Because of classification rules, the source could not put the documents in a backpack and walk them over to the House Intelligence Committee. Nunes says his source was an intelligence official, not a white house staffer in that the information was contained on the executive branch could be your system. White house dismissed any notion of what nunes did was unusual or improper. We have asked these entities, house and senate Intelligence Committee, to undertake the review. It is partially at our request. He has said from my understanding on the record that he did not meet with white house staff. Democrats had a different take. Ranking member of the senate Intelligence Committee called nunes sleuthing suspicious prayed Senate Minority leader proclaimed he has to go. If speaker ryan wants the house at a credible investigation, he needs to replace chairman nunes. The damage from the action on friday and the failure of the bill to pass is likely to be quite longlasting for a couple reasons. One is one of the things this bill wouldve done had they managed to pass it and eventually get it through the senate was it wouldve created some budget space which is under congresses arcane budget rules. Its necessary when youre trying to legislate on taxes. This bill had some budget savings in it which were significant enough to make it much easier to do tax reform because the worry about tax reform as you are going to redo some taxes and try to come out in a way that you dont add to the deficit and thats hard to do. If you have budget savings as a result of another bill, makes the job easier. As a practical matter, this becomes much harder. Not to mention the fact that its not at all clear that the Republican Caucus with this group that seems determined to say no to almost anything, its not a dependable ally. The job Going Forward for the next thing becomes harder, not to mention the fact that when you do tax reform, they are going be special Interest Groups who lose their tax breaks. They are going to lobby washington. On top of the fact is that you are not going to get much if any democratic support. You have to tried to do this with republican votes only are almost exclusively. That is tough. The road ahead is hard and its been made harder. Shannon do you see any context for this . President s in the past two of done something similar . Im trying to think of a time when a president , with the first item on his agenda, top item, has failed this spectacularly and this early. I frankly cant think of one. I think its almost unprecedented and i think, i will say this. I think the president , she clearly got the capacities he clearly got complexities. I think he figured out that it is complicated. He understood the budget rules under which they were trying to operate. He seemed to get that too. Seemed smart enough to recognize where the blame lay. Plaintiff democrats. He was wise enough to see that the House Freedom caucus which he should have been able to depend on where a huge factor. President seems be learning as it goes and hes not going to give up. The Freedom Caucus chair, mark meadows, said he didnt necessarily need to see them as being revenue neutral. Sounds less conservative than the position he had on health care. The conservative view is not to add to the deficit. Now what we have here is the guy saying, and remember this, you cant pass it through the house. You have to also consider whats going to happen in the senates. You are not going to get much help from democrats in all likelihood. They have to consider something that could be put through the senate under the budget process there are lots of rules attached that have to do with spending and taxation and the deficit. For him to say that we dont need to worry about that, thats wrong. You do have to worry about it if you going to legislate in this arena. There is sort of a pieinthesky quality to what a lot of these members in the group seem to favor. They are always in favor of some bill other than the one before them or some bill that couldnt be passed if were brought to the floor. Thats not going to get you anywhere. I dont think theres ever been a time in our history where theres been one party simultaneously totally dominant and totally incoherent within itself. I dont expect, maybe there is talk about health care in this and that, i dont expect it. I might be wrong but i think i expect them to pivot to tax reform and try and make a run of bad. When they do, theyre going to have to be more deliberate and more careful. Before they launch a bill, make sure theyve got everybody. The problem is the Freedom Caucus, they might vote against anything, even the Ten Commandments. Shannon i want to play a little bit from the chair, mark meadows. Talking about the idea of tax reform. Heres what he said. Tax reform and lowering taxes will create and generate more income. Were looking at the fine balanc balance. My personal responses no. He sounds like they are not going to be line drawn in the sand. Because they said the reason you had to do health care was to get the budget savings that you could apply to tax reform. Now they are just going ahead with tax reform. To be fair, you can work it either way. There are so many gains to be made through tax reform that maybe he wants to focus on that. There really is an issue of Health Reform needs to happen pray they might say they are done but its certainly not done with them. The legislation is a failure and Insurance Companies will continue to leave and millions of people will continue to suffer. It has to be dealt with. Shannon charles, how do you see it playing out in 2018 . Running against this on an appeal. If they dont do anything beyond what they did on friday, what happens in 2018 . I think its ruined. This is not just a promise betrayed. It is a complete inability to govern, particularly youve been arguing for something for seven years. It arrives and you are unprepared. Thats why i think it has to come back. I think the time it comes back is in the fall when you get new numbers. New premiums. Theyre going to be much higher, fewer choices. Far more insurers are going to be withdrawing from the exchanges. At that point, i think there will be an opportunity. I think what they have to do. Heres the irony. Among the republicans in the house, including the Freedom Caucus, there would be a general consensus on what we want to do with the leadership decided to tailor the legislation to fit the niceties of the reconciliation rules in the senate. That makes no sense. Put everything in the bill, including what is called the phase three stuff. Its supposed to come later but the stuff the conservatives wanted that everybody really wanted. Including tort reform, stripping out the coverage requirements which are largely irrational. Put all that in the bill, and if it turns out that in the senate needs 60, well, it will be the democrats who have to filibuste filibuster, and left the country walked them watch them deny the reform. You may have to wait until the fall but thats what they ought to do. Shannon i want to make sure we touch on the issue with devin nunes with the revelation today that he apparently went to the white house to see whatever the sourcing was from the documents that he is referencing britt i want to play a little bit of Chuck Schumer had to say. His actions look like those of someone who was interested in protecting the president and his party and that doesnt work when the goal of the committee is to investigate russia. Two days earlier, a week ago on tuesday, another critic of the regime, who represents the family, another guy who died on the orders of the kremlin, he falls out of a four story window when, according to the regime, while installing a hot tub in the fourth floor apartment. I dont know about russia but in the United States, installing hot tubs is not a known cause of defenestration. So, its a little bit suspicious. We have a president who talks about this guy, who was a killer. We are talking about putin. He kills his opponents. At least a dozen who are well known and it speaks about it flippantly. It doesnt mean you start a world war with this guy. It doesnt mean that you have to oppose everything he does. But this is a regime of which the Trump Administration has spoken very mildly and i think it is an affront to our values. It is also against our interests. There are europeans, like the leading candidate for president in france, who was just in moscow, she smoked a peace pipe with putin, she spoke glowingly of him. This is russia extending its influence in a way that will be very much and asked her mental to us and to the world. Shannon yet, he maintains more than 80 Approval Rating in russia. There really is a difference in how russia handles things. It is important but do speak out against brutal authoritarian regimes and the state department did condemn what happened in russia. You have other u. S. Leaders who issued a strongly worded statement. At the same time come only comes to foreign policy, you should be laser focused on the national interest. We work with brutal regimes all the time, china, saudi arabia, places with horrible human rights problems. Russia is no different. In terms of what our relationship should be with them, they should be based on our interests and whether we can ally with them or whether we need to watch our guard. Diplomacy is all about that. Today, were that Jared Kushner, the president s are not law, has volunteered and has asked to speak with the Senate Intelligence community about contacts he has had with various russian leaders and businessmen and other folks. My head is spinning actually at this point. We have this idea that somehow there was collusion between Trump Campaign and putin, on the one hand, on the other, sean spicer from the podium wagging his finger and denouncing the putin regime. Pretty strong terms, probably as strong as anything obama would have said. I guess i was struck by that because it wasnt just coming from the state department, now come out of the white house. I think there was something conscious about that, there would have been tremendous embarrassment to President Trump under the current circumstances if his white house would remain completely silent about what was going on over there. Remember, this is a president who during recent history said, we kill a lot of people, too, when someone told him that putin was a killer. It is possible that events, quite on pristine events in russia, may actually be forcing the Trump Administration off of the position that the president himself seems to want to stake out when he was running. It can happen, it does happen, this is warfare inside of of te city. Isis does this deliberately because it knows the effect it has. In the end, the iraqis will succeed. It will be a wasteland. The question is, who goes there and afterwards . Who patrols that . Will it be the kurds . The government dominated by the Shiite Militia . This is a largely sunni city. Will it be the sudanese . I dont know how many there are. Will it be as . It was us for a while. Until obama pulled us out. We were the mediators between the sunnis, vitiates, and the kurds. Mosul was secure. A whole new world where the easy part is conquering the city. The hard part is government and maintaining it. How do you think this administration will handle it differently from the last one . It will be nice to have some better relations with them at this time. The problem is that russia is not an ally in the region. Its interests are entirely inimical to americans.
