capitol hill today. some lawmakers are not yet sold, and the polls show the american people are very much against it. we will explain why on both fronts. let's get to it. >> breaking news with "shepard smith reporting" live from the fox news desk. >> shepard: out of nowhere, alive look at the white house where the president is about to speak in a minute now. this was not scheduled. it was not on the agenda, we are expecting to have a white house press briefing from sarah sanders as is often the case around this time in the afternoon. abruptly a short time ago, this was canceled instead, the president himself will speak on an extremely busy and consequential newsday. we are waiting for a reaction to north korea watching yet another ballistic missile. another challenge what is already a make or break day for the president's agenda. president trump is trying to cut deals on two separate fronts. first, fellow republicans on the tax plan. then with democrats on a budget deal. those talks had a major setback over a presidential tweet. let's begin today with the breaking news out of north korea. u.s. official confirms to fox news that the north koreans had testfired another missile. the first and more than two months. we will have the president when he speaks in a minute. here's what we know but how that will work. he will speak live to reporters in the roosevelt room. the white house said, this will not be a live event. the white house will shoot the event, video this event, and then moments later, it will play out to all the television networks, so we can play it uninterrupted to you, and we are expecting a moment from now. one of the wrinkle. the white house pool is in the room as i mentioned, and will have real-time readouts. i have updates as they come in. north korea, let's get to john roberts, is live on the north lawn. what do we know about this? >> this is one of the things the president will be addressing in the roosevelt room. we are told they are holding in the upper press conference now, literally across the hall from the roosevelt room. i will also point out, typically when we have presidential statements in the roosevelt roo room, we do live online, so you can bring it to you live, but i would suspect, the meeting with the congressional leadership will not take place and it is only the republican leadership in the roosevelt room, which means that the big table and there. there's probably no room for the chemist to set up. they'll do some quick remarks, although some of them can last as long as 35 minutes. i have been in those situations in the oval office. i'm sure the president is going to talk about north korea and tax reform. i am sure he'll talk about the democrats. we get to the other two issues. i north korea, let us at the pentagon. what have you learned, jennifer? >> a senior pentagon official told me they can confirm this was an icbm. intercontinental ballistic missile fired by north korea. this is the first confirmation we have had from any u.s. official or from the south koreans themselves or their examining the trajectory, we understand it was an icbm. is the first time that a missile has been fired since september 15th. october was the first month this year that no ballistic missile was fired. this was definitely a significant event, and the fact that it was a icbm, remember, north korea has been working on that reentry vehicle of that longer-range missile, find about 4,000 miles and puts guam and hawaii and other places in its trajectory. this missile, we understand, from japanese officials, landed in the water off of japan's and the economic exclusion zone. that is about 200 plus miles off the coast of japan. we are hearing from u.s. defense officials that it flew for about 50 minutes. that would put it in the icbm category. typically the pentagon is the one to issue statements when it is a intercontinental ballistic missile. if it had been a shorter range missile, we would have expected the statement to come out of the u.s. pacific command in hawaii. >> shepard: the difficult part for the north koreans about icbm is, you can get it up out of the atmosphere, but then reentry, there is an enormous of heat as it comes back into the atmosphere. dealing with that heat without premature explosion or disruption of the missile itself, that is the difficult part. you have any clarity on if the north koreans were able to accomplish that? >> i think we'll have to see. it is unusual that they fired at three in the morning. typically these have been daytime launches, but with every lunch, they are testing a new aspect of the program. what we will have to see from the scientists and from the analysis of the pentagon is whether they have made another step forward, but i think it is slightly unusual for a missile to fly for 50 minutes and then land so close to the water, within the region. typically that missile might have that she would have expected it to have flown further away, but there in the testing phase. the south koreans within 6 minutes of the launch, the south koreans launch their own precision strike to send a message to pyongyang. usually those are shorter range missile strikes with a trajectory that can reach pyongyang to say, hey, you may have just launched, but we can reach you. >> shepard: it could have gone a long way. in the past, they think this missile on an upward trajectory, it could allow to come straight down. the reasons are not clear, if you go into other regions, the world to have a serious problem with it. >> it is true, trill. this is not a lot of wiggle room. over the course of the next couple of days comest before, but you will see is movement towards small businesses that may not come in the form of an absolute tax cut, but other measures as well. with the cbo estimate what they are, there is not a lot of room here. of course, you have people in high tax states complaining about house elimination of the local and state tax deductions, which may cause many people in the middle class to actually pay more taxes in those states. there is a lot of debate dealmaking yet to be done before this thing sees the light of day in the senate. then if it does pass the senate, it has to be reconciled with the house measure and then has to go back to both the house and the senate for a final vote before it gets to the president's desk. it is likely that the house may side with the senate bill more, because they know they have more problems get it passed in the senate than the house. >> shepard: breaking news from the pentagon now. new information on the north korean missile launch. jennifer griffin. >> we have just confirmed with a senior u.s. defense official this intercontinental ballistic missile fired by north korea flute 2800 miles into space. remember, the u.s. space station is fine at about 250 miles outside of the earth's atmosphere. 2800 miles into space, if lou for 50 minutes, but that is why it came so close to japan, not far from the korean peninsula, because it was fine so long ands atmosphere. 2800 miles. this is only the third intercontinental ballistic missile test that the north get a budget deal going. the democrats clearly are not going to be cooperating. mitch mcconnell, senate majority leader said this afternoon he is that she is never gone to a meeting thate president called and does not understand. there's a lot of authority issues to work out. you have to have a budget paired the president wants to do something about the dreamers. he wants his measures on immigration, and he is getting a lot of resistance on the issue of the wall. we will see with this meeting this afternoon goes, but if you're talking to the republicans about this, you will not get to the influence you need, and it is clear that both sides had their heels dug in on a couple of issues. by the way, a little rough calculation on the north korean intercontinental ballistic missile, it was one that was fired back in may of this year that went 1320 miles through the atmosphere into lower parts of outer space. this one went 2800 miles. that could have reached part of the continental united states. this new missile going more than twice that far, shep, that puts it that in the center of the heartland, which is of the urgency here for the white house and pentagon, national scaredy counsel, i think it will dramatically affect what we hear from the president and the next few minutes. >> shepard: that is the reason for the delay i assume. john roberts, thank you very much. really they have a promise that this will be signed into law before she has to cast a final bill on taxes. she is sounding very much like she wants to vote yes. senator corker just voted yes on the budget committee, he still says he is getting progress on this mechanism that would be a fail-safe less the revenues do not come in. that was good news on the tax front. on the budget front, things have blown up. things are up in the air. sort of in a bad phase right now, and we will see if we can put humpty dumpty back together again. >> shepard: to put humpty dumpty back together again, that is the hard part two user analysis. >> what they need to do is get an overall agreement domestic programs and once you do that, you can set a bigger negotiation such as the dreamers in a variety of other issues that are still even trickier to figure out. >> shepard: once you start putting things together with the other side of the hill, there are two major differences in the two plans. one, you do not say, okay, we can resolve. it is much more complicated, is it not? >> if you are talking about taxes, there are some key differences as far as taking care of state and local deductions. on the mike emanuel is live on capitol hill. what are you hearing from you g.o.p. leaders at the stage, mike? >> before, they do not have the votes, they need 50 republican senators to say yes to tax reform. there working to get there. senate majority leader, mitch mcconnell said, they are trying adjust the concerns, to make sure they have 60 members. one bright spot is the budget committee hearing, some members who are maybe not on tax reform voted yes to advance the bill. their ron johnson, who had about whether operations would be rewarded more than small businesses in terms of attacks or for package. well said bob corker, who has had his run-ins with president trump. he had concerns about the debt, and trying to address those concerns. >> shepard: mike emanuel on the hill, thank you for time, 2800 miles into space, that puts every city in the united states including the east coast and the trajectory of this potential north korean intercontinental ballistic missile. this puts the entire mainland of the united states within range of north korea's listed missile program. that is a dramatic change from the past. in perspective of how high 2800 miles is, that is more than ten times higher than where the international space station orbits around the earth. this missile flew quite some time and quite high into the atmosphere. as he said in the past, they are trying to perfect the reentry aspect of the icbm program. we still do not know the position of the missile when it landed in the waters off of japan, but the reentry is going to be the key for them taking the next step forward. i think it is notable that earlier today, the south korean unification minister warns that north korea nuclear program is advancing more quickly than many had thought. he said, experts think north korea will take 2-3 more years but they are developing nuclear capabilities faster than expected, and we cannot rule out the possibility that pyongyang may have the completion of their nuclear program within a year. that is a strong statement from south korea earlier today. the south koreans within 6 minutes of this north korean launch fired their own missiles to send a message to pyongyang, shep. >> shepard: thank you very much, jennifer. michael hanlon, live with us. a lot of developments with north korea. interesting to hear observation. >> hoa, shepard. everything being reported is concerning. it is worth remembering a few things to put this whole thing into context. first of all, if we are in a war with north korea, we are not going to watch them fuel up eight icbm on the launchpad and wonder what may happen to accurately strike a u.s. city. we will try to destroy it before it is even launch. now at best, i think u.s. intelligence understands, north korean long-range missiles are liquid fuels. they have to be located at a launch site and prepare for lunch over a period of an hour during which time we would be watching. at least at war time. generally in peacetime as well. that is not a blanket guarantee that we would preemptively come up but that's an option. we do have systems in alaska and california and reliability, but interceptors and if north korea has a couple of icbm's, we can shoot the thing done there as well. north korea knows this is suicidal if it is the case they succeed. americans should not go home today more anxious about the likelihood of a shot from the blue. you and i are aware this is a dynamic crisis in which the united states is now going to have to think about responding. north korea knew to that. we wonder what their game is. it might be trying to complete this missile program before china really cracks down on economic sanctions or they are trying to keep the pressure on china to say, you do know what command do not squeeze us so hard, because we are half crazy and if you squeeze us too hard, we can do things you do not like in response. try to play the game of perfecting their missile capability but also keeping beijing on edge, tighter and tougher than sanctions get doesn't necessarily make north korea cry uncle. these are the various messages on today's launch. >> shepard: the rhetorical flourishes that are appropriate to what you tell them? >> secretary mattis has been very good, firm and calm. reminding north korea what they hopefully already know, if they shot one of these out as it be the end of their regime. in policy terms, while we try to get china with more economic pressure on north korea, we need a more realistic strategy. north korea is likely to give up its bomb tomorrow. not enough pressure on for that to happen. we need a freeze, it's a very tough freeze, but nonetheless, one that expires to the denuclearization in the long term, not in the first negotiation. otherwise, and north korea will do enough to keep president trump off their backs, so to speak, and more pressure north korea or this thing will keep going and north korea will keep capitol hill today. some lawmakers are not yet sold, and the polls show the american people are very much against it. we will explain why on both fronts. let's get to it. >> breaking news with "shepard smith reporting" live from the fox news desk. >> shepard: out of nowhere, alive look at the white house where the president is about to speak in a minute now. this was not scheduled. it was not on the agenda, we are expecting to have a white house press briefing from sarah sanders as is often the case around this time in the afternoon. abruptly a short time ago, this was canceled instead, the president himself will speak on an extremely busy and consequential newsday. we are waiting for a reaction to north korea watching yet another ballistic missile. another challenge what is already a make or break day for the president's agenda. president trump is trying to cut deals on two separate fronts. first, fellow republicans on the tax plan. then with democrats on a budget deal. those talks had a major setback over a presidential tweet. let's begin today with the breaking news out of north korea. u.s. official confirms to fox news that the north koreans had testfired another missile. the first and more than two months. we will have the president when he speaks in a minute. here's what we know but how that will work. he will speak live to reporters in the roosevelt room. the white house said, this will not be a live event. the white house will shoot the event, video this event, and then moments later, it will play out to all the television networks, so we can play it uninterrupted to you, and we are expecting a moment from now. one of the wrinkle. the white house pool is in the room as i mentioned, and will have real-time readouts. i have updates as they come in. north korea, let's get to john roberts, is live on the north lawn. what do we know about this? >> this is one of the things the president will be addressing in the roosevelt room. we are told they are holding in the upper press conference now, literally across the hall from the roosevelt room. i will also point out, typically when we have presidential statements in the roosevelt roo room, we do live online, so you can bring it to you live, but i would suspect, the meeting with the congressional leadership will not take place and it is only the republican leadership in the roosevelt room, which means that the big table and there. there's probably no room for the chemist to set up. they'll do some quick remarks, although some of them can last as long as 35 minutes. i have been in those situations in the oval office. i'm sure the president is going to talk about north korea and tax reform. i am sure he'll talk about the democrats. we get to the other two issues. i north korea, let us at the pentagon. what have you learned, jennifer? >> a senior pentagon official told me they can confirm this was an icbm. intercontinental ballistic missile fired by north korea. this is the first confirmation we have had from any u.s. official or from the south koreans themselves or their examining the trajectory, we understand it was an icbm. is the first time that a missile has been fired since september 15th. october was the first month this year that no ballistic missile was fired. this was definitely a significant event, and the fact that it was a icbm, remember, north korea has been working on that reentry vehicle of that longer-range missile, find about 4,000 miles and puts guam and hawaii and other places in its trajectory. this missile, we understand, from japanese officials, landed in the water off of japan's and the economic exclusion zone. that is about 200 plus miles off the coast of japan. we are hearing from u.s. defense officials that it flew for about 50 minutes. that would put it in the icbm category. typically the pentagon is the one to issue statements when it is a intercontinental ballistic missile. if it had been a shorter range missile, we would have expected the statement to come out of the u.s. pacific command in hawaii. >> shepard: the difficult part for the north koreans about icbm is, you can get it up out of the atmosphere, but then reentry, there is an enormous of heat as it comes back into the atmosphere. dealing with that heat without premature explosion or disruption of the missile itself, that is the difficult part. you have any clarity on if the north koreans were able to accomplish that? >> i think we'll have to see. it is unusual that they fired at three in the morning. typically these have been daytime launches, but with every lunch, they are testing a new aspect of the program. what we will have to see from the scientists and from the analysis of the pentagon is whether they have made another step forward, but i think it is slightly unusual for a missile to fly for 50 minutes and then land so close to the water, within the region. typically that missile might have that she would have expected it to have flown further away, but there in the testing phase. the south koreans within 6 minutes of the launch, the south koreans launch their own precision strike to send a message to pyongyang. usually those are shorter range missile strikes with a trajectory that can reach pyongyang to say, hey, you may have just launched, but we can reach you. >> shepard: it could have gone a long way. in the past, they think this missile on an upward trajectory, it could allow to come straight down. the reasons are not clear, if you go into other regions, the world to have a serious problem with it. >> it is true, but mighty close to the shores of japan for it to fall into the economic exclusion zone. that is certainly worrisome, and we saw the statement from the japanese prime minister's office in the middle of the night that suggests this was very close. >> shepard: standby at the pentagon. john roberts at the white house. they are still state sponsors of terrorism accordance president trump for people see that number above 30%. ron johnson and people like daines are saying, you have to have more for small businesses here in order to do that coming you may bust through the senate budget cap of $1.5 trill. this is not a lot of wiggle room. over the course of the next couple of days comest before, but you will see is movement towards small businesses that may not come in the form of an absolute tax cut, but other measures as well. with the cbo estimate what they are, there is not a lot of room here. of course, you have people in high tax states complaining about house elimination of the local and state tax deductions, which may cause many people in the middle class to actually pay more taxes in those states. there is a lot of debate dealmaking yet to be done before this thing sees the light of day in the senate. then if it does pass the senate, it has to be reconciled with the house measure and then has to go back to both the house and the senate for a final vote before it gets to the president's desk. it is likely that the house may side with the senate bill more, because they know they have more problems get it passed in the senate than the house. >> shepard: breaking news from the pentagon now. new information on the north korean missile launch. jennifer griffin. >> we have just confirmed with a senior u.s. defense official this intercontinental ballistic missile fired by north korea flute 2800 miles into space. remember, the u.s. space station is fine at about 250 miles outside of the earth's atmosphere. 2800 miles into space, if lou for 50 minutes, but that is why it came so close to japan, not far from the korean peninsula, because it was fine so long ands atmosphere. 2800 miles. this is only the third intercontinental ballistic missile test that the north koreans had ever carried out. two were carried out in july. that test in september flew over japan, but it was not a icbm. this is certainly a game changing moment in terms of the ballistic missile with kim jong-un or try to pacify things and let it come down? >> look at a missile test with north korea and wanted to lead fairly close to its homeland. if you were to take that 2800-mile trajectory and put it into a typical intercontinental ballistic missile trajectory, it could go a lot further. potentially hit the middle part or even the east coast of the united states. i'm not exactly sure with the mathis. 2800 miles if memory serves me correctly is higher than the last intercontinental ballistic missile test. there are people that i've talked to believe there are only a couple of development of steps away to hit the u.s. with it warhead. you talk about the high heat, eva talked about the lunches of the space shuttle and the apollo program and the omission from nasa, incredible reentry. if north korea has developed a weapon that could be put on top of a intercontinental ballistic missile they had the reentry vehicle to send it back into the atmosphere, then that means we are in a step that is very close to the go, no-go in a u.s. response will be. for this missile to go high into space as it did, it could put that again into a traditional icbm trajectory. that missile could go an awfully long way, and that may be the reason that we are seeing here for the delay in the president's remarks, he may be coming up with some new statement based on this latest assignment instance. you can do this if moving forward as a measure is why 60 votes for the units in it, that's a rule. republicans only have 52 seats compared even if they get all the republicans and they are not close, and some democrats say they will not support a spending plan that does not protect the dreamers, thousands of immigrants that brought them to united states without documents. the president ended the program that gave them temporary legal status and he gave congress until the month of march to come up with a permanent fix. some g.o.p. lawmakers say, they do not want to include the with them in terms of what to do about the dreamers and budget resolution, continuing resolution, but now it is short strokes in terms of that resolution going to run out very soon and they have to get a budget deal going. the democrats clearly are not going to be cooperating. mitch mcconnell, senate majority leader said this afternoon he is that she is never gone to a meeting thate president called and does not understand. there's a lot of authority issues to work out. you have to have a budget paired the president wants to do something about the dreamers. he wants his measures on immigration, and he is getting a lot of resistance on the issue of the wall. we will see with this meeting this afternoon goes, but if you're talking to the republicans about this, you will not get to the influence you need, and it is clear that both sides had their heels dug in on a couple of issues. by the way, a little rough calculation on the north korean intercontinental ballistic missile, it was one that was fired back in may of this year that went 1320 miles through the atmosphere into lower parts of outer space. this one went 2800 miles. that could have reached part of the continental united states. this new missile going more than twice that far, shep, that puts it that in the center of the heartland, which is of the urgency here for the white house and pentagon, national scaredy counsel, i think it will dramatically affect what we hear from the president and the next few minutes. >> shepard: that is the reason for the delay i assume. john roberts, thank you very much. really pretty well for president trump on this tax bill. he made progress during the lunch with a key moderate susan collins. things seem to be going better with bob corker for instance, susan collins told reporters after lunch, she had asked to get these cost sharing payments done, because if you get rid of the individual mandate the health insurance market, she's gone and okay on that. trixie said they have a promise that this will be signed into law before she has to cast a final bill on taxes. she is sounding very much like she wants to vote yes. senator corker just voted yes on the budget committee, he still says he is getting progress on this mechanism that would be a fail-safe less the revenues do not come in. that was good news on the tax front. on the budget front, things have blown up. things are up in the air. sort of in a bad phase right now, and we will see if we can put humpty dumpty back together again. >> shepard: to put humpty dumpty back together again, that is the entire mainland of the united states within range of north korea's listed missile program. that is a dramatic change from the past. in perspective of how high 2800 miles is, that is more than ten times higher than where the international space station orbits around the earth. this missile flew quite some time and quite high into the atmosphere. as he said in the past, they are trying to perfect the reentry aspect of the icbm program. we still do not know the position of the missile when it landed in the waters off of japan, but the reentry is going to be the key for them taking the next step forward. i think it is notable that earlier today, the south korean unification minister warns that north korea nuclear program is advancing more quickly than many had thought. he said, experts think north korea will take 2-3 more years but they are developing nuclear capabilities faster than expected, and we cannot rule out the possibility that pyongyang may have the completion of their nuclear program within a year. that is a strong statement from south korea earlier today. the south koreans within 6 minutes of this north korean launch fired their own missiles to send a message to pyongyang, shep. >> shepard: thank you very much, jennifer. michael hanlon, live with us. a lot of developments with north korea. interesting to hear observation. >> hoa, shepard. everything being reported is concerning. it is worth remembering a few things to put this whole thing into context. first of all, if we are in a war with north korea, we are not going to watch them fuel up eight icbm on the launchpad and wonder what may happen to accurately strike a u.s. city. we will try to destroy it before it is even launch. now at best, i think u.s. intelligence understands, north korean long-range missiles are liquid fuels. they have to be located at a launch site and prepare for lunch over a period of an hour during which time we would be watching. at least at war time. generally in peacetime as well. that is not a blanket guarantee that we would preemptively come up but that's an option. we do have systems in alaska and california and reliability, but interceptors and if north korea has a couple of icbm's, we can shoot the thing done there as well. north korea knows this is suicidal if it is the case they succeed. americans should not go home today more anxious about the likelihood of a shot from the blue. you and i are aware this is a dynamic crisis in which the united states is now going to have to think about responding. north korea knew to that. we wonder what their game is. it might be trying to complete this missile program before china really cracks down on economic sanctions or they are trying to keep the pressure on china to say, you do know what command do not squeeze us so hard, because we are half crazy and if you squeeze us too hard, we can do things you do not like in response. try to play the game of perfecting their missile capability but also keeping beijing on edge, tighter and tougher than sanctions get doesn't necessarily make north korea cry uncle. these are the various messages on today's launch. >> shepard: the
