put restrictions on bailed out businesses. this as health officials say the virus has impacted more than 360,000 people around the world including more than 30,000 in the united states. on top of that more than 85 million americans are on lockdown or shelter in place orders. we have team box coverage and national security correspondent jennifer griffin's life at the pentagon. david lee miller standing by in new york city. we began with chief white house correspondent john roberts live on the north lawn where i think the president might be getting some good news soon about the senate being able to pass that bill. >> we will see because for the moment the bed of the bill has been up in the air because the republicans and democrats have been deadlocked over several issues. mitch mcconnell taking to the center for the last couple of hours i'm upgraded the democrats with christmas tree up the bill with a lot of progressive items that he said has nothing to do with what is going on with the coronavirus. listen here. >> are you kidding me! this is the moment to debate new regulation and nothing whatsoever to do with this crisis. that is what they are up to over there. american people need to know it. democrats with hospitals or save small businesses unless they get the dust off of the green new deal. >> minority leader chuck schumer frequently but the treasury secretary steven mnuchin saying there needs to be more productions on the bill against potential corporate mouthpieces. listen here. >> the bill still include something that most americans don't want to see. large corporate bailouts with no strings attached. maybe the majority leader thinks it is unfair to ask protections for workers and labor to companies that are getting hundreds of billions of dollars. >> the white house chief economic advisor larry kudlow reassuring the americans that money to corporations and small businesses will be responsibly distributed. listen to how he put it. >> it is not a slush fund. look, that will get money to small and medium-size businesses, okay? it will also get money to key parts of the economy that are distressed. there is nothing slush about that. it will all be done transparently, no question about that. >> as negotiations continue on capitol hill, growing concerns the u.s. economy cannot stage shuttered indefinitely. that there may soon be top choices to make. the president including last night "we cannot let the cure be worse than the problem itself at the end of the 15 day. matt, we will make a decision as to which way we want to go. the idea of doing something to open the economy back up is something that more and more people are talking about. all right. we just found out that the vote has told in the senate once again. but they will keep trying. and we will keep you updated on that. that just happen in my ear a moment ago. next new york state under stay-at-home order. just one of several instituted all across the country in the hopes of slowing the spread of the coronavirus. meanwhile, president trump has activated the national guard in new york and emergency hospitals, and much needed medical supplies are on their way. david lee miller joins us live from new york city where hospitals are concerned about running out of supplies. david, as the number of people are testing positive increases, how is the city coping so far. >> dana, as we saw in new york city as a city that never sleeps, but now it is taking a break. today marks the first day of the governors requirement with all businesses to shut their doors that are nonessential, and to have the employees work from home. here, on world-famous madison avenue, boutiques and shops are all closed except for a handful of supermarkets, premises. in restaurants. the city has 12,395 cases of the coronavirus. the illness has claimed the lives of 99 new yorkers. nearly a third of all the people in u.s. inflicted with the coronavirus live in new york city. those numbers are increasing as more numbers are tested, new york city especially because of the density. many people in new york with city parks with failed to practice social distancing. now the mayor is warning the police will break up any gatherings that might spread the virus. and ask for school kids, well, today is the first day of so-called online learning. but for many of those low income families, they don't have the necessary equipment. and you might recall that the mayor set a target date of aprid resume. now, he says increasingly likely that it's not going to happen. dana. >> dana: i know in virginia, they just announced the schools will not reopen this academic year. but we will wait to hear what new york has to say. i'm curious about the relationship between washington and new york. new york goes through this crisis. >> dana, the federal government specifically, fema, has now stepped in and they are providing as many as 1,000 beds as well as the personnel that will be set up and the javitz convention center. that is a facility that normally houses the vote show in new york, but now that will be turned into a medical facility. new york governor andrew cuomo also says the army corps of engineers is helping to build temporary hospitals. even so, the governor is warning still not enough and coronavirus, 50,000 hospital beds and he anticipates needing 110,000. today he called on the hospitals themselves to find a way to accommodate more patients. >> we are today issuing an emergency order that says to all hospitals, you must increase your capacity by 50%. you must! mandatory director from the state. find more beds, use more rooms, you must increase your capacity by 50%. >> and an effort to ease the hospital crunch, new york and other locations has canceled, postpone all elective surgeries and now, dana, it appears even childbirth is being affected, mount sinai and new york presbyterian saying they will not allow visitors for birthing partners to a company would be mothers. the hospital say they are doing this in order to protect the health and safety of the mothers as well as the children. dana. >> dana: a lot of tough decisions being made, david lee, thank you. there is a lot happening on the help you're the last 12 minutes, we got information, trying to figure out this legislation. we will get the latest on all of that right after the break. ♪ the newday va streamline refi is the reason why. it lets you shortcut the loan process and refinance with no income verification, no appraisal, and no out of pocket costs. one call can save you $2000 every year. call my team at newday usa right now. dhtd=ñ6z jy4hoúm# you met on an app. why? bring in chad pergram, to tell us what is happening on the hill, as senator lankford continues. chad, this bill failed again? >> they didn't actually beat the bill but failed procedurally to start debate on the bill and this is the second time they've done that as many days and mitch mcconnell the senate majority leader indicated that if they tried to go back to the well a third time if any one of the 100 senators objects, they are probably stalled until friday or the weekend. mitch mcconnell was critical of the negotiations going on behind the scene and he said a moment ago the secretary of the treasury steven mnuchin keeps going in and out of the majority leader and the office, chuck schumer apparently is our is open, meaning they continue to ask for things. this has been a very intense scene in the united states senate. it has been years since i've seen verbal open brawling on the senate floor. you know things are bad when senator susan collins a republican, moderate republican from maine gets upset. she was exercised an hour and a half ago. listen. >> i cannot believe that the answer to this crisis as we move tto to address the economic consequences that are so severe for the people of this country that the answer from our friends on the other side of the aisle is to delay, delay, delay. no sense of urgency. >> on capitol hill, legislation comes down to three things. it is about the math, it is about the math, and it's about the math. they needed 60 yeas to clear the procedural hurdle and only down to 48 due to quarantines. they fell short pier that again blocked the senate from beginning the debate, the vote 49-46 and democrats contend the bill does not guarantee enough health for health workers, and relaxed restrictions. >> yes we are worried about the effect this will make rich people much richer. and at the same time not actually stopping the public health crisis. there is policy differences. instead of coming down here and having showboat after showboat, we should sit together and evolve differences and frankly, i don't think are so large they can't be solved within the next several hours. >> and this is where senate democrats in particular chuck schumer thinks they can get an agreement and tried to move this sometime in the next day or so. lindsey graham, the republican senator was a little more skeptical. if we don't produce a product today, that will be the end of the senate as we know it. in the eyes of every american, we will have failed miserably. now, even if they get this through the senate the next few days, the problem is what do they do with the house of representatives? a number of house members are leery about coming back in voting in washington because so many members now have started to contract coronavirus. that that every single day counts. every single second counts. >> dana: a realistic and important take from the surgeon general on the coronavirus pandemic. he basically was saying, be prepared. things are going to get worse. we confirmed cases skyrocketing to 354,000 worldwide, 35,000 of those in the united states. i want to bring in bill hemmer, anchor of "bill hemmer reports" and bill might have been saving and watching you every day, these numbers change almost by the hour. >> yes, indeed they have and they will continue to do that, dana. the reason why they are drilling down so much on this map behind us, we are looking for trends. we are trying to figure out what is coming our way or what has already passed us. let me go through a series of numbers and a bunch of different countries. then we will try -- what we can say right now, dana, this is highly contagious peer that is a fact. but is it a killer? let me tell you what we found today, 367 cases around the world, 16,000 deaths which is roughly a little more 4%. on the death rate. here in the united states, 41,000 cases. we have almost 50500 deaths and so we are considerably lower than the rest of the world as of this monday afternoon. south korea, they have held firm on the death count of 111. that was right around the same number when we left off last friday. so they got to the weekend in south korea has stayed there. keep that data point in mind here. and spain a difficult weekend, the death rate shot up in spain. you know what is happening in italy. you saw the headlines saturday and yesterday. terrible news out of italy. dealing with more than 6,000 deaths as of now and almost 64,000 cases within the country, mostly in the northern part of italy. pop on over here, dana. hang onto italy/south to read, united states and spain. i will show you the graft. these are confirmed cases, confirmed cases which means noted infection here. italy yellow, south korea blue, this is the italian line, that you do not want to have. in the u.s. and red. that is not what we want, we want to push that number down. south korea in blue have stayed. the number of cases they have stayed even going back to last friday and last thursday and last week. this, however, i think is most significant based on the data we have seen so far. and if you are infected where you live, will you die? right now, these are the numbers and the percentages we have found. italy is through the roof at 9%. but the united states, 1.3%. that is just one-tenth of a point above south korea. we were told south korea was a model example. so far, eight days of this lock-in, social separation, if we can stay around this number, that shows that we are, you know, we are going to beat this thing. we might do it faster than people think. new york city just reported, the governor, sorry, yes new york city a little bit more than 1% as well based on all of the testing. 157 deaths out of 12,300 cases, quick math 1.3%. that means new york right around the national average. just hold onto these numbers. we are trying to keep that flattened the curb, and you have seen a more than a week now. i want to tell you, this is the best news we can over the road guys, i'm fortunate to be a local driver, but like the company i have been into the last 20 years, they are kind of standoffish about where houses, close the door and they will get the stuff off of the truck. but i have brothers and sisters on the highways, trying to find and i appreciate the state of pennsylvania. they opened up the rest area for the drivers. we are struggling, you where we learned he is considering raising the health protection condition here at the pentagon to charlie level, meaning a limited number of people in the building, which is already down 60%. no visitors, and they may take people's temperatures on the way in and out. and i.t. contractor working for the pentagon's defense security cooperation agency in northern virginia died over the weekend after testing positive for covid-19. from friday to sunday, dod saw 65% bike and positive cases. u.s. military has 133 positive cases in its rank spirits have and are currently hospitalized from a 44 dod civilians, 35 dependents and 31 defense contractors all tested positive bringing the total to 249 cases as of this morning. the navy hospital ship mercy setting sail as we speak from san diego to on sunday, the head of the army corps of engineers had his teams will convert thousands of hotels and college dorm rooms in new york to make shift hospitals. >> we are talking over 10,000 that we are looking at right now. we need to send that up and in fairness to the state of new york, that is not my decision. that has to go to fema. fema has to make a decision what is that allocation, and we will exercise whatever fema exercises. >> already this gymnasium has been turned into a infirmary and the army corps of engineers -- into the same the javitz center and more across the country, back to you, dana. >> dana: all right, jennifer griffin, thanks and take care at the pentagon. let's bring in jonathan swan national reporter and he also just interviewed the chinese ambassador to the united states. jonathan, i watched every minute of it. i want to play this exchange because i thought -- i wanted to get your take on this because what was going through your mind when he was saying that stuff? >> it was actually, the spokesman for the chinese ministry of foreign affairs who is being spreading this conspiracy that the virus originated in the u.s. does he have any evidence to support that theory? i mean, have you asked him? you are they ambassador. >> no, i'm here representing my state my government and what they need to do for the individual. >> does he ever speak to the chinese government or do you? >> i am the representative of china in the united states. >> dana: all right, jonathan. tell me what you were thinking at that time? >> i was thinking, did he say what i am hearing? it was a remarkable sequence because as you know, one of the biggest problems in the u.s./china relationship right now is the fact that the chinese ministry of foreign affairs has a spokesman who has continued to put out this ally, this conspiratorial lie that the coronavirus originated in u.s. military that somehow planted in wuhan, china which is absurd. i asked the question. i thought maybe he would defend his colleague, but he didn't. he absolutely disowned it. and distanced himself from it, which i thought revealed an interesting division inside of the senior rights with the chinese government. >> dana: were you surprised that he granted you an interview at all? >> a little bit. they have been doing a bit of a propaganda tour, the chinese have, to try to accost a new narrative over the virus. obviously, the foreign ministry spokesman has been trying to cough out where the virus came from. we all know from epidemiologist it originated in china. but they have also to position china as a world leader in dealing with a virus. that leaves out some inconvenient facts which i pressed on which the first three weeks when the fire is emerged and the first months really, there was a cover-up by chinese authorities. and the first doctors that raised the alarm about the virus, they weren't listening to. they were hold him to the police station and forced to put out statements retracting their warnings. social media in china was censored with references to the virus. indent the chinese put out false information telling people that human to human transmission was unlikely. and amid all of that come about 5 million people were allowed to leave wuhan unscreened. that is how the virus spread so quickly around the world. so you talk to any expert and they will tell you the first three weeks are critical to stamp out the pandemic. and you have a situation where they covered it up. >> dana: i am so glad you did the interview. i'm thankful that you came onto in dr. rob become a psychotherapist and author. dr. robbie, tell us what are the types of things that you are hearing the most and what would you like people to know? >> well, i mean from young teens i'm hearing how difficult it is for them not to see their friends. they get together or go back to school or missing out on dance, graduation, prom. for adults come i'm hearing for social isolation that is creating a lot of tension and anxiety. and not knowing how long they will have to stay in their apartments in self distance. that is a challenge. we are at a new normal. >> dana: one of the things that something like this does is test your personal resolved. it is really important to be resilient. are there things that you can do to help yourself be resilient or if trying to teach your children, resiliency in a time of uncertainty and challenge? how do you do that? >> i think it is important for all of us to know that we are stronger than we think we are. and we all have gifts that we can share with one another. this is really the time to be motivated, to give back to the country. in the way to get back right now is social distancing, and to make sure that we use this time create a bully. there are many opportunities right now to stop and pause, to get to know ourselves, to get to know the people that we live better. to find new ways to connect. and really to inspire their children right now, parents, can do this to be better people and to rise to the occasion. to appreciate this time in history and the gifts that it can offer them. >> dana: it is interesting and i'm saying all the tips you have and reminding that this is temporary. this will an end people would like to have a date certain when it will end but knowing it is temporary, but also, trying to take advantage of the time with family, i think that is may be a good byproduct of all of this. taking a moment, stepping back and maybe play a board game or just have dinner together. >> absolutely. and i hear across the board how people are having family dinners. they are getting to enjoy each other. time, quieter, less stress in a way. time to focus on each other and really know who we love and want to connect with better. so yes, this is an opportunity to create new normals, to read together, to watch movies together, to play board games, to ask questions about how they can use this time. what they would like to share and what i want to know about them. there is opportunity here. >> dana: indeed. we are trying to work on a big puzzle here. so i will get back to that a little bit later. dr.
