latest developments from the governor. the situation is developing in texas and breaking at this hour. steve rogers joins us with his perspective, he's a retired detective. there were several victims after a suspect hijacked a mail struck and there were random shootings. how could law enforcement respond in a situation like this. >> in this particular case, if you see something, say something. with the information the police put out, people where going to have to be village lent and call the police immediately if they said something is very, very wrong in their neighborhoods or wherever they are. they automatically are deployed. unlike other incidents where you have status shooters. they are traveling around. connell: how would you coordinate that. would the authorities be able to move in quickly? how close and how would they quickly be able to coordinate. may not have the manpower. that's necessary to deal with something like this. >> the deployment of these individuals will be very quickly. the fbi office has counterterrorism officers in their agencies. but with regard to manpower. you can be sure there will be a number of helicopters deployed or drones trying to look from overhead. of course, they are going to start from the point where the incidents occurred. now they will spread out. if you can imagine, coinous circles getting wider and wider. they are going to do everything they can to find these individuals. this is where technology more than manpower will come into major play. connell: you mentioned the oil companies, west texas, odessa and midland. one vehicle according to the local police reports may and hijacked mail truck. another suspect on route 250 in midland. what we don't have, we don't have the video coming in from there, is how quickly they are moving. where they might be going. the vehicles said to be a gold and white small toyota truck as well as the postal service van. the midland police department just put that information out telling people to stay away from those areas. stay indoors if they can. the reports that came anyone isly was that there was an active shooter at a home depot. but the random nature of this leads you to believe those reports even though they come in here in the last 40-45 minutes or so may be gated. >> this reminds me of the time i was in watched. if you wall there were snipers in washington several years ago and they were on the move just picking people off at random. it took many weeks before the police were able to apprehend the individual. i hope that's not the case. but the greatest asset law enforcement will have now will be the air assets. even small aircraft and drones. connell: this information just in from our white house scene. the president has been briefed on the situation. the white house press secretary saying president trump has been briefed and is months toring the situation. putting off a planned overseas trip to poland. originally to monitor hurricane dorian. west texas reports two active shooters just in the midland and odessa region. operating in two separate vehicles and those shooters were said to be shooting sat random. a member of the fbi's joint terrorism task force is on the phone with us. the next steps in terms of what authorities might do in blocking off the roads. i have been in that area covering the oil business. it can be, even thought it's a rural area, quite busy. you might even though it's a weekend find a lot of cars out on the roads. but for the most of part open roads, open highways. what about the authorities getting a road black situation getting up. that would be, i assume, a priority right now. >> what's going through my mind, i wouldn't be surprised if the president or the governor would thorps national guard air assets up to in the air. that was done in washington during the incident regarding snipers. the key is as you say, there are open roads, the greatest asset they have are eyes in the skies. another great asset will be someone could be driving down the road. this is going to be a difficult, difficult task to overcome, a great challenge for law enforcement. they have the technology and i'm sure maybe 500-600 officers at minimum headed toward those areas right now. >> technology does play a role, even getting the drones up in the air so you can get a bird's-eye view of the situation. it's somewhat challenging to transmit that video back. but to monitor the situation and know which roads you are dealing with and which roads you need to block off. >> all we had in the past was feet on the ground, called human intelligence, but now with the drones and air assets, they can do a lot better and hopefully apprehend an individual like this a lot quicker. i am confident the police will be able to get these individuals quickly. they know the roads and the terrain that will help them track down these two vehicles. connell will be two vehicles reported to be shooting at random which was the way the associated press described in their first alert. so we don't have an update from that point other than to tell you one of the vehicles was believed at some time ago to be at synergy and the other on 250. as i said earlier, one of the hijacked postal vans and the other a small toyio what a truck that's gold and white toyota truck and united states postal service van that is believed to have been stolen by one of the suspected here. at this point we don't have much more information than that. steve rogers who had a lot of experience with dealing with similar situations. this is quite challenging to the authorities because they are dealing with two separate shooters possibly driving together or possibly driving in two separate directions and shooting at random with whoever they run into. the biggest challenge from here would be what? if you are dealing with this situation and you don't have a lot of information. what would your biggest question be? >> we may be able to get information that we always talk. connell: let me put you on hold for one second here. everyone joining us from around the nation with this is connell mcshane from york. we have two active shooters reported in texas. we have continuing coverage of this breaking story from west texas. steve rogers, a retired detective and former member effort fbi's joint terrorism task force is joining us with his analysis. for those just joining us, steve, let's recap what we know. the police are dealing with a breaking situation in the odessa, midland area of effectsf texas where a shooter was reported on interstate 20. since then the update is multiple gunshot victims were reported in the area after one of the suspects is said to have stole and mail truck in odessa. first video of the situation is coming in. the right side of your screen there. we'll try to decipher what that is. we mix it in with a map of the area on the left side of the screen. we are offering more video from those who witnessed the incident. again for those just joining us, recap what you would be doing having your experience as the authorities deal with this unfolding incident. >> make sure all of the assets possible both on the ground and in the air are deployed. that's critically important with daylight still in our favor. secondly, information from people very important. we find out many times after the incident that there was information maybe weeks before that were posted on social media platforms by these individuals who commit these acts. if anybody saw anything in a chat room or sooner anything posted they need to contact police immediately. these two separate incidents, is it a coincidence? i think not. connell, stay tuned for continuing coverage of this breaking story out of west it's replaying but it's the only video we have from the odessa-midland area where the shooting was reported. the idea of we don't have any information on what the suspects look like. so only the vehicle. getting to the motive, it sound to me next to impossible for the time being. >> you are absolutely right. but it doesn't injure the ability of law enforcement to continue in a methodical search and gather information. there may be information on social media platforms that people have seen or heard usually individual like this talk before they act. and they need to call the police immediately. what is really important is if these individuals, did they act together, the coincidences, are they part of a group that deployed these individual to commit an act of terror? no one has confirmed these to be carist attacks and we don't go down that road until we have enough information to say they are. right now the police have one thing on their minds, and that's to protect the information after police said there were multiple gunshot victims after one or more suspects as police described it opened fire in odessa and/or midland, texas. a facebook post from the police department. subject, possibly two, currently driving around odessa shooting at random people. at this time multiple gunshot victims. the suspect hijacked a u.s. mail carrier truck. everyone encouraged to get off the road and use extreme caution. the odessa police department post. according to the odessa police department there were possibly two shooters. there was another car that police said they were looking for in addition to the postal service truck. in these situations especially if they are unfolding, the information can change and change fast. to midland be texas, the police department posting on its facebook page, the midland police say we believe there are two shooters in two separate vehicles. two vehicles in question are the gold white small toyota truck they talk about. the police thankfully stay away from these areas, stay indoors. there you have it, police reports of an active short or shooters as the police put the information as we try to do ourselves. the safety of the public and law enforcement, the department saying stay away from that particular area. the home depot in odessa and stay inside your homes if you are anywhere even remotely close to the area. we'll do the same. darren is joining us now. from dallas, the atf has tweeted that agents are responding to reports of the shooting on hurricanes 20 near odessa and to follow our partners saying the texas department there in west texas would have further updates via twitter. the first news reports come from and also where the authorities start to get the word out. former nypd joins us now. from what i told you, and that pretty much all we know. there are various reports from other news organizations. what would you say is the most of important, you know, priority for the police and now federal agents will have to deal with this unfolding situation in texas. >> we are peaking from a position of conjecture. but the one thing that i do know is a police officer and police departments in particular, if they want to stay away from pursuits, when they have a police pursuit, we create an endangerment factor for civilians driving down the street. rogers mentioned you want to look from an aerial perspective. i revert back to my time as an army officer. overseas in iraq and afghanistan when you had incidents of insurgents, people to that effect. oftentimes we would use a combination of drones or aircraft from above. so that was able to give us more of a panoramic view as to what's going on. i think that the federal government is going to try to employ something like that. because remember we had from what i'm hearing a u.s. postal service vehicle was hijacked. now we have a federal offense moving forward. i was in dayton, ohio in the wake of the mass shooting they had. there was a company in particular with the police department what they did, they did something similar. it was -- they were utilizing the same intelligence mechanism that was being utilized by the military -- overseas. i think from the public's perspective, that is the best course of action. when we have overhead surveillance, that allows law enforcement a much greater radius than what's actually gone on. whether it's capturing a license plate or images of an individual. these high-speed chases in many cases amount to injury or death of civilians. we need to find out where the individual are located. i'm hearing one person then i hear two. the truth of the matter is we really don't know. this is the perfect opportunity for us as i want to say local law enforcement. i believe it's the odessa police department to partner with one of the military factions and fly a drone over or get up some type of aircraft that would allow you that vision, a micro. so i bring that into when i was out recently, persistence, surveillance. that was one of the companies they were looking at from a police perspective. this is in dayton, ohio. connell: one thing that i would ask you as a quick follow-up to that is the calculus you give examples of other parts of the country and the military, whether the calculus changes and how the police would pursue a situation like this urban versus rural. >> absolutely. you have a better line of vision in rural cities than you do in a metropolis. in new york city the nypd, we have a camera network upward of 20,000 cameras that allow us what's going on in the last 8 years in new york city. but when we look at a rural place like odessa, i know what the terrain is. you have a situation that's not going to have the technological advancements used in a large me thop tropical his. >> let me wrap you up for a moment and go back to steve rogers who joins us. he was with us moments ago with his analysis. these things do change for police departments, whether they are dealing with an urban situation or more of an open road situation in trying to corral these suspects. we are dealing with one police department confirming that it's two separate vehicles and the other saying that maybe it's one. we don't exactly know with the situation we are dealing with. but what would you say in terms of the environment and how that affects the purchase sight? >> when you have open areas like that, you have long stretches of highways. you don't have a concentration of a lot of people in a particular area. this is where the air assets will be a major asset. there is a lot of territory to cover. when you have an urban setting. a city setting. you have traffic to deal with. side streets to deal with. the suspects will not get far very quickly. but in an open area like this they can get far very quickly and you need a lot of air assets to cover a lot of territory. connell: stay with us, we'll be back in a moment with the mayor of odessa. he joins us now. thank you for coming on with us as this situation continues to develop. update us on the situation on the ground in odessa. >> the information i have, there is one suspect who is deceased. multiple injuries, sit seasons. law enforcement have been injured -- citizens. also law enforcement has been injured. i am heading back to odessa now. connell: one suspect, not two. >> just one. connell: the rick mall report had two vehicles. >> i was in fort worth when i got the phone call so i'm headed back now. from the last conversation with the police chief it was one individual. connell: in terms of multiple injuries. any fatalities that have been reported? >> i have not heard of any fatalities. i heard of about a dozen injuries. but that's an early number. >> has the incident been described to you in any detail in terms of the suspect was driving and shooting out of a vehicle. what was the description of the incident you were given? >> from what i was given, the suspect just started shooting. but it's very fluid, multiple investigations type. connell: where in the town did it happen? >> i believe 191 and 338. connell: what is that area like? >> restaurants, retail. i'm not exactly sure where it went from there. connell: a person was outside the car and started shooting? >> i believe he was shooting from the vehicle. connell: and the shooting appeared to be at random? >> yes, sir, just random. connell: what in terms of law enforcement in terms of their injuries. >> i believe there is a trooper who has been shot and an odessa police officer, one or two have been shot. they are on lockdown so that information cannot get out yet. connell: the injuries in total maybe a dozen or more and two or three those are law enforcement. would you describe the incident as being under control? >> i believe it is. i would encourage our citizens to stay in place until law enforcement gives the okay. just so your viewers -- i urge prayer for west texas for all the victims. i'm proud of my police department and firefighters for everything they have done. we just need your prayer right now. connell: there is no reason to believe there is any other vehicle out there? >> no, sir, we believe he was the only one. we just want everyone safe. connell: check back with us, mr. mayor and good luck on your trip back. steve rogers remains with us. that does change things, steve. the mayor says it's one suspect, and that suspect is deceased. the police officers among those injured maybe more than a dozen injuries but no fatalities reported. pick up on what you heard from the mayor. >> it certainly changes the dynamics of this. they have one suspect who he says is deceased. it's very important that police do do everything they could to apprehend these individuals alive. but many times they can't because they engage the police in combat. in this case it sounds like that happened. the next step is you have got multiple crime scenes. the police are going to be doing a forensic analysis of the vehicle, the crime scenes. identify the individual. now the question kiss, was there anyone else involved? where did the weapons come from. is there a group this individual belongs to? did he or she act on their own? a lot of questions need to be answered and will be in due time. the reason why i mentioned that law enforcement would prefer capturing these individuals, they have a warehouse of information in their heads. and it gets to the question of what was the motive very quickly. thank god the police did a tremendous job with the open area they had to apprehend this individual. they can only be praised for doing the work as quickly as they did. the suspect that was shooting from his vehicle, seemingly doing so at random. there is only so much you can avoid in a pursuit in a choice like this. >> you avoid pursuits because they are very dangerous. i have been involved in pursuits where unfortunately innocent people are seriously injured or killed. but when someone is firing a gun outside a vehicle. back in the 90s was involved in a pursuit where someone was firing a weapon out of their vehicle. i have got to tell you the thing on you your mind is get them and get them quickly. i can imagine and i can emphasize with some of the sphoarls involved in that pursuit. connell: how do you go about dealing with a situation like that as it happened? >> you are not shoot shooting at the vehicle while you are moving. you are pursuing that vehicle. i was involved in a vehicle crash where the suspect bailed out of the vehicle. i don't know how this ended. but one thing you have to be sure when you fire your weapons is that there is no one else around. so until we find out what happened and where the shots were fired and when they were fired, it would be tough to speculate. most of police officers will not be shooting at a moving vehicle. >> in addition to the information given to us by the midland mayor. it's confirmed that active shooter was shot and killed at that synergy in odessa. exactly what you are saying, steve. they think it's over, they hope it's over. bubut cinergy in odessa is the location given to us by police. >> it tells me the gun battle with police was in a static situation. the quickness and the effectiveness of law enforcement in dealing with could have been a situation that we would still be dealing with if that individual got away. our hats off to those heroes. they are literally putting their lives on the line. the officers came into a situation you go in not nowing what's happening. this is someone shooting sat random and in this case according to the mayor hitting one, two, possibly three of those officers. they knew exactly what they are dealing with. >> it's not over for the police yet. they have no doubt as we are peaking they will be executing search warrant on this individual's apartment or wherever he lives. they have to worry about booby traps and weapons. but at the moment they were able to knew montrealize this individual and protect people in that area. connell: i have been alerted to a statement out of a local hospital which would add to what the mayor said. he said he was unclear our the number of individuals. a spokesperson at the community health at midland memorial hospital said they received six patients all with gunshot wounds. three considered to be critical and three stable. they are not expecting more patients. they have the hospital on lockdown. they will accept more patients if necessary. but they are not expecting that. we'll send out more information to the press shortly. that's six at that particular hospital. but to the extent the news is good here. these are injuries we are talking about, not fatalities. i do have a reaction from the president. he was briefed on the situation, and here is a tweet from president trump. fbi and law enforcement fully engaged and he said there will be more to follow. before we hear from the federal government on this, we are expecting a press conference perhaps in the next few minutes. we'll see how quickly they can put it together from the local authorities. we are dealing with injuries and not fatalities as far as we know. this one hospital with six patients. you had a guy shooting at random. if there is good news, it's that nobody was killed. >> that's absolutely right. the quickness of the police getting information out to the public, that's important that accurate and actionable information gets out. they did a superb job. it kind of hinders the ability for rumors to spread and the ability for panic to spread, for bad information and false narratives. theic got the information out as quickly as possible in an effort to get the aid of the people if they needed it and effective law enforcement actions did a lot. >> that cinergy where the suspect had been seen is where the suspect was killed. there are multiple injuries reported. we are odessa. a short shooting out of his car as described by the mayor shot multiple people. six people were reported to have been admitted to the hospital. we have reaction coming in from a number of officials. the former congressman, beto o'rourke is out. our hearts with middle, odessa. here is what we know. we need to end this epidemic. beto o'rourke on twitter. as the information continues to come in to us, we bring in ted williams, former d.c. attorney. not under these circumstances. another shooting. >> absolutely. look at excellent police work as steve earlier described. the main thing that law enforcement wanted to do was to be able to stop the shooting and put the short down. that has occurred. now the investigation starts from here. i would expect that very shortly you are going to have a press conference. and the public there will be advised as to what law enforcement knows and wants to put out to the public. that's going to be important. our nerves are very well frayed in that community right now. but the investigation starts right now. we need to find the motive. we have you enough information to i.d. the person. he head to his residence wherever that may be. why? why would a person get object a highway and indiscriminately shoot at people and injure people in this country? it's mind boggling. connell: the order of events from now on in law enforcement, maybe give some more information. what's the order of priority. >> law enforcement is trying to get into the heads of a shooter. quite naturally they will be talking to a family member and people close to me, they will be looking at their social media sights. one thing law enforcement is concerned about. did the shooter act alone or in concert with others. who knew about what if anything about what he was going to do. all of those things are now part of the investigation. connell: you said when news breaks there are conflict reports. one was saying there were two suspects and two vehicles. one was saying there was one, possibly two. both police departments are saying the same thing. that it was one suspect and not two. but to your point, that doesn't mean someone else wasn't involved. sometimes we look back in the situation it's a social media post that somebody didn't flag on facebook that gives us the idea more than one person knew about this. >> that will be something that will be found out as part of investigation. many years ago i dploferred this studio sat fox the beltway sniecher shooting where individuals saw a white van, and every time they saw a white van they thought it was associated with a shooting in washington. during confusion like this, there are individuals who see different things. one of the good things that happened here is the public were put on alert right away by law enforcement. you had law enforcement eyes and ears and you had the public engaged in trying help law enforcement bring the shooters to justice. connell: modern technology helps. people would get information like they have always got from listening to us or people on the radio. but many look to social media. you have ways with emergency alert systems using cell phones in getting that information out. >> what we have now in law enforcement, we have a great deal of technology law enforcement uses. they could have put drones in there. i'm sure they had helicopters up in the air, because one of the shooters may very well have hijacked a postal truck. so they had drones in the air looking for that vehicle. but the technology is now evolved tremendously. one of the things that i was deeply concerned about is they got the short or shooters before it got dark because clearly that would have made it have much more difficult for law enforcement. again, i think we need to take our hats off to law enforcement. connell: continuing coverage on fox news of a breaking situation in texas. a public information officer with the odessa police department. devon, bring us up to speed on the information we very have. >> it's a fluid situation. a lot of the information is being distributed. but what i can tell you is there are 20-plus victims. medical center hospital in odessa said they are setting up patient's families in the cafeteria. i can't give an update on patient conditions. there are five confirmed dead at this time. we are working with the other municipalities in the area to get all of our information. but we would like to thank the public for their help in this and thank our make municipalities for their help in this. everybody has come together to do what we needed to do. connell: that's new information. 20-plus victims, five confirmed dead. is one of the deceased the shooter? >> at this time i can't confirm that. we'll be holding a press conference in about 15 minutes with our police department to get more information. there are so many municipalities coming together for you this situation. we are being briefed constantly. connell: can you describe incident and what took place in as much detail as you can. >> it's not a lot of detail. it started on i-20 and a texas state trooper was shot by the suspect. from there he went to east area of odessa. odessa and middle are the 0 miles apart. he went to northeast oh decembera close to middle county and went on a shooting rampage. this is not tools your typical active shoot early, it was a drive-by, active shooter which made things increasingly difficult for law enforcement. connell: how did the incident end? we were told about it mayor of odessa that the short was deceased. how did the incident end as far as you know? >> this one suspect that is deceased. that's all the details i have been given on that. very fluid, still evolving, so there are a lot of parts to this puzzle we are putting together. we are listening, we told them to stay indoors to heed our warnings not going out, not being out. and thank you to everyone who has called in to odessa police department to give us information. connell: we want to be clear whether there are other suspected at large to your knowledge. >> we believe that we have the only shooter as well. i am not a police officer. i do not do what they do. so we believe that there is only one shooter. that shooter is from the city of odessa. connell: 20-plus victims, 5 victims dead. >> you would have to get in touch with the state for the information on the circumstances. i just not was a shooting on hurricanes 20. connell: that's where it started. and he traveled west towards odessa, probably about a 15-minute drive to the northeast area of odessa. that's all i can tell you guys right now. we are about to have a press conference so i have to go. connell: understood. thank you very much. the public information officer from the odessa police department. we'll await that press conference. but also probably at some new details as well. i five confirmed dead, 20-plus victims. more information as we get it. we'll be right back.
