You have to pass the ball to find out what is in it, but the fact is they are going to pass this without getting a score, basically an analysis from the congressional Budget Office of what will do do to the deficit and two people having insurance coverage. We know an earlier version of this bill that over the course of the next ten years, 24 Million People according to the cbo are going to Lose Health Insurance coverage. We dont have a sense as to whether its going to be even worse or not under this bill. It seems to me there really are two aspects to this, the political aspect and then the real world implications of it. The political aspect, this was a short a shortterm win for the president and for republicans, and in a sense, they had to pass something because they had been talking as has been pointed out for several years that we have to replace and repeal obamacare, but give us keys to the house, senate, white house, and we will do that. When the first bill went down, what an embarrassment that after seven years of promises to the american voters, they still could not do it. Looks like today they will pass it in the house. Then it goes to the senate where there is no certainty at all that its going to get past and also over time, we are going to find out what is really in the bill and what impact it would have. Even if they pass this, you can say that is a victory for the president and republicans, it a lot of democrats would say when you see the real world implications of what its going to mean for premiums, what its going to mean for insurance coverage, its going to end up being a political loser. We will have to wait and see on all of that. Jon at the same time, as i mentioned during our first hour, in the state of iowa, most counties are going to lose insurance, all of the Insurance Companies are pulling out, seem in other states outside the big cities, the obamacare insurers say they cannot afford the program the way it is written and they are pulling out. You are absolutely right, there are definitely problems. Democrats admit it, with obamacare, the real issue is whether or not it is fixable basically in its present form or whether or not you need the kind of massive surgery, if you will come of that youre going to see with this repeal and replace. Again, we can talk about the bill and analyze it all we want, but everyone expects when it gets to the senate and a complete different voting body republicans much more moderate they are than they are in the house, theyre going to have to change this bill dramatically before they pass it. Of course, when they pass it, the senate does, they send it back to the house, will the fixes they have made make it a politically feasible in the house or not . So we are a long way away, i think, june, july, maybe even august before we get this settled as to whether the republicans in washington are actually able to repeal and replace obamacare. Jon because democrats enjoy relatively more strength in the senate, and democrats generally are not happy with the idea of repealing and or replacing president obamas signature piece of legislation. The republicans content they could do this under budget reconciliation, which means they would not necessarily need democratic votes, they could do it with 50 republican votes plus the vote of the Vice President breaking the tie so they could lose to republican votes, but there are more than two republicans who are already opposed to the current bill, some conservative leg rand paul who says it does not go far enough, it is not really repeal obamacare, a tinkers with it, and then some moderates who say particularly in states where they expand medicaid that it goes too far. Youre going to have to hit a whole new sweet spot in the senate and whether that lines up with what is political in feasible in the house is a very open question. I think nancy pelosi has been tattooed on the Democratic Party for the last ten years and it showed what she does as a leader in what the policies from obamacare have caused her. They cost her a speakership, that state legislatures, the presidency, the senate. I think if she wants to continue down this line, she will quit defending a field Healthcare System and understand we have to put in priorities that actually take americans and put them first. I think this is a vote in which people will see as it goes forward, and i love what was being discussed previously with you and Chris Wallace about this, this is the way american democracy should work. There will be a lot more focus in the senate on medicaid for example then there was in the house and other issues the senate will focus on as they go through the process of passing a reconciliation bill. At that point, their bill and of the house bill will either be put into conference or try to put them together to pass this. For seven years, republicans screamed when the democrats passed healthcare it was in the dead of night and nobody read the bill but here they are in the middle of the day that no one has read the bill and no one knows how much it costs. In march the bill was so expensive it only had 70 vote from the American People. This is a crazy way to do business it for seven years, youve been screaming to get rid of a health plan then you should take some time, have some hearings when youre dealing with onesixth of the economy, just slamming this through on one vote is a really risky political endeavor that the House Republicans have undertaken right now. Patti ann what about that . This bill faces a tougher go in the senate. What if it fails they are even after amendments, is it risky for republican . Once again, what the republicans are trying to do is change the direction of Healthcare Delivery in this country. This is not about insurance, all those things, those are part of it, but the purpose is can you move from a system which has more and more government control, more and more government mandates to one that has a doctor and patient relationship at the center of it and people making their own choices . That is what they are trying to do. As they moved to the senate, they will make some changes in this and have to put it together. Yes, there are pieces that have not been costed out, but if you look at the most recent one which is the piece that was put together by mr. Upton and mr. Long and the president put an okay on the bill, that is pretty straightforward. A billion more dollars over five years for people that have preexisting conditions. Understand that we know a little bit more about preexisting conditions because the aca bill had a transition period for people with preexisting conditions, and in that, the highest number of people who applied for help with preexisting conditions in that transition. Was 115,000, highest number, so its not millions and millions of people who need this, and thus, if youre looking at 130 billion which is what is in the house bill as they are voting on it today for people who need help and risk programs, highrisk programs in healthcare, add 130 billion will go a long way toward helping what is a measurable pool of people, maybe not exactly that 115,000 that applied for the obamacare program, but it is not millions and millions of people. If it is a very narrow vote where people are forced to come down to one, it might be more complicated. It is great to be able to read through a bill that is 200 pages, the entire will is less than 200 pages. You really get to understand exactly what is in it. Just in the last couple minutes, weve seen a handful of buses to show up here outside of the capital, those are two prospectively shallow members after a vote if it goes their way, the republicans way, down to the white house for an event, we dont know exactly what they may be going therefor, but buses just showed up and im told that its what they are here for. If republicans thought they were really protecting people, they would not be afraid of the facts. But they are also afraid of the truth. The truth that would come forth if we knew the facts. And they are afraid the American People will find out this is not a healthcare bill. This is a tax bill disguised as a health bill. This is a bill that is one of the biggest transfers of wealth to the middle class from the middle class to the richest people in corporations in america. It is a tax bill, not a healthcare bill, that is why they have to do it now so they can get on with their tax cuts. But the suffering it will inflict on the sick is all too clear. That is why this disastrous bill has been condemned by the american medical association, cancer society, the diabetes society, diabetes association, american heart association, American Lung association, American Society of clinical oncology, Cystic Fibrosis foundation, aids united, the Childrens Hospital association, aarp, the march of dimes, the list goes on and on. On and on. The American Cancer Society jon so recall that when the shoe was on the other foot on democrats passed obamacare with no republican votes seven years ago, now republicans are in charge, and they believe they have the votes to get this thing at least passed through the house and then they will have that apparently celebration or some kind of ceremony with the president at the white house. So emily, where is the line drawn between lawful protests in disrupting a proceeding . Speak of this specific statute, destructive and disorderly is what is known as a catchall, so it means that it is a whole host of unruly or obnoxious behavior can fall into that category. For example, one of the protesters said, it wasnt an audible gasp, a mere laugh, i could not help myself. Clearly, that was discrete duty not construed disruptive because the guard approached her then she became quite audibly disruptive when she was being brought out so the nature of the statute is that there is a whole host of behavior that falls under it. More importantly, it speaks to the respective that seat so the fact of it protester came in with, as she stand stated, a intent to be a symbol of dissent that on its face violates the law unable to protest or demonstrate an capital building, and b, speaks to the fact she wanted to be disruptive. She earned a seat somehow in that room and did not respect the austerity regardless of her claiming that things were laughable. Patti ann we mention one of the protesters filing a motion to dismiss, what is the basis for that, and do you believe it has merit . I dont know the basis, but i was going to wear a pink tie this morning but i changed into a blue tie because i dont want to be arrested for wearing the wrong color and a proceeding. Let me tell you this. I think this is a politically motivated prosecution. I think the right thing to have done here was to go up and talk to that woman and say, you need to be quiet. If youre not going to be quiet, youve got to leave the proceeding. Her gasp, her response was no longer than a cough. So i cannot imagine now that we live in a society where you go to a legislative proceeding now, you even make any kind of remark, you are now prosecuted for a crime . This is not an ongoing disruptive proceeding. I picked to fit with emily on one point. This woman did not go there wanting to disrupt things. It is only when they came to get her aunt were dragging her out of there proceeding that she became disruptive. I think it is a waste of taxpayer money. When you pay a fee to have your baggage carried on an airline, there is what is called a Condition Precedent to the contract. What that means is the airline has agreed to carefully transport your baggage from one location to another and get it to you on time. The fact that the line did not do that means they have reached an agreement. If i was that person if i have my garment bag not delivered to me on time for the day, not only good going to sue for the fee i paid but if i have to buy clothing in another suit and tie to come on fox, im going after the airlines for the cost of that clothing.
