"special report" next. jordan executes two terror prisoners, and its king vows an american old west style campaign of frontier justice against isis. this is "special report." good evening, i'm brett baier, welcome to washington. the world is still coming to terms with the horror it witnessed yesterday. the burning alive of a jordanian pilot by radical islamic terrorists. that video has prompted an outpouring of disgust and sympathy and also calls for blood by many in the middle east. we have fox team coverage tonight. shepard smith in amman, jordan with what the people are saying
about their hero. jennifer griffin at the pentagon but we begin with chief white house correspondent ed henry and renewed questions about president obama's leadership in the fight against isis. good evening, ed. >> reporter: good evening, bret. the horrific execution of the jordanian pilot was a game-changer for king abdullah who's signaling he's stepping up his efforts against the terror group but president obama is signaling status quo for the white house strategy. president obama went forward with his schedule today as if it was business as usual, meeting with dreamers to tout his executive action on immigration and throw out another veto threat to republicans. >> and i am confident that i can uphold that veto. >> reporter: press secretary josh earnest would not say whether the administration supports king abdullah's decision to kill two terrorists held in jordanian prisons. >> i don't have a specific reaction to the news overnight that a couple of individuals who had been convicted of crimes related to terrorism, that they had been executed. >> reporter: republican john mccain charged that's a sign of
an administration whose strategy to degrade and destroy isis is failing. >> let there be no doubt we still do not have a viable strategy to counter isil. if you're not winning a war, you are losing. >> reporter: mccain chaired the confirmation hearing for ash carter, the president's nominee to be the new defense secretary. carter told senators isis is the most immediate threat to u.s. national interests and pushed back on mccain's claim. >> i believe i understand our strategy. >> reporter: mccain fired off a letter signed by every republican and democrat on the armed services committee demanding the administration urgently provide more weapons to jordan. that the king told lawmakers yesterday he desperately needs to step up the campaign against isis. yet after saying the president is iron clad in his support of the king earnest refused to say whether the president will back more military aid. >> is there anything the president is willing to do to step up the campaign against isis at all from the white house? >> we have talked about how these kinds of ongoing efforts
are going to be difficult and that it's going to be difficult to measure success or failure in one-day increments. what we're focused on is longer term. >> reporter: critics believe the president should be leading that effort, and some suggest the strategy will not work without ground troops. >> it's not going to happen from the air. we have a consensus by all experts here in europe and the middle east, as long as we don't have an area inside syria or iraq and most likely from the jordanian borders on where you're going to have free syrian army or free arabs against isis covered by an air force, this is not going to happen. >> reporter: late today the president did meet at the white house with muslim leaders but aides stress this was a broader conversation, not just about terror but they also talked about middle class economics as well as the president's health care law. >> ed henry on the north lawn nu. one congressman says jordan's king channelled american movie tough guy clint eastwood in vowing revenge for the killing. such bravado is not uncommon for
the king who has a storied history of walking tall in a tough neighborhood. national security correspondent jennifer griffin looks at the man and what the u.s. may be able to do to help him. >> reporter: king abdullah's first public appearance after returning home to jordan was with the head of his military chief. >> translator: the response of jordan will be leader by the whole world. as we said yesterday, the response of jordan will be tough, earth shaking. >> reporter: after cutting short his trip to washington the king prepared to step up his air strikes. this as u.s. officials confirmed that the united arab emirates had stopped flying combat missions over syria in december. military sources say they fear a downed plane. privately the uae has complained the u.s. needs to position search and rescue assets closer to northern iraq. >> i don't think people should take away from that announcement that the commitment from the emirates and other arab countries in the region to this broader coalition has waned in any way. >> reporter: now king abdullah
has vowed to take the lead. he is the 53-year-old son of king hussein. he ascended to the throne on february 7th 1999, educated at deerfield academy, sandhearst and oxford as well as georgetown university. he demanded jordan's special forces and is a cobra attack helicopter pilot. >> retribution. he said there will be retribution from this. he actually even referenced unforgiven, the clint eastwood movie. they're going to increase people on the ground get more arab countries with them now and hopefully they will lead from the front and crush isis. i think that's what's happened here, at least that is what the king said that they're going to do. >> reporter: as of february 2nd of the 2,264 air strikes carried out against isis, the u.s. has conducted 81% of the strikes in iraq and syria. the arab members of the coalition have conducted just 19% of the air strikes according to centcom figures.
the united states pledged aid to jordan. the king wants more military aid. >> in the short term he needs help. he intends to push back against isis, but he needs more fuel. he needs more bomb he needs more equipment he needs less bureaucratic red tape in washington that throws down getting these supplies to him. >> reporter: senior u.s. defense officials tell us some in the military see the need to expedite jordan's request for more sophisticated military equipment. senate armed services chairman john mccain plemgdged to do more to fulfill the king's request blaming the frustration on a huge bottleneck in the state department. >> jennifer, thank you. my colleague shepard smith, is in amman, jordan tonight. shep, thanks for joining us. tell us what you're seeing and hearing there. >> reporter: a bit of unity bret. it's a quiet city amman today.
it has been tonight. very much a sense of mourning. there were demonstrations as you saw this morning when the king returned to speak with his military chief. he has been very strong in his words and now here they wait for action. of course there had been a divide in this nation and that's not to say that the kingdom is not still divided on some level. so many here are from the palestinian territories and see a divide with the united states and israel on one side and in some ways jordan on another. in addition, there's a sense that over time the jordanian people have been sort of left out of the mix here. some saying isis is not our fight. well, today in the media and even the muslim brotherhood came forward to say we are against isis this brutality cannot stand. we as jordanians must stand together. if that holds, it's relatively new. if it stays in large percentages, the king may have all kinds of room to act. >> you know, shep a lot of people forget jordan doesn't have the natural resources that say, saudi arabia or uae or
kuwait has. they have got an economy that is really being strained by a refugee problem from syria that is huge. >> reporter: united nations estimates 1.3 million refugees. i think those close to the royal family here would suggest it's a couple of hundred thousand more than that. no matter what the numbers, it is an extreme challenge for this nation to deal with. it's also been flying as jennifer mentioned, so many sorties over areas of trouble nearby, as many as any other nation, for instance, except the united states and syria. so when the king says we need bombs, we need help, we need assistance in cutting through the red tape, he means it. the question is whether there is a will and fortitude to get that sort of thing done. whether the coalition can come together in such a way that jordan can lead from the front, as one of your interviews said and whether jordan can in the end, potentially at least, use some sort of ground forces. there's some reporting from "the washington post" and beyond that that is under consideration here.
it's widely believed to be a trial balloon. and if the king speaks tomorrow, one wonders if that might be a little tickle around the conversation. >> yeah, is there a sense there early on that this is a turning point in this whole deal and that arab countries may join behind the king in a different formation of this coalition? >> reporter: there's a feeling that this could very well be a turning point. and the video that you see out of this region shows somewhat of a turning point. a sense of unity, pictures of unity that we haven't seen before. with history as our guide though, often those pictures and those scenes are louder on the close heels of a disaster and a catastrophe like just happened with the murdering of this pilot. whether that remains for days and weeks and months, long enough to the king to get this going, we don't know yet. >> shep, as always thank you very much. we'll check in throughout your trip there. early thursday morning there in amman, jordan. up next, jeb bush makes his

(dog barks) verizon. prospective presidential candidate jeb bush is promoting what he calls an optimistic conservative vision for the future. chief political correspondent carl cameron has the story tonight from detroit. >> reporter: for his first big economic speech, former florida governor jeb bush picked the detroit economic club, where presidents and candidates have been laying out their vision for nearly 80 years. >> let's start with the simple principle of who holds the power. i say give washington less and give states and local governments more. >> reporter: bush plans a series of speeches dubbed the right to rise emphasizing positive reform conservatism designed to level the economic playing field. >> the opportunity gap is the defining issue of our time. >> well, he certainly looks like a candidate. you know, he's well dressed
he's well groomed he's presentable. >> reporter: bush said weak economic growth is holding people back because of failed liberal policies and did so in the hard-hit city of detroit arguing the gap of rich and poor can be closed with conservative policies and win converts. >> let's go where ideas will matter the most where the failures of liberal government policies are most obvious. let's dlifr real conservative success. you know what will happen? we'll create a whole lot of new conservatives. >> i think he would make a good next president. >> reporter: the son and brother of the last two republican presidents trashed washington for relentless partisan gridlock. >> it's a company town and the company is government. it's all they know. for several years now they have been recklessly degrading the value of work the incentive to work and the rewards of work. >> reporter: bush plans 60 fund-raisers in the next 70 days. having seen potential rivals chris christie and rand paul criticized for being unclear in their initial remarks in the vaccine debate, bush was blunt. >> parents ought to make sure
that their children are vaccinated. >> reporter: perhaps his best line came when asked about his famous family and he focused on his father. >> i love my dad. in fact my dad is the greatest man alive. if anybody disagrees, we'll go outside. >> reporter: bush steered clear of any economic specifics with the iowa caucuses still a year away. but mike huckabee chimed in he's been backing the fair tax for years and rand paul's spokesman said he laid out his plans with details more than a year ago. they're not official candidates yet, but the battle is already on. >> carl cameron in detroit. carl thanks. one of the features in president obama's budget proposal would clear the way for washington, d.c., to legalize the recreational use of marijuana. that would make the district the latest location to pull the trigger on this issue. tonight correspondent doug mcelway on the changing politics of pot. >> reporter: america has changed since president bill clinton's mea culpa that he smoked marijuana but, quote didn't inhale. as evidence of that change check
out this 2014 campaign ad. >> and yes, i do inhale. cannabis users shouldn't be subject to shame ostracized or marginalized. i hope you'll help me bring that about, thank you very much. >> reporter: ann armstrong lost her race badly but with marijuana legal in four states and medical marijuana legal in three states many potential candidates are coming clean with cannabis confessions. former florida governor jeb bush told "the boston globe" that he smoked during prep school. quote, it was pretty common. a spokesman for senator ted cruz told "the daily mail" he foolishly experimented with marijuana. new jersey governor chris christie tweeted in 2012, the answer is no. and there's more. >> if i tell you that i haven't, you won't believe me. >> let's just say i wasn't a choir boy when i was in college. >> have you ever smoked marijuana? >> no, i have not. >> i didn't do it when i was young, i'm not going to start now. >> i wish the conversation would sort of mature a little bit and move beyond whether politicians have used marijuana in the past.
frankly at this point most americans under 50 have used marijuana in the past. what's important is what do you want to do about it now. >> reporter: senator rand paul is doing something about it, accusing jeb bush of hypocrisy. >> he's against allowing medical marijuana. that's illegal in florida and still jeb bush would keep that illegal. >> reporter: social conservatives fear the move to legalize is sending a bad message to young people. bill bennett, the author of "going to pot" holds special blame for president obama. >> he had a unique opportunity to talk to young people about the dangers they are facing and he has avoided it over and over and over again and it is to great cost. >> reporter: but an earlier generation of young people were talked to extensively about drugs, those who were taught the dare program that was offered in 80% of schools. studies show it was ineffective. one study found students who completed it had higher rates of hallucinogenic drug use than those who didn't complete it. doug, thank you. stocks were mixed today.

rescuers are searching taipei's river for survivors and bodies after a spectacular airplane crash caught on video. a transasia airways flight with 58 people on board banked sharply as you see here on its side shortly after takeoff
clipped a highway bridge and careened into the water. at least 26 are said to be dead. 15 were rescued. 17 are still missing. a former operative for al qaeda says prominent members of saudi arabia's royal family have been major donors to terrorist causes. chief washington correspondent james rosen looks at the explosive allegations from one of 9/11's infamous figures. >> reporter: in sworn statements at the supermax prison where he's serving a life sentence for terrorism, zacarias moussaoui testified in october that saudi arabia's government prior to 9/11 directly financed the operations of al qaeda. a french native and arabic speaker who studied finance in london, he recalled building a database of al qaeda donors. i remember many of them because some of them were known some of them extremely famous, like prince bandar sultan.
they are a major investor in the. the saudi prince testified referring to the future king, whose ten-year reign ended with his death last month. he was a new prince at the time, you know. they'll give 2, $3 million. he also recalled hand delivering letters from osama bin laden to those saudi royals and to the man who is now the king. >> i'm not inclined to believe the word of a convicted terrorist involved in the september 11th attacks, but gretchen, there's one thing we do know and that is that saudi arabia has been funding the fundamentalist schools across the islamic world. >> reporter: moussaoui's testimony was taken by lawyers for 9/11 families who are suing the saudi government for damages. the saudi embassy called moussaoui deranged and his own attorneys argued he was incompetent. the embassy also quoted the 9/11
commission, which found, quote no evidence that the saudi government as an institution or senior saudi officials individually funded al qaeda. but some u.s. officials who served on the 9/11 commission and on a joint house-senate inquiry remain deeply suspicious suspicious. the kingdom is mistaken in its claim that the government of saudi arabia has been fully exonerated of any culpability for the events of september 11 2001, by the 9/11 commission or any other investigation. i am convinced, graham added that there was a direct line between at least some of the terrorists who carried out the september 11th attacks and the government of saudi arabia. and former senator bob kerrey of the 9/11 commission said evidence relating to the plausible involvement of possible saudi government agents in the september 11th attacks has never been fully pursued. >> we continue to maintain strong counterterrorism cooperation with the kingdom of saudi arabia our mutual cooperation includes information

syria now, second only to the u.s. the only arab country currently to be engaged in that at this time. let's bring in our panel, steve hayes, amy stoddard and charles krauthammer. >> the united states stands squarely behind jordan. all of the comments yesterday had the united states standing by jordan. i think the white house seems to mean this quite literally. we're standing by when all of this happens. so we're not going to see any change in strategy we're not going to see any new arms to jordan, which the jordanians have requested. and as you saw in the briefing today, we're not even going to offer rhetorical support for the execution of isis terrorists that the jordanians carried out. so what good is -- what is the united states doing? we're not going to -- this is not going to actually change what we're doing at all. the white house makes the case that it's building this coalition. this has been going on for quite some time this fight against
isis, this fight against these threats. the fact that the white house thinks it's still building this coalition suggests that they're a little bit far behind. but i would argue that in fact what's happening on the ground is that we're witnessing a fracturing of the coalition. the coalition at the white house that this country had inherited among leaders in the gulf states is gradually walking away from the united states because of our embrace of the iranian regime and because of the president's insistence to put before everything else these nuclear talks with iran. they see that happening on the ground. many of the leaders in the region don't want to see that happening on the ground and are reluctant to follow the united states if we were to lead which we don't seem inclined to do. >> jordan is leading or seems like is going to be leading. the king obviously special forces, he was a cobra attack helicopter pilot, he is talking the words of building his own coalition to go after isis with

or now because of this moment join the coalition. jordan is trying to lead. they're talking about ground forces in syria. they desperately need this equipment. i do think actually that the administration is going to be forced into providing it because, as you know from the letter that was sent out from the armed services committee in the senate today that was a bipartisan letter with every member saying he needs this night vision equipment and munitions immediately. so i think there will be a big push from them. even though the administration is still sticking to talking points like we're going after foreign fighters we're going after their finances we're delegitimatizing isis, it's a long battle. i think there will be pressure on the administration in the days and weeks to come. >> charles. >> the disinterest, the lethargy of this president, the latitude with which he pursues this war which he declared himself is simply astonishing. you know he hasn't armed the syrian rebels, the ones who are pro western. they have been withering on the vine.
they're being wiped out. the weapons that the kurds have been desperately needing have not been arriving. jordan, which is our staunchest ally in the area, is short of weaponry, short of munitions and it takes forever for that to get through. it shouldn't even be an issue. a president steps in and says to the state department and defense department i want this done. nixon did an airlift in the middle of the october war, the '73 war in which he airlifted munitions to the middle east overnight. this president is not interested and to go out of area in ukraine. for a year the you crepe januaryukraineians and americans in congress have been asking him to equip them. what is he doing? he seems uninterested. he's grudgingly doing what he has to do because of the beheading of two americans that drove him into this. the idea that jordan the smallest, the most fragile the
most isolated country in the region should be leading this campaign rather than the united states is simply astonishing. and the talk of the 60-member coalition is a joke. i saw on the list belgium. you know, that's really the heart of this coalition. jordan is out there alone and we could suffer a huge setback if it's not helped from the outside, meaning us and the other states in the region. >> the president's nominee to be defense secretary, ash carter, was up on capitol hill today, asked a few different ways different times about this. said that it's difficult. this is a guy who's taking over something that now is the fourth defense secretary in six years. it's not an easy job. >> no. look, in many respects, the republicans and democrats who think he's certainly qualified, he's a very smart guy and would probably do a good job. the problem won't be ash carter. the problem will be obama. this is the obama white house.
we've had bob gates, leon panetta. everybody complains about being cut off from policy making because policy making is centralized in this white house and it's done largely by the president. if you're not going to be listened to as secretary of defense, it doesn't really matter what your input is. he could have a different -- he could have a different prescription for success in the region or for escalating this aspect of the war or for approaching a certain problem a different way, but if the white house is going to deny him any say in this, it really doesn't matter what he says. >> last thing a.b., why isn't there an authorized use of military force already? why isn't congress just saying if you're not going to give us one, we're going to do it. >> this is a good question. i've spoken to democratic senators and republican senators this week about this issue about isis and about this. there is division on the republican side and division on the democratic side. even democrats are acknowledging that there is no leadership on this issue from the white house, but there are not many of them, there's not a critical mass

with conservative answers. on education, on the economy, on energy. which are all unobjectionable. i don't see the fire in the belly. but perhaps, you know, it will come. >> here is he on immigration, obviously a controversial issue in some of the early states. >> we shouldn't be fearful of this. we should say what an incredible opportunity. and so i would hope that that mentality of shifting to an economic issue rather than a political issue will be helpful. and it starts with regaining confidence that the federal government can enforce the border. they need to secure the border. first and foremost. there is no denying that. and that ought to be the highest priority. i don't think the president should use his executive authority where he has gone beyond his constitutional powers. that creates greater doubt as well. >> a.b., will that fly in iowa? >> obviously his greatest liability is his position on
immigration, which is actually sort of been softened in different ways over time. he also obviously has a problem with common core, education standards. but the immigration issue is what talk radio is fired up about now. and is already bashing him over. it's a long way to iowa. he doesn't really know today's republican party. he has to get to know them. saying border security first is the right thing to do. is he trying to open up this argument that he can win the general because he is he going to secure the border but then he has this rational path. it's not popular with the conservative wing of the party. conservatives had a problem with imreform before the border crisis last summer is. and now moderate republicans have a problem with comprehensive immigration reform because they don't trust this president to execute. very tough issue for jeb bush. i agree with charles. i would recommend a little coffee. but i think that it's good that he is trying to be when the details come they
should be plentiful and they should come soon. there is a guy with new ideas. not just ideas that seem moderate but that seem new and seem reformest. >> this is the first big speech. we hadn't really heard from him. this is the reason we are spending this imtoo. there are obviously a ton of candidates out there. if you look at the polls it's all over the place, we have a long way to go, we get it steve, thoughts on this speech. >> on the one hand look at the speech itself and other hand the reporting around a the speech. the speech itself it was a safe solid speech from a guy who isn't accustomed to giving fiery stunt speech speeches or at least hasn't given many lately. apart from the speech is reporting about what the speech was meant to do. in particular ron fournier very good piece at national journal and martin at the "new york times" talking to people around bush this was meant to send a signal he is going to run in a different way. is he going to run a general election campaign to win in the primaries. that he is deliberately trying to position himself as a centrist.
is he not going to be someone who veers to the right to try to win over conservatives. it's an interesting approach to running in a republican primary. i think it will be very hard for him to pull it off. but if this is the first step, you know, as you said it's a long way to go. >> the flavor of the moment? >> i would say lay off the decaf. >> the flavor of the moment is disot walker. great speech in iowa. new face. remember in 2012 he had a new one every week. who knows? for now is the one who is on the rise. we will see how long he can sustain that. >> we have a presidential perspective profile of scott walker this week. as well a special this weekend that will include him and others. that is it for the panel. stay tuned to see a new spin on interit active reporting.
