Good evening, kevin. It good evening, happy st. Patricks day to you, for all our viewers out there the uncommon presidency of donald j. Trump taking another interesting turn as the current commanderinchief seem to take a notsosubtle jab at the former president right in front of a key ally. President trump as far as wiretapping this past administration, at least we had something in common, perhaps. Of [laughter] it was the irony of ironies, there he was the president fielding questions about the claims the white house had repeated that former president obama had used the u. K. Spy agency that gc hq to eavesdrop on him after the 2016 election all while standing next to the german chancellor whose phone was in fact tapped by the nsa under president obama. President trump all we did is quote a certain very talented legal mind who was the ones responsible for saying that on television, i did make an opinion on it. The explosive claimant picking up on white house officials after legal analyst judge Andrew Napolitano. Three Intelligence Services informed fox news that president obama went outside the chain of command, he didnt use the nsa, didnt use the cia, didnt use the department of justice. He used gc hq, what the heck is gc hq . Thats the initials for the british spying agency. Narrator the Fox News Division was never able to match the claims. That didnt stop sean spicer from impeding it. Judge Andrew Napolitano made the following statement, three intelligence sources have informed fox news. Narrator that claim has reverberated across the globe all the way to ten downing street where a spokesman for british Prime Minister theresa may said weve made clear to the administration that these claims are ridiculous and they should be ignored and weve received assurances that these allegations will not be repeated. They wiretapping story part of a wideranging News Conference that included discussion of the future role of the u. S. In that nato, the 28 country Defense Alliance that includes germany. It President Trump i reiterated to chancellor merkel my strong support for nato as willa is the need for our nato allies to pay their fair share for the cost of defense. Narrator that theme of fairness to america continued in his comments on trade which he suggested enriched our training partners at the expense of workers. President trump all i want this furnace, germany has done very well in trade deals with united states. The two leaders will get a chance to meet facetoface once again, thats happening somewhere in july at g20 hosted by chancellor merkel and the germans. Bret will have much more of all of this with the panel, the secret service is under fire tonight with two separate instances involving the white house, what about that . Its not a very good a story for them. The first of those two stories beginning right here in washington where it sources tell fox news, the jumper who jumped the fence on friday a guy by the name of Jonathan Tran who had two cans of mace on him actually may have jiggled the door to the executive mansion, he may have been on the ground for at least 60 minutes before being detecte detected. Hes facing multiple charges. Investigation is also underway for a secret Service Laptop computer that was stolen. It could include plans to trump tower and information about the investigation into Hillary Clintons private email server. The agent in question reportedly left a bag containing a laptop in her driveway in brooklyn. A spokesperson for the agency says the laptops are encrypted are and are not permitted to contain classified information. As you can imagine thats raising the ire on lawmakers on capitol hill some of whom are calling for an investigation. Bret especially after the history of the secret service in recent years, thank you. Secretary of state rex tillotsons first trip to asia is making waves as he says nothing is off the table in dealing with tensions from the peninsula. The Demilitarized Zone between the north and south korea. A few feet into the north korea side of the Demilitarized Zone, refused to rule out south korea and japan could obtaining Nuclear Weapons to counter north korea. Reporter are the assumptions of the table . We are extension views as i did in japan. Im extension views with the leadership of the republic of korea as well as to our views on various approaches that can be taken. Reporter not ruling out either of those options . Nothing is been taken off the table. Before meeting the foreign minister, he toured the joint security area territory shared in the dmz were north and south korea forces stand feet from one another. It it was important to come up here to get as close as we go to to this line between north korea and south korea. I think it reinforces the strength of our line spirits we go on this trip to japan, south korea and eventually china, he is proclaimed the era of strategic patients with north korea as over and u. S. Partners need a new approach. At a later press conference, he also left open the option of military force. If north korea takes actions that threatens the south Korean Forces or our own forces, then that will be met with an appropriate response. If they elevate the threat of their Weapons Program to a level that we believe requires action, that option is on the table. Narrator he stressed the u. S. Wants to avoid a military conflict, they turn attention to north koreas ally china, he traveled there this weekend and brings a message that china needs to further curb at the norths actions claiming the Chinese Government has reacted inappropriately to the increasing threat. For more than 60 years, this was the primary threat, north korea was just behind me. Now its just one of many vulnerabilities as they continue developing their Nuclear Weapons and Ballistic Missile program. Bret rich henson traveling with the secretary on the border with north korea, thank you. Tensions also high tonight in israel. Syria fired missiles at israeli warplanes following air strikes within syria. The army says Aerial Defense systems intercepted one of the missiles but would not say whether any other missiles hit anything inside israel adding the israeli civilities civiliad aircraft was not compromised. For israeli warplanes were violating syrian airspace. Spin on thursday and part one of our debt rising series, we told you the deadline for congress to raise the debt ceiling had come and gone wednesday. Treasury Department Actions have delayed what is expected to be another political standoff. In part two, we look at the consequences for continued in action and what if anything can be done to fix the rising debt. President trump i am sending congress a budget that rebuilds the military. Narrator while his administrations budget reflects a scaling back, President Trumps recent address of congress did not spend time to sit detailing plans on how to spend the National Debt creeping toward 20 trillion an hour how to reduce the debt built up. Im worried the problem is getting worseited too long to ms at the numbers continue to get worse. If the partisanship in this town is living both parties to compete over who can be more fiscally irresponsible and thats a very dangerous game. Narrator all of this has realworld consequences on your wallet in the u. S. Economy as a whole. Considered the scum of the Government Debt as a percentage of our Gross Domestic Product is about 77 , just two years ago, it was 73 . This is the apportioned debt economists say is held by the public, bonds on the open market that determine Interest Rates. By that measure, our debt is projected to rise to 89 of gdp within the decade. By 2035, the Congressional Budget Office predicts it will rise to an alltime record of 106 of gdp, exceeding the alltime high set in world war ii. Bret the debt limit does not authorize new spending limits that just allows the government to fund existing budget obligations that congress and president and both parties have already made. The Trump Administration laid out its own ambitious agenda, its budget blueprint. On the campaign trail, it was a familiar refrain from both major candidates Hillary Clinton and donald trump promising their economic plans would not add to the National Debt. Raising eyebrows from skeptical economists. Think of it as a big cake. President trumps ingredients likely will include a 4. 5 trillion tax cut, a major infrastructure investment, along with the regulation, energy, and trade overhauls, all things he says will supercharge the u. S. Economy. But tax experts predict to make it all happen will require trillions more in federal borrowing, if true, our National Debt cake will only add layers. Put another way, if the u. S. Economy starts to cook, inflation starts to go up and then Interest Rates would have to be raised as well. If Interest Rates rise just 1 more than current projections, the interest the u. S. Pays on the current 20 trillion National Debt would be 632 billion. Thats a 50 billion more than the current Defense Budget. Over ten years, that 1 interest heart would make for a 1. 6 trillion increase in what we pay interest in the National Debt. Who holds our debt . The top holders are actually u. S. Citizens and american entities such as state and local governments, pension funds, mutual funds, and the federal reserve. Together they own 69 , or 13 trillion of the National Debt. Foreign nations hold 31 of the total debt might japan is now the largest foreign holder of debt with 1. 1 trillion, followed closely by china. With just more than 1 trillion. Trump aides acknowledge their budget would add a shortterm debt but they say thats a good thing arguing that spurring Economic Growth would produce more tax revenue to pay back the debt the supplyside argument. Officials insist the overall debt will remain manageable. Relative to the overall economy. Much of the money is going into entitlement programs like Social Security and medicare, that means that we are not seeing investments in productive activity which affects jobs and wages. Huge consequences for americans. Bret some lawmakers argue for a dollar for dollar discipline, binding reduction plans with any increase with the debt ceiling. Others say debt ceiling increases should be paired with overhauling Social Security and medicare, programs that eat up the largest part of the federal budget. A real program for reducing the debt has to be bipartisan, and it has to be the kind of program where everybody gets a little bit hurt, so that we stave off a much bigger catastrophe. Bret lets talk more about the debt, budgets, and the Trump Administration. Joining me now from the north lawn of the white house, mullaney, director of office of management and budget. I want to start with your reaction to the reaction of the rollout of the budget, a former member of congress and a conservative one, im sure to get pushed back on all sides. Sure, ive been a member of congress, i had my own constituency, represented my own people in south carolina, i know that every member of the congress and house and senate have the groups back home they feel like they need to take care of and thats fine. Theres also a lot more special interests at play than there are other places, a lot more lobbying for example. What i tell people is this. The president represent everybody, he rip her since the entire nation, thats who this budget was written for. This was not a budget written in consultation with special interests or lobbyists or many members of congress, this is a National Budget from a National Representative and a former president. Were very pleased with the way it turned out. Spoon its interesting to say that, democrats including senator schumers office, putting out a series of headlines, many trump voters would feel program cuts and budget proposal, trumps budget could hurt manufacturing and innovation, trumps budget cuts could hit his base, rule voters. They are making the case that the budget as written now as proposed really goes to the essential trump voter who elected this president , your response but nothing could be further from the truth, but nothing surprises me coming from those sources. Many of them, senator schumer always good to be happy when the government spends less. They want the government to spend more, they want more control over your life and mine, thats how they do it. They tax more and they want to spend work or in this case borrow more. We targeted to programs that sound great but dont work. I told the president today he asked me about a couple of programs, mr. President , you could go to one of your rallies in ohio with 35 people, at ask if any of these programs help anybody in the wood would raise their hand. They sound great, many of them democrat programs, reviewed in a long time, when they review there does not producing any results, thats exactly what this president wanted to reduce spending. Bret how do you deal with the big numbers have enough good to touch longterm entitlement reform . Will get to long to longterm entitlement reform discussions along with tax reform discussions, revenue flows, larger policy decisions in a flood budget we will roll out in may. This was just the spending budget, what we call the blueprint, the first step in the traditional appropriations process that will now go to congress. Certainly we will be looking at all of those things as we try to figure out how to solve the problem you just mentioned which is that we have tremendous risk. If Interest Rates go to fortyyear historical norms, we could spend more than a trillion dollars of year on interest payments, that was one of the things on the back of our mind as we formulated this budget. We want to rebuild the military, guard the borders, more money for things Like Veterans Affairs and at School Choice but we didnt want to add to that deficit, thats why reduced spending in other places because the president is keenly aware of the risk that level of debt brings to the nation. Bret asked the briefing in laying out the budget, you said this. Regarding the question as to Climate Change, the president was very straightforward, were not spending money on that anymore, we consider that to be a waste of your money. Bret the sierra club pointed to the defense secretary and his testimony in which he says Climate Change can be a driver of instability and the department of defense must Pay Attention to the potential adverse impacts generated by this phenomenon. As noted above, its a challenge that requires broader whole government response. He goes on to say if confirmed, i will ensure the department of defense plays an appropriate role by addressing the National Security aspects. By saying its a waste of taxpayers money, does that send a difference message than the defense secretary was saying about Climate Change . I think you just heard him say at the end that hes going to deal with the Defense Department to the extent that this issue creates defense challenges, theres plenty of money in the Defense Department, 54 billion, one of the largest increases in modern history. To the extent that those interest arise in the National Security interest of the united states, there is money there. Go to the Bigger Picture of, when the president ran for office he looked people in the eye and said im not going to take your money anymore to fund this questionable climate science. Thats exactly what hes following through on, give the president credit. What you see is what you get. What you heard in the campaign is what you saw this budgets. A bret on the flip side, you have a lot of hawks up on capitol hill who said this Defense Budget does not go far enough. Senator mccain, max thornberry, a lot of them saying because president obamas administration, the military was cut by 20 while the world is dangerous, they say they want to see Defense Budget of 640 billion red is there a possibility this gets changed as the administration goes forward . Sure there is, the next step in the process is to have the house go to the appropriate patient process, and the spending process, what weve communicated to the house and senate, the message of the budget as this. We need more money for defense, we need more money for the other items that ive identified, we need to do that without adding to the next years deficit. The house is a different way to do that, better way to do that, we all agree that the Previous Administration cap of
