Her name popping in social media as she was gunned down near the wendys where Rayshard Brooks was killed by police. The citys mayor is warning enough is enough. It all happened during a heartrending News Conference with her mom. You cant blame this on a police officer. You cant say that this is about criminal justice reform. We didnt mean no harm. Maybe we didnt mean no harm. Harris meanwhile, President Trump tweeted the federal government is ready to step in if chicago and new york request help. Love for us in new york with this part of the story, aisha . Harris come here in new york city, mayor de blasio said in the last two hours that the violence is directly related to the after effects of coronavirus while Police Leaders are saying and complaining about bail reform laws now. On sunday alone, 40 were shot in 30 shootings across the city. 44 total shootings over the Holiday Weekend with 11 dead. On sunday, a police car struck by gunfire in the bronx. Officers were sitting inside. One was injured. Heres the ny pd chief on what he thinks the problem is. Is a combination of things. Bail reform, covid releases from prison, court shut down, which has rankings that half of where they were last year for the population. Ive said this before, the animosity toward police out there is tremendous. Even more alarming numbers coming out of chicago where 87 people were shot between thursday evening and sunday night, 17 died, including two children, a 14yearold boy and a 7yearold girl. That girl playing outside her grandmothers home, struck by a bullet in the head when three people started shooting. Police say it was a result of gang violence. In the News Conference this morning, chicago pd hitting on bail reform over and over again. These babies are being killed every weekend. Cops are putting thousands and thousands and thousands of gun possessors in jail only to be let out again, where witnesses say, im afraid for my life. These people dont have any consequences. Harris, as you mentioned, tragedy in atlanta. Four people killed, 22 injured in six shootings over the weekend, according to local reports. Among them that 8yearold girl shot and killed on the fourth of july near a protest site. Back here in new york city we are expecting to hear from police as a News Conference is scheduled in the next 30 minutes. Harris . Harris thank you very much, i shall. The New York Post today is summing it up with a dramatic cover, shot to hell. Noting at the time of eight people were dead, but that number obviously continued to rise. I want to bring a now former new York City Police detective pat brosnan. Pat, you and i have covered a lot of breaking stories. This one now not just happening in new york but other major cities. What is driving this and how do we stop it . Its unbelievable, harris. We have in fact discussed a lot of matters, but this is terrifying, actually. Its only one element of what the longfeared perfect storm is. Terry mann and touch on some of it. His prosecutorial indifference. It is a desiccated nypd. Not diminished, desecrated. It is a leadership that vilifies law enforcement, its inmates released from prison, the jails are empty, and on top of it all, the icing on the cake, call city from the nypd. Overnight, 1. 5 billion vanished from their operational budget. That is a kneejerk response. This requires, this demands pragmatic intelligent measured review of operational needs, capabilities and services, period. Everything else is madness and we sought over the weekend. Harris because i know you know the budget so well, and where monies go, what kind of a punch to the gut does to the nypd . Is north of 35,000 members of that police department. Do you lose some of them . What happens, pat . Well, hiring has come to a screeching halt. Like the roadrunner. That stopped. Promotions, transfers, other very serious elements and further moraleshattering aspects of the 1. 5 billion will certainly compound and make a bad situation worse. When he bowled it onto the very illconceived program to defund and actually eliminate 600 anticrime officers 15 days ago, the officers, the men and women who actually remove the guns from the streets, is really enormously illconceived. In totality, we saw this weekend, it reaped what it sowed. 48 shot, four stabbed, told dead. Its mindblowing. Its as bad as ive ever seen it, and i was there in the 80s and 90s in the south bronx. I was there for the opening day of crack. I was there when there was all the murders under mayor dinkins reign, which, by the way, in hindsight, was excellent. All he really had was the Korean Grocery strike as well as crown heights. This is systemic. Harris i know youre being facetious. Unbelievable bad. Harris i know youre being facetious, there was a horrible time. But what you are saying is the layering we have now. The former nypd commissioner, ray kelly, put it this way about defining the police. I will get your reaction on the flip side. De blasio, since hes been mayor, in terms of the most recent actions, his socalled billiondollar funding efforts in the department, that is kind of kabuki financing. Even so, it shows you where his head is at. Harris pat, what is your reaction . Mr. Kelly a spot on. Theres two aspects in my view. There is operational side, other than any defunding that is traditional and well thought out and pragmatic is inherently dangerous and reckless. It is also a human side. The human side is what this defunding of the police does to a desecrated department. It is a body blow to the nypds morale. There is really two things going on. Its the operational and the human side. Very bad. Harris i believe the last time you and i spoke i was just coming off a police town hall. I covered the suicide rate that was popping in the nypd. Remember just last summer we were talking about the buckets of water and objects thrown at police who were sometimes responding, down in philly to a hostage situation, they were being pelted from behind as they created a barrier between the hostage takers and the citizenry in the streets. This has kind of been a perfect storm. The summer that we just saw previously, of all the problems were having across across the country, with a strained relationship between officers and the citizenry. Now we see video after video. You mentioned Terry Monahan there. There is a cultural and racial mix more so as week move across the country in some areas. You cant say this is about race, its about power, too. I want to talk about getting those people out, who everybody calls the bad apple. Not my favorite phrase. How do we do that . Ironically, harris, i recall with clarity our discussions on the water being thrown on officers. Which, by the way, everything being relative, looks like the good old days. When only water was thrown on the officers. It was the beginning. Its important to note it. Its a very cogent timeline. It picks up some speed on january 1st with an enormously illconceived elimination act, baylor form. Covid stumbled along on the 13t. Added some fuel to the fire. The bad guys knew enough to hunker down even then. They were opportunists. You have the incredibly indefensible, horrible killing of george floyd, and what that did was really it through fuel on a simmering fire to the extes amplified. Right on the heels of that, you have defunding, dismantling of the anticrime troops, and you have 800 Police Vehicles torched, 500 officers injured during the riots in new york. It is really astonishing. Harris you need somebody to jump in and start to negotiate something on behalf of everybody so we can pull together. Always great to talk to you, go deeper into these issues. Appreciate your time. My pleasure, harris. Thank you. Harris we are awaiting Kayleigh Mcenany, the press secretary, to step up for the White House Press briefing. We will go there live. And reports that susan rice is seeing her stock rise as a Vice President ial candidate for joe biden. So, hands in the air. He was going to ask her about benghazi . If we act smartly and we know what to do to prevent that, if we do those things, yeah, i think we can avoid it. If we dont and kind of let this go the way we are going, i think 100,000 is entirely possible and thats what we have to avoid. Harris a dire warning coming from one of the nations top experts on infectious disease. 14 states reporting new highs in the coronavirus case averages over the past week, and in hardhit texas, several cities they are worried they could run out of hospital beds in less than two weeks. President trump, over the weekend, appeared to downplay the virus. Watch. Now we have tested almost 40 million people. By so doing, we show cases, 99 of which are totally harmless. Results that no other country can show, because no other country is testing like we are. Harris when pressed about ththe president s claimed that 9 of covid19 cases are totally harmless, the head of the fda refused to back that up. Jonathan serrie has more in atlanta come home to the cdc, of course. High there, harris. Let me give you the good and the bad, s university, and what we found is that over the past month, the sevenday average showed an increase of 140 over last month, while deaths decreased 39 during that same time period. What does this mean . Experts say much of this is because fatalities can lag more than a week after hospitalizations, but also patients getting infected in the second wave tend to be younger and doctors are improving their ability to care for hospitalized patients. Florida set a record for new cases, 11,458 over the fourth of july holiday. The city of miami beach closed its beaches to discourage crowds over the Holiday Weekend. Texas, which closed bars as a precaution, reported its highest single day increase on july 4th. 8,258 new cases in a single day. And new york city, once the epicenter of the outbreak, is trying to maintain its downward trend in case counts by keeping restaurant dining rooms closed even as it enters its phase three reopening today. We got so much data from around the country, indicating Indoor Dining unfortunately became a real nexus for infection. In a way that other types of Economic Activity werent. Over the weekend, the World Health Organization announced it will discontinue Clinical Trials of the drug hydroxychloroquine and lopinavir as potential treatments for covid19 in hospitalized patients. The w. H. O. Says interim results of the studies showed little if any impact on mortality, but did raise some safety issues. Harris, back to you. Harris jonathan serrie, thank you very much. Nbc news is reporting the white house plans to adopt a new message on the pandemic in the coming weeks. Summing it up as we need to live with it. For my next guest, and excited to welcome former arkansas governor and Fox News Contributor mike huckabee. Ive been on vacation and id like to start things out with you. Good to see you. Its always great to be here, thank you thank you. Harris sure. When the president speaks about the medical information with regard to covid19, how much do you think that impacts what people do in terms of how they react or how they protect themselves and their own lives . Well, i think that ab it was a poor choice of words when he said totally harmless. People who have had covid will tell you it was anything but harmless, especially those that were hospitalized. I think the good news, as Jonathan Serries report pointed out, the death rate is down significantly. That is a good piece of news. It is affecting more younger people, mainly because i think they are living a little more recklessly than some of us older birds who are still being pretty darn careful out of necessity. I do believe that there is a sense in which people a combination of just not wanting to be locked down anymore, and secondly, feeling that they dont know who to trust. Because the very people who are telling them they must wear a mask now are the ones in early march and april who said, dont wear a mask, its very dangerous. That was hurtful. For all the people who say the president shouldnt say its harmless, i would also say those Health People really messed up by giving mixed messages early on and then later completely reversing course. Harris yeah, i dont member anybody saying the masks were dangerous, but i remember anthony fauci, dr. Fauci, saying they didnt have enough masks for medical professionals and the rest of us didnt need them like the people on the front lines. Now they are saying Everybody Needs them. I understand what youre saying. Hillary clinton, for some reason, is involved in things. She seems to think your opinion matters and all of this and is comparing herself to the current president. Lets watch and i will get your reaction. We sure could have done a better job saving lives. Modeling better, more responsible behavior. I dont think we necessarily could have or should have had a deep economic assault on livelihoods and jobs as we have. I feel like i know i would have done a better job. Harris governor huckabee . Thats like me saying i would have done a better job quarterbacking the super bowl if i had been there, but i wasnt there. And the truth is, the only way that i think she can say that is that she is delusional still in thinking she really won the election. Im glad she wasnt the one managing the crisis. She wouldnt have shut down tribal from china coming in. We would have lost a lot more americans. Im sure she would have taken some of the steps the president took. Painful steps to really arrest this, as the first wave, to flatten the curve. She is desperate to be heard and seen, and i think even democrats are kind of saying, hillary, you had your moment, its over. Its joe bidens turn. Lets let him do the talking. And i hope he does. The more he talks, the better it is for the president. Harris i know you like to see him emerge, as you say come from the basement. Real quickly, i want to get your take on the president having more events, this upcoming one in new hampshire, the talk about as we go into election season, with covid19 heating up in some areas. Look, i get the protests. I know, i saw those millions of people and i questioned it at the time. It felt like sometimes i was a lone voice asking, are they going to wear masks . Where is your take on where the president goes from here . I think hes got to be careful. If his rallies become a point of outbreak, then its going to look really reckless. Maybe this is a great opportunity to show that social distancing, maskwearing, being considerate of others, is not a bad idea. Not because we have to, but because we choose to. Harris, thats what i think maybe the messages. We are not going to do some things because the government tells us we must. We do it because we are respectful of other people, we dont want to get it, but we dont want to give it, either. Some of the things i am choosing to do, its because i just want to be respectful of other people and i dont want them thinking that i might be transmitting it to them. I want to be a Good Neighbor and a good citizen. I hope his rallies reflect that. Otherwise i think he is in for a lot of criticism, and he doesnt need it now. He needs to focus on the job he has done, which is a good one, and make sure the American People realize what is at stake in this election. Harris governor huckabee, great to have you on the program always. Thank you for those words. Ill see you soon. Thank you. Welcome back. Harris thank you well, we are moments away from the White House Press secretary giving us a briefing. Kayleigh mcenany set to take questions with reporters. Will bring you that live as it happens. Stay close. And susan rices stock reportedly rising in the joe biden veep pick. But there could be a setback. Her past comments about benghazi attacks, how they could make her a risky choice. The best assessment we have today is that, in fact, this was not a preplanned, premeditated attack. It was a spontaneous reaction to what had just transpired in cairo. Harris as promised, the White House Press briefing is set to begin at any moment, and we will take you here lives. We will listen in for just a second to make sure that we have good audio from that podium, as soon as Kayleigh Mcenany steps up there. A couple things have happened, as you know, and the last 48 well, two days to four days. That was a very bloodsheddriven weekend in american cities. Heartbreaking situation with so many children wrapped up in those shootings, as well, as victims. At least five, we know, have died. This will be the first formal White House PressBriefing Since the violence. The president in a tweet offering his help, should those cities requested. He is ready, he says, to step in and do what is necessary. Looking to just quell the violence but also make people feel more safe in their communities, outside the wendys restaurant where Rayshard Brooks was shot and killed by police, a child was killed there as her mom was trying to walk around or rather drive around the barriers that were set up by people who were protesting and getting rowdy outside that wendys. That child ended up dying. Kayleigh mcenany now at the white house. Secretary mcenany on our history, and seek to advance policies that lift up all americans. The president outlined a vision for the future. The president outlined a vision for a stronger and safer communities. President trump said, after all, what do we want . A strong military, great education, low taxes, law order. He went on to say we want safety, we want equal justice, we want religious liberty, want living in the great and happy communities and safe communities. We want great jobs and we want to be respected by the rest of the world, not taken advantage of by the rest of the world. He went on to say we should all want the same thing. How can it be any different than those things . This message is now more important and more timely than ever. Radical leftwing mobs seek to tear down our monuments and our memorials. Everyone from George Washington to Abraham Lincoln to Frederick Douglass and even gandhi. Misguided movements such as defund the police seek to leave our communities more vulnerable than ever. Case in point, this weekend alone. In new york there were 44 shootings with 11 killed, and chicago 75 people were shot with 13 killed, and, tragically, at least five of these individuals were children who were killed in cities across the country, and absolutely devastating loss. We grieve for those families. Crimes such as this are dark and divisive. This july 4th, the president said, our movement is based on lifting all citizens to reach their fullest godgiven potential. Never forget, we are one family and one nation. We will teach our children to cherish and adore their country, so they can build its future. The this vision is not a culture war as the media seeks to falsely proclaim. Its an embrace of our american family, our values, our freedom, and our future. With that, i will take questio questions. Reporter i have a couple questions. The first one, why is the president so supportive of flying the Confederate Flag . Secretary mcenany i think you are referring to a tweet this morning, is that right . I think you are mischaracterizing the tweet. It was aimed at pointing out that the fbi report of the alleged hate crime at nascar concluded that the garage door poll, which had been there since last fall, was obviously not targeted at a specific individual. In fact, it was there since last fall. Long before these 43 teams arrived. It was concluded by the fbi that this was not an intentional racist acts. For clarity, and asking about the Confederate Flags. My question is why the president is so supportive of flying the Confederate Flag. Secretary mcenany he never said that. You taking it out of context. Report back at the present said they saw bad ratings because they took down the Confederate Flag. Does he believe nascar should fly the Confederate Flag meg why dont they flight here . Secretary mcenany the whole point of the tweet, the incident, the alleged hate crime, that in fact is not a hate crime. At the very end, the ban on the flag was mentioned the broader context, the fact that he rejects this notion that somehow nascar men and women who go to the sporting events are racist when in fact, as it turns out, what we saw with the fbi report and the alleged incident of hate crime, it was a complete indictment of the medias rush to judgment once again, calling this a hate crime when the fbi completist missed it. Reporter let me ask you about some of the president s comments this weekend. He said that 99 of coronavirus cases are totally harmless. Which members of the White House Coronavirus task force agree with that statement . Secretary mcenany with the president was pointing out to and im glad he brought that up was the factual statement, one that is rooted in science. The fact that mortality in this country is very low. I have charts i will pull up to illustrate that. The first chart is the case fatality rate in the United States. As you can see, the mortality rate has gone like this. The case fatality rate. Also, in the second chart, hopefully they have it behind me. But this fatality rate in this country, visavis other European Countries, is much lower then lets say france and italy. What that speaks to is the great work of this administration with therapeutics like remdesivir and dexamethasone for thats what it was pointing out. Reporter just a final question. If you dont die, is it not harmless . Secretary mcenany he was noting the fact the vast majority of americans who contract coronavirus will come out on the other side of this. He takes this very seriously. Of course, no one wants to see anyone in this country contract covid, which is why the administration has fought hard to make sure thats not the case with our historic response efforts. Reporter to follow up on peters question, what is the president s position . Does he think nascar made a mistake by banning the Confederate Flag . Secretary mcenany i spoke to him this morning about this and he said he was not making a judgment one way or the other. The intent of the tweet was to stand up for the men and women of nascar, the fans and those who have gone. Its a rush of judgment to the media to call somethin a hate cn the fbi concluded this was not an intentional racist act. It very much mirrors other times where theres been a rush to judgment, stay with the covington boys are with jussie smollett. Report back lets drill down on the Confederate Flag. Does he think it was a mistake to bandage . Secretary mcenany you are focusing on one word at the very bottom of the tweet. That is completely taking it out of context and neglecting the complete rush to judgment. Reporter didnt he say ratings are down because they banned the flag . Thats what he said. Secretary mcenany he was noting the fact that an aggregate, this notion that nascar men and women, being demeaned and called racist and being accused in some venues of committing a hate crime against an individual, those allegations were just dead wrong. Reporter does he think they should not take a flag to trump rallies, considering banning the flag from trump rallies . Secretary mcenany off like that are not official Campaign Gear are banned. Secretary mcenany why is it the responsibility to apologize for news he never reported any never even saw . It was nascar that found this, that reported that it wasnt a specific crime against mr. Wallace. Wide dog where the even suggest a mr. At apollo site secretary mcenany he believes it goes a long way, if bubba came out and acknowledge that, as well. Reporter he has. Why secretary mcenany one of the things this is where the president comes from. This is where the president stands. He actually hinted at this and has july 4th speech. To those in the media who falsely and consistently label their opponents as racist, who condemn patriotic citizens, who offer clear and truthful defense of american unity, we want a clear defense of american unity. When you level false charges, you not only slander me, you slander the American People. Reporter secretary mcenany in the bubble wallace case, the Covington Catholic boys, we should be so quick to jump onto those narratives. Those are examples of reporter he thinks he should apologize for an investigation where he was the victim of a crime . Reporter the governor of south dakota flew back on air force one after having contact with somebody who had tested positive for the virus. Why was not allowed to happen . Did she have contact with the president on the trip back, and has the president continued to test negative since that interaction . Secretary mcenany yes, the president has tested constantly, has tested negative, and those around him are tested, as well. Reporter but the original question is, why was she allowed to fly back on air force one with the president when it was known that she had had contact with so many who had tested positive for the virus . Secretary mcenany i have to refer you to secret service on that. They take the president s health very seriously. They would never put him in a situation that would put him in harms way. Reporter on executive orders, the president has set a presentation on those this year. As a candidate, he had been critical of president obamas use of executive orders. But he seems to have really stepped up the pace on these, and i wanted to ask, what is the strategy behind issuing more than one a week so far this year . I know hes getting ready to issue more in the coming weeks. Secretary mcenany he will use the powers and his executive toolkit to further the agenda of the American People. That is his intent to these executive orders. I would just note that, with regard to the dock a decision, the Supreme Court had suggested he has pretty wide discretion t. Reporter with regard to the record about the 99 being harmless, does the president worry at all that by downplaying the severity of the virus that it will lead americans to be less careful . Secretary mcenany the president is noting that, at the height of this pandemic, we are at 2500 deaths per day. We are now at a place where, on july 4th, there were 254. Thats a tenfold decrease in mortality on july 5th. 209 individuals, down 23 from last sunday, and the lowest since march 28th. The president has made clear we grieve when just one life is lost, but he wants to note the progress that weve made in treating this very serious virus. We have therapeutics like convalescent plasma, remdesivir, dexamethasone, convalescent plasma in particular was spearheaded by the said administration. He has pulled down bureaucracy and allowed us to get to a place where we can have this declining mortality rate. Reporter just a follow up on that nascar thing, we were saying that we were taking the tweet out of context, but this is what he tweeted. He said, has bubble wallace apologized all those great nascar drivers and professionals who came to his aid, stood by his side, and are willing to sacrifice everything for him only to find out the whole thing was just another hoax . That and flags have causes the lowest rate was over. Secretary mcenany i have explained to you i guess it was a failed attempt at i will try again. In aggregate, the rest judgment to immediately save his hair crime as happened in this case, as happened with jussie smollett, as happened with the Covington Catholic boy. That made it seem like nascar many women were racist individuals who were roaming around and engaging in a crime. , why should mr. Wallace have to apologize for that when his whole team and all of these colleagues came around him to show support . Secretary mcenany thats the best of america coming around and supporting bubble wallace like they shouldve done. It shows how living nascar fans are in the fellow drivers. I think its important that we point out the fact that there was no hate crime, the fbi concluded that. President trump was merely saying that mr. Wallace should agree with that consensus. Yes, mario . Reporter he saying he should apologize for thats what we are trying to ask you. Why should he have to apologize about that . Secretary mcenany im not going to answer question six times. Mario . Reported back you havent answered it. Secretary mcenany mario, go ahead. Reporter on the confederate part, why was the president not praising nascar for removing the fur down my Confederate Flag connect particularly given the history, the symbol it has for africanamericans, and also what it represents in terms of just the treasonous acts and the insurrection against the republ . Why would he not praise them for taking it down, even if it is ratings . Secretary mcenany the president takes great offense when americans have kneejerk reactions summed up as racist. In aggregate, the picture being painted here in this instance seems to be that there was that suggestion they are. In fact, what we are seeing across this nation is a vast cancel culture where we are going to tear down our monuments, tear down gandhi, we are going to tear down George Washington, we are going to tear down lincoln. Its really quite appalling what we see happening across the country. The president wants no part in cancel culture. He wants no part in the tearing down and defacing of Matthias Baldwin, an abolitionist. Philadelphias civil war soldiers, John Greenleaf whittier vandalized, and abolitionist. He wants no part in this. He stands against the demonization of americans and he stands friendly on the size of preserving our history. I said from the very top of this briefing, he is not giving an opinion one way on th or the otn that. Reporter what exactly does the presidency is positive for uniting about the Confederate Flag . Why does he decide to tweet about it . Secretary mcenany the president never use those words paid those of the words of the reporter, not the president of the United States. Reporter the president argued on friday and again on saturday that many of the problems the country faces stem from extreme indoctrination and bias in the education system. If thats the case, is he working with secretary devos to address what he sees as a major problem . What steps is he taking . Could you give us an example . Secretary mcenany i would have to inquire about specific steps hes taken. Am not aware of his conversations with secretary devos but i will certainly follow up. Look, weve got a real problem in this country. When you have rioters, ive listed off some of the examples of abolitionists, there seems to be zero understanding of history when youre defacing the statue of Matthias Baldwin and John Whittier and ulysses s. Grant. There seems to be a lack of understanding at historical knowledge when the armenian memorial, remembering victims of all crimes against humanity, including slavery, is vandalized. They seems to be a lack of understanding of history when the First Responders culture is damaged, when the polish were heroes, the lincoln memorial, the world war ii memorial, and absolutely the 54th regiment washington memorial with that africanamerican soldier who fought valiantly in the civil war, that was damaged in boston. We need to have a better historical understanding. I now follow up with you about the specific conversations. Reporter i have questions on masks. The president has equivocated on the issue of masks, and we know a number of republicans are starting to say that its the single most important thing americans can do to protect each other. What is the president s message to americans and hear those messages and say that they simply dont want to wear a mask . What is the present think of that . Secretary mcenany the president was very clear last week that, if you were in a situation where he wasnt tested and he was in close proximity and unable to social distance, that he would wear a mask. He has made that clear on his rally this weekend in new hampshire. Masks are not only handed out but they are recommended. Reporter first off, a point of fact, Bubba Wallace did not make any kind of false report. I am wondering, in general, why the president thinks that issue is worth his time and focus right now in the midst of a deadly pandemic. Also, you said he has no opinion on the Confederate Flag. Why cant this white house unambiguously say whether or not it supports displays of the Confederate Flag . Its a much more part of this question then gandhi. Secretary mcenany i said his tweet was not to indicate approval or disapproval of that particular policy at nascar. It was in aggregate to stand against the rush to judgment, to call something a hate crime before the facts were out, when clearly the media was wrong about this. When clearly i never said that. Perhaps one of the reporter said that but i certainly did not. He believes that the truth matters and that the truth was the fbi did a thorough investigation and what was concluded is that there was no hate crime and we should all be grateful that nascar fans came together in a great display of american unity around mr. Wallace, but we should also be equally unequivocal about the truth of the situation here, and that most americans are great, hardworking people. Reporter why is that worth his time and focus during the pandemic . Secretary mcenany he can focus on two things at once. Something we are all capable of doing. Reporter are we capable of focusing on the Confederate Flag . Secretary mcenany the president has made it clear he wont take a position one way or the other on that. Reporter why not . Reporter does the president support the Football Team here in washington considering changing the name . Secretary mcenany i havent spoken to the president on that. Reporter another question, who came up with the list of historical figures the president wants honored in this garden of statues that he who came up with a list of people . Secretary mcenany i dont know who exactly came up with that list. I can ask about it. Its a pretty extra ordinary list of people. I think we can all agree on the fact that Great American heroes are people like Harriet Tubman and Frederick Douglass, and booker t. Washington, Martin Luther king jr. These are incredible men and women in our history. Susan b. Anthony and billy graham. I think we can all pretty much widely acknowledged that these are american heroes. Reporter the president signed the pay role Protection Program over the weekend. Why does what does the president thinkths still there after august 8th . What should be there to help Small Businesses . Secretary mcenany i dont have any updates on phase four. Ive mentioned that payroll tax is something of great interest to the president because it would help low and middle income americans most. Ppp funding, theyve done and asked her near job with that. Small businesses across the country have gotten it, they have kept people on payroll, so hes very pleased with the progress thats been made there. The continuing functioning of the ppp. Reporter would he veto a bill that did not have the payroll tax relief and it . Secretary mcenany i dont want to set parameters or conditions. Thats up to the president when the bill arrives on his desk. Yes . Reporter President Trump wants to reopen the country. What would be the criteria to cancel the travel ban . Because we know for European Countries where the situation is under control, and that theres no bans on hot spots like russia, india, or mexico, for example. What is the criteria . Secretary mcenany i dont have specific criteria to give you. I would have to refer you to the state department and secretary pompeo, his remarks on the topic during his last press conference, thats where we currently stand. But President Trump and the administration have taken bold decisive and frequent action to secure our homeland, and a big part of that has been these travel restrictions. We are working with countries around the world, and we hope to have a day where International Travel is open. Right now, this is about putting america first. I want to say that reporter the u. K. Is starting to open for foreign visitors, but the u. S. Is still banned. How do you think the world is looking at to the United States right now . Secretary mcenany i think the world is looking at us as a leader in covid19. The chart i showed you, we have the mortality rate in italy and the u. K. Appear, and across europe, you have the United States at a low case mortality rate, its because of the extraordinary work weve done on therapeutics and getting ppe and leading on ventilators and having access ventilators that we are able to deploy around the world to help other countries. Finally, i would end with this. I was asked probably 12 questions about the Confederate Flag. This president focus on action. Im a little dismayed that i didnt receive one question on the deaths this weekend. I didnt receive one question about new york city shootings doubling for the Third Straight week, and over the last seven days shooting skyrocket by 142 . Not one question. I didnt receive one question about five children who were killed, and i will leave you with this remark by a dad. It broke my heart. A debt of an 8yearold loss in atlanta this weekend. They say black lives matter . You kill the child, she didnt do nothing to nobody, was his quote. We need to be focused on securing our streets, making sure no lives are lost, because all black lives matter. Thank you. Harris well, that was quite the mic drop, because thats true with the grandfather and his daughter were saying after their little 8yearold was gunned down outside that wendys. The mom was trying to go around the barrier that those people had set up, and when they didnt even bother to identify who met this person be, it wasnt officially set up by the government, by police or anybody like that. These were protesters, people who were out there, and that child is dead. The question looms today, do black lives matter or not . Who do they matter to . The mayor saying enough is enough, of the city of atlanta. Power panel slidepower panel sl. Gianno caldwell, foxs political analyst and Fox News Contributor. Scott bolden, former d. C. Democratic party chairman. Gianno, i will start with you. I know you were passionate on this, i know your family history. Gianno yes, and i have a fox nation documentary out called the new battle for chicago while i discussed this issue. Look at the numbers, in 2020 weve seen 1,508 people shot in the city of chicago. Thats 350 more than what we saw last year. Mind you, we are coming through coronavirus, people locked in the house, restaurants shut down. People are asking, they are begging, they are wishing that something would happen in the city of chicago. They are wishing for this. My younger brother, two memorial day weekend, maybe three now, two men shot up and shut the car 25 times. He lived but his best friend died in his arms. I passionate about this for a reason. The reason is the city officials who owe the residents of chicago so much have failed them. Now we have a president whos extending a hand to the people of chicago, the people of new york, saying, i want to help. And they are playing politics. It is unbelievable beyond the belief and im sorry im so passionate about it, im rattling right now. The people of chicago need help and they needed immediately. They cant wait for the election for the possibility of a democratic president. They need help now. Didnt help now. Harris scott bolden . Black on black crime. Scott hes offering it, whats the problem . Gianno the mayor of chicago says she doesnt want to accept it. Thats been reported, you can look it up. Scott you are a spokesman on the bounds of chicago, i certainly know because i grew up in joliet, illinois, where the prison system is. That let these individuals in and out. Heres the deal, what is the solution . They cant stop these killings alone. The police solve crimes, they dont prevent crimes. They talk about defunding the police, that really means youre going to be investing in preventing these crimes, job training, entrepreneurship, what have you. Youve got to do both here. I dont want to decimate the police force, but this is a comprehensive, all hands on deck. These kids and these gangs have got to get alternatives of this culture of violence. Why is it legal to be in a hate group . Why is it legal to be in a street gang . Why isnt that just illegal given how we can note violence with both those types of groups . Thats what needs to happen. It needs to be illegal. And two, we need to generate more income, and do Community Policing to prevent crimes versus solving the crimes. Ive done the right up. The police right around, they go where the crime is been committed already. Thats where the money needs to go to prevent crimes so that they are not just reacting. Gianno you know what . I can agree with many scott the Community Policing that needs to really be invested in. Gianno i can agree with many of the harris i have to wrap you up. Gianno oh, weve got to go. Harris i appreciate your time. I will bring you back on the other day. Boy, there was a lot there. Im going to get into this. The Daily Briefing starts now. Dana deadly violence erupting over the weekend leaving at least six children dead and their families experiencing terrible grief today. Hello, everyone, i am dana perino and if this is dozens of shootings in new york, chicago and other cities this weekend. Police in chicago say gunman killed us 7yearold girl outside of her grandmothers house during a fourth of july party. Just hours later a 14yearold boy died when gang members targeted near him. We cannot allow this to be normalized in this city. We cannot get used to hearing about children being gunned down
