Although, the wounds of the past are still with us we are presently different, very different, as a country. To get to an even Better Future it wont be easy and if we are going to fight, i say, lets do it together for something, not against each other. This is Harris Faulkner presents the fight for america. We begin with fox news correspondent brian at yannis who has been a defender of the protest since they first began in minneapolis and then spread across america. This is one of the larger demonstrations that we have seen in the last four days here in new york city. Thousands of protesters here in washington square. It has been a peaceful protest thus far. Its about not being afraid of the consequences but they want to to run and they want to chase you and beat you and show their power. We tried it the mlk way. Thirty minutes ago the protests in the standoff between the testers and the Police Officers turned violent. All of a sudden agitators started attacking a police vehicle. Nypd van is engulfed. Im trying to wait for them to understand that violence is not the key all the time. The diesel storage is completely obliterated and the merchandise has been taken. Curfew is in effect but no one wanted to leave. We had to bring teams in. [chanting] the ninth day of the occupied protests we are across the street because frankly they are hostile toward anyone that is a Police Officer or any member of the press. Organizers have thought to occupied the space until new York City Council slashed a billion dollars of nypd budget. Yesterday they did just that but we spoke to an occupied organizer who tells us it is not enough. We dont need reform, we need Police Working for not just white men but everyone. [chanting] harris brian is here live with me outside the nypd outpost in times square but brian, good to have you join me. You and i have talked about the protesters and you have been speaking with them in different cities. And how they want to see their own changes and actions but it will take more unification, i dont know, do they have an idea of who would speak for them . Is at the black lives Matter Organization that it would be who is it . Harris, the reality on the ground is that no one single individual can speak on behalf of the entire black lives matter movements. Black lives matter, as an idea, is much larger than the black lives Matter Organization. The movement is decentralized its driven by one leader or a hierarchy of leaders but its being driven, in fact, by people on the ground but yes, black lives Matter Organization now wields some 12 billion in grants money and will will see how they spend that money but the reality is that on the ground hundreds of organizations and activists have all unified under the general principle that black lives in this country do not matter as much as white lives as a result of systemic racism but because of this decentralization communities are taking it upon themselves to decide what solution, and what methods, and it is working. The minneapolis city, city of minneapolis has expanded its police force and here in new york city a billion dollars has been issued by the nypd. On the other kamala harris, what happens is when there is a void of that Center Leadership you have looters and riders and those acting in violence that can then hijack that message. I think right now activists going on are trying to figure out what is the next step. Harris the way you put that is working. If you see the spikes in murder rates going on in the cities where they are defunding or disbanding, you even see African American leaders like the president of the Brooklyn Borough here in new york speak and up and saying wait one minute, part of that 1 billion will take apart the anticrime unit, dont do that, put that back together and things are spiraling. Brian, thank you for giving us an idea of who is out there with those voices. We will move on now. Republican senator tim scott of South Carolina has had quite a journey. He spearheaded a Police Reform bill in the wake of George Floyds death. Senate democrats blocked his proposal. Now, growing number of democrats reported lycee they are ready to wait until next year to overhaul the criminal justice system. Senator tim scott joining me now. Thank you for being with me. I will start right with brian where he left off. We are trying to figure out how to talk to people and listen to them to go forward in all of this but there is not one unified voice. As you push legislation forward, how do you have or what we have not seen emergency hearings . It would be easy for us to find the right voices in congress if the democrats were to come to the table. This is an easy issue to solve as it relates to the federal reform of police. That is easy for us to do because we dont control local Law Enforcement. We can do things that encourages or compels behavior. Bottom line, there is no one place to go for leadership. The democrats have defused leadership and there is chaos at the anarchy in the streets and this is not in the best interest of the most vulnerable communities that are typically communities of color living in poverty. They dont need chaos in the streets. They cant afford that unleashing of whatever you feel like doing today. That is not in their best interest. It is not in americas best interest. We are seeing the spikes in new york city, detroit, chicago killians, robberies and shootings are escalating and they are sky high compared to the last year. When you start demonizing all Law Enforcement you get anarchy in the streets, fewer officers to respond and 1 billion out of the new York City Police department only means that more minorities will be more vulnerable and more will cry out like you just talked about. This is easy to see and also easy to stop. Harris look, youve painted a picture that is really brought with potholes. We know it will not be a smooth road but there is glass on the street now in terms of where we are walking. If you dont have cohesive leadership among the democrats to help you get there for legislation and they want to wait until next year, what will the street look like . Because brian and i just talked about, they dont have cohesive leadership either. Why havent there been emergency hearings on the hill . Look, we are virtual right now and i get it, senator scott, you had to do some things but we have seen other hearings but you can socially distance. Absolutely. There is no doubt about it the answer to your question kamala harris, is unfortunately that the democrats in the senate have decided that president ial politics trumps taking care of the next essential threat for communities of color but let me see that differently. The democrats in the senate have said that winning this election by campaigning on Police Brutality is more important than actually solving Police Brutality in july and august. Harris things have gotten raw and will step away from politics and have your own personal story now and your friends former congressman trey gaudi was on my show recently and i want you to look at how he described where we are. He got choked up and invoked your name. Thank god for someone like tim scott. In my life he constantly reminds me that when we were kids we couldnt go to School Together we cannot drink out of the same water fountain. Think about all the progress we have made and i need that in my life. I need to focus on the positive. The other thing i would say , harris, republicans need to embrace law as a unifying equalizer force. When i hear law in order i think it means Something Different to a white person that a person of color but the law should be equalizing and unifying. Harris while, did you hear those words connect law and order mean Something Different for a white person than a black person and what is he talking about . Spirit hes talking about the way that we have applied the law in this nation to black communities and white communities. Very different application, especially if you look back to 1965 go to selma, alabama. Lawenforcement agencies were attacking the Peaceful Protesters. In 2015 when i was there with john lewis it was the lawenforcement community that was rejecting the walk. So much has changed. That is one thing that trey was talking about. Love that guy. What he was saying was that we have lived through the times when there was a system that was racist. We saw that and that is part of the 1960 story but what we see today our pockets and need to be dealt with. The demonizing the entire system will not produce a better result number one. Number two, inconsistent application that erodes confidence and authorities and institutions of authority that leads to chaos and leads to anarchy. We can do something about that by putting other peoples interests before ourselves as elected officials. Dont think about waiting until after the election. Our cities, most of them liberal, cannot afford to wait for more inaction from liberal democrat policies makers who have no interest in solving problems today but a lot of interest in winning elections tomorrow. That is a bad formula for a nation that says we are all created equally. Harris senator tim scott, your friendship with trey gowdy very special and on display as an example. Fox news contributor grew up in chicago one of those cities seen a huge spike in Violent Crime and a wave of it in the last 50 days or so. Joe kamali, National Vice president of the fraternal order of police is with me, to be great to see both gentlemen. Joe, i will start with you, you and i did at town hall together on policing a few months ago and we were looking at damaged morale and a spike in police suicides, particularly on the east coast but across the country recruiting was getting difficult. How is it now . Well, its only got worse. As i was on your show a few month back i highlighted how 60 of lawn horsemen applications were down and now were looking at that number will create even further because of the anti Police Rhetoric that has been thrown around it we have morale at an alltime low and its the worst ive ever seen in 15 years. We have people eligible for retirement or walking off the job and the nypd cannot even staff their office high enough to deal with all the retirements and then the worst part kamala harris. Truly the worst is our young, diverse, well educated, festering officers, young ones are walking with their feet and going to find a different profession because they dont want to deal with this anymore. They are leaving and then the elite and the people that we truly want to take us a job, the ones that we are begging to take this job, they are not going to want to become a Police Officer. That will leave the bottom of the barrel which is only going to exacerbate the problem and i just dont understand where we got to place in our country where why cant we support all the hardworking men and women of Law Enforcement go out there and do the job every single day with honor and protect their communities but we still hold the ones that do a bad job accountable. Those things arent mutually exclusive. Harris look, joe, that has been part of the issue and the challenge but you know who those people are and yet some of them sit there for years, derek who held his knee on deutsche plourdes neck for nearly nine minutes had a track record and he was still there but i hear all of that and i want to get a different side of the story from you, geon oh, black on black crime which is really the spike that weve seen. If things change tomorrow if we were to get it all right and somehow miraculously going to satiate everyone whos got an idea on the streets, we still had to deal with that issue but i dont see blm the movement or the organization out there saying enough is enough among the people of color. Yeah, you have a point there. You cant say black lives matter unless you refer to everyone. I believe personally if we look at the numbers just this past weekend over 50 people shot since friday bringing over a total of 1900 people, almost 600 more than last year. Remind you were only in july. The numbers continue. That is an issue in a very big issue but i want to make sure we have that on record that people should know that all black lives do matter but when we talk about the police out of the issue thats a whole another consideration. If im being honest and transparent, there is been a narrative that has been pervasive in our country for a long time that black folks are sinister people who are more likely to be the various actors. That has seeped into lawenforcement. I think about my own story, i was writing down the south side of chicago and Police Officers pulled me over, pulled me out of the car, handcuffed me, threw me in the back, searched my car without my permission and came up to me and said how can you afford this car. How are you riding around in this car . This has happened to many africanamericans and it so important people to understand the pain and frustration that exists. Im an ardent supportive of the laws permit and i want them to be strong and i worked for Law Enforcement but at the same time we have to have a balanced conversation where all voices are heard and the pain of the past is acknowledged and we move Forward Together as a community. Harris the battle over our nations statues and monuments is front and center but critics say its time for many of them to go and some have taken matters into their own hands, you had seen it. Demands that often veered into invective and even violence. President trump rolled out the National Guard which along with other Law Enforcement defended monuments, even going so far as to sign an executive order authorizing up to a decade behind bars for those who dare damage the monuments. Its a threat that came as a speaker of the house, nancy pelosi, ordered the removal of 11 confederate statues from the u. S. Capital. There statues pay homage to hate, not heritage, she wrote in a statement and they must be removed. We will teach our children to know that they live in a land of legends, that nothing can stop them and that no one can hold them down.
