were going to be filling our first tropical storm force winds here. all of them are doing the same thing, where does it happen? you notice this northwesterly jog and then it gets stalls out and makes a little bit of a left turn before eventually going ou out. does that happen right on the coast, right off the coast, may be just inland? we still can't say, really big different impacts based on what ends up happening with that. one case as it stays out until water and stays as a very strong hurricane and shredding the shore for over a long time. the other option as it moves in land and would weaken faster which would certainly be in some ways good news. however you slice it, everybody here is going to get incredible amounts of rain and really problematic. this is thursday afternoon, friday afternoon location, saturday afternoon location. it doesn't move much at all. you have a hurricane right on the shores of there for a couple of days. were going to see rainfall totals pile up. in addition to that because it doesn't move that storm surge were going to see pole on shore is not going to be able to pull back out. 5 to 6 high tide cycles with the storm surge that will be continuing to push water on shore. then you have potentially 20-40 inches of rain especially on the coast may be up to 10 inches once you get back into the central and southern appellations. that water will not be able to o go out because the storm surge will push it in. anyway you slice this we have a flooding disaster on our hands, we have the very strong winds and storm surge as well. if your north or south carolina even parts of georgia and southern virginia you're going to feel some impacts from this certainly. >> bret: will head live to the coast later in the show. president trump is still taking heat for his comments on what a good job his administration did in the aftermath of hurricane maria in puerto rico last year. the president and his team has been pushing back on that, now they face a new and dangerous challenge as you heard from rick. john roberts is on the north lawn, with the white house policy and politics of federal hurricane response. >> of the president did spend a little bit of time on twitter earlier this morning complaining about the molar investigation. he was focused on the massive threat looming offshore. in a video message day, he urged people in the path of hurricane florence to get out of harm's way. >> president trump: get out of its way, don't play games with it. it's a big one, it may be as big as they've seen. >> may pass catastrophe left back into the headlines. asked yesterday about lessons learned from hurricanes that devastated puerto rico, he stepped straight into controversy. >> president trump: i think puerto rico was an incredible unsound success. >> the remarks to a sharp response of a san juan relief crew. >> if he thinks the death of 3,000 people is a success, he really doesn't know what this was all about. >> on twitter president trump fired back that the administration did an unappreciated great job in puerto rico even though on an accessible island with very poor electricity and a totally incompetent mayor of san juan. in the oval office, following hurricane maria ricard over seo did have praise for president trump. >> i want to thank you on behalf of the people of puerto rico for your leadership and your team's leadership. >> with his island still struggling to recover, he had a sharp response to the presidents claim of unsound success. saying it now is not the time to pass judgment. if the department of homeland security was forced to go on offense today after democratic senator jeff merkley revealed $10 million of fema money was transferred to immigration and customs enforcement. >> clearly these are funds that are very valuable in terms of preparing for the types of challenges we fat in the past few weeks. >> dhs fired back the money was not earmarked for preparedness it was money left over for travel expenses, training, basic purchase cards, office supplies that came in under budget and could not have been used for hurricane response due to appropriation limitations. dhs officials pointed out the amount of money in the disaster recovery fund stands at $25 billion. that's 2500 times the amount of money that was transferred from fema to ice. dhs officials telling fox the mission impact on fema response and recovery of this transfer of funds is zero. >> bret: john roberts on the north lawn, thanks. president trump has signed an executive order authorizing sanctions against foreigners who meddle in u.s. elections. it calls for punishing any individual, company, or country that interferes with campaign infrastructure or distributes disinformation and propaganda interfering with the election process. former obama administration secretary of state john kerry is still trying to affect global affairs. the current administration officials say he's trying to undercut its official policy when it comes to iran. correspondent rich edson has details from the state department. >> he negotiated the iran nuclear deal, opposes the trump administration's iran policy and former secretary of state john kerry says he still speaks with european and iranian diplomats. >> we have conversations with people about the state of affairs in the world in order to understand them. we don't negotiate, we are not involved in interfering with policy. >> president trump and republicans say his discussions are unwanted and undermine current u.s. policy. there is suspicion then that the europeans and iranians are trying to wait out this administration, betting a democratic president will rejoin the nuclear agreement. >> i think everybody in the world is sitting around and talking about waiting out president trump. it's not the deal specifically, it's with respect to trade, with respect to nato. >> the trump administration argues the nuclear agreement helps iran finance an aggressive middle east posture. officials say iran has spent billions financing groups in syria, iraq, and bmn while inflation and economic problems buried in the population. with the u.s. out of the nuclear agreement, the nuclear chief now warns his country is ready to enrich more nuclear material. >> in case iran decides to start producing mass production centrifuges. >> iran's intelligence minister issued his own warning. >> will develop a nuclear program, the answer could be a military one. >> iran can either negotiate with a trump administration or watch its economy collapse. full u.s. sanctions are scheduled to hit iran in november. >> bret: rich edson at the state department. earlier today, i talked global hot spots with nikki haley, the u.s. ambassador to the united nations. i started by asking the ambassador what's next with president trump's iran policy and specifically about allegations that former secretary of state john kerry and perhaps others are trying to undermine that policy. >> iran is absolutely the spoiler in syria. we see they are trying to be a threat to israel, they are creating proxy wars all over the middle east. that's all the reason we got out of the iran deal, we were funneling a lot of money to let them continue fees and now we say we cut them off. i think it was august 7th, we put sanctions back on them november 5th we are going to hit their oil, were going to hit their foreign banks and they're really going to start to feel it. i think at the end of the day what you're seeing is nothing is going to fix iran until iran fixes itself. >> bret: have you heard whether john kerry or others are saying wait this president out? >> they can wait him out but this president is what saved us with this policy. within just a few years they would've gotten all this money and it would've been lifted anyway. at least president trump is saying we can't wait until then. we have to do something about it now. iran is feeling the pain, they feel weak and we are suffocating them to the point that they have to address ballistic missiles. they have to address their support on terrorism. >> bret: is there any chance that if it's too constrictive that iran somehow becomes a failed state and that becomes another problem? >> and our focus right now is on the iranian people. they have protested, spoken out they have said they want a better life. i think our main focus is on the iranian regime as well as the irg c specifically and i think that they have to make a decision. at the end of the day, we can't allow them to have any nuclear program. >> bret: at the same time in syria the same times is coming like to a head. what is the latest? is there a fee or chemical weapons are going to be used? do you really believe that's heading down that road? >> we've had three meetings in the security council on syria alone and one was by all the members of the security council trying to ask about what was going to happen because we all heard the rumors of chemical weapons. we saw the actions where they claim it's the white helmets or the other volunteers that are getting ready to stage some attacks when they actually do i it. the sternest warnings came down from most members of the security council telling them that's not just chemical weapons would be addressed by the united states and our allies. any offenses on this a people was going to be dealt with. if it's me when we've seen the president take military action before. if another red line is crossed is that expected? >> twice we have warned you not to use chemical weapons, twice president trump has acted. don't test us again because i think the odds are very much against them. >> bret: next week as the united nations assembly the president will deliver a speech. what's the main message and not only his speech but on the meetings will have on the side? >> i think he's done a lot on foreign policy but in different ways. if you look at what he's done with north korea, it's really led the international community to isolate north korea to where they decide to have a decision to make. it's forcing the entire world to admit that iran was not behaving properly. he's led in syria to make sure chemical weapons aren't being used and he is warned against being used again. if you look at the western hemisphere in which we spent the last few weeks whether it's been were not going to support dictators, we are no longer going to give money to people who are against the u.s. or do anything that would be anti-u.s. we are now going to strategically work with our friends and no longer be handouts. >> bret: the palestinian ada pulled back, is there still a hope that by doing the hard stick approach with the palestinians that they are somehow going to turn around? >> it's totally up to the palestinians at this point. if the leadership came to the table, automatically you're going to have a peace plan. negotiations are going to happen, neither side is going to like it. the palestinians have more to gain than israel ever will. all they've done is having their hand out asking for money, badmouth the united states, not come to the table on the peace deal, why would we have a plo office? why would we continue to fund the palestinians? this isn't going to stop our work on the peace deal, we are moving forward and continue to push it. we will continue to hope they see the error of what they've done and come back to the table and we will welcome them when they do. >> bret: you mention venezuela and the actions the administration is already taken. "the new york times" had an op-ed yesterday saying stay out of venezuela mr. trump. an american backed coup is not the answer. your response to that op-ed and what the u.s. is doing with venezuela. >> i'm not going to address rumors about a coup. what i would tell you is he needs to go. i was on the venezuelan border a month ago, what i saw, literally a million people across that border every day for their only meal. you have people bringing their last possessions to sell in columbia just to buy food. this is all because of failed socialism that lead to corruption, a dictatorship, and poverty. inflation is about to hit the one million percent market there. to say that the u.s. should stay out -- what we've done is we've sent money in. the hard part is nicolas maduro will not take any assistance, the aid that they government does except in their skimming off the people. >> bret: i mention the failed state possibility earlier but this seems like it's heading down that road. >> were seeing this in venezuela and now were seeing it in nicaragua. the one thing we have to see is the region needs to step up. they can't just condemn, they have to take actions and i've also said and reset recently in the security council. anyone that does business with maduro or ortega, you are actually hurting the people of those countries. >> bret: i had president ortega on the show recently and i pressed him about what's happening with his militias that are attacking not only police officers, but local citizens. take a listen. if you aren't funding and arming these paramilitary groups, who is? >> some are financed with the drug trafficking. others have tried to obtain financing from different organizations, even in the united states. organizations that have programs and activities and they have funds and those funds are then used to train paramilitary groups. >> bret: basically saying it wasn't him. >> there cut from the same clot cloth. they're making money off of their people, they don't care that they are starving, they don't care what they do. ortega has not only gone after what they claim are militia groups, they're going after the catholic church. they are burning down churches, going after the clergy. the catholic church is the one that's trying to fix the situation. what you have in both of these countries are dictators that have gotten high on the power. they'd gotten rich off the money, and the people are suffering. the region needs to get in and stop this. >> bret: the president signed an executive order saying that if any country or state actor or person goes after the election security that the u.s. will go after them. >> great shot across the bow to anyone who wants to mess with our midterm elections, get involved in our midterm elections, use any kind of fraud. the president saying if you do it, you will pay. >> bret: last thing. you were saying you want the anonymous op-ed writer, do you think that person will be found and if so what happens to him or her? how we are handling cases of sexual abuse. >> he has another meeting tomorrow with the head of the u.s. bishops. he wants pope francis to authorize a full-fledged investigation, resigned in july after allegations that he wrote the teenager. he says questionable coverups by the pope and others deserve answers. any questions surrounding archbishop cardinal donnell rural. he announced an eminent trip to rome to discuss his possible resignation with pope francis. in a letter to priests, he said it was clear that some decisions sooner rather than later on my part is an essential aspect so that this of a text message to a "cbs news" reporter covering a story about him. he said it included harsh language. he has denied allegations by former employees of personal misbehavior at parties and not hurricane florence is turning up the waves as high as 83 feet as it lumbers west. authorities are baking, urging, sometimes ordering people in the target zone to get out. president trump says the feds close to 2 million people have been told to evacuate and warnings issued to those who don't. they could be without power into basic services for days if not weeks. >> north carolina come on my is on republican josh holly and north dakota incumbent heidi heitkamp is down to republican challenger kevin kramer in north dakota. now i look at some of the key gubernatorial races republicans are >> it's a fair question, we don't know a lot of the details about what exactly secretary carrie had done. it certainly suggested he was doing more than what he said to dana perino, this is just what secretary of state's do. that said, we should keep in mind that this is not necessarily all that unusual. in 2015, basically every republican senator sent a note to iran that said any deal you make will only be good for the duration of the obama administration. it's different for a lot of reasons but i think this is a sort of tactic that we shouldn't be surprised to see. >> bret: in part that was because it wasn't a treaty. this iran policy that they are not trying to put the squeeze on, what do you think about that and where it goes?
