First, Congressional Correspondent chad pergram reporting live from capitol hill with a recap on how it finally got across the finish line. Chad . Dana, good afternoon. While it was not a question about whether or not they would pass the bill. It was a question as to when and how. Thomas massi, republican congressman from kentucky, he wanted to come to capitol hill and try to force a recorded vote. Heres the issue on capitol hill. They are very concerned about the health. And the office of the attending physician was worried about trying to get all 430 members, the Current Population of the house of representatives all together in the same room to actually take a roll call vote. Working on a precision to get maybe 10, 15, 20 at a time over the alphabet and stretch this out over five or six hours there was also a threat from massi that he might enforce the constitutional requirement that you have to have a quorum. Meaning at least one half of the house membership on the house at the same time 216 of the 430 members. There were questions as to whether or not they had that quorum here in washington because so many members were having trouble traveling and didnt want to travel and there were concerns about getting everybody into the same room. Thomas massi he tried this effort on the floor just about 40 minutes ago or so. But he was effectively blocked by the republican and the democratic leadership. They were able to get enough members in to the House Chamber but spreading them out. Opening up the Public Gallery and block him and then they passed the bill via a voice vote. There was no recorded vote. What massi did do. This is exactly what the Health Officials on capitol hill did not want is having a lot of members coming back to capitol hill possibly jeopardizing their health and the staff here on capitol hill including those who they were traveling against and against on airplanes and trains and so on. That was the biggest concern here on capitol hill. But, the deed is done. Phase 3 of the coronavirus bill will be in route to President Trump to sign. John, this will be historic bill signing. This is the largest relief package ever passed by the congress. John yeah, how would you like be the president to signs 2 trilliondollar relief package through mechanisms could expand out to 6 trillion. I mean, its an awful lot of money, but the president knows and i think the american people, certainly Congress Finally figured out that Something Like this is extraordinarily necessary. We dont know if the president will sign it today. Sometimes it takes some time tone roll the bill and get it over to the white house. But i imagine a case like this get it over as quickly as possible. The president , meantime, using twitter today like a gatling gun. He was tweeting about representative thomas massi saying that he should be thrown out of the republican party. And the president retweeting a tweet from the former secretary of state and senator john kerry in which he said breaking news congressman massey has tested positive for being there is the word. I thought we were going to bleep it out. He must be quarantined to prevent the spread of his massive stupidity at this. Hes the president also taking aim at General Motors and ford today who had a deal with fema to produce ventilators say there will be far fewer than promised and longer than first thought. The president saying as usual with this General Motors, things just never seem to work out. They said they were going to give us 40,000 much needed ventilators very quickly now saying only 6,000 in late april and they want top dollar. I was a mess with mary v. Invoke p. Which the president is referring to the defense production act there also saying General MotorsMust Immediately open their stupidly abandoned lords town plant in ohio or some other plant and start making ventilators now. Ford get going on ventilators fast. Vin tech and General Motors announcing this morning that they will stop production of 10,000 ventilators a month at the cocoa mow, indiana General Motors plant. Maybe they have worked something out since the president tweeted that. On the issue of direct deposits to taxpayers that are going to be going out. 1,200 per adult. 500 per child for people up to 75,000 a lower amount for peeping capping out at 99,000. Secretary of the treasury Steve Mnuchin saying this morning people will get the money around mid april which he says is very quick, when you compare it to normal federal standards. He says that those will come out probably three weeks from now. The president also getting recommendations, dana, from the president ial Coronavirus Task force on maybe modifying the guidelines, the 15day guidelines to slow the spread of the virus. They are up on monday. There may be sort of a countybycounty risk assessment. We will see how detailed they can get and likely find out about that if not sunday by monday, dana. Dan, of course, i loved your column yesterday in the wall street journal. One of the first things i always read on thursdays you and carl. The wall street journal writing this today that America Needs an economic recovery from the virus recession that is faster and stronger than the last expansion. And that means helping laid off workers for the shortterm rather than providing a reason not to return to work. And there was a little bit of concern about the bill that we do want to pay people because the government is telling them to stay home but we cant do it for so long that they dont return to work when its time. Is that what the wall street journal is trying to say . Yeah. Thats right. We dont want to create disincentives for people to go to work. There is a lot of fear out there. I mean, the press has been reporting, for instance, that there could be some degree of meat shortages in new york because drivers from, say, iowa are afraid to go into new york city because of the high incidence of virus infections here. And we dont want through Unemployment Insurance to create incentives for people to stay home once the recovery has gotten started because this is going to probably be the most difficult recovery to get started that we have ever seen. We have never experienced an entire economy virtually entire economy being shut down like this, dana. So, we want to make sure people are able and willing to get back to their jobs. Dana and no doubt people do want to get back to them. Watch post poll said that 33 of people had been laid off in this poll. And 51 had had hours or their pay had been cut. So, it obviously is really important. I wanted to get your thoughts on this president on the president , you know, pushing these private companies to do more. What do you make of this . In doubt the companies would like to do more. It might not be as easy as starting up the factories. Well, thats right. I mean, you cant just throw a switch and producing automobiles to ventilators. But, i dont think there is too much doubt that most of these americans there has been a lot of the examples as well of American Companies willing to make the transition from the manufacturing, much of which has been shut down now over to things like masks and ventilators and other medical equipment. And i think the important thing is for the white house to keep interfacing as Vice President pence has been doing, interfacing with those companies to try to coordinate what is needed and where. I mean, we all have supply chains out there that have been shut down and to get those ventilators from out in the country where the factories hopefully are producing them into areas of need like new york city is going to take an extraordinary amount of coordination. I think thats where the emphasis should be. Not on trying to convince these companies to do it. They are willing to do it. Dana what do you think about the idea of trying to figure out a way to phase back in or maybe going county by county and getting those guidelines as soon as monday . I like that idea a lot. Dana. It was suggested on the wall street journal editorial page by senator bill cassidy himself, an m. D who has worked with Infectious Diseases in indiana and colleague of his that had worked on crisis. The idea is that you do want to try to feed people back into the economy, the system in areas at have low incidence of coronavirus infection. They do exist out there especially in the midwest. I really like the idea of assessing these counties and trying to see whether it isnt possible to bring some of them back on stream economically while those of us in areas like new york city probably have to remain on a degree of lockdown to fight the virus. But i have a feeling that a lot of the numbers that are being said in some areas are just bigger than they are going to be. I dont believe you need 40,000 or 30,000 ventilators. You know, you go into major hospitals sometimes though will have two ventilators and now all of the sudden they are saying can we order 30,000 ventilators. And some doctors and hospitals there are near the breaking point amid a surging case load and lack of protective equipment. Lets bring in our panel. Actually, i think we just have dr. Dr. Fink, thank you so much for being with us. Sure. Dana i want to play for you some sound from Governor Cuomo about these ventilators and here is how he described the need earlier today. Watch. All the projections say you could have an apex needing 140,000 beds and about 40,000 ventilators those are numbers, zac. Not i feel, i think, i believe. I want to believe. Make the decisions based on the data. And the science and were following the data and the science and thats what the data and the science says. Dana what is your reporting, dr. Fink, saying about how many ventilators are needed and you had this tweet from mayor de blasio saying they have shipped out hundreds more to their hardhit new york City Hospitals and he thanks the doctors and nurses and hospital workers that are on the front line . Well, its hard, of course, models are models. A lot of it also depends on how much we do this social distancing, how many people will actually get sick. But we know that people who are critically ill now, those people were infected quite some weeks ago it. Takes time from infection to getting sick and then getting critically ill. So there is a certainty around the fact that the numbers will increase. I was i spent part of this week embedded in the brooklyn hospital. And every day they are seeing more and more critically ill patients. They have had to increase their intensive care unit. Their intensive care unit had 18 beds as of wednesday night. They had to add 6 more. They were all full. Im sure by today they have added more. They counted up all the ventilators they had in the hospital. They pulled them from surgery, the anesthesia machine. So this is real. They did get a few this week. They were able to get them through the citys Emergency Management which may have come from that federal stockpile. But, they are predicting to need these for sure. And its really smart to get ahead of it. Anybody who has studied pandemics its something i have reported on for a number of years. You know that that is something we just, you know, we function in this country. We have a great health system, but, even in a bad flu season, we get close to the edge. The hospitals dont have a lot of extra. Dana one of the things that is a creative solution and the governor said its not ideal but is workable is to have two people sharing one ventilator, that there is technology that allows them to do it. How are healthcare workers feeling about that . So they are really split on it. I was just listening to an expert, a Critical Care expert who is a specialist in pulmonology as well speak about this on the journal of American Medical Association podcast or question and answer, a live question and answer with the broader medical community. So that is americas premier medical journal. And, you know, there is a real mix of feelings about this because its really unproven. You need both of those patients to need the same settings for that to be ideal. So, if you know if you have ever had a loved one or you yourself have been in Critical Care, they spend a lot of time trying to figure out how much pressure to push that air into your lungs with also, how much oxygen you need. What proportion of extra oxygen to be ideal to help your body get through Something Like this. So, it is going to be a challenge to do that. Certainly not ideal, but we are already hearing reports of that being certainly simulated and perhaps even i did hear a report not my personal reporting that that may be being tried in one of our new york City Hospitals already. And this hospital that i spent time in this week, it had a feeling i reported on a lot of hurricanes and other disasters, it had that feeling. This was not business as usual. This was a hospital whe
