stock index indices have done since the beginning of the years, in other words, investors are not betting that western european countries are more valuable than their american counterparts. if anything, their bets are all the other way. so, we've performed 17 million more tests than our counterparts in western europe, we have roughly the same number of deaths. our economy, though, is much stronger. investors have more confidence in our outlook going forward. but while these figures clearly show that the u.s. is doing very well by comparison to our allies in europe, they don't give president trump enough credit. because the u.s. figures are distorted by the poor performance of many of the blue state governors. here are the facts. the u.s. as a whole has suffered 48 deaths per 100,000 from covid-19. but seven states have suffered deaths at a rate higher than even spain did. here you see the catastrophic result of poor local governance, especially in and around new york city. in fact, new york's death rate was two went on half times worse than spain. in the meantime, we should all be grateful that during this unprecedented crisis, president trump has insulated most of the country from the disastrous top-down policies and lockdowns and looting, frankly, that democrats seem to want to look the other way on. thank goodness. and that's the "angle." and part two, tomorrow night, we are going to journey through the crisis as it could have unfolded under the leadership of joe biden. but joining me now is the governor who refused to give into the left's demands and lockdown request, governor kristi noem of south dakota. governor, it's great to have you on tonight. you have been lambasted in the press for not stripping your residence of their basic freedoms and their right to work and go to school, but here we are, six months into this pandemic and south dakota still has a death rate 11 times lower than new york's per 100,000 people. amazing. >> yeah, we are doing very well, laura, not the story and that needs to be told, i trusted my people, they trusted me, they took personal responsibility for dealing with this virus, and we are doing very well. not only do we have the lowest death rates, we've got about 40 people in the hospital today, statewide, our infection rates are low, our job losses are low, our economy is doing better than virtually any other states, and i think it's a real testimony to what could have been possible in other states, but the governors just made the wrong decisions. >> laura: despite overwhelming evidence, governor noem, including, as you just said, from your state, the left is still urging national lockdowns. watch. >> lockdowns work. quarantine works. isolation works. wearing masks works. contact tracing works. these things work, and we are not doing them. >> if we locked down hard for a month or six weeks, we could get the case count down so our contact tracing was actually enough to control it. >> laura: governor, your state proves this is just not the case, and we don't need to strip the people of their freedom to fight the virus. >> what works is washing your hands, making good decisions. i think what we are seeing there is encouraging leaders to make decisions where they will overstep their authorities and a time of crisis, and that's how we lose this country, bora, that is exactly what is happening, is we are allowing them to take control of our country in a way that we haven't seen before, so we need a few people to stand up, read our history, talk about the importance of our constitution and the fact that these governors need to recognize that they need to uphold those freedoms that we hold so dear and don't know these people to take care of their families and make the right decisions and deal with this virus, much like we do every other challenge that comes our way and americans tackle it together. i'm frustrated by -- >> laura: what -- >> go ahead. >> laura: what would have happened to your state's economy how we listen to this dr. hazel stein or any these other officials, i don't know why he is supposedly an expert at this, but what would have happened to your economy and your people? >> well, they would have been devastated. we would have lost businesses, families would've lost their homes, we would've seen so many people continue to get stake, still be hospitalized, but they would do it with less resources to take care of each other and less of an ability to really go forward and provide for their families. that is the challenge here. our state is so diverse, we have very urban areas, but we also have very rural areas, and a blanket approach doesn't make sense for the entire state of south dakota, it doesn't make sense for this entire country, and that is why we need local leaders to trust people in their communities to make the decisions that work best for them. and we also need them to be optimistic, laura, this negativity that we hear from leaders and doctors about how terrible the situation is in our country, we are in a good spot. we are driving down over death rates. the virus is moving across the country, but we are taking care of people. they are getting resources, the administration has helped governors respond to their people. i worry about these kids that would turn on the news and hear their parents talk about being scared and hear news anchors talking about being worried and doctors, we wonder why our kids are struggling with anxiety. let's be optimistic. >> laura: there is concern this big motorcycle rally that's happening this weekend and south dakota, and we don't have to play the sound bites, "oh, my god" come on television, "how dare you come it's going to become a super-spreaderrer event, governor," look at all of those people. >> well, we've had several big events and south dakota, the first spectator attended professional sports, professional bull riding was held, july 30 men saw no increase in cases because of that crowd that gathered to celm and independence, people have been gathering and we have been back to normal for over three months and south dakota, so we know we can have these events and give people information, let them protect their health but still enjoy their way of life and enjoy events like the sturgis motorcycle rally. and we hope people come from our commie benefits when they come and visit us. >> laura: we are stuck in the d.c. metropolitan area with horrible leadership. governor, we wish you the best of luck this weekend and going forward. check back with us soon. >> thank you, laura, appreciate it. >> laura: charges of racism and claims that parents who send their kids to private and parochial schools just don't care about kids getting infected or teachers or any of that. those were just some of the outrageous moments that came out of this montgomery county, maryland, meeting today after officials there tried to shut down private schools and in person teaching. we have the latest explosive developments, with a parent helping save the county. stay there. hike! simon pagenaud takes the lead at the indy 500! coming to the green flag, racing at daytona. they're off... in the kentucky derby. rory mcllroy is a two time champion at east lake. he scores! stanley cup champions! touchdown! only mahomes. the big events are back and xfinity is your home for the return of live sports. ♪ >> laura: last night, we told you about the petty little tyrants running montgomery county, maryland. they tried to force private and religious schools to close to in person learning. it's a naked power grab to appease teachers unions and punish people that were trying to escape the county's insane public school closures. well, despite an emergency order from maryland governor larry hogan to block that move, county officials claim today that they can still stop them from reopening. >> if there are any outbreaks, for lack of a better term, at any of the independent schools, what is that relationship like between your office, the department of homeland security, and those schools? >> even after the governor made the announcement regarding schools, the local authorities still retain, as it relates to an outbreak, to close a particular facility. >> laura: here to respond, teresa tear, montgomery county mother of three and an attorney who is advising a lawsuit that was just filed by parents to keep my county from closing private schools, a few catholic schools also join this lawsuit. teresa, this council meeting, which we will play more in a bit, it was terrifying, had to log on to watch it, couldn't have in time comments, life comments, add the type of official speaking decisions for our kids. how far do you think they'll go, and how do they define an outbreak? is that one person testing positive without any symptoms? shuts down a whole school? >> thank you, laura, it is a pleasure to be on your show to shine light on this gross overreach by the montgomery county. we are getting information that dr. gail is planning on challenging the lawsuit. he seems intent on defying the governor's order, clear order that came down yesterday stating publicly multiple times that he doesn't care what the governor says. and it's important to note, laura, that the health officer is actually a state officer, paid by the state, jointly appointed by the state, and he is required by law to carry out state policy. right now, he is plainly insubordinate to governor hogan. and he has -- governor hogan has clearly articulated the state policy here, so as a superintendent of schools. >> laura: teresa, hold on, you just mentioned him, so ever and understands what we're talking about, montgomery county, maryland,'s top health official, dr. travis gail, here's what he said at the council meeting today, watch. >> low transition cases like those manifest -- we are not there. and so, the principle of what we are trying to hopefully get folks to understand is that in order for this to be done safely, it needs to be done in low community transition and low caseloads. >> laura: hold on, teresa, where is he getting these numbers, 8 to 9 cases per day in a county with a population of 1.1 million, where kids can go to school? i mean, i don't know where he could possibly come up with this. it's absurd. >> right, laura, i think everyone is confused, he keeps stating -- dr. gayles -- keep saying he is relying on clear data. his order came on friday night under the cover of darkness. he did not share with the schools how he came to this conclusion. we don't understand what he is really saying when he says we are relying on those numbers, because you are right, the population in montgomery county is over 1 million people, and so to have a low rate, eight cases a day, is virtually impossible, which means the schools would never reopen, so it's unclear. one of the council members today sent him a letter asking him those questions, which is really telling, that these council members had no idea, the data he was -- excuse me, relying on. >> laura: i've got to play this before we go. one montgomery county councilman didn't hig hide his complete din for parochial and independent schools. watch. >> he has stated that for some reason it's okay for children in a private school to be more at risk than it is for children at a public school. there's heightened risk associated with group of people coming together that then can become super-spreader's and making decisions like this, carte blanche, oh, independent and private schools, you can do whatever you want to do, is a big mistake. >> laura: so, that councilmember is basically saying private school parents, parochial school parents, i don't care about their kids' safety. are you kidding me? how do these people get appointed or elected -- i have no idea. >> and the problem with that argument, laura, the public schools could have opened, as well. that was a decision by montgomery county public schools, who acquiesced to the union in this particular situation. private schools have always had the right -- dating back to march -- when governor hogan and the superintendent of public schools within the state, the superintendent, excuse me, of education, said in march that the schools had to close. that order only applied to public schools, and the governor and superintendent said private schools, you have the right to determine -- you have the absolute right to determine whether to remain open or closed, but in fact, at that time, given the situation and they stay stay-at-home orders that were in effect, the schools closed. now we are in a much different place, but this order was unilaterally decided by this director of health, who just doesn't have the power to make that decision. >> laura: teresa, just one sentence from you, to parents watching this across the country who are facing a similar edict handed down from an unelected official, but in appointed official, your message to them, one sentence. >> my message would be to continue to fight, and there is a lawsuit that's been filed in federal court, there's going to be likely a hearing soon, injunctive relief we are seeking, and you cannot sit by and let people, obviously, decide for your children, who you have the fundamental right to decide within their best interest -- >> laura: teresa, we've got to go, but my message, we've got to fight. you cannot accept these unconstitutional, illegal, unlawful, and arbitrary, overbroad edicts from appointed officials. it's outrageous. these rights are inalienable, we have. teresa, thank you. to make matters worse for this left-wing county, the teachers union is depending a host of ridiculous conditions be met before they go back to work: police free schools, canceling all rent and mortgages, a moratorium on voucher programs, and taxes on millionaires on wall street. joining me now is -- vince, notice that none of those demands have anything to do with actually teaching kids and improving their education. >> this is what the democrats do, laura, they've been doing it ever since they've been a party. they have a symbiotic relationship with blm and the democratic party, the teachers union work together to do one thing, diffie donald trump this fall. that crash this economy, they will burn the cities, and now they are holding parents and children hostage until they got what they want. i mean, this is marxism 101, they care nothing about these children and nothing about these parents, and if anybody doubts that the democratic party and these unions hold the american people in utter contempt, look at what they are doing right now. >> laura: vince, here is what one montgomery county council member set about the critics of this health official, dr. gayles. watch. >> i want to apologize for you, some of our community has treated you. the racism that exists when it starts to question, oh, where did he go to school? i hope that folks read up instead of just asking on twitter, you know, who this guy is and what gives him authority. >> laura: vince, charging racism in a debate about school reopening? thousands and thousands of parents, very diverse community, for a wealthy community, it is actually quite diverse, white? talk about shifting the story. >> you want to talk about racism, you need to go to baltimore, where they have schools they are no child is proficient in math or reading, and they send those children still those schools every year, knowing they will not get an education. they are doing exactly what they're supposed to do. this is a plan. this is not a mistake. the education they are giving black children is the education they want to give black children because they could change it tomorrow if they wanted to. my book, "the iron triangle," talks about how the black minister, black civic organizer, and black politician is working for these liberals to keep the black community exactly where they want them to become it as long as they give 90% of the black vote, they are not changing anything, and they have always put themselves in a position where they've had to use terror, murder, and repression to get what they want in america, they don't try to pull the american people up, they tried to bring them down. you know what? or even a disavowal of the gro group? >> i came with low expectations already for the type of response i would get from democrats, but i came out disappointed, still. i think at this point, we are at over 67 days of daily violent protests and riots in portland. it's all that video evidence showing the bombs, the explosive scum of the gun fire, if all that evidence and organized militant violence isn't enough to convince lawmakers, i don't know what it takes. they've come now to not believe what their eyes -- what their eyes see and what there is here. it's disappointing, because the people who are going to suffer, ultimately, are law-abiding citizens, and particularly those who live or work in proximity to the areas. >> laura: part of what is coming out of all of this is the effort to defund police, because of course, the police are the problem in this country. and sara, this is for you, because susan rice, possibly, you know, a vice presidential candidate, said this today. >> we have a long history of inequality of oppression that endures in this country, and we need the police to be part of the solution. in some instances, they are, other communities, they are not, there is no one-size-fits-all approach, so i'm for reimagining the role of the police and for responsible reallocation of resources. >> laura: sara, reimagining the police. i would like to reimagine cities that don't have trash and graffiti and smashed statues and rioting. i would like to imagine that. should we believe anything that susan rice says, at this point? >> no, we shouldn't believe anything she says because she has lied on numerous occasions, blatantly to the american people, but i want you to think about what she's saying. i mean, we can see what's happened in new york city under mayor bill de blasio. i mean, crime has shot up over 170%. i mean, that his shootings alone. we see what's happening in seattle. we see what's happening in portland. and much like her democrats in the senate and in the house, you know, senator ted cruz says something very important in his opening statement, he called them cynical. well, i think it goes beyond that, laura, i think they are complicit. they are complicit in this behavior, and because they have this animus toward law enforcement, because they want to defund these organizations, and because they call them stormtroopers, like nancy pelosi said, it emboldens the rioters and emboldens the people that are against law enforcement to target our law enforcement officials, and does put our communities at risk, especially communities in the most poverty-stricken areas, in urban areas where we see children dying and people dying every day. there needs to be solutions, the solutions are not defunding the police, though. >> laura: i think they are almost using, andy, the rioters, they are almost -- the constant running mates of democrats. they are trying to ride the energy and the chaos all the way to victory in november because they believe that we are so stupid that we think if you vote for biden, this is all going to go away. andy, this is a question for you: is a vote for biden going to quell these types of anarchists, yes or no? >> no, not at all, and i brought a nonpartisan message. you don't have to take my word about it, but you can look at the literature and see what they show what they say, they are called very clearly for the abolishment of the u.s., so in their vision, there is no room for democrats, no room for liberals, so i don't know right now why the democrat lawmakers are so hesitant to be critical of antifa, maybe because they've fallen for the foolish belief that antifa are actually antifascist. >> laura: i think what they believe, sara, it helps them politically. if they thought it wasn't going to help them politically, they'd put distance between themselves and antifa, but they are not going to do that, right? they think it's going to help? >> you are right, laura, they are not going to do that. c, the issue here is not only are they not going to do that, they are going to take this wave, try to ride this wave, and they believe they can control this beast that they have fed, this beast that they have allowed to grow, this marxist, socialist beast that exist within their party, and what they don't realize -- they just have to look at history -- once they feed this beast and once they ride this beast to the top, it's going to eat them. so, they are done. if they make this move, they are just done. and he is right. >> laura: andy and sara, fascinating conversation as always, thank you both. as joe biden starts to ramp up his push in texas, why were nearly half a million mail in ballots just sent into houston? is there a legal challenge to this? and how does it look so far? >> well, first of all, to biden winning, laura, is buddy holly and john wayne both said, "that'll be the day," he's not going to win texas. we are fighting the democrats in multiple counties, four big counties, because those in charge of the election -- the democrats -- are sending out ballots, the forms to get mail-in ballots, and as you said, in the houston/harris county area, that's over 400,000 voters right there, people that didn't even ask for them, and we look at boat harvesting, when you look at the corruption and mail in votes, look, laura, the democrats love mail-in ballots because they know they can sheet like hell, and when this election is over, both sides are going to dispute the outcome because it's going to be close and mail-in ballots are going to be in question. look what happened in your, the judge allowed a thousand ballots a month after the election. we are working hard. we've stopped them at the fifth circuit, but they are doing it for 65 and older in our big cities and using federal money to do it. >> laura: all this time later in new york, just barely getting around to figuring out who won and? mean, how do you see this playing out, so people understand, on election night. usually, the race is called, at some point, that night, or early in the morning, but in this scenario, let's say trump beats biden by 20,000 votes in pennsylvania. then what happens? unbelievable. congrats, have a great signing. >> sean: i'm grateful. thank you. >> laura: all right, best of luck. i'm laura ingraham, this is be 29 from another busy washington. montgomery county, maryland, officials continue to target private and religious schools citing concerns for their help on this reopening of schools. in video you are not going to see anywhere else, county officials throw down the race card to try to silence parents who want the schools open. also, independent journalist andy ngo has documented the chaos in portland for years, frankly, so today he traveled all the way to capitol hill to get his first-hand account. so, what was the reaction from democrats? he's going to tell us exclusively, and he's really mad. you don't want to miss that. but first, the real covid record. that's the focus of tonight "angle." for months now, the media, and frankly, most democrats, have been acting as though president trump is directly responsible for every case of covid-19 in the u.s. now, back in marth, "hannity," " like many, were dismayed the cd seed is initially mishandled testing. today, we leave the world and testing. >> we do more testing than anybody in the world, if you look at india, about 11 million, 61 million. what we have done is incredible with the testing, and we will continue, but we want to test very specifically the people that are in most danger, most in need. >> laura: excellent answer, and yet, the constant belittling of the administration's effort is deeply unfair, and it's almost entirely political. tonight, i think this is really important, this "angle" tonight, because we are going to set this record straight. we start with the biggest lies peddled by the left. first, that the president doesn't take the pandemic seriously. >> don't forget, let's not forget that he downplayed this virus for months. >> what has happened here is that donald trump has downplayed this virus since the beginning. >> this man is determined to keep down his golf handicap, not the number of cases that are making us sick. >> the president said the virus is a hoax. >> laura: now, while the democrats are hyperventilating over the bogus impeachment hearings and the media was bemoaning anti-china bias and the reaction initially to the virus, the trump administration created a covid task force on january 29th. two days later, the president declared a public health emergency, and he ordered any u.s. citizens returning from china to quarantine for 14 days. on february 2nd, trumps travel ban from china went into effect. than the president went on to ban travel from europe in march, a lot of people were unhappy with that. but both of those actions have been applauded by the left's biggest hero. >> were you involved in working with president trump on deciding to ban flights from china? >> yes i was. >> do you think that decision save lives? >> yes, i do. >> when we ultimately saw spreading in europe and the president recommended we extend that to europe, do you think that decision saved lives? >> yes, i do. >> laura: bingo. now, second lie, that the white house didn't do enough to alleviate the medical supply shortage. >> the country is facing yet another dangerous shortage of ppe and medical equipment supplies. >> right now, this country cannot meet coronavirus without more ppe. we had a shortage. >> we have to reset, surging cases, long lines for tests, not enough ppe comments before doing exactly what he did in march and april which was to minimize -- >> laura: the president invoked the defense production act back in march. giving him control over private business and the economy, the president wisely use the act only when businesses didn't voluntarily devote assembly lines to producing ppe, ventilators, other much-needed supplies. so, if andrew cuomo projected -- remember, they need as many as, what, 30,000 or 40,000 beds? we told you that figure was absurd, but the white house kicked into high gear, anyway. there was a mass mobilization of resources, including setting up field hospitals in new york and using navy ships that ended up, of course, being hardly utilized. but it was all done to ensure that the tri-state area's hospital system didn't ultimately collapse. and guess what? it didn't. and when we were three months out from a presidential election, andrew cuomo regularly acknowledged the billions in help. >> the president brought in the army corps of engineers. they built 2500 beds at javits. these were just extraordinary efforts and acts of mobilizati mobilization. in the federal government stepped up and was a great partner, and i'm the first want to say it. we needed help, and they were there. >> laura: yesterday, he was trashing the trump administration. nice going. this whopper, speaking of new york, that new york is somehow the gold standard for the rest of america. >> they have been flatlined for the last four weeks. that's an example of what can be done. >> governor cuomo, in particular, did at the right way from march on. >> firm language, life-saving mandates by our leaders. he clearly was listening to his health advisors. >> laura: unlike them liberal media, numbers don't lie. we hear a lot about florida, arizona, and texas not following in cuomo's footsteps, but look at this chart. the death rate per 100,000 in new york is over three times the death rate in arizona. nearly five times the death rate in florida, and over six times at the death rate in texas. no wonder new york's top health official resigned today. now, when the media harps on our covid death numbers, national numbers, they fail to mention the states with the highest numbers. >> new york had a very tough time, as you know, new york, new jersey, that area, but when you take that outcome of the numbers are the lowest. >> laura: now, the president left new york, but the notion that these states should be taking advice from governor cuomo -- or anyone, frankly, who presided over the disaster in the empire state -- is just absurd. for fly, the left falsely blames trump for the economy tanking last quarter. >> mishandling of the coronavirus pandemic is not good for the president. that is bad news for the economy. >> just decimated our economy. >> with our economy's worst drop ever. ever. okay? 32.9%. >> laura: the last claim you heard about u.s. gdp shrinking 32.9% is a second quarter of this year is an insanely misleading, and while it's technically nh true, the figure represents an annual number, in other words, the amount of the decline that would take place over a year if trends from the second quarter continued. now, that would only happen if we followed biden's recommendations to shut down the economy and keep kids out of school, thoughts, parents out of work. on a nonannualized basis, the decline from q1 to q2, it's still a staggering loss, don't get me wrong, but one that we can actually quickly recover from if trump is able to continue with his pro-freedom agenda. now, of course, once you dig into the numbers, it's easy to see which states are holding back a full-fledged recovery. the blue ones! in nevada and hawaii have an excuse because of the problems resulting from tourism, but why are all of these other states on this list still doing so poorly? because they failed to take president trump's advice, and rather than trusting their people, they imposed drastic lockdown measures that had catastrophic economic consequences while doing very little to stop the virus. it's also worth remembering where this virus came from: china. why aren't democrats claiming to hold them accountable for unleashing this flag on the world after, of course, they initially tried to cover it up. for that matter, why are democrats pushing for more funding to the w.h.o., which aided and abetted china's lies. for fly, despite the dismal performance of lockdown-loving blue states, democrats still complain that we didn't follow your ups and lead in handling covid. >> we did not wait to crush the curve in europe, they did the et opposite. >> compared to europe, we have to get our virus under control like they did before we can start reopening schools. >> this appears, the number of new, daily coronavirus cases in the united states with those in. it shows just how much worse the outbreak has been in the united states. >> and looking at the numbers, you have to remember that the u.s. is an enormous country with about 330 million people. but when you add the populations of germany, britain, france, italy, spain, and belgium, they, together, have almost 336 million people. that's roughly equal to our population. so, first off, on testing, we performed better than those european western countries. they've done 32.8 million tests for covid-19, we've done 59.9 million. since we've performed so many more tests, we can't really do an apples-to-apples comparison on confirmed covid case numbers. but, of course, we can look at death's. we have suffered. we suffered 158,000 deaths, it's a terrific tragedy, but the six european countries vine have suffered roughly 159,000 deaths. an equal horrific tragedy. likewise, or death rates are lower than many of our european counterparts. belgium, the u.k., spain, italy, have seen way worse death rates than we have. france is only doing slightly better than we are in terms of deaths, as well. and what we also have to recognize as the u.s., of course, as i said, a massive country. if you break it down by states, it's clear the democrat states are the reason that the death rates are so high, it just happens to work out that way, right? we can also say that our economy has done significantly better than europe's. remember that the u.s. economy fell by 9.5% on a quarterly basis. the eurozone, that is the economy of all of the nations that use the euro, fell by 12.1%. even germany suffered a decline of 10.1%. but aren't the europeans going to do better than us going forward? well, that's not what investors think. let's look at how the key stock index indices have done since the beginning of the years, in other words, investors are not betting that western european countries are more valuable than their american counterparts. if anything, their bets are all the other way. so, we've performed 17 million more tests than our counterparts in western europe, we have roughly the same number of deaths. our economy, though, is much stronger. investors have more confidence in our outlook going forward. but while these figures clearly show that the u.s. is doing very well by comparison to our allies in europe, they don't give president trump enough credit. because the u.s. figures are distorted by the poor performance of many of the blue state governors. here are the facts. the u.s. as a whole has suffered 48 deaths per 100,000 from covid-19. but seven states have suffered deaths at a rate higher than even spain did. here you see the catastrophic result of poor local governance, especially in and around new york city. in fact, new york's death rate was two went on half times worse than spain. in the meantime, we should all be grateful that during this unprecedented crisis, president trump has insulated most of the country from the disastrous top-down policies and lockdowns and looting, frankly, that democrats seem to want to look the other way on. thank goodness. and that's the "angle." and part two, tomorrow night, we are going to journey through the crisis as it could have unfolded under the leadership of joe biden. but joining me now is the governor who refused to give into the left's demands and lockdown request, governor kristi noem of south dakota. governor, it's great to have you on tonight. you have been lambasted in the press for not stripping your residence of their basic freedoms and their right to work and go to school, but here we are, six months into this pandemic and south dakota still has a death rate 11 times lower than new york's per 100,000 people. amazing. >> yeah, we are doing very well, laura, not the story and that needs to be told, i trusted my people, they trusted me, they took personal responsibility for dealing with this virus, and we are doing very well. not only do we have the lowest death rates, we've got about 40 people in the hospital today, statewide, our infection rates are low, our job losses are low, our economy is doing better than virtually any other states, and i think it's a real testimony to what could have been possible in other states, but the governors just made the wrong decisions. >> laura: despite overwhelming evidence, governor noem, including, as you just said, from your state, the left is still urging national lockdowns. watch. >> lockdowns work. quarantine works. isolation works. wearing masks works. contact tracing works. these things work, and we are not doing them. >> if we locked down hard for a month or six weeks, we could get the case count down so our contact tracing was actually enough to control it. >> laura: governor, your state proves this is just not the case, and we don't need to strip the people of their freedom to fight the virus. >> what works is washing your hands, making good decisions. i think what we are seeing there is encouraging leaders to make decisions where they will overstep their authorities and a time of crisis, and that's how we lose this country, bora, that is exactly what is happening, is we are allowing them to take control of our country in a way that we haven't seen before, so we need a few people to stand up, read our history, talk about the importance of our constitution and the fact that these governors need to recognize that they need to uphold those freedoms that we hold so dear and don't know these people to take care of their families and make the right decisions and deal with this virus, much like we do every other challenge that comes our way and americans tackle it together. i'm frustrated by -- >> laura: what -- >> go ahead. >> laura: what would have happened to your state's economy how we listen to this dr. hazel stein or any these other officials, i don't know why he is supposedly an expert at this, but what would have happened to your economy and your people? >> well, they would have been devastated. we would have lost businesses, families would've lost their homes, we would've seen so many people continue to get stake, still be hospitalized, but they would do it with less resources to take care of each other and less of an ability to really go forward and provide for their families. that is the challenge here. our state is so diverse, we have very urban areas, but we also have very rural areas, and a blanket approach doesn't make sense for the entire state of south dakota, it doesn't make sense for this entire country, and that is why we need local leaders to trust people in their communities to make the decisions that work best for them. and we also need them to be optimistic, laura, this negativity that we hear from leaders and doctors about how terrible the situation is in our country, we are in a good spot. we are driving down over death rates. the virus is moving across the country, but we are taking care of people. they are getting resources, the administration has helped governors respond to their people. i worry about these kids that would turn on the news and hear their parents talk about being scared and hear news anchors talking about being worried and doctors, we wonder why our kids are struggling with anxiety. let's be optimistic. >> laura: there is concern this big motorcycle rally that's happening this weekend and south dakota, and we don't have to play the sound bites, "oh, my god" come on television, "how dare you come it's going to become a super-spreaderrer event, governor," look at all of those people. >> well, we've had several big events and south dakota, the first spectator attended professional sports, professional bull riding was held, july 30 men saw no increase in cases because of that crowd that gathered to celm and independence, people have been gathering and we have been back to normal for over three months and south dakota, so we know we can have these events and give people information, let them protect their health but still enjoy their way of life and enjoy events like the sturgis motorcycle rally. and we hope people come from our commie benefits when they come and visit us. >> laura: we are stuck in the d.c. metropolitan area with horrible leadership. governor, we wish you the best of luck this weekend and going forward. check back with us soon. >> thank you, laura, appreciate it. >> laura: charges of racism and claims that parents who send their kids to private and parochial schools just don't care about kids getting infected or teachers or any of that. those were just some of the outrageous moments that came out of this montgomery county, maryland, meeting today after officials there tried to shut down private schools and in person teaching. we have the latest explosive developments, with a parent helping save the county. stay there. hike! simon pagenaud takes the lead at the indy 500! coming to the green flag, racing at daytona. they're off... in the kentucky derby. rory mcllroy is a two time champion at east lake. he scores! stanley cup champions! touchdown! only mahomes. the big events are back and xfinity is your home for the return of live sports. ♪ >> laura: last night, we told you about the petty little tyrants running montgomery county, maryland. they tried to force private and religious schools to close to in person learning. it's a naked power grab to appease teachers unions and punish people that were trying to escape the county's insane public school closures. well, despite an emergency order from maryland governor larry hogan to block that move, county officials claim today that they can still stop them from reopening. >> if there are any outbreaks, for lack of a better term, at any of the independent schools, what is that relationship like between your office, the department of homeland security, and those schools? >> even after the governor made the announcement regarding schools, the local authorities still retain, as it relates to an outbreak, to close a particular facility. >> laura: here to respond, teresa tear, montgomery county mother of three and an attorney who is advising a lawsuit that was just filed by parents to keep my county from closing private schools, a few catholic schools also join this lawsuit. teresa, this council meeting, which we will play more in a bit, it was terrifying, had to log on to watch it, couldn't have in time comments, life comments, add the type of official speaking decisions for our kids. how far do you think they'll go, and how do they define an outbreak? is that one person testing positive without any symptoms? shuts down a whole school? >> thank you, laura, it is a pleasure to be on your show to shine light on this gross overreach by the montgomery county. we are getting information that dr. gail is planning on challenging the lawsuit. he seems intent on defying the governor's order, clear order that came down yesterday stating publicly multiple times that he doesn't care what the governor says. and it's important to note, laura, that the health officer is actually a state officer, paid by the state, jointly appointed by the state, and he is required by law to carry out state policy. right now, he is plainly insubordinate to governor hogan. and he has -- governor hogan has clearly articulated the state policy here, so as a superintendent of schools. >> laura: teresa, hold on, you just mentioned him, so ever and understands what we're talking about, montgomery county, maryland,'s top health official, dr. travis gail, here's what he said at the council meeting today, watch. >> low transition cases like those manifest -- we are not there. and so, the principle of what we are trying to hopefully get folks to understand is that in order for this to be done safely, it needs to be done in low community transition and low caseloads. >> laura: hold on, teresa, where is he getting these numbers, 8 to 9 cases per day in a county with a population of 1.1 million, where kids can go to school? i mean, i don't know where he could possibly come up with this. it's absurd. >> right, laura, i think everyone is confused, he keeps stating -- dr. gayles -- keep saying he is relying on clear data. his order came on friday night under the cover of darkness. he did not share with the schools how he came to this conclusion. we don't understand what he is really saying when he says we are relying on those numbers, because you are right, the population in montgomery county is over 1 million people, and so to have a low rate, eight cases a day, is virtually impossible, which means the schools would never reopen, so it's unclear. one of the council members today sent him a letter asking him those questions, which is really telling, that these council members had no idea, the data he was -- excuse me, relying on. >> laura: i've got to play this before we go. one montgomery county councilman didn't hig hide his complete din for parochial and independent schools. watch. >> he has stated that for some reason it's okay for children in a private school to be more at risk than it is for children at a public school. there's heightened risk associated with group of people coming together that then can become super-spreader's and making decisions like this, carte blanche, oh, independent and private schools, you can do whatever you want to do, is a big mistake. >> laura: so, that councilmember is basically saying private school parents, parochial school parents, i don't care about their kids' safety. are you kidding me? how do these people get appointed or elected -- i have no idea. >> and the problem with that argument, laura, the public schools could have opened, as well. that was a decision by montgomery county public schools, who acquiesced to the union in this particular situation. private schools have always had the right -- dating back to march -- when governor hogan and the superintendent of public schools within the state, the superintendent, excuse me, of education, said in march that the schools had to close. that order only applied to public schools, and the governor and superintendent said private schools, you have the right to determine -- you have the absolute right to determine whether to remain open or closed, but in fact, at that time, given the situation and they stay stay-at-home orders that were in effect, the schools closed. now we are in a much different place, but this order was unilaterally decided by this director of health, who just doesn't have the power to make that decision. >> laura: teresa, just one sentence from you, to parents watching this across the country who are facing a similar edict handed down from an unelected official, but in appointed official, your message to them, one sentence. >> my message would be to continue to fight, and there is a lawsuit that's been filed in federal court, there's going to be likely a hearing soon, injunctive relief we are seeking, and you cannot sit by and let people, obviously, decide for your children, who you have the fundamental right to decide within their best interest -- >> laura: teresa, we've got to go, but my message, we've got to fight. you cannot accept these unconstitutional, illegal, unlawful, and arbitrary, overbroad edicts from appointed officials. it's outrageous. these rights are inalienable, we have. teresa, thank you. to make matters worse for this left-wing county, the teachers union is depending a host of ridiculous conditions be met before they go back to work: police free schools, canceling all rent and mortgages, a moratorium on voucher programs, and taxes on millionaires on wall street. joining me now is -- vince, notice that none of those demands have anything to do with actually teaching kids and improving their education. >> this is what the democrats do, laura, they've been doing it ever since they've been a party. they have a symbiotic relationship with blm and the democratic party, the teachers union work together to do one thing, diffie donald trump this fall. that crash this economy, they will burn the cities, and now they are holding parents and children hostage until they got what they want. i mean, this is marxism 101, they care nothing about these children and nothing about these parents, and if anybody doubts that the democratic party and these unions hold the american people in utter contempt, look at what they are doing right now. >> laura: vince, here is what one montgomery county council member set about the critics of this health official, dr. gayles. watch. >> i want to apologize for you, some of our community has treated you. the racism that exists when it starts to question, oh, where did he go to school? i hope that folks read up instead of just asking on twitter, you know, who this guy is and what gives him authority. >> laura: vince, charging racism in a debate about school reopening? thousands and thousands of parents, very diverse community, for a wealthy community, it is actually quite diverse, white? talk about shifting the story. >> you want to talk about racism, you need to go to baltimore, where they have schools they are no child is proficient in math or reading, and they send those children still those schools every year, knowing they will not get an education. they are doing exactly what they're supposed to do. this is a plan. this is not a mistake. the education they are giving black children is the education they want to give black children because they could change it tomorrow if they wanted to. my book, "the iron triangle," talks about how the black minister, black civic organizer, and black politician is working for these liberals to keep the black community exactly where they want them to become it as long as they give 90% of the black vote, they are not changing anything, and they have always put themselves in a position where they've had to use terror, murder, and repression to get what they want in america, they don't try to pull the american people up, they tried to bring them down. you know what? or even a disavowal of the gro group? >> i came with low expectations already for the type of response i would get from democrats, but i came out disappointed, still. i think at this point, we are at over 67 days of daily violent protests and riots in portland. it's all that video evidence showing the bombs, the explosive scum of the gun fire, if all that evidence and organized militant violence isn't enough to convince lawmakers, i don't know what it takes. they've come now to not believe what their eyes -- what their eyes see and what there is here. it's disappointing, because the people who are going to suffer, ultimately, are law-abiding citizens, and particularly those who live or work in proximity to the areas. >> laura: part of what is coming out of all of this is the effort to defund police, because of course, the police are the problem in this country. and sara, this is for you, because susan rice, possibly, you know, a vice presidential candidate, said this today. >> we have a long history of inequality of oppression that endures in this country, and we need the police to be part of the solution. in some instances, they are, other communities, they are not, there is no one-size-fits-all approach, so i'm for reimagining the role of the police and for responsible reallocation of resources. >> laura: sara, reimagining the police. i would like to reimagine cities that don't have trash and graffiti and smashed statues and rioting. i would like to imagine that. should we believe anything that susan rice says, at this point? >> no, we shouldn't believe anything she says because she has lied on numerous occasions, blatantly to the american people, but i want you to think about what she's saying. i mean, we can see what's happened in new york city under mayor bill de blasio. i mean, crime has shot up over 170%. i mean, that his shootings alone. we see what's happening in seattle. we see what's happening in portland. and much like her democrats in the senate and in the house, you know, senator ted cruz says something very important in his opening statement, he called them cynical. well, i think it goes beyond that, laura, i think they are complicit. they are complicit in this behavior, and because they have this animus toward law enforcement, because they want to defund these organizations, and because they call them stormtroopers, like nancy pelosi said, it emboldens the rioters and emboldens the people that are against law enforcement to target our law enforcement officials, and does put our communities at risk, especially communities in the most poverty-stricken areas, in urban areas where we see children dying and people dying every day. there needs to be solutions, the solutions are not defunding the police, though. >> laura: i think they are almost using, andy, the rioters, they are almost -- the constant running mates of democrats. they are trying to ride the energy and the chaos all the way to victory in november because they believe that we are so stupid that we think if you vote for biden, this is all going to go away. andy, this is a question for you: is a vote for biden going to quell these types of anarchists, yes or no? >> no, not at all, and i brought a nonpartisan message. you don't have to take my word about it, but you can look at the literature and see what they show what they say, they are called very clearly for the abolishment of the u.s., so in their vision, there is no room for democrats, no room for liberals, so i don't know right now why the democrat lawmakers are so hesitant to be critical of antifa, maybe because they've fallen for the foolish belief that antifa are actually antifascist. >> laura: i think what they believe, sara, it helps them politically. if they thought it wasn't going to help them politically, they'd put distance between themselves and antifa, but they are not going to do that, right? they think it's going to help? >> you are right, laura, they are not going to do that. c, the issue here is not only are they not going to do that, they are going to take this wave, try to ride this wave, and they believe they can control this beast that they have fed, this beast that they have allowed to grow, this marxist, socialist beast that exist within their party, and what they don't realize -- they just have to look at history -- once they feed this beast and once they ride this beast to the top, it's going to eat them. so, they are done. if they make this move, they are just done. and he is right. >> laura: andy and sara, fascinating conversation as always, thank you both. as joe biden starts to ramp up his push in texas, why were nearly half a million mail in ballots just sent into houston? is there a legal challenge to this? and how does it look so far? >> well, first of all, to biden winning, laura, is buddy holly and john wayne both said, "that'll be the day," he's not going to win texas. we are fighting the democrats in multiple counties, four big counties, because those in charge of the election -- the democrats -- are sending out ballots, the forms to get mail-in ballots, and as you said, in the houston/harris county area, that's over 400,000 voters right there, people that didn't even ask for them, and we look at boat harvesting, when you look at the corruption and mail in votes, look, laura, the democrats love mail-in ballots because they know they can sheet like hell, and when this election is over, both sides are going to dispute the outcome because it's going to be close and mail-in ballots are going to be in question. look what happened in your, the judge allowed a thousand ballots a month after the election. we are working hard. we've stopped them at the fifth circuit, but they are doing it for 65 and older in our big cities and using federal money to do it. >> laura: all this time later in new york, just barely getting around to figuring out who won and? mean, how do you see this playing out, so people understand, on election night. usually, the race is called, at some point, that night, or early in the morning, but in this scenario, let's say trump beats biden by 20,000 votes in pennsylvania. then what happens?
