You can say yes, some members of congress are getting anxious and democrats and republicans as you pointed out in the senate and the house talking about if you are going to it expand the mission and involved in a long term effort and our top military advisors said that is what it takes to defeat isis you have to go to congress and get authorization. A lot of members are silent and saying privately they dont want to be involved just weeks before the november mid term and they have to vote for the authorization of the use of force again. And the white house is not going to ask for the authorization of the use of force if the president expands the mission if he is not certain he would get. It that the be the worst possible scenario. And there are members of congress who would rather not express the opinion and let the Administration Handle it until after the election . Yes, you do have members and there are three members who sent a letter to democrats and Speaker Boehner lets put up an authorization of the use of force and vote on it. You have tim kane saying the same thing. The president needs to set forth a strategy if he intends to go forward. And then you would need to have a vote in congress. The white house said they dont need it and under past authorization of the use of force with alqaeda and a affiliates and isis even though they are kicked out of alqaeda is an affiliate and that would be covered under the war powers act. And the president would like to ideally like it to be a statement not only from the white house but from congress, the entire u. S. Government of our commitment to fight isis if the president decides to go with. That but the worst Case Scenario going to congress and enforcing the red line in syria and in that case it was clear that congress would not authorize the use of force to go after syria and the president had to back off. And it is interesting, the timing of the story that is out and suggest that members of the administration are admitting that isis is going to last beyond the obama administration. If there is an anti isis campaign, it is going to be a long effort and one would think that congress would want to weigh in if this things goes long a couple of years perhaps. But it wouldnt be most popular thing to authorize and give the president a blank check to use force against isis and get us involved not only in a civil war situation in iraq but also syria and you know, as i say, there is a civic side and practical side of this and it doesnt always coinicide.
