>> keep it simple. i don't think we have to go outside the written report. in the written report we will see they attacked her democracy in favor candidate term. ask them to hack more emails. when he came down mike became president, it was launched. >> harris: let me press in. if you have the answers, what are you giving the american people for their time tomorrow to sit through an earring? if they choose to do so. many democrats say they didn't read the report, so you don't know if they will watch or not. what did they get for that time? >> they get this report authenticated by the person who conducted the investigation. it's one thing for music, it's one thing for a republican to rebut what i say. when you have the person to conducted hundreds of witness interviews, reviewed thousands of pages of evidence, and that person sets the table and lays it out, i think that gives it the ultimate form of credibilit credibility. >> harris: so you got the house intel chair. one of the committee to sit on. adam schiff says at the hearing mueller will bring the report to life. he -- that indicating it maybe no more that's already written, that people can get for free on a pdf online. and he is just going to bring it to life. what does that mean? is that like a dramatic reading? >> it means most americans, like the people i grew up with and see on the weekends when i go home, they are taking their kids to school, going to work, feeding the family. >> harris: we are all doing that. >> we are in washington. you and i knew the four corners of this report. for most people, tomorrow is the first time they ever hear bob mueller's voice. we can't just assume most americans never happen. i would say we have to frame this in a way that they are learning for the first time from someone who had a front row seat to all of these witnesses. >> harris: among some of the things that we learned when we read it are those first 40 pages or so of what the russians did, as he points out. which should be our focus because we have another election coming up. also there was no evidence of collusion, which is with the president has said over and over. senator lindsey graham says, for those facts, he doesn't think the mueller hearing will change anyone's mind. let's watch together. >> i don't think it will change public opinion. having been involved in the clinton impeachment, if the public is not with you, you will pay a price. i don't think anything mueller can say is going to change anybody's mind. >> harris: your reaction? >> senator graham is spending too much time in washington and on the golf course with donald trump. i've spent a lot of time across america and people want to learn more. it's really mostly about the future, as you alluded to earlier. we treasure our right to vote and have a say in these elections. we are offended when anyone tries to take that right away. whether the russians ultimately affected the election or not, they wanted to. we walk away with his, yes, it was offensive with the russians did, the way the trim team received the help, but we are just as vulnerable today as we were back in 2016. so we should all, republicans and democrats, do something about that. >> harris: my point exactly, which is never anything to do with politics. real quickly, i understand democrats are doing a mock hearing. tell me about that. why? >> i will go into any specifics. i will tell you that robert de niro is sadly not a part of any mock hearing. we wish you were. it should all be the same. >> i think we go with a certain type of mind-set. we went down with a very open mind. i was encouraged to see what i did see, so i know that some oco with an agenda. we heard that from a number of the cbp officers, as well. that they felt some of these delegations that came with preconceived ideas, preconceived notions, and they really didn't want to listen to the facts as presented. so we went with an open mind, we visited not only with cbp but also with a number of those who were at the center. those who had come from honduras and el salvador. >> harris: so you had access them. >> we did, we had unfettered access to visit with families that had come in. single adult males, we create a number of them in hidalgo at the port of entry there. most of the men and women that we were able to visit with were coming from venezuela and cuba. we thought it was very interesting, that these populations were coming. as the cbp officers explained, the cartels will control who comes into what port of entry. fascinating stuff. >> harris: senator, i want to get the news today. under the president has said we have received even beyond what some have thought help from mexico in terms of putting troops of the border and aiding to stem the flow of people coming illegally into our country. the president went after guatemala after it backed away from the third country asylum do. he tweeted this. "guatemala, which has been forming caravans and sending large numbers of people, some with criminal records, to the united states, has decided to break the deal they had with us on signing unnecessary safe third agreements. we were ready to go. now we are looking at the van tariffs remittance fees or all of the above. it has not been good. taxpayer dollars going to them." your response? >> guatemala is a very small trade partner with the united states. we really do need them to step up. i would encourage the president to continue working with guatemala. of course, a number of folks come up from guatemala, honduras, and el salvador. we want to work with them. mexico has stepped up, and in the words of john cornyn, he said it quite well. that mexico is actually done a lot more than some of our colleagues across the aisle. in helping with this border crisis. >> harris: senator joni ernst joining us today on a recent visit to the board. thank you very much. we appreciate your time. president trump's war of words with the four congresswomen you see on your screen, as new polling suggests this maybe good for the president political. could this strategy help him carry on to reelection to the power panel, next. since you're heading off to school, i got you this brita. dad... i just got a zerowater. but we've always used brita. it's two stage-filter... doesn't compare to zerowater's 5-stage. this meter shows how much stuff, or dissolved solids, gets left behind. our tap water is 220. brita? 110... seriously? but zerowater- let me guess. zero? yup, that's how i know it is the purest-tasting water. i need to find the receipt for that. oh yeah, you do. >> harris: fox news alert now, the attorney general william barr is here in new york. he's talking without, and fox news. you may know that the doj has said they do not want robert mueller talking outside the confines of that public report. let's watch together. >> conversations with the department, and his staff was reiterating that that was their position. they asked us for guidance in writing to explain, or to tell them what our position was. so he responded in writing, the guidance that they had requested. >> so mueller actually requested it. secondly, what do you think of congressman nadler lashing out saying this was arrogance? >> he was misinformed. as to the facts. >> thirdly, on congress, any reaction to the molding and contempt? >> no. >> nothing? >> it goes with the territory these days. >> thank you. >> harris: at the attorney general talking with fox news just then. i'm going to bring in immediately the panel as we are watching him get in the car and go to wherever he is headed to. judy miller, adjunct fellow at the manhattan institute for policy research and fox news contributor. kevin mccullough, radio host with selah media. we are just a while ago, kevin, and we've been reporting, that there were some conditions for robert mueller for the doj. and it would be that he could not go out of that public 448 page report that he had already rdli from the attorney general talking about that. not too much detail about it. >> limit credit andy mccarthy, frequent guest on your show, for highlighting this this morning. but it is at the request of robert newly that he got that guidance. bob mueller sent the doj letter saying, basically, "i want permission to be able to told by you to not go beyond the scope of the report." they granted that. and that's how it's going to go down tomorrow, which is why a lot of people believe this is going to be a big fat dud. >> harris: zero. i had on eric swalwell, you know, he was running for president, he was very vocal for things like impeachment, so on and so forth. i said, how will you get them to talk outside the report? he had no answer. >> [laughs] i don't think robert mueller is going to speak outside of the confines of that report. that's what robert mueller has always wanted. that's what he said the day after he issued the report. i think it's pretty clear, at least on this one. bill barr and robert mueller seemed to be on the same page. >> harris: what kind of damage does this do politically to the 2020 democrats that are running? there were eight today who went against the president's pick for secretary of defense. most of them were running. and i were looking at a situation where they have narrowed their questions, we are told. having a mock session which manuel will tell me very little about. but that robert de niro was not part of it. [laughter] all of that going on, and delivered exactly what we had, which was the mueller report. how risky is that for democrats running? >> i'm not a democratic strategist so i don't feel really gifted enough to be able to advise them, because this is -- as a supporter of the president, this is something i'm wanting them to do. this is needless wheel spinning that is taking them into the era of irrelevance. when there is real problems that they should actually be working on in their committees. the foreign affairs committee disbanded subcommittee on terrorism to make room for the trip investigation subcommittee in its operations. that tells you all you need to know. >> i have to disagree here. i think that, once again, the democratic strategy is based on the assumption that most americans haven't read this weighty, very boring report, in some instances. and the more americans learn about what the report actually says, as opposed to what bill barr the attorney general said it says, the more skeptical they are going to be of donald trump. if you want it's in pdf form online. >> come on, who is going to spend their time? >> harris: my point is you make it sound like there's going to be something different from what is in the public bloodstream, which is still north of 95% unredacted. which is, you know, that is substantial. at least you can read those first 40 pages and really find out what russia wanted to do. >> about the second question of obstruction, it's a tiny question that only the most rabid democratic base care about. the majority of the american people wanted to know, was their actual conspiracy to undermine the election? once that question was satisfied, i think the majority of americans went back to work the next day and said, "okay, back to what we've got to get done for the country." the obstruction story is much thinner piece of the pie and only democratic activists really care. >> i don't think so, i think people care about the rule of law and whether or not the president feels he is bound by the rule of law or is above the rule of law. therefore i think the obstruction presented in the report is very important. you will hear a lot about them tomorrow. >> harris: if they were evidence of the crime, which in the report, the way i understood it, there was no evidence of crime. if there were, let's just pretend -- i guess, what are we doing now? are we making up stuff on behalf of by mueller, i'm not sure where you go with this if we already know some of the answers. >> we have a general belief in america they were innocent until proven guilty. mueller felt strong enough to say there is zero evidence of conspiracy, which is the criminal collusion charge. he also said, "i don't have enough to prove beyond a shadow of a doubt that the obstruction occurred." most people say obstruction can't have up and with underly. >> harris: we are bill barr talking exclusively to fox news telling us that mueller come as you said, kevin, as the doj to send last night's letter. barr also had back on jerry nadler, who said he is misinformed. now there. and he has no reaction to being held in contempt. he said, "it goes with the territory these days." i'm going to think thank you b. we've had some breaking news, will bring you back on a different day. fox news alert on this. puerto rico's department of justice has issued search warrants in the criminal investigation into governor ricardo masao. and 11 of his aides. hundreds of offensive group chat messages between him and his inner circle were leaked, sparking mass protests and called for him to step down. now the due date is looking into whether any crimes were committed. the governor refusing to resign, a busy day again and send san juan, puerto rico. >> i met, harris. not only is the doj conducting their own investigation to that so-called "chatgate scandal," in which they spoke upwardly about people and talked about hurricane victims mockingly, but looking into whether there's any corruption there. the house is wondering if they even have any grounds for impeachment. meantime, last night the protests, they turned ugly. teargas canisters were launched at protesters. take a look at this video. a few of them were throwing rocks at police. they had worn protesters and they did not listen. one of the casualties, the only casually, casualty, fortunately, was a vehicle. at your canister was launched into the suv. the protester that actually owns that vehicle, 21-year-old, said his mom-sized car on fire and give him notice that his cas on fire. he's going to continue to protest. meanwhile, during the day, protesters hit the street and the largest demonstration in this island has ever seen. on that same day, our shepard smith had an exclusive interview with the governor. ricardo rossello. that interview making its way throughout the entire island. this is one of the exchanges people were talking about this morning and today. >> governor, who is supporting you?
