Numbers per 100,000 are below the yellow line, and the orange line of washington, d. C. , and chicago. And thats new york, boston, and many of the others. Providence is also up, as a per 100,000. Thats the way we like to look at it, because we can really then understand it in relationship to population. The other groups that have very low levels that once had a peek, this is detroit. Very low level now. This is boston in the gray, it has come way down, also. You can see down here, atlanta, and miami. Next slide. Sometimes, and i think recently there have been publications about where the world was before we started the stop the spread, and before many states shut down. Just to take you back to that moment, on march 14th, before stop the spread, this is showing new york. We didnt even put march 14th on there, because new york on marc0 cases reported. Chicago had less than ten. Washington had less than ten. L. A. Had less than 20. The large state at that time that had a significant number of cases was the washington area. Washington state, which had 100 cases. On march 14th, we had about 500 cases distributed around the United States, not in any dramatic hot spot, per se, but the majority of those cases and the hot spot at that moment was washington state. This is how the new york metro area, which includes, obviously, northern new jersey, northern parts of pennsylvania, parts of connecticut and rhode island, and the dramatic decline that theyve had in the number of cases. I know you know that also mortality had started to decrease in that northern new jersey and new york area. Next slide. But i wanted you to see how we bring all this information together on a daily basis. The redline in this graphic are the emergency room visits. Those are the syndromic visits that i discussed with you at the beginning. The blue line is the test positive. Again, it is very erratic because of the reporting of when cases sometimes from the entire weekend are added on a monday morning. Then you can see the actual case numbers in the black bars. So, that is how we bring everything together. What we want to see is all of the items trending down. We want to see the number of positives that you find, because we really have states now looking for a symptomatic cases. We want to assure that both asymptomatic cases, symptomatic cases, are all declining as shown in the blue lines. That emergency room visits are declining, and the actual case numbers are declining together. Of course, then there is mortality behind that in the green bars that are hard for you to see. Next slide. This is the washington area. That is why i want you to see that contrast. You can see there has not been that dramatic decline in the blue line. There has not been that dramatic decline in the black bars of cases, and there has not been a dramatic decline in the emergency room visits with covidlike illnesses. Even though washington has remained closed, l. A. Has remained closed, chicago has remained closed, we still see these ongoing cases. I asked the cdc, and the cdc is working with the local areas, chicago, this area, and l. A. , to really understand where these new cases are coming from, and what we need to do to prevent them in the future. Next slide. This is chicago. Again, just to show you, going up and to the plateau, that has been fairly persistent. Next slide. And this is los angeles. So, you can get a flavor of where we have concerns, of where cities have remained closed, and metros that have remained closed, but still have persistent high number of cases. Next slide. I want to talk to you about outbreaks. Throughout this all, theres been a large part of america that has and many states that have really been finding their outbreaks, containing those outbreaks by testing everyone, and doing contact tracing. And then stopping them, stopping those outbreaks in their tracks. Weve been talking about, everybody being to do what weve been talking about everybody being able to do across the United States. A hundred percent increase over the last three days. The reason i wanted to show this, i see more and more graphics out there that talk about cases going up versus cases going down. Just to give you an example of wyoming. I think many of the groups now have wyoming as a red state of cases going up. Wyoming three days ago had five cases confirmed, and today, yesterday, had nine. So, they qualify almost and have shown up as this large increase. It is a good alert for us. We immediately look and see what exactly is happening at the state website. But you can see, when you have very low numbers of cases, you can have a doubling from five to ten as the number of cases and show up as a 100 increase. So, each of these have to be investigated separately to really understand what this is. It is the way we find outbreaks in prisons, its the way weve been finding outbreaks in Nursing Homes, and we have this graphic that goes through all of the counties as well as next slide so, this is one states analysis. What they have shown, and they have been able to find each of their outbreaks, contain every one of their outbreaks, close those outbreaks and call them closed cases. In this case, the dark Blues Community spread. The rest of it, 50 of their cases have been coming from outbreaks that theyve been able to contain. The Largest Group in this is meatpacking plants. What theyve been doing is going in and testing 100 of the individuals in the meat packing plant, and also finding 100 of the individuals that are associated with those individuals in the meat packing plant. Theyve been go into group housing, social gatherings. So, just as we discussed all of this, when you go out for this weekend, memorial day, and you want to do some kind of social gathering, its very important to maintain that 6 feet distance and very important to have your mask with you in case that 6 feet distance cannot be maintained. But it also talks about longterm care facilities. Now, interestingly enough, 50 of their total cases since theyve been tracking came from these outbreaks, almost 70 plus percent, 76 of mortality scan from these outbreaks. This is why weve been really pushing both in the original opening up america again, in the testing blueprint, we talk about proactive surveillance. Proactive monitoring and testing in areas that you know are particularly susceptible toevers acknowledgment now and this type of analysis. So when they have these kind of analysis, what we are asking them to do is proactively go and test everyone in meat packing plants. To proactively go and test 100 of the residents and workers. And then a followup of the workers in every single longterm health care facility. This will find the asymptomatic cases. Yesterday, i thought 35 , and we started with an understanding, 15 based on experience with one of the initiatives but now we know it is 35 and greater than that because it may be so age dependent. There may be a lot of people under 30 that have the virus and are shedding the virus an an end not aware they have the virus. So proactive monitoring, proactive testing will be absolutely critical to find the asymptomatic cases. Next slide. So this is my last slide. And this is just to show you what an outbreak looks like and if you look at this access it is normalized through 100,000 population, but you can see, this is what we want to see. You want to see very low case numbers. You want to see that they have identified an outbreak. They have tested 100 . They contained 100 per percent and then they dont find any more cases. So this is what is happening across the country county by county. This is a county map to really show you the work that is going on. Since the last two months, we have gone to i think less than 4,000 contact tracers to nearly 15,000 contract tracers. This is what has been happening behind the scene. But i really want to applaud the governors and the state and the health and the local Health Commissioners and the local Health Departments who have really been working quietly in a nonassuming way to really find these cases, track these cases, isolate these cases, and ensure there is no additional spread to. You can see in many of these instances, they have gone more than two weeks without any additional spread. So this is why we are hoping that across the United States now we have to admit it will be much more difficult in metro areas because you have to really identify where are those asymptomatic cases, and how will you find them . Thats why theres been a lot of Additional Resources going into this advantage area and into the federal Community Clinic to be able to proactively be able to test for this virus and find asymptomatic individuals. When someone gets sick with covid, excuse me, when someone gets sick with covid to come to you for the cases. Some have very high fevers. So they are not out walking around. So they may have been shedding the virus for one or two days before they got significantly ill and they had to be in bed because they felt so terrible. Now i think of that. They were out maybe two days. So they are 50 of the cases only out for two of the days that they may be spreading virus. Asymptomatic individuals that doesnt know that they have covid, they may be spreading and shedding entire time that they are in the community. So instead of two days, it may be six days or it may be seven days. And so when we talk about proportions, 35 that are asymptomatic that are out in the community varies. Much more opportunity for transmission than someone who is getting sick and is only out in the community for two days. And so we know we have to find both. We have been working with states about what proactive surveillance would look like in this case to find people who are asymptomatic. But it is also why we continue to recommend to the public very clearly that that is why you have to continue to social distance. That is why you need to continue to maintain 6 feet apart. Remember the early days of hiv, people told me all the time that they knew who was infected. And i would say, you dont know who is infected. I could be infected. You are just saying you dont know that im infected because i look healthy. Theres a lot of people that looks healthy and so we are asking continuously for you all to be outside, to enjoy your memorial day weekend. To play golf as dr. Fauci said, to play tennis with mark. To be out with families that you have been in the household with, and to even consider sharing social distance space as long as you have utensils that belong to individuals and that may be can be thrown out immediately. There is a lot of things to think through. I know you can do this. I know the American People can do this, so please as you go out this weekend, understand you can go out, you can be outside. You can play golf, you can play tennis with mark. You can go to the beach as if you stay 6 feet apart but remember that is your space and the space that you need to protect and make sure you are social distancing for others, thank you. I want to start, dr. Birx for a moment or two, you emailed me a question about testing and i will have dr. Birx give you an answer. Reporter dr. Birx, last week, you 100 of Nursing Homes got tested within two weeks. Are you disappointed . I know many of you dont know me. Im a very aspirational and hopeful person that likes to put out challenges because thats what needs to be done. We have had it in the open up american guidance where we asked them to test all the nursing home residents and workers. We know that that group is very so acceptable and has significant mortalities. We continue to ask the state. We look at the sight of the ones that are able to get it done. There are some that are getting it done. And i think what we will learn from those who are able to get it done how to do this more efficiently and effectively so we can Work Together to ensure that not only do we have the baseline testing but continuously test the workers within the home or prevent asymptomatic spread back to the residents once we show they are negative. We only have 1 million nursing home residents. We are testing way over 1 Million People, getting closer to over 2 Million People a week. So over that 4 million curve for two weeks i was hoping when million of those could be the nursing home residents. I think as we see testing expand, it is not time and i just keep coming back to this, it is not the numbers of people you have tested. We see this all the time with other diseases. We have a lot of worry that well come back frequently to get tested. We want to test. We want state testing in areas where we know there is higher vulnerability to susceptibility to worse outcomes, like our nursing home. Areas that we know where there have been outbreaks such as prisons, meatpacking plants, particularly areas where people are transported together or live together in a single residence or multiple Residents Group housing situations. In the inner cities where we know people might not have as much access to testing. That his wife when he has gone to the federal clinics for testing. That is why money and working with others have really improved testing through the pharmacies and ensuring more ability. I know it is a long answer, but we should never be discouraged by those who cant get it done. We should be encouraged by those who have shown it can be done. On the governors calls, we have the governors present to the other governors how they did it. Reporter and the president s announcement regarding places of worship, potentially they will reopen, what guidelines and encouragement you have for after as they prepared to reopen . Is that appropriate nationwide . What guidelines do they need to follow if they are going to reopen house of worship . Dr. Birx so we have checked and all 50 states have on their websites what they are new cases over the last 24 48 hours and trying to get the communities to do it by zip code. I really firmly believe a knowledgeable community can really make judgment for themselves. I think each one for leaders in the the community can be in touch with the local departments to communicate to their congregants. Certainly people who have significant comorbidities we want them protected. I know the house of worship wants to protect them. Answer really ensuring that maybe items, maybe they cant go this week if if high number of covid cases or maybe they wait another week, but there is a way to social distance, like you are here, and places of worship. And i think what we are trying to say with the cdc guidance is there is a way for us to Work Together to have social distancing and safety for people so we decrease the amount of exposure anyone would have to asymptomatic. And i see it that way because i know all of you and all of americans come if they didnt feel well, they wouldnt go to church that day. Reporter dr. Birx, can you comment on the study on hydroxychloroquine and to suggest again, the drug could cause heart problems and increased mortality . The president , obviously, cities been taking. What is your recommendation . What is your recommendation on using that drug as a prophylactic . Dr. Birx first come i think the fda has been very clear on their website about their concerns about hydroxychloroquine, particularly when it is combined with i think you see that in the study. Although it is openly and it is i tell you what i take home from the lancet study and i hope everyone here does in addition to what you just commented on, it clearly shows that comorbidity that puts individuals at more risk. And i think it is one of the clearest study because there were so many thousands upon thousands of individuals involved. That the doctors clearly said who had a Heart Disease and who had obesity. You can see dramatically the increased risk for that. There is still controlled trials going on, both for prophylactic and preexposure prophylactic and controlled trials in a hospital setting how these drugs do. And i think those are still pending. I hope everyone looks at those comorbidities. For all of our millennials out there, they get data like that. Look at that. Go through there and see if your parents or grandparents have any of those things and make sure you are helping to protect them. I am worried about people in my generation because we are very social at times. And we have a habit of forgetting social distancing or forgetting the glasses, eating, you cannot eat in a mask so even if far apart, you have to have to watch utensils and everything you touch. Im asking the right generation of millennials to get youtube videos about how to do picnics outside with your friends. And so protect everyone and still ensure that there is no cocontamination in food and utensils. I think there is a way to do it but i wanted to explain to her in. Thank you very much. Dr. Birx, i know you need to get back to work so thank you very much. You can do a followup with me. Reporter dr. Birx is that possible before i start my portion of the briefing, there is a few things that i want to note for all of you, pursuant to the encouraging graphs, red and orange and green and the United States increasingly become green. It is encouraging to see americans reopening alongside that with home base, date of home base and twothirds of american Small Businesses are opening and americans are now starting to dine out again, another homebased study, local food and drink businesses are open, apple is saying driving and walking near normal levels. Google mobility data reflects the same. So it is encouraging to see america start to reopen and the great work President Trump has done for the Safe Community going into this weekend and very important to protect that and they are essential. President trump underscored that as you are all aware, he donates his salary to different initiatives across the government. And in this quarter, he will donate his salary to hhs, health and Human Services to develop new therapy for treating and preventing covid19 so that we can safely reopen. Here is the check amounting to 100,000 that will go directly to President Trump in a paycheck that he does not take but rather donates it to noble initiatives, including in honor of covid this time and to those in the past and for studies underway, he will donate it to hhs. With that, i will take questions from you all. Reporter a couple of questions to follow up on the president. First, just to clarify, he allows the governors in churches of places of worship to open up right now. Dr. Birx just said in areas where they have high cases of covid19, maybe they should think about waiting a week. Which is it and why the mixed messaging . Press secretary mcenany that is up to the governors and we know that many types of gatherings are important for worship, particularly profound significance to communities and individuals, including as a right protected by the First Amendment. The president wants to see the communities open. Dr. Birx is integral to make these guy dances and a clear path for communities to make a safe reopening. Reporter and to override the governor what authority would he do that, and to your point, he said several weeks ago press secretary mcenany i think you are posing a hypothetical. You are posing a hypothetical and assuming governors will keep malls shut down and synagogues shut down. That is a hypothetical question. We will leave it to the communities. I think we can all hope this sunday people are allowed to pray to their gods across the country. That is a good thing. And i would also note detailed guidance in here about the way you can clean your facility, promote social distancing, so this is something we should all look at and be thankful that we are encouraging safe communities to reopen in a safe way. We will need it for parishes to open in a safe fashion. Reporter do they support the governors orders and opening up . Press secretary mcenany the president is clear he wants churches to reopen and do it safely. He wants them to do it in accordance with guidance, laid out details and its posted so you can take a look through it. He wants to see the church is open in a safe fashion. Reporter does not allow theft, white house to define these executive orders . Press secretary mcenany the president has been clear he wants to see churches reopen with in accordance to guidelines. The president would like to reopen and in accordance with the guidelines. Reporter the federal law, what allows the president override . Press secretary mcenany the governor will allow churches to boy, it is interesting to be in a room where they want to see the house of worship stay clos closed. Reporter i object to that. I go to church and im dying to go back to church. The question we are asking you and would like to ask the question of the president and dr. Birx, is it safe and if it is not safe, the president trying to encourage that were does the president agree with dr. Birx that we should wait . Press secretary mcenany yes, it is safe to reopen your church as if in accordance with the guidelines laid out. Very stringent detail about promoting hygiene practices and five bullet points, and coverings, social distancing is not possible, it is recommended intensifying cleanings, promoting social distance and meticulously i am thankful that we have a president that celebrates the First Amendment, the same amendment to give you walt who asked me questions. The freedom of worship so pastors can go to their churches or places of worship and celebrate First Amendment right infix country to pray to your god and practice your faith. Its being reporter we celebrate that too. We are not asking you if the president and the people are allowing people to pray. Press secretary mcenany to gathering places of worship. To attend Church Services and pray together. The president has laid out a clear path. The cdc has laid out a clear path forth is to take place for the First Amendment to be exercised in a way that is safe and robust peer that is something that is a good thing. Im thankful that we have a president who celebrates the First Amendment and helps to celebrate in the fullest and most robust way possible. Reporter thank you, and asking about president obama. We had an interesting article this morning and i would like to ask you if the president has considered with president obama for illegally wiretapping and other potential crimes out there . Press secretary mcenany i have not spoken to the president about that, but what i did speak to about president obama and im asking Michael Flynn and the men and women in this room come i havent spoke to him on that specific point but i have spoke to him generally. I laid out a series of question any journalist would want to answer why people were unmasked in all sorts of questions. I want to follow up with you. Anyone take it upon themselves to pose questions about Michael Flynn and im asking president obama spokesperson . Not a single journalist with that question, okay. So i would like to lay out a series of questions and perhaps write them out in slide format visual learners and will follow up with curiosity. So number one, why did the Obama Administration whose Opposition Research funded by a Political Organization and to survey members of the Trump Campaign . Number two kokomo why was Lieutenant GeneralMichael Flynn unmasked not by the Intel Community entirely but by obamas chief of staff, by the former Vice President joe biden, by susan rice, by the treasury secretary . This is extraordinary. And political appointees and the Trump Administration i can guarantee you i would have questions in my inbox but apparently obama spokesperson does not. Why was the identity leaked . It is a criminal act to leak the identity of Michael Flynn, but it happened and where are the questions to obama spokesperson because my team would be running around this building if this had happened under the Trump Administration. Why did the doj sally eights learn about the unmasking from president obama much for going by the book as susan rice said three times, thou not protest too much to susan rice. And finally question number five, why did james clapper, john brennan, samantha power, susan rice privately admit under oath no collusion while saying the opposite publicly . It is a long weekend and you guys have three days to follow up on those questions and i certainly hope the next time i asked hands go up because obama spokesperson should be asked those questions. Before she came to the podium, President Trump, the podium made an announcement that all places of worship should be open this weekend and that he said he would override the governor if they try to stop that. We will be talking to judge napolitano in just a minute. Also dr. Deborah birx chairs the task force that oversees the federal governments response for coronavirus. She is working on that. Ahead of that briefing, President Trump announcing houses of worship will be considered essential and governors must allow them to reopen now. This as we head into memorial day weekend like weve never experienced. Americans anxious to get outside for official start of summer this weekend. The states are rolling back coronavirus restrictions including opening beaches in some areas, but it is going to look a lot different than past memorial days. Health officials are still telling people to avoid crowds, to social distance, and to wear a mask. They are warning if people take too many risks the virus can make major come back. A lot to get to in this next halfhour. We began with chief White House Correspondent john roberts on the president s announcement, john. I think what we saw dana a half an hour ago the president in true trump form or maybe a little bit more than that. We expected he would come out and announce the new cdc guidelines for reopening places of worship, churches, synagogues, mosques and other places but instead in true trump fashion he threw down the gauntlet to governors across the nation saying im going to declare places of worship to be essential, which means they need to open up now. If youve got a problem with that, get on the phone and call me, but i will tell you right now, that coal is not going to go well. Listen to how the president put it. Today i am identifying houses of worship, churches, synagogue and mosques as a central places that provide essential services. Some governors have deemed Liquor Stores and abortion clinics as essential. The governors need to do the right thing and allow these very important essential places of faith to open right now. This weekend. If they dont do it, i will override the governors. In america, we need more prayer, not less. This is obviously going to be a big winner with the hennepin jail local crowd who supported the president during the 2016 election. They have been clamoring for churches to get back in business. They have been doing a lot of online services, but watching church online, well, it is helpful for people who are shut in. People who are members, parishioners, they want to get back to the church. They want to commune with their neighbors. They want to listen to the music. They want to hear the speech, the sermon, rather from the pastor right there in the church. They are saying why are places like Liquor Stores open . Abortion clinics open but places of worship or not . So the president like a rectified that in his own way but laying down the gauntlet for the governors across the state, dana who want to keep these places of worship open appear at the doj as well, and the church is singled out for closure while other businesses were open. But i should point out this announcement from the president comes at an interesting time because it was just a couple of days ago the centers for Disease Control and morbidity and mortality weekly reported on a case of a church in arkansas beck between march 6th11th. This was before we clamp down on all the mitigation efforts. But during that period of time, 35 people in that church were infected. Three of them died and subsequently other people in the community were infected and died. Again, this was before the strict mitigation efforts but that is the sort of thing they dont want to see happen again. That is why the cdc also putting out new guidelines for churches to follow as they begin to open this weekend, dana. Dana john roberts at the white house, thank you. Lets bring in napolitano. So katie mack and any taking questions from reporters got questions about what is the president s Legal Authority to override the governor and there is a constitutional point and she said it was a hypothetical question but the president raised as a hypothetical issue. He said he would override them. Does he have the power to do that . Again the word no. The president does not have and its illadvised as these gubernatorial orders are, as essential as is the right to worship, as sentimental as it is, absolutely protected by the First Amendment as it is, the president does not have any authority to override the governors. I will tell you but the president can do. He cant dispatch the department of justice to File Lawsuits in federal court and judges can override the governors. But the president on his own, no matter well intended he may be and i believe hes well intended here, is without authority to do that. All right, but let me ask a question then because if its what the governors are doing is unconstitutional, what is the remedy then . Are you suggesting the church needs to bring a lawsuit against the governor or the doj to file against the state . One of the jobs of the doj is to keep the states at heel when they interfere with the fundamental liberties of people in their states. I have been begging the department of justice to sue governor murphy here in new jersey who has found the houses of worship are not essential. Here, the doors are locked and you cannot go in for private prayer on your own, much less an organized Prayer Service or a catholic mass. So that is one thing that the doj can do. Individuals, of course can sue. Judges can interfere with governors when governors violate the state constitution or the federal constitution. But the president is without authority to exercise that interference on his own. Dana but is the threat enough to maybe perhaps make the governors realize that they dont want to tangle with this . Yes the threat is enough to energize the president. John roberts as always 100 correct. This is done to appeal to the president s base, and it will appeal to them, but the governors wont back down, dana when they think they have lost public support. So if the president can, with this kind of threat undermined the public support of the governors, then they will recognize that the free exercise of religion is absolutely essential, and they are wrong to use force, police helpers to prevent people from going to church. Dana right. Judge Andrew Napolitano to have you on the show today, serendipitous to have me on the show today, thank you. Businesses coast to taking matters into their own hands and opening up shop. A father and son who own a diner in pennsylvania among them. They told fox, time to open. Look, we flattened the curve. We sat down, and now its time to stand up and flatten the fear. We have people traveling hours away to come in and sit down and eat. Please come open up. People are tired appear they want to go to work. They want to pay their bills. Support their families. Dana similar stories playing out across the United States. We have been telling you about a gym in new jersey that opened up. Here than it was shut down by the state health department. The coowner says hes reopening today. And our own was there the cohost of fox Friends Weekend and the author of the brandnew book american crusade which we will talk about in a second. Pete, one of the things about the diner owners, they said they are doing the things they have been asked to do. Social distancing is in place in the restaurant. All of the employees are wearing masks. So people are trying to be responsible, while also trying to figure out a way to open back up and make that money so they dont lose their businesses and again, pay their bills. Absolutely, by the way i love that conversation with judge napolitano. That is what its all about. I love that interview with those two gentlemen with the business because that is what i call commences dont make sense wisdom. They say i have a business, i have a likelihood to come i cannot rely on bailouts and i cant stay closed for months but what i can do is be responsible free citizen, open my business and do all the measures that we have been asked to do to keep people safe, which bigbox stores, may be kind to have been doing and a parking lot in target, or football, and a register they are doing the best he can. And a small business, all of this is done under the umbrella. That if you dont feel comfortable going out, dana, you dont have to. Its your choice. Responsibility goes both ways and livelihood and crushed by this. Common sense goes a long way. The gym owners are still open today. They will bring a constitutional effort from their lawyers. They have charted the course for how businesses can do responsible civil disobedience. Dana right, and i think the ability to show that you are being responsible goes a long way here. That goes to what judge napolitano was saying if you lose support of the public, then the governors might then change their opinion. So being responsible and showing that is interesting. I want to ask you about mass because at the diner, masks are required and i think this idea of wearing a mask can help business get open sooner. When thank businesses do not have right now is Liability Protection because if someone gets sick at their place, they dont have that protection. And that makes it difficult. So where do you come down on the idea of mask wearing especially when it comes to try to get these businesses back open . I think they should do that. First of all Mitch Mcconnell is absolutely right to stand on the hill of Liability Protection. But that is also an individual calculation each business should make. If you are too worried about the litigation you dont have to open up. Take in new jersey where i was, they take the temperatures of everyone who comes in. They do a Health Questionnaire for everyone who comes in. You are only allowed to be in there for an hour. You have to social distance and you wear a mask. I wear a mask out of respect for them when i was inside the gym. You do that and build confidence. Customers, and you protect the public, it is a winwin. Dana you know, it is interesting, you know my family and why wyoming come i think about my uncle, and cowboy philosopher, you talk about the common wisdom of average americans come i thought that was something interesting. Is there something you want to say about that part of the book . I tap into that. The elites try to tell us what we can say and what we can do. The numbers keep going up and i think people in the state want answers to this. I will continue to follow this and put pressure with bipartisan support.
