news. we will get details today from chief white house correspondent john roberts on the north lawn. >> nearly six months ago, it appeared the united states and china were close to a new trade deal only to have the whole thing fall apart when china backed out. that months of crippling tariffs, for which the president was roundly criticized seem to have changed china's mind. in the oval office this afternoon with china's vice premier, president trump announced months of torturous trade negotiations have made progress. >> we have come to a very substantial phase one deal. we have come to a deal on a regular actual property, financial services, and tremendous deal for the farmers, a purchase of 40-$50 billion of agricultural products. >> china has also made the concession on currency, a particular thorn in america's inside. other testy issues like force technology transfer will be dealt with in phase two of the negotiations. while the agreement is not the copperheads of grand bargain president trump wanted, it appears to represent a retreat from the escalating tit-for-tat between the u.s. and china. >> we agreed in principle everything i mentioned, all the different points, and i don't think it should be a problem getting it papered. i think china wants it badly and we wanted too. >> in exchange for china's commitment, president trump will hold off on new tariffs that were sanction turkey if president erdogan goes too far into syria. putting pressure to erdogan to live up to his commitment to act humanely in syria with regard to the kurds and protect isis fighters held appeals, a three-judge panel upheld a ruling that the president has to turn over eight years of his tax returns to a congressional committee, actually the president's accounting firm that has to do >> they had supported him generally in the china trade negotiations because for a long time, congress really wanted to address it, problems with china and their currency administration manipulation that matthew talked about. they are going to be absolutely thrilled he's actually accomplished some of those challenges. he also slowed the problem with our economy that's resulted from these trade war's. you heard the president talk about the farmers for this is a huge issue on capitol hill. 50% reduction on dairy exports under this trade war. these people are hurting, hearing from members on congress representing these places that have voted for president trump, mind you, they want a deal on this and he's accomplished that at least inform today for the question is can he maintain the details of this, the whole framework, they haven't settled on the details. what's going to happen weeks ahead when they really try to work out and dot their is and cross their ts. >> what if congress moves forward with the u.s. mca while the impeachment deal is going on are substantial. >> president trump needed good news in a pretty tumultuous week and he got it. good news for the economy, the dow was up over there are two points. it's good news for republicans. one of the areas the president has been concerned about is the midwest, iowa is a big state and ohio. joni ernst up on the ballot has been concerned about the impact of the tariffs. we at least have some progress. we have the movement towards a deal going to give a lot of reassurance to the swing voters that have been with trump on how their own economies are going. >> asked about both aspects. here's what the president said. >> china can do whatever it wants. china can do whatever they want with respect with one and a half billion dollars going to somebody. that's up to china. we do have to look into corruption but no, it hasn't been brought up. >> bret: didn't bring it up today per the president says meantime the former ambassador to ukraine yovanovitch, marie yovanovitch on capitol hill testifying on closed doors. her opening statement said among other things that come >> first of all, marie yovanovitch is one of the most highly respected ambassador as we have in the career foreign service. >> she is a democrat. she is a partisan. well documented. not somebody he was just reporting the clintons when clinton was running telling the ukrainians that clinton was going to win, but also once trump won was bad mouthing the trump administration in ukraine, to ukrainians and state department staff. >> i don't know her, she may be a wonderful woman. if you remember the phone call i had with the new president, he didn't speak favorably. >> bret: matthew, thoughts on that? >> i think this a sideshow from the main event, which is the president's phone call. there are a tendency for the democrats to go down these nooks and crannies. president trump can recall for any reason he wishes. democrats impeach donald trump, it's going to be about the phone call and whistle-blower complaint, not about the ambassador. >> i disagree with you a little bit. the democrats are trying to build a case of the president is corrupt and hiding it. trying to hide it through obstruction. >> strictly on ukraine though?
